This paper will address methods for minimizing liability and protecting materials from disclosure as result of self- evaluative audits and internal investigations. Specifically, the paper will cover the role of counsel in the investigative process and how best to design and conduct internal investigations to minimize the development of problematic material and disclosure of information. The paper will also address the extent of privileges that may be relied upon to protect materials and information from disclosure. These include the attorney-client privilege, the self-critical analysis privilege, and the attorney work product privilege. These privileges are qualified and understanding the limits of their coverage is essential to minimizing liability.

Solving ventilation networks of natural air splitting is a classical problem in mine ventilation. A common approach to this problem is to formulate it based on Kirchhoff's voltage and current laws and obtain the solution by an iterative technique known as the Hardy Cross method. In this paper, it is shown that the problem can be formulated and analyzed as an unconstrained optimization (minimization) problem. The computational experience with the method of conjugate gradients is also discussed.

Keith, John R. 1968. Relationships of lead and zinc contents of trees and soils, Upper Mississippi Valley District. Preprint, Fall 1968 Meeting, Soc. Mining Engineers of AIME. Lead and zinc contents of elm, maple, and oak trees and of soils in which the trees grew were determined in samples from the Upper Mississippi Valley mining district, and from an area outside but contiguous to the district. The lead and zinc analyses of plant materials served to differentiate the mineralized and non-mineralized areas. Stems contained about two times as much lead and about 2-5 times as much zinc as did leaves taken from the same stems. Lead and zinc analyses of all soil horizons could be used to differentiate between the two areas. Soils at most sample sites in the mineralized district seemed to be more reliable than plants for geochemical prospecting and are a more practical sampling medium. Soil samples from areas with thick loess cover, however, failed to indicate the presence of mineralized bodies whereas tree samples from the same sites contained anomalous amounts of lead and zinc. It is suggested that in areas of thick loess cover plant samples could be used in prospecting for lead and zinc.

INTRODUCTION The Magmont mine is a joint venture of Cominco American Inc. (operator) and Dresser Minerals, Inc. The mine-mill operation is located approximately 160 km (100 miles) southwest of St. Louis, MO, in what is commonly referred to as the "Viburnum Trend.” The Magmont mine is designed for a production rate of 3810.2 t/d (4200 stpd) on a 5-day week, three shifts per day basis. Initial production began in 1968. The mine is open stope, room-and-pillar, and essentially horizontal along the trend of the ore body. Briefly, the main geological structure can be described as a brecciated graben bounded by reverse faults. The ore body in cross section is shaped like a bell curve with some lateral extension at the lower part. Presently outlined ore is 609.6 to 762 m (2000 to 2500 ft) in width and 2133.6 m (7000 ft) in length. The ore varies in thickness from 4.87 m (16 ft) on the fringes to an average of 27 m (90 ft) in the high ore areas bounded by the reverse faults. Lead is the primary metal with zinc and copper secondary. MINE DESIGN The basic design of open stope, room-and-pillar mines has been described by several writers and need not be repeated here. (Anon., 1970; Bullock, 1973; Casteel, 1972; Christiansen et a]., 1970; and Lane, 1964) This discussion covers the mining sequence as applied to the particular problems at the Magmont mine, the use of equipment, and deployment of the work force. In the upper portion of the Magmont ore body is a layer locally called the False Davis shale. This layer lies below the true Davis shale, is normally interbedded with dolomite, is of varying thickness, and if mineralized, is included in the top pass of the mining sequence. In thick ore areas this layer will be 2.13 to 2.43 m (7 to 8 ft) in thickness and will occur in the upper portion of the pillars. Due to its incompetency the presence of this False Davis layer is of primary concern in mine planning and operation. Mining areas are divided into three basic groups by ore thickness. First are areas of ore up to 6.09 m (20 ft) in thickness. These areas are below the False Davis shale and are mined single pass with drill jumbo. Second are those areas up 13.71 to 15.24 m (45 to 50 ft) in height. The first 4.87-111 (16-ft) Pass is taken at the top of the ore and the back and pillars secured. Benching the lower portion(s) in 4.57 to 4.87-m (15 to 16-ft) passes is then done with either a drill jumbo drilling horizontally or a crawler drill drilling vertically. Normally these areas are below the Table 1. Productivities per Manshift False Davis shale. These areas may also be mined by back slashing, or overhand benching, where the first 4.87-m (16-ft) pass is taken at the base of the ore and successive 4.87- m (16-ft) passes are taken upward. A minimum amount of back slashing is done at Magmont since it requires repetition of roof control on each pass and roof control is the single largest stoping cost at Magmont. Ore left to provide a working platform oxidizes and is coated by oil spills thus reducing metallurgical recoveries. The third mining area is over 15.24 m (50 ft) in height UP to a maximum of 40.23 m (132 ft) and will encompass the False Davis shale. These areas are mined by first driving +15% inclines to the top of the ore body. The top pass is mined and the back is bolted and roof mats installed as a matter of standard practice to minimize roof problems as mining progresses downward. Once the back and pillars on the top pass are secured, benching begins on successive passes with either the drill jumbo or crawler drill. Pillars on all successive passes below the top pass are secured as necessary. While benching progresses below the top pass, the pass at the base of the ore body is mined leaving a sill of 4.57 to 7.62 m (15 to 25 ft) in thickness to be removed with the crawler drill in a retreating manner. Rooms are mined on a 1.57 rad (90") grid pattern to insure alignment of pillars where multiple passes are taken. Pillars are designed on a 17.98-m (59-ft) spacing with rooms up to 10.66 m (35 ft) in width. Heading widths are wide enough for the mobile equipment to turn without additional allowance for curves. The result is a flexible layout which provides a maximum number of headings available for high extraction rates and grade control. PRODUCTION Incentive Bonus Incentive bonuses play an important part in the mine production at Magmont. Production crews are trained to perform only one of the mining functions of drilling, blasting, mucking. or roof bolting. This specialization, or functionalization, is augmented by development to open all possible stoping areas as early as possible in the life of the mine. This insures that each crew will have enough headings to perform its specialty. The incentive bonuses increase exponentially as output increases. The lucrative incentive bonus coupled with the specialization of the production crews and proper mine development have combined to give the high productivities shown in Table 1. Development crews perform all mining functions in their area. The incentive bonus is paid on a per foot basis, Crews on different shifts working the same heading share equally in the bonus proportional to their contract hours worked.

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

The Mine Safety and Health Administration, in cooperation with IMC Global Operations, Inc., conducted a joint study to determine the effectiveness of the technology currently in use at the mine to control diesel particulate exposures. IMC Global operates an underground potash mine using diesel-powered equipment to extract minerals. IMC uses a variety of technologies to control worker exposures to diesel particulate. These technologies include: ventilation, low sulfur fuel, oxidation catalytic converters (OCC), maintenance and work practices. The study was conducted over a two-week period, two shifts per day. During the first week (six shifts), baseline data on exposures and diesel particulate emissions were obtained. New OCC's were installed over the weekend on all equipment on the test section. During the second week (six shifts), data were collected to assess the effectiveness of the new OCC devices. In addition to exposure and diesel particulate emissions data, mine ventilation, engine exhaust temperatures and mine operational data were obtained. The primary means of determining diesel particulate concentrations was the respirable combustible dust (RCD) method. Gas concentrations carbon monoxide (CO), carbon dioxide (CO,), and nitrogen dioxide (NO,) were measured using passive dosimeter badges and gas bottles. Results of measurements of diesel particulate, gases, and air- flows were analyzed to determine the effectiveness of airflow and oxidation catalytic converters for controlling diesel particulate exposures. The use of oxidation catalytic converters resulted in reductions of both workers' exposures and diesel emissions.

When the Henderson Project is completed in 1975, it will become one of the Free World's largest primary molybdenum producers. The Henderson Mine will be located approximately 50 miles west of Denver, Colorado, on the eastern slope of the Continental Divide. Ore reserves are currently estimated to be 303,000,000 tons with a grade of 0.49% MoS2. The mill and tailing area will be located approximately 14.5 miles from the mine in the Williams Fork Valley, which is on the western slope of the Continental Divide. Ore haulage from the mine to the mill will be by ten miles of underground railroad and 4.5 miles of surface railroad. The concentrator has been designed to mill 30,000 tons per day and will yield approximately 50,000,000 pounds of contained molybdenum per year. This paper is concerned with the tailing and water supply system for the Henderson Project and in particular the environmental considerations affecting their design.

Although roof bolting has been a major means of strata support for nearly two decades, little attention has been directed towards the design of bolt Installations. The variables involved are interdependent and their study complex. However, some simple tests may be employed to serve as guides to the efficient design of roof bolt systems. Local conditions are continually varying and are important to pattern design. This paper discusses such considerations and suggests techniques which may be employed to effect improved roof control with bolts.

The trend towards proportionately rising volumes of surface mining through- out the world and especially in the United States has led some observers to predict that the future of underground mining is quite limited. Certainly, the simple extrapolation of current trends1 gives evidence of a compelling sort for the hypothesis that technological progress is proceeding at a faster pace in surface than in underground mining. This paper attempts to examine the basis for these predictions by searching the historical record on differential rates of productivity as these are observed in iron ore and coal mining. In recent years economists have discussed "technology gaps" among industries or segments of the same industry, by which they mean that mechanisms for invention and its diffusion are faulty or retarded in such a way that feasible cost-cutting innovations are not applied or developed, even though technicians regard them as practical.2

The LaModel program is widely used to calculate stresses and displacements on thin tabular deposits, particularly when multiple seams or complex mining geometry is encountered. The program itself allows the user to create multiple mining steps to show a progressive sequence of mining. However, LaModel considers each individual step as an independent steady-state condition, and any previous loading conditions of the materials are not tracked. It also does not consider any sort of dynamic stress change during the mining process. In certain circumstances, especially in multiple-seam situations, modeling a scenario of the seam of interest without considering the previous mining sequence in the off seams can potentially lead to inaccurate results. The primary objective of this paper is to present a situation where a potentially dynamic, unstable mining condition was encountered. It was not evident until the previous loading conditions in the off seams and the impact of dynamic stress changes in the active seam were considered. It is important to make the mining community aware of these potential modeling scenarios where the path-dependent nature of the mining sequence is of key importance. This paper presents a case history where room-and-pillar retreat mining was being conducted in a relatively deep cover stress regime where multiple seam interactions were present from both undermining and overmining. Mining in the active seam was being conducted with roomand- pillar mining techniques consisting of a series of parallel production panels being successively developed and retreat mined along a set of Mains. In this situation, the traditional global LaModel analysis without any path-dependent adjustments did not fully identify the area of poor conditions that were encountered. This paper explores the impacts of mining in the active seam on the lower seam which, in turn, has a negative impact on the active seam. This provided a solid foundation for the subsequent analysis of the three seams simultaneously. Based on the calibrated model, it is likely that retreat mining in the active seam resulted in increased stresses in the underlying seam that conceivably resulted in additional convergence and, most likely, additionally convergence of the pillars under the panel being developed. This in turn could have caused active subsid- The LaModel program is extremely useful for analyzing multiple-seam mining scenarios. As multiple-seam situations become even more prevalent, the potential for encountering a path-dependent mining scenario also increases. To successfully model path-dependent mining scenarios, the ground control engineer will be required to make sound judgments on the condition of pillars in sub-adjacent seams. These engineering judgments should be based not only on the current state of stress, but also on any prior or future states of stress. This means considering the stresses from over or undermining as well as stresses applied to the sub-adjacent seams from actively mining the seam of interest.

Selecting a minicomputer is not unlike selecting a costly piece of mining equipment such as a truck, shovel, crusher, or conveyor belt system. A marked difference might lie in the frequency at which such selection takes place; another difference might be mine management's familiarity with mining equipment vis a vis a minicomputer. These basic differences might prompt a mining company to seek the aid of a consultant when selecting a minicomputer system. Advantages and Disadvantages The fundamental advantage of employing an independent consultant is that it provides management with a source of knowledge and breadth of experience not readily available within the organization. If the consultant has a minerals background, such knowledge and experience are further enhanced by actual experience in exploration, mining, and mineral processing. If the consultant has worked within a mining company, such hands-on experience is supplemented with a meaningful understanding of the client's business; this facilitates communication between the consultant and members of the client organization. The consultant has been, so to speak, "in the client's shoes." There are several other advantages. Since computer systems cut across organizational boundaries, the independent consultant may be able to move within the organization more easily than an inside staff person to collect necessary information. Also, detachment from any manufacturer should provide the client with an objectivity and a set of recommendations as near optimal as feasible. The principal disadvantages lie in the area of continuity and accountability. Once the consultant's report has been submitted and his recommendations implemented, a discontinuity might occur. Also, if implementation does not provide the desired results, the consultant might not be available to correct the situation or account for actions taken. Proper selection of consultant services, relative to kind and duration, and the consultant's method of operation, will often prevent many of these aftereffects. Services Offered The professional consultant can help a client: •Define and summarize information systems technology* needs; • Evaluate alternatives such as in-house capability and capacity, time-sharing, or service bureaus; • Prepare a formal request for proposal (RFP) to be submitted to vendors; •Evaluate vendor proposals; •Evaluate the economics of lease vs. purchase; and •Assist in the conversion and installation. Thus, consulting services may range from evaluating an existing system and upgrading to a larger piece of equipment, to selecting a new first-for-the-organization computer. First, Define and Summarize Needs Regardless of circumstances, the most valuable document required before equipment selection is the information system plan (I/S plan). It helps insure that the company's information needs are met in a cost-effective manner. An I/S plan is usually a comporient of the mining company's overall business goals. Since an I/S plan is a formal vehicle for establishing and communicating the direction the organization intends to take to satisfy information requirements needed to achieve goals and objectives, most initial systems services are likely to center around creating such a document or updating an existing document. Conveyors are a highly effective means of transporting material over long distances. Recently there has been a trend toward long conveyor systems with high capacity single flights. These conveyor systems are an efficient alternative to costly truck fleets. Also with deeper mines, the use of diesel driven trucks becomes more difficult. Another trend is in underground mining, where conveyors are an efficient alternative to drift hoists or dedicated rail systems.

Acid mine drainage waters generated in the uranium deposit Curilo, Bulgaria, were treated by means of a pilot-scale passive system consisting of an alkalizing limestone drain, a permeable multibarrier for microbial dissimilatory sulphate reduction, biosorption and chemical neutralization, and a natural wetland, connected in a series. The waters had pH in the range of about 2.5 ? 4.1 and contained radionuclides (uranium, radium), heavy metals (copper, zinc, cadmium, lead, nickel, cobalt, iron, manganese), arsenic and sulphates in concentrations usually much higher than the relevant permissible levels for waters intended for use in the agriculture and/or industry. The water flow rate through the passive system varied in the range of about 5 ? 15 m3/24 h, reflecting water residence times of about 60 to 20 hours. An efficient removal of pollutants was achieved by this system during the different climatic seasons, even during the cold winter days at external air and water temperatures close to 0°C. The removal was connected with different mechanisms but the microbial sulphate reduction played the main role during the warmer months of the year. However, during the cold winter days the removal of pollutants was due mainly to their sorption by the solid dead plant biomass (cow manure, plant compost, straw) present in the multibarrier as well as to their precipitation as a result of chemical neutralization caused by crushed limestone.

Rare earth elements (REE) are becoming more important in our society. REE deposits are found throughout NM. Some REE past production (1950s), as bastnaesite, came from the Gallinas Mountains district, Lincoln County, NM. Several companies and the U.S. Bureau of Mines (USBM) have conducted exploration programs to identify REE potential. Four types of deposits are found in the district: epithermal REE-F veins, Cu-REE-F veins, REE-F breccia pipe and iron skarn deposits; all are associated with Tertiary peraluminous, alkaline to alkalic-calcic volcanic rocks. District zonation is defined by base metals (REE-F-Cu veins) that form center of the district, surrounded by REE-F veins. The magmatic-hydrothermal breccia pipe deposits form a belt partially surrounding the veins. Iron skarns formed at the top and edge of the trachyte intrusion and are likely the earliest stage of mineralization. In 1991-1992, USBM calculated an inferred resource of 0.487 million metric tons with a grade of 2.95% total REE. With the projected increase in demand of REE, areas such as the Gallinas Mountains district in New Mexico are being re-examined for additional REE potential.

An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The frequency converters are installed in the low voltage switchgear room located below the control room within the primary crushing plant building. Pulmonary responses to coal mine dust exposure were investigated by analysis of bronchoalveolar lavage specimens from non-smoking coal miners (n-12, mean age-43 ± 2 years, mean underground exposure-17 ± 2 years) and from non-smoking normal volunteers (n-18, mean age-43 ± 2 years). Spirometric and diffusion capacity indices were monitored as part of a physical exam. Lavage was performed in a subsegment of the right middle lobe by instillation of 200 ml of warmed saline solution in 50 ml aliquots and recovery by gentle suction. Specimens were centrifuged at 500g for 5 minutes at 2°C. Total and differential cell counts were recorded. Secretion of oxidants measured by chemiluminescence, surface morphology (spreading and ruffling), and lymphocyte parameters were determined. Lavage fluid was analyzed for the presence and quantity of acute phase reactants and immunoglobulins. Pulmonary function measurements as well as recovered lavage volume, total lavagable cells, and differential cell counts were similar in both miners and controls. Both resting and phorbol myristate acetate-stimulated chemiluminescence were also similar in miners and controls. In contrast, particle-stimulated chemiluminescence was significantly decreased in the alveolar macrophages from the miners (48% of control values). Morphometric analysis of scanning electron micrographs indicate that phagocyte surface spreading was similar in miners and controls. However, surface ruffling was 127% greater in the miners compared to controls. Lymphocyte subpopulations were similar in miners and controls. Protein analysis of the lavage fluid revealed lower total protein content in the lavage fluid of miners. However, the concentration of albumin, IgG, and IgA were similar in miners and controls. We conclude that most indices were normal in underground miners working under the current dust standard of 2 mg/m3. The decrease in particlestimulated chemiluminescence and the increase in surface ruffling in miners may suggest the beginnings of particle overload and activation of the macrophages. In addition, a decrease in total protein was noted in lavage fluid from miners.

A modified coal flotation characterization procedure, referred to as the Advanced Flotation Washability (AFW) technique, has been developed which, compared to traditional procedures, provides a more accurate prediction of the optimum separation performance achievable by a froth flotation process. The AFW procedure uses a vertically-baffled flotation column which provides enhanced selectivity among particles of varying degrees of hydrophobicity due to a plug-flow environment and an improved carrying-capacity environment. In fact, the separation performance of the traditional procedures was enhanced by increasing the possibility of operating under improved selectivity conditions. The separation performance provided by the AFW procedure was superior to that obtained from multiple cleaning stages using commercially-available flotation columns under both kinetic and carrying-capacity limiting conditions.

Mining companies, as developers of natural resources, are being forced to deal with the potential long-term liabilities of past, present, and future mining operations. As discussed in a previous paper (Cobb, et al., 1987), these liabilities can include solid waste disposal corrective action programs (state or federal actions), Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), (Superfund) (state or federal actions), or natural resource damage claims (typically filed by state agencies and provisions specified in CERCLA). These potential liabilities are very real, and should dramatically impact the way a company views its exploration and development programs, and operating mines.

INTRODUCTION Spokane Mining Research Center (BuMines) is researching sealants for underground coal mines to: 1. Reduce sloughing of shale roofs. 2. Reduce sloughing of coal ribs. 3. Seal block stoppings against air losses. 4. Construct stoppings by spraying over jute cloth or metal lath. 5. Render incombustible in-place polyurethane foam. Originally the work was directed towards reducing sloughing of shale roofs. Many underground coal mines have shale directly over the coal which weathers severely after exposure to the mine atmosphere. Lab investigations(l, 2, 3, 4) have shown that many shales separate into layers when immersed in water or stored in a high relative humidity environment. Upon drying or after removal from high humidity, the shales continue to separate. Underground coal mines become wet in the warmer months from condensation of the ventilating air. Conversely, the mines become dry in the cooler months from evaporation. The mines experience severe shale break-up during the summer and much less break-up during the winter. Figs. 1, 2 and 3 show weathered shale roofs. in underground coal mines. Fig. 4 shows fallen shale on the entry floor. Sealing the shale reduces this sloughing problem.

In this chapter, I shall discuss railroad con¬struction for modern underground coal mines. Because men, materials, and supplies are being moved more often and farther by rail, the ef¬ficient and safe construction of the system takes on new importance. Most large coal mines are opting to use track haulage over other support transportation systems because of cost, ease of installation, reliability, and other factors. En¬gineers tackling the problem of designing such a transportation network must be aware of all the steps required for an effective transportation system design. This chapter discusses all aspects of efficient trackwork construction. The areas covered in¬clude design factors, laying the track, installing turnouts and switches, and installing trolley wire. Each area includes a description of the steps needed to complete the work.
