Introduction The US Bureau of Mines' (USBM) world reserve/consumption ratios (Table 1) indicate that, if the world is relatively peaceful in the next two decades, there should be ample world supplies of minerals to permit rising standards of living for increasing world population. But it must be remembered that most mineral reserve estimates are conservative and that normal mining practice is to develop a ton of ore reserve for every ton mined. It should be noted that "reserve," as used in this paper follows the definition given in US Geological Survey (USGS) Circular 831, 1980; "that part of the reserve base which could be economically extracted or produced at the time of the determination." In addition to accurately determining the geologic parameters of mineral deposits, a judgment as to whether that deposit is a "reserve" per se involves consideration of many other factors. These factors were recognized nearly a century ago by a well-known mining engineer and later President, Herbert Hoover. In "Principles of Mining," 1909, Hoover wrote: "Unfortunately for the mining engineer, not only has he to weigh the amount of risk inherent in calculations involved in the mine itself, but also that due to fluctuations in the value of metals. If the ore is shipped to custom works, he has to contemplate also variations in freights and smelting charges ...In a free market, the law of supply and demand governs the values of metals as it does that of all other commodities. So far, except for tariff walls and smelting rings, there is a free market in the metals under discussion. The demand for metals varies with the unequal fluctuations of the industrial tides. The sea of commercial activity is subject to heavy storms, and the mine valuer is compelled to serve as weather prophet on this ocean of trouble. High prices, which are the result of industrial booms, bring about overproduction, and the collapse of these begets a shrinkage of demand, wherein consequently the tide of price turns back." Current supplies and use There have been ample supplies of most mineral materials to permit several-fold increases of world production of common major mineral based minerals (steel, aluminum, copper, and cement) over the past three decades. Motor vehicle production is a major consumer of mineral materials. However, in the last decade, down-sizing to facilitate improved fuel efficiency and reduce harmful emissions has reduced the weight of the average US-made automobile 15%, to 1.5 t (3200 lbs). Also in the US, there are 92 million dwelling units, or on average, fewer than three persons per dwelling unit. Construction is another major consumer of materials in the industrialized developed countries. It will also be a major consumer of materials worldwide as less developed nations seek to improve their infrastructures by adding roads, bridges, railroads, airfields, ports, and housing. Fortunately, a large number of traditional common materials, many of mineral origin and also many of agricultural origin, are readily available for construction. Coal companies mining the seams in the Appalachian region appear to be optimistic. Although some older mines are closing, newer mines are expanding. Money is being spent on new equipment and research to increase mining productivity, as well as improve safety. Coal has been produced from the rich Appalachian seams for about 200 years with no end in sight. Many equipment manufacturers have substantial backlogs of orders for new equipment. Some of the innovations being monitored by the Appalachian underground coal operators include au¬tomated longwall mining, continuous haulage systems and methane drainage. Appalachian coal was a major ingredient in the steel that culminated in the Golden Spike ceremony at Promontary Point, UT, where the final link in the transcontinental railroad was closed. This occurred on May 10, 1869, according to a history published by Union Pacific Coal Co. It stated that "rails and fastenings for track construction were purchased in Danville, Scranton, and Johnstown, PA and Troy, NY." Ever since, coal from the eight Appalachian states has contributed in no small measure to geographic expansion and economic growth of the United States.

Three lithotypes of Phalen coal from Cape Breton County, Nova Scotia, Canada, were subjected to a modified Hardgrove grindability index (HGI) test. The testing scheme differed from conventional (ASTM D-409) Hardgrove testing by, in one case, repeating the test three times prior to removing the -200-mesh fine coal from the Hardgrove mill, and, in a second test, removing fines after each of three successive Hardgrove tests. Only the first stage of the latter testing scheme actually conforms to the standard HGI test. All processed samples were analyzed petrographically by a combined maceral/microlithotype analysis. The increase in the percentage of coal ground to -200 mesh increases through the 60- to 180-mesh fractions for each of the lithotypes for the following two apparent reasons. First, with progressive grinding, more of the oversize material is close to 200 mesh (75 µm), creating a "pool" of particles ready to be ground to -200 mesh, and, second, the removal of fines from the system at each step eases the grinding at the successive step. The fines retained system shows the influence of buffering of further grinding by the particles retained in the grinding mill. The Phalen lithotypes and the series of Central Appalachian coals, evaluated previously by Hower and Wild (1994), differ in that an increase in vitrite and a decrease in trimacerite is observed in successive -200-mesh fractions in two of the Phalen lithotypes. This is the opposite of the trend observed in the slightly lower-rank Central Appalachian coals.

The Carlin Trend is a 60 km (38 mi) long northwest alignment of epithermal, sediment-hosted, disseminated gold deposits. Collectively, these orebodies contained more than 620 t (20 million troy ounces) of gold. The Carlin deposit, located near the center of the Trend, has become the "type" deposit of this class. There are, however, significant differences between the individual deposits. Six subdistricts can be distinguished, based upon geographic, structural, lithologic, alteration, mineralization style, and geochemical characteristics. They are, from northwest to southeast, the Bootstrap, Bluestar-Goldstrike, Lynn, Maggie Creek, Rain and Bullion (Railroad) subdistricts. Regional Geologic Setting The Carlin District is located centrally within the Great Basin Geologic Province. Host rocks for the deposits include sedimentary units that range in age from Ordovician to Mississippian, as well as a Jurassic-Cretaceous granodiorite stock. During the Early Paleozoic, the area that is now Nevada lay along the western margin of the North American continent. A westward-thickening wedge of sedimentary units was deposited offshore in a eugeoclinal basin; these vary from continental shelf carbonates toward the east to fine-grained siliceous clastic and cherty units to the west. Tectonic activity associated with the Antler Orogeny in Late Devonian to Early Mississippian time resulted in the eugeoclinal Western Assemblage rocks being thrust as much as 140 km (90 mi) eastward over time-equivalent transitional to miogeoclinal Eastern Assemblage rocks along the Roberts Mountains Thrust fault system. The leading edge of the Roberts Mountains Thrust plate formed the emergent Antler highland from which siliceous clastic sediment, eroded from the overriding eugeoclinal rocks, was shed eastward into the adjacent foreland basin. Erosional products derived from the overthrust plate are termed the Overlap Assemblage.

This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

Six industry trends will have significant effect on the way mining equipment is designed and supported in the years ahead: 1. MINING IS MIGRATING TO LESSER DEVELOPED PARTS OF THE WORLD The global recession of the early 1980's drove down commodity prices and intensified cost competition. This caused a fairly dramatic trend in mining away from higher cost operations in developed countries to richer, lower cost deposits in developing countries. Miners operating in lesser developed parts of the world will place higher value on rugged, durable designs that can live in more difficult and sometimes abusive conditions. They need engines and power train systems that are more tolerant of a wide variation in fuel quality and oil specifications. They'll require machines that are simpler to operate, simpler to maintain, simpler to troubleshoot and simpler to repair. And they'll require creative means of support in getting technical information, parts and components to remote operational sites. Mining equipment in the future will be more durable and simple than it is today, and product support will grow in importance as purchasing criterion. 2. THE MINING INDUSTRY IS CONSOLIDATING An intense amount of corporate acquisition and industry consolidation activity is occurring, to the point that today just 50 mining companies account for 55% of the western world non-fuel mineral production. Consolidation will continue, leading in the future to an industry structure weighted heavily toward a few key global mining houses.

Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

Imported products and materials have been in the news over the last several years in a wide variety of industries. Certainly the mining and industrial minerals industry has not been exempt from this. Cement imports have received considerable attention in the press and a number of written articles. We are also seeing imported aggregates particularly along the gulf coast and east coast of the United states. We are now hearing increasing talk of bringing high brightness calcium carbonate from offshore sources into the U.s. domestic markets. This paper takes a look at the location of these sources, factors affecting their acceptance by U.S. industry and presents a general cost comparison of offshore and domestic calcium carbonate. In addition, the market response of U.S. suppliers and the impact of imports is also discussed.

Analysis of AI, As, Ba, Be, Ca, Cd, Co, Cu, Fe, K,. Mg, Mn, Mo, Na, Ni, Pb, Sb, Se, Sr, 11, V and Zn in various types of samples collected at Van Stone mine (a Pb-Zn deposit in Washington) and surrounding areas indicates that the concentrations of several elements in water, soil and sediment are higher than their background. values. Concentrations of metals in water decrease sharply downstream and are below the maximum contaminant levels specified for drinking water. Under present physico-chemical conditions, contamination of water is insignificant but the enrichment of heavy metals is found in soil and sediment.

INTRODUCTION The work of the metallurgical engineer engaged in developing a leach, solvent extraction electro- winning process usually begins in the laboratory and generally proceeds via pilot plant testing before finally resulting in a commercial operation. The path leading to the development of the eventual process will involve a test program on leaching in order to derive information on the amenability of the copper-bearing material to acid dissolution, under various conditions. Commonly in North America the leach process of choice is either dump or heap leaching but it may also be in-situ leaching or the treatment of mine waste- waters and bleed streams. In the past, agitation and vat leaching have also been included in the list of options. Currently the economics of copper production dictate that only material of mineralogy and grade, capable of being leached without prior milling, will lead to a viable process. This is not necessarily true in other parts of the world where grades are higher and milling costs lower and therefore this paper con- fronts all the techniques available to the metallurgical engineer in terms of the evaluation of the solvent extraction process. Understanding the objectives of a laboratory and pilot plant evaluation of a solvent extraction route is important and these are described in some detail in this paper. Of at least equal importance is understanding limitations of such a test program and this aspect of process development is also discussed with reference to the kind of equipment and experimental practices that have been shown to produce results consistent with the objectives. WHERE TO BEGIN? At the inception of a project much information is developed on the variables of the leach process and indeed in some instances the type of leach that best suits the ore to be treated is the subject of intense investigation (Wadsworth 1983). The decision to treat the leach solution by solvent extraction focuses attention on the selection of the extractant most suited to the nature of the chemical composition of the solution. A laboratory screening program will probably need to be arranged in order to assist in narrowing the options and the following is suggested for this initial screening. Selection of a Representative Leach Solution This is preferably obtained from leaching a representative sample of the ore under conditions likely to pertain in the commercial leach circuit. As the conceptualized circuit flow sheet will undoubtedly involve the recycle of aqueous solutions via the leach, then it is desirable to know the nature of and the likely level of the impurity ions in the solution as well as the concentration of copper. The other most important parameter that is required is the free acid (Anon, Acorga Analytical Method) content of the solution. As a rule of thumb, it is always true that recovery across SX is maximized as the pH of the leach solution rises. Whilst a high pH may be desirable for SX recovery, it is not always desirable for the pH (or more correctly, the free acid) of the leach to rise too high. The working range, therefore, tends to be between 1.5-2.5 pH. At an early stage in process development it is likely that a number of ill-defined conditions will exist, making it difficult to decide on typical leach conditions in which case the screening tests should be carried out using a synthetic leach solution prepared from laboratory chemicals. In doing this the copper and free content should be carefully controlled along with the appropriate addition of major impurity ions as their sulphate salts. The Bureau of Mines, U.S. Department of the Interior, has developed a computer image processing algorithm to determine the size distribution of moving taconite (iron ore) pellets. This algorithm interprets line-scan images to measure pellet diameters. Pellet edge detection with a peak light intensity constraint is the basis of this technique. Preliminary error analysis indicates a normally distributed experimental error with a standard deviation of 0.09 and 0.15 for pellet diameters of 0.4 and 0.9 cm, respectively. System accuracy was independent of moving pellet speed below 50 cm/sec. Computer image-based size distributions were found to be in close agreement with standard sieve analysis.

This paper summarizes some preliminary results of the Illinois State Geological Surveys current investigation into surface subsidence resulting from coal mining in Illinois. The purpose of the study is to characterize-the vertical movements that may result from various types of underground coal mining. In general there is relatively little published information about subsidence from room-and-pillar mining as compared with longwall mining. The findings of this study, based on mining operations in a variety of geologic settings, delineate the magnitude, shape, and position of the subsidence profile. Comparisons of case histories of subsidence are based primarily on the extraction ratio and the general geometry of the mine (depth, panel width, and mining height).

Laser-Induced Breakdown Spectroscopy or LIBS can be used to provide exploration companies with precise and accurate chemical analyses in the field, in real-time, resulting in major time and cost savings. Using a Field-Portable Analyzer(FPA), anomalies can be followed up immediately while crews are still in the field. Lower limits of detection (LLDs) are element dependent, but many are sufficiently low to be useful in exploration. LLDs in ppm for selected elements of interest are: Be-2, Cu-3, Zn-20, As-200, Sb-500, Pb-30, Ag4,Mo-100, B-33, Ti-500, V-350, and Cr-l. LIBS analyses require little or no sample preparation.

Introduction This chapter addresses the need for operation manuals, presents an outline as a guide for writing the manual, discusses who should write the manual, suggests how it is implemented and gives tips to potential manual writers. Theory & Purpose of Operating Manuals The primary objective of the operating manual is to provide every operator the benefit of a uniform minimum level of training. This training is not only critical to the safety and efficiency of every employee, but also provides a basis for incorporating future operational improvements into standard and emergency procedures. The manual promotes safety through- out and additionally has a special section devoted to safety. The operator should be able to find information on chemical and physical hazards as well as be exposed to safety procedures for such items as motor lockouts and tank entries. The operating manual will usually reference a separate safety manual or incorporate parts of the safety manual. Safety is also promoted through standardized procedures for operation of equipment. Standardized operation is the second most important reason for the writing of manuals. If equipment is started, operated, and shut down in a consistent manner, then operational efficiency should be maximized. If it is not, then the procedure is adjusted until it is. The experience of many can be condensed into set responses for start up, shutdown, steady state operations, and upsets. Implicit with the standardized operation objective is a minimum level of training the operator will receive by thorough familiarization with the manual. The ability to know the contents of the manual is a basic requirement for operator status. The operating manual serves as a basis for a training program both at the start of the new plant and as new operators are hired or promoted into the job. The operating manual is a collection of at least part of the knowledge that "key people" own and will cushion the loss of key personnel for whatever reason. The manual can only fulfill these lofty goals by being a dynamic document. Manuals must change as equipment is modified and superior techniques evolve. The Boss-Bixby deposit is one of several iron deposits that occur in the Precambrian igneous rocks of southeastern Missouri. It differs, however, from all of those deposits by its significant contents of copper, cobalt, and titanium, and its close relationship with a basic igneous intrusion. Ore microscopic study of selected drill core samples has shown that the hypogene ore minerals are magnetite, hematite, chalcopyrite, bornite, covellite, ilmenite, rutile, sphalerite, cobaltian pyrite, carrollite, scheelite, and wolframite. Subsequent partial oxidation has formed martite, pseudobrookite, and anatase. Textural evidence indicates that two stages of iron and iron-titanium oxide formation were followed by the deposition of the copper-iron sulfide minerals and carrollite.

A series of flotation experiments were carried out in a 2.25-dm3 laboratory-scale Rushton turbine cell using hydrophobic quartz particles. Flotation was performed at a constant mean bubble diameter over a range of superficial gas velocities and impeller rotational speeds. The overall flotation rate constant increased linearly with increasing superficial gas velocity (and hence bubble surface area flux). The rate constant also increased linearly with increasing energy dissipation, until a maximum value was reached. A further increase in energy dissipation had little effect on the rate constant. The dependency of the rate constant on energy dissipation is a reflection of the size range and hydrophobicity of the particles used in this study. The flotation rate constant increased with increasing particle size, except at the highest energy dissipation value examined, for which the flotation rate of the larger particles reached a plateau and, in some cases, decreased. Good agreement was obtained between the experimental results and those predicted by a fundamental flotation model using experimentally measured values for mean energy dissipation and the Sauter mean bubble diameter. The bubble velocity was adjusted to obtain the best fit to the experimental data. The inferred bubble velocity, based on the flotation model, was found to increase with increasing superficial gas velocity (and bubble surface area flux) and was found to decrease with increasing impeller rotational speed. While the inferred bubble velocities were significantly lower than experimentally measured bubble velocities, and, except at low superficial gas velocity values, significantly higher than the bubble swarm velocity calculated from gas holdup measurements, similar trends with impeller rotational speed and superficial gas velocity were observed in all cases.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11. The principals of McCabe Industrial Minerals, Inc., have been involved in the mining, processing, and marketing of nonmetallic minerals for more than 40 years. In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. These criteria (Table 1) are used extensively by the company in all of its projects, and we present this and other data about the company in this brief report.
