The Little Rocky Mountains host epithermal gold-silver bearing vein and stockwork deposits in a syenite intrusive complex. Pegasus Gold Ltd. is currently mining the oxidized deposits by open-pit methods and recovering gold and silver by heap-leach processes. A geologic program has been designed to effectively determine the basic ore characteristics; 1)mineralization; 2)oxidation; 3)structural setting; 4)lithology; 5)alteration; and ultimately, 6)the leachability of the ore. Geologic mapping, sampling, drilling, assaying, and testing are routinely used in exploration, development, production control, mine planning, and ore reserve estimations. Timely and accurate assay results are essential for the program's success.

Perfluoromethylcyclohexane (PMCH), a member of the perfluorocarbon tracer group of compounds, has been shown to be a viable supplement to the widely used tracer gas sulfur hexafluoride (SF6). This viability stems from the fact that PMCH can be used concurrently with SF6 while maintaining adequate chromatographic separation and comparable sensitivity during analysis. However, the release of PMCH in an underground mine ventilation system is challenging due to its physical characteristics. While SF6 exists as a gas at room temperature and pressure and can be accurately released by a variety of means, PMCH exists as a volatile liquid at room temperature and pressure, preventing it from being deployed in a similar manner. One method to release PMCH is to use a permeation plug passive release vessel (PPRV), which allows for the controlled release of the gas. This paper presents the results of a study evaluating various preparation techniques, plug thicknesses and plug materials of an aluminumvessel PMCH release source, so that a source appropriate for the mine scale may be developed.

In the United States, the U.S. Environmental Protection Agency (EPA) is set to implement its Tier 2 air quality standards governing high-horsepower, off-road diesel engines. The regulations take effect in January2006. In Europe, similar standards, called Stages, are due to take effect about the same time. And other markets, such as Japan and Australia, have their own standards on tap. Tier 2 standards will further reduce the amount of nitrogen oxide (NOX), sulfur dioxide (SO2), diesel particulate matter (DPM), carbon monoxide (CO) and hydrocarbons off-highway diesel engines are allowed to emit. And even more restrictive Tier 4 standards are due in 2011. The upshot is that operators of high-horsepower engines, particularly in mining, will begin using in their new off-road haul trucks, excavators, shovels and other mining machines diesel engines that are designed to meet these more stringent standards.

New and developing communication systems enable underground miners to not only connect to the surface from an increased communication coverage area but also to be discovered in the event of an emergency. Communication and tracking systems are required by MSHA regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broadcast devices results in a reliable communication network that can better withstand disruption in both daily operation and emergencies. This paper will discuss recent regulatory developments in underground coal communication systems, the implementation of these new technologies, and how communication system?s networks can be modeled and analyzed using computer simulations.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America. The angular spiral lining system reduces energy consumption and grinding media consumption in grate discharge ball mills. This paper discusses the effect of this lining system on mill product size distribution. Performance comparisons of a grinding circuit outfitted with angular spiral liners in the ball mills are made with respect to standard double-wave liner installations. The angular spiral lining system was developed by Waagner-Biro of Austria. The installation of this lining system at Magma Copper Company, San Manuel, Arizona, is the first of its kind in a grate discharge ball mill used for wet grinding.

Anomalies of sulfur dioxide and other gases have been defined, by direct measurement, around various sulfide bodies. These readings were made (1) in soil gas and (2) in the atmosphere, from both ground vehicles and, to a limited extent, from helicopters. Test areas included porphyry copper and molybdenum deposits, sulfide bearing vein systems, pyrite zones associated with sandstone uranium accumulations, and pyrite-bearing mine dumps. Some of the deposits are covered by as much as several hundred feet of overburden or barren rock, while others outcrop, or have been exposed by mining operations. Depending on local conditions, background values of sulfur dioxide in soil gas and the atmosphere range from 1 to 15 parts per billion. Using present techniques, anomalous readings are recognized at approximately two times background. Apparent "depth penetration? on known deposits has ranged to several hundred feet. Readings have been made over known deposits from a helicopter and ground vehicle moving at up to 40 mph. The rate at which the survey may be carried out depends largely on the size and extent of the anomaly. The existence and magnitude of sulfur dioxide anomalies around sulfide-bearing deposits is a function of geology, target size, soil moisture, and climatic conditions such as temperature and temperature changes, barometric pressure, wind velocity, and precipitation. Industrial S02 pollution can effectively mask the presence of the anomalies sought.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

The purpose of the panel's examination of coal mining research and development is to explore how the various groups that make up this research community might work together more efficiently and be more productive. The community, as defined here, includes federal and state governments, coal producers, manufacturers, unions, universities, and industry sponsored research organizations. The framework chosen for these discussions consists of brief presentations by the panel members on their views of the proper role and function of the group they represent. The panel members were also asked to highlight the economic, technical and institutional constraints that affect the performance of research and development and the use of the results. Following these presentations, a number of prepared questions will be discussed by the panel, and audience participation is invited. These questions were given several weeks ago to the panel members for their study. Before proceeding with the panel member reports, a brief review of the importance of R&D to the coal mining industry would be helpful to setting the stage for a constructive dialogue. It is appropriate to begin this review by mentioning that there is complete agreement among the research community that the major goals are: Improve health and safety Protect the environment Increase capital and labor productivity Increase resource recovery Since the basic functions of the academic, industrial and government sectors are different, we should expect that the research and development objectives and priorities, roles and responsibilities under each major goal will be different for each research group. The differences do not represent problem areas. However, problems will arise if the objectives are not properly interfaced at the appropriate time. The consequences of railing to understand the need for integrated programs will be the classic result, best described by the phrase --"a technical success but a commercial failure."

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). The use of an integrated software package to simulate and optimize the performance of mineral processing circuits is illustrated by three examples. Each represents application of the software and associated techniques to optimization of an existing plant. In the first example, a South-western U. S. copper company employs the method to simulate and improve performance in crushing, screening and SAG milling. A second copper producer evaluates equipment changes and flowsheet alternatives in a closed-circuit ball mill-cyclone operation. A Southeastern U. S. aluminum refinery optimizes performance of a dry milling and classification circuit for production of carbon particles used in anode casting. Graphical and tabular data describe the circuits simulated and the results achieved in each example.

Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which present an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current research study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders’ evaluations. Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

The struggle to get the minerals industry seriously interested in high intensity wet magnetic separation* has been difficult. The high capital cost of the equipment, the lack of basic research, the lack of operating information, and the diverse characteristics associated with different minerals and ores have prevented the development and use of HIMS-W on a wide scale. The Climax Molybdenum Company, a Division of American Metal Climax, Inc., located at Climax, Colorado, was among the first companies in the Americas in recent years to support the development of HIMS-W to recover weakly magnetic minerals on a large scale. The Climax Molybdenum Company, one of the world's largest underground mines, processes about 40,000 tons per day of ore, from which about fifty million pounds of molybdenum disulfide are produced each year. By-products include tungsten, iron pyrite, tin, and some monazite.

The Risk-Informed Decision Making (RIDM) working group is a group of industry professionals formed under the joint initiative undertaken by United States Society of Dams (USSD), Tailings Dam Safety Committee and Canadian Dam Associations (CDA) Mining Dam Safety Committee (MDC). The working group was organized to develop a guideline on implementation of a RIDM process relating to the design of mining water dams and Tailings Storage Facilities (TSF). Since its formation in 2022, the group has completed a literature review of more than one hundred (100) cross industry publications on applications of RIDM in mining water dams and TSFs, has held two industry workshops in Niagara Falls, Ontario in 2024 and Saskatoon, Saskatchewan in 2025 to capture industry input relating to the understanding and application of RIDM. The working group has subsequently formulated a process that constitutes good industry practice as it relates to application of RIDM in mining dams and TSFs. The authors, through their engagement and leadership in the working group and facilitating the two industry workshops in 2024 and 2025, are of the opinion that the successful application process of RIDM across Canada and United States (U.S.) is still not clear to many industry practitioners. There is confusion over terminology, good versus poor RIDM, and in some cases reluctance to use the RIDM terminology. This paper addresses critical knowledge gaps identified in the RIDM implementation for mining water dams and TSFs through three years of stakeholder engagement. It provides clarity of the process via a joint position statement and implementation roadmap, resolves terminology confusion, and documents contradicting industry opinions to promote adoption of good RIDM practices in Canada, U.S. and beyond.

Dr. Ft: L. Handy of Iowa State University's Engineering Experiment Station very handily reduced the relatively complex cement making process to ultimate simplicity: "Take two cups of crushed limestone; add one-half cup of clay or pulverized shale (plus perhaps some sandstone or iron ore; depending); mix thoroughly and grind up fine. Bake in white-hot oven at about 2,600 F. Cool. Add a tablespoon of gypsum: and, again, grind very fine. If you can do this for about a penny a pound, you can almost compete.' Before Dr. Handy's time, is the early days of the U. S. Cement Industry, from 1817 when the Erie Canal was started to 1895 when the first rotary kiln was built, this was the recipe, more or less. Dr. Handy's raw materials were deposited in a natural "cement rock" found in the Hudson, New York and Lehigh, Pennsylvania valleys. At first the natural rock was pulverized (not ground fine) and interlayed with wood for "baking" at about 1,800° F in a batch process vertical shaft kiln or beehive oven; then the calcined pozzalonic (lime and silica) product was cooled and ground fine for shipment in wooden barrels. Later, in 1871, true portland cement was made. The same natural rock was ground fine to make briquettes; interlaced with wood or coal in the "Beehives"; and baked at a clinkering temperature of about 2,6000 F to produce clinker (calcium silicates) which was ground fine for sale. In those days, the crude cements dropped in price from over 1 cent to 1/2 cent per pound. In 1895 the rotary kiln introduced-continuous instead of batch processing. The countercurrent process allowed the same raw materials (now finely ground to about 80% minus 200 mesh like face powder) to be fed at one end of the rotary kiln. Heat from a coal burner was introduced with combustion air at the other end to produce the requisite clinkering temperature. The clinker product was discharged for atmospheric cooling, mixed with gypsum, and again ground fine as face powder. The cement was sold primarily in barrels, later in jute or cloth bags, then paper bags, and now primarily in bulk truck and barge carriers. The price dropped to a 1/4 cent per pound by 1910, but with recent inflation it now sells for 2 cents per pound.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

The variables involved in a complex process like flotation can be classified as follows: a. Disturbance variables - which are undesired properties of the process input which affect the value of the process output but which are not subject to adjustment. They are the result of changes in the properties of the feed, like changes in head grade, flow rate, fineness of grind, etc. b. Manipulated variables (sometimes referred to as process variables or control variables) -which are those that are adjusted - reagent addition, aeration, pulp level - in order to compensate for the disturbances in the properties of feed. c. Performance variables (sometimes referred to as controlled variables) -which are those whose values measure the performance of the process. They are properties of the process output such as grade and recovery. The function of a control system is to maintain the process performance equal to the control objective in spite of the disturbances by adjusting the manipulated variables. Attempts at developing automatic control systems for mineral processing operations date back to the thirties and in many of these attempts the results were not surprisingly poor and un-stable. The poor results brought indifference and suspicion towards automatic control on the part of operators and management. The reasons for the apparent failure of these attempts were two-fold: a. the lack of adequate understanding of the behavioural responses of the process from the control point of view, and b. the lack of reliable control instrumentation which could withstand the harsh environment in mineral dressing plants. Many operators had accepted the fact that control of mineral dressing could be best conducted manually. In the case of flotation circuits, control had been virtually based on the skill and experience of operators particularly their ability to identify and rectify poor flotation performance aided by results from the laboratory (chemical) analysis of regularly collected samples from strategic points in the circuit which are at best, hourly collected samples.
