On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical goldmine.

Ore agglomeration has been used as part of the heap leaching process for the last 40 years. However, industrial experience shows that the lack of a universal agglomeration standard has limited the benefits of this otherwise valuable unit process. The more complex the ore in terms of the nature and relative abundance of fines (particle size smaller than 74 μm), the more important that the agglomeration product satisfies some minimal requirements. This paper presents an agglomeration scale that identifies the quality standards for agglomerates and documents the resulting mechanical, physical and hydraulic (hydrodynamic) behavior associated with each level on the agglomeration scale. The hydrodynamic properties of an agglomeration product are critical for the proper design of a leaching operation and, as shown in this paper, can be used to select the optimal pretreatment method for a given ore sample. Agglomeration as a unit process not only allows better conditioning of the hydrodynamic behavior of the ore but also creates an opportunity for optimized delivery of reagents to kickstart the leaching process, which may ultimately improve the economic performance of leaching. Industrial case data are used to demonstrate the shortfalls associated with low-quality agglomeration and the benefits of improved agglomeration, which range from enhanced porous structure (better percolation and drainage characteristics) to better metallurgical response (faster kinetics and higher metal recovery). Proper agglomeration has been used to render otherwise untreatable ores into valuable leaching resources.

In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.

A mathematical model is presented which allows the free or hindered settling velocity to he calculated for any size or- shape particle in any fluid, and at any percent solids up to the maximum. The validity of the model is supported by comparing calculated velocities (or viscosities) with measured values for 1073 data points contained in 80 sets of data encompassing a range of Reynolds’ numbers, from 0.002 to 770.000. The average error was 0.69%, with an average standard deviation of 6.65%. The derivation of the model is too lengthy to include in this paper, which will specifically present the application of the model to the free settling of minerals and spheres, prediction of the friction factor in wind tunnel tests, the viscosity of suspensions of spheres, the hindered settling of mono-sized spheres and closely sized minerals, and the settling of large spheres in suspensions of small spheres.

INTRODUCTION The mining, extraction and refining of metals into useful materials is an honorable profession with an ancient and productive history. Civilizations have long depended upon metals for their implements, structures and machinery necessary for survival, growth, and development. Today, as in the future, metals and minerals are essential to the progress of mankind as we approach the 21st century with technologies and concepts that will require new concepts and production from the metal mining and processing industries. Today is the tomorrow we talked about yesterday and the implementation of new ideas is essential if we are to achieve "Frontier Technology in Mineral Processing". Unfortunately, the state-of-the-art mining, processing, smelting and refining methods historically employed were less than desirable environmentally, which has caused todays public to view the metal mining and processing industry with concern. Presently the ancient rock and chat tips connected with old Roman lead-zinc mines which were worked in Wales are causing stream contamination problems that must be corrected at considerable expense to the local governmental agencies (Firth, J.N.M., et al., 1981). However, improved progress has been made and the environmental control and clean-up procedures utilized by modern lead-zinc operations in the "Viburnum Trend" or "New Lead Belt" of South East Missouri may serve as a model to illustrate how alternative technologies, environmental concerns and cooperative efforts contribute to efficient mineral production within the confines of a U.S. National Forest region without significant environmental impacts. This area received international attention when it was opened within the boundaries of the Clark National Forest in the mid 1960's. By 1970 it ranked first in the world by producing 432,576 short tons of lead ore and has since continued in this position producing 451,153 short tons of lead ore in 1983 representing 91% of the total United States lead production (U.S. Bureau of idines, 1983). This production comes from a mining area approximately 40 miles long by 10 miles wide extending in a north-south direction. Geologically the lead is disseminated throughout the Cambrain age Bonneterre Formation, mostly a dolomite, at depths ranging from 700 to 1200 ft. (213.4 to 365.8 m). Galena (lead) is the principal ore mined with lesser quantities of sphalerite (zinc), chaleopyrite (copper) and silver being recovered as economic co-products. This new mining development in one of Missouri is most scenic areas could have led to a classic confrontation between industries and environmentalists. Instead, through the cooperation of industries, governmental agencies and university researchers, the Ozark environment has been protected, and may serve as a model for future coexistence of the mineral industry with the environment. Cooperative Program Development As early as 1965 five new mines and two lead smelters were being prepared for production and environmental concern was an essential part of that planning. All the mining companies became acquainted with representatives of the various federal and state agencies and scientists from the University of Missouri-Rolla (UMR). During the next six years, St. Joe Minerals Corporation, American Metal Climax, Inc., Cominco American Incorporated, Ozark Lead Company (Kennecott) and American Smelting and Refining Company participated in cooperative research efforts. The companies also participated in information exchange meetings, the development of improved analytical methods and the utilization of research findings in the modification or construction of pollution-abatement facilities. Early on research was carried out to determine background values and to establish natural baselines of trace metals in the surrounding environment. The unusual topography and drainage pattern of the mining area were helpful since it was possible to establish control sites and test sites below individual mine-mill operations to study waste-water effects on the receiving streams. "Since 1994 the Bureau of Reclamation (BOR) has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has, to a limited extent, applied risk analysis to inactive and abandoned mines to evaluate tailings dams, pit lakes and flooded underground mines. Case histories of potential failure mode analysis, as applied to mine impounded water, illustrate what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first.IntroductionImpounded water and high water content wastes at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (4.1 million m3 or 5.4 million cu yd) release, the Mt. Poly Tailings Dam failure in British Columbia in 2014 (4.4 million m3 or 5.8 million cu yd) release, and the Samarco Fundao Tailings Dam failure in Brazil in 2015 (59 millon m3 or 78 million cu yd) release have renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originate not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes and flooded underground mine workings.Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the U.S. Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984, the agency developed and began using risk analysis methods. BOR operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of 100 years. Many of these facilities were designed and constructed prior to the development and adaptation of modern soil mechanics in dam engineering. Diligent observational monitoring, detailed site investigations and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high-risk sites, significant improvements to dam safety have been achieved."

A water balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site, South Dakota, to evaluate risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for analysis of precipitation based on historic records, and for probabilistic estimation of annual and monthly runoff from primary disturbed/mining activity areas that currently requires, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/Excel add-in “@Risk” was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation, and groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

The AZTEC is an automated instrument, for the non-destructive analysis of gold ore samples, which uses energy dispersive X-ray fluorescence (XRF), This is achieved by X­ray tube excitation of gold K X-rays. The first production instrument was commissioned at Vaal Reefs Chemical Laboratory (VRCL) in November 1987, followed by two second generation instruments in 1989. AZTECs have also been installed at Western Deep Levels and at Anglo American Research Laboratories (AARL). A further unit is being assembled at Ashanti mine, Ghana. At VRCL the AZTECs are used primarily for the evaluation of mine (stope) samples. Each of the production instruments can routinely analyse 650-700 samples per day, with the aid of a robotic sample transfer system. Various techniques have been evaluated for increasing sample throughput. For example, higher value samples can be counted for a shorter time to obtain the necessary relative precision.

During the gold cyanidation process, cyanide can be lost from the leachate by various chemical routes. The products of these cyanide losses include base metal cyanide complexes, thio­cyanate and cyanate. These losses are particularly important when treating pyritic or cupriferous ores since the two most sig­nificant cyanic ides, in order of importance, are sulfides and cop­per bearing minerals (I). Cyanidation of pyritic minerals results in the formation of thiocyanate. The problems caused by cyanide soluble copper minerals are well known to the gold processing industry and have been reviewed by several authors (e.g. 2, 3). An important consider­ation, especially with a number of more recent leaching tech­nologies, is the effect of the CN :Cu mole ratio, R, on the gold leaching kinetics. In order to efficiently leach cupriferous ores, it is important that R is maintained at a level that allows suffi­ciently rapid leaching without excessive use of cyanide. The optimum value for R in a fixed leaching system would appear to lie between 3 and 4. This is based on the early observations that the leaching rate is very slow when R is below 3, with a rapid increase in the leaching rate above 3 (2, 3,4). The leaching rate increases gradually when R is greater than 4 (4). The major Cu(I)-cyanide complex in this range of R values is the [Cu(CN)J]2· species. It has been postulated that leaching occurs due to either uncomplexed cyanide or the fourth ligand in [Cu(CN)4]3·, since the stepwise formation constant for this complex is very small (2, 3). An additional consideration when leaching cupriferous ores is the oxidation of cyanide by Cu(II) minerals, resulting in the formation of cyanate. It has also been reported that both sulfide minerals (5) and activated carbon (6, 7) catalyse the oxidation of cyanide to cyanate. From the above discussion, it is important for the leaching con­ditions to be carefully controlled when treating pyritic and cuprifer­ous ores in order to achieve efficient and economically viable leach­ing. For example, large concentrations of thiocyanate in the leachate would reveal large cyanide losses and thus indicate the need for a pretreatment step to oxidize the sulfides. Alternatively, a low R value would indicate slow leaching kinetics and consequent low gold recoveries, indicating the need for increased cyanide dosage.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Heap leaching should not be chosen for development of a property solely on the basis of paper studies. Management should be made to understand where the risks are in heap leaching, and management should be alerted to the variability of costs in heap leaching, many of which are based upon company philosophy. These concepts are complex, but easily illustrated with guided tours of existing heap leach facilities.

Effective and sustained corporate energy management programs are becoming a necessity for energy users as electricity deregulation laws are enacted on a state-by-state basis across the country and environmental regulations pertaining to emissions become more prevalent. The “Total Energy Asset Management” (TEAM) approach has been developed to assist energy end users with the development and implementation of corporate energy management programs designed to reduce energy risks and increase energy cost savings. This paper highlights the ways in which this approach can be applied to the mining industry while minimizing initial program implementation costs and increasing potential program benefits. Nearly the entire mining industry has become very focused on identifying opportunities to reduce costs per unit of yield. The industry as a whole has increasingly faced pricing pressures in large part due to the effects of global competition. The result of international marketplace participation and the emergence of higher efficiency recovery techniques have resulted in flat or even decreased prices for mining products. Thus, opportunities to reduce costs are actually opportunities to gain a competitive edge over similar mining operations. Due to the energy-intensive nature of many mining operations, the costs associated with energy are often a substantial percentage of operating costs. Therefore, it becomes very important to develop the corporate mentality that energy is an asset whose use should be optimized globally. In addition to the cost benefits of the TEAM approach, other benefits may occur such as reductions in facility greenhouse gas emissions.

INTRODUCTION Shotcrete can be defined as spray-applied concrete with a maximum size aggregate in excess of 9.5 mm (0.375 in.). The concept evolved from guniting, which uses smaller aggregate and generally produces concrete with poorer physical properties. The larger aggregate used in shotcrete requires less water in the mix, while offering larger bonding surfaces, thus imparting greater tensile and compressive strengths. TYPES OF MACHINES Two basic designs of shotcrete machines in general use are the wet or prehydrated zero slump and low slump type, and the dry or nozzle hydrated machines. Fig. 1 shows a typical zero-slump machine in a con¬figuration commonly used for small-volume require¬ments. The prehydrated zero-slump machine mixes exactly proportioned batches in a sealed pressurized chamber. "Slugs" of hydrated shotcrete mix and com¬pressed air are sent through a distribution hose to the nozzle where the wet mix emerges as a spray. The spray is directed onto the rock surface by the nozzle operator. The low-slump machine is similar, except that a thick slurry mix of aggregate is delivered throughout the distribution hose to the nozzle. Fig. 2 shows a typical low-slump shotcrete machine used in moderate-volume applications. The nozzle-hydrated shotcrete machine accepts a premixed "dry" (4 to 6% moisture) batch of aggregate and cement. A constant feed of this mix is directed by compressed air through the distribution hose to the nozzle. At the nozzle, water for hydration is introduced into the emerging spray. The hydrated mixture is di¬rected onto the rock surface by the nozzle operator. Fig. 3 shows a typical dry-mix machine. The major difference between the two basic machine designs is the consistency of the shotcrete quality. Pre¬hydrated machines have high degrees of consistency and produce high-strength concrete, resulting from their ability to produce exact mixtures of zero or low-slump concrete within the machine. Nozzle-hydrated machines tend to produce poorer quality concrete because of the difficulty in controlling the water content at the nozzle. Water input essentially is an art. Our paper attempts to give a very generalized view of the subject for a few metals, points to a few potential, but generally overlooked sources of these metals, and offers conclusions based on our studies.

Dense medium cyclones are the preferred means for cleaning 1/2 in. x 14Mesh to 28Mesh (12.7 mm x 1.0 mm to 0.6 mm) raw coal and are becoming a common choice for cleaning raw coal from a nominal top size of 2-1/2 in. to 3 in. (63.5 mm to 76.2mm) down to 14 Mesh to 28Mesh (1.0 mm to 0.6 mm). During the last ten years, dense medium cyclone circuitry design has undergone changes which have combined to improve process efficiency. This paper describes these improvements and compares present day design with the design used prior to the mid 1980's. Improvements in the following areas are described: Raw coal desliming, cyclone configuration, drain and rinse applications, dilute medium circuitry, and instrumentation and control.

Recent advances in Artificial Neural Networks (ANN) and Adaptive Neuro-Fuzzy Inference Systems (ANFIS) have provided a new approach to the estimation of related quality characteristics, such as heating value, ash content and moisture of coals used for power generation. The basic strategy for developing ANN and ANFIS models for the prediction of missing quality values, is to train the models using an existing quality data set and an appropriate learning method. Statistical analysis results of the estimated values, showed that ANN and ANFIS are not only more accurate than the widely used regression models, but also tends to reproduce the variability of the initial data, while regression models generate a smooth representation of reality.
