A brief introduction is made on the existence of sulfides in the top gas of the Midrex Shaft Furnace, giving consideration to the operation of the furnace and the liberation of sulfur, as well as its consequential effects on the reduction process. The text shows a study of sulfur distribution in the pellet, emphasizing the importance of this distribution in relation to the liberation of sulfur during the reduction. A study was made to determine the sulfur compounds that exist in the pellets, showing ways of controlling the sulfur distribution and reducing its liberation during reduction.

Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

Certain bituminous coals of recent geological age are known to contain a significant quantity of natural (fossil or subfossil) resin. Such resinous coals are found in the western U.S., particularly the Wasatch Plateau coal field in Utah. Some of the seams in this field contain approximately 5% resin which has been recovered by gravity and/or flotation processes since 1929. Resin concentrates thus produced are of low quality and are usually refined by solvent extraction and precipitation. The purified resins are of commercial importance, being used in the adhesive, varnish, enamel and ink industries, etc: Recently, an improved flotation technique has been developed which involves ozone conditioning to selectively float resin from such coals. In this flotation process, a concentrate product which contains 95% resin at a recovery of 80% can be obtained in a single stage from coal containing approximately 10% resin, whereas conventional flotation at a similar level of recovery produces a concentrate having a resin content of 30-40%. Economic analysis shows that the ozone flotation process has good potential for use by industry.

A gravimetric method for measuring rates of capillary rise in powders was explored. Methods to improve reproducibility and consistency of the results were investigated. In particular, the effects of particle size and packing uniformity were addressed. Studies of the wetting behavior of both spherical glass beads and irregularly shaped synthetic graphite particles by various organic liquids were carried out. Standardized procedures for bed preparation will be described. The applicability of the Washburn equation for surface energy evaluation in such systems will be discussed. It is the nature of mining to reshape the landscape. Mining is an earth moving process with many of the same activities associated with the regrading of a site for a shopping center, drainage channel, housing project or ballfield. The difference exists only in purpose and duration of activity. The purpose of mining is to, produce a valuable product. The purpose of regrading for construction of a project is to create a predetermined landscape for a specific end use. In both situations the objective is to move earth materials as efficiently as possible. The question is then raised, if similarities exist, can mining operations be directed to shape predetermined landscapes as an integral part of its earth moving activity. This paper will explore the opportunities and issues of shaping sand, gravel and hardrock construction aggregate sites for productive end uses. It is based upon the premise that, as an earth moving operation, the process of extracting sand and gravel includes an inherent capability to shape productive lands as an integral part of the mining operation. In the course of any mining operation non-commercial materials, including overburden, fines and excess sand are handled to extract and process the commercial products. This activity exists regardless of whether or not there is a plan to reclaim the land. Moving this dirt is a basic operational cost. This cost need not be significantly increased when the material is deposited to shape land rather than be stock- piled just to clear the way for mining the deposit. Moving of dirt to create useable land can be guided by the same criteria used to remove the dirt from the deposit: for example, limiting the- hauling distance. Over a period of time earth handling costs can be reduced by minimizing the need to transport the stockpiled material a second time to the new landform location.

Considerable interest has arisen in developing analytical methods suitable for measuring resource commodity substitution patterns. some of this work has applied the Translog method to estimate actual elasticities of substitution. Recent examples incl.uae Privolos and Dunietz (1987), Kopp and Smith (1983), and Moroney and Trapani (1983). Another method, one which has received attention earlier in the work of Fisher and Pry (1970), is that of the logistic or diffusion function. We believe that the latter method has properties suitable for analyzing current problems of material substitution. The present study thus evaluates this method in its original logistic form as well as an extended version incorporating additional explanatory influences. The analysis is applied to copper/aluminum substitution and iron ore beneficiation. Substitution for copper by aluminum is examined in the building wire and cable, and magnet wire end-use markets. For iron ore, the substitution of pellets for sinter is considered for the U. S. market.

The rocks and minerals of the moon will be included among the raw materials used to construct a lunar base. The lunar regolith, the fragmental material present on the surface of the Moon, is composed mostly of disaggregated rocks and minerals, but also includes glassy fragments fused together by meteorite impacts. The finer fraction (i.e., < lcm) of the regolith, the soil, is probably the most important portion of the regolith for use at a lunar base. For example, soil can be used in bulk as insulation against cosmic rays, for lunar ceramic and abodes, or for growing plants. However, beneficiation of the soil can provide other feedstocks. For example, the soil contains abundant solar-wind implanted elements, as we1 1 as various minerals, particularly oxide phases, which are of potential economic importance. These components of the soil are sources of oxygen and hydrogen for water and rocket fuel, helium for nuclear energy, and metals such as Fe, Ni, Al, Si, and Ti. The uses of the lunar materials only await a fertile imagination.

In 1990, Canada produced 69.4 million tonnes of coal of which some 65 million tonnes was produced by surface mining methods. The two Western Canadian provinces, Alberta and British Columbia produce approximately 55 million tonnes of coal by surface mining. These two provinces also provide the bulk of the metallurgical coal for export. The geological conditions in the Western provinces particularly in the mountain region are complex. The coals are friable and the seams are steeply inclined, sheared, intensely folded and faulted. There may be as many as 15 to 20 coal seams present with true thickness ranging from 2.5m to over 8m. Most of the Canadian surface mines are large (over one million tonnes per annum) using modern mining equipment such as shovels, high capacity trucks and draglines. At present the industry is going through another of its up and down cycles but has continued to make impressive gains in productivity. This has been achieved through greater mechanization, better management practices and a will to succeed in a highly competitive world market. This paper presents an insight into the current status of the Canadian Coal Industry and essentially updates the information given by the authors at previous SME meetings.

It is only recently that automation has been applied to mining analytical laboratories. This paper describes the use of automation in the laboratory analytical process of hard-rock mining and geological samples and slurries in mining concentrator plant process control laboratories. Types of analysis include fire assay, XRF, ICP and wet chemistry. The benefits of automation are reduced unit cost of analyses, greatly reduced staff requirements, higher quality of data and very fast turn-around times.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%&apos; to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world&apos;s two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department&apos;s Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

TBM case histories from over 400 tunnel sections are analyzed presenting a comprehensive application of the Rock Mass Excavability (RME) index (Bieniawski et al.2006). The paper introduces two new adjustment factors, called the Factor of Tunnel Length and the Factor of Crew Effectiveness, which were established to represent more realistically the interaction of the rock mass characteristics, the TBM parameters and the performance of the crew operating the machine. A new correlation is provided for predicting the average rate of advance of double-shield TBMs working specifically in the double-shield mode.

The material composition of product has shown steady and persistent declines over time for most metals and materials. This tendency demonstrates the continued improvements in manufacturing technology resulting from substitutions of other materials and increases in production efficiency. The purpose of this paper is to use the material composition of product to show the impact of advanced materials on the use of traditional metals.

Since 1970 a new series of pneumo-mechanical flotation machines has been developed by Outokumpu Oy. The cells have a completely new type of mechanism based on a recently-developed theory of conditions necessary for dispersion of large amounts of air. The mechanism was developed in 3 cu m cells and scaled to 16 cu m cells. Rotor and stator description, scale-up theory, and practical experience with the 16 cu m cell are presented.

Gold metallurgy has advanced remarkably over the last decade. Even more significant progress will be made over the next five years, particularly in the application of advanced comminution techniques and control, preconcentration (flotation, ore sorting and coal gold agglomeration), enhancement of cyanide leaching technology, non- cyanide leaching, treatment of refractory ores and concentrates, and improved recovery systems. Carbon adsorption processes have become standard practice for ores with relatively high gold/silver ratios, but ion exchange potentially offers distinct advantages and has recently been demonstrated to perform better in at least one application. Even in the established zinc precipitation and CIP processes several important practical improvements are emerging as experience is gained at the ever increasing number of operating plants. Improved process control and reduction of reagent consumption costs are two important goals of industry at this time.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

In its 2001 diesel particulate matter (DPM) rule for metal and nonmetal underground mines, MSHA established an interim concentration limit of 400 micrograms of total carbon (TC) per cubic meter of air (400TCµg/m3), and a final concentration limit of 160TCµg/m3, to be phased in over five years. Following a court challenge to the 2001 rule, MSHA, industry and organized labor reached a partial settlement of the litigation under which the agency agreed to issue a proposal to amend the 2001 rule by, among other things, changing the surrogate from TC to elemental carbon (EC), applying MSHA&apos;s traditional hierarchy of controls, and revising requirements for one-year special extensions for complying with the final DPM exposure limit. MSHA issued a final rule in 2005 converting the interim concentration limit from 400TCµg/m3 to 308 micrograms of EC per cubic meter of air (308ECµg/m3) based on a miner?s personal exposure. Pending further rulemaking, MSHA retained the final concentration limit of 160TCµg/m3. In May 2006, MSHA issued a final rule that clarified that the final limit of 160TCµg/m3 would be based on a miner?s personal exposure rather than as a concentration limit. The 2006 rule also phased in the final DPM limit in three steps over two years, beginning in May 2006 at 308ECµg/m3, followed eight months later in January 2007 with a limit of 350TCµg/m3, and finally reaching 160TCµg/m3 in May 2008. Also in the 2006 rule, MSHA committed to converting the 160TCµg/m3 limit to an EC limit in future rulemaking. This paper reviews the DPM exposure limits in the context of the MSHA rulemakings and discusses the DPM engineering controls that were utilized by mine operators to attain compliance with each progressively lower limit.

A number of Web-hosted software applications provide direct connectivity to the database offering rapid and deterministic response times to clients. A 24x7 help-desk is available to authorized users from any Internet connected device. The paper shows how mill management advantageously use wireless PDA&apos;s to view what is going on at anytime and from anywhere. It concludes with a summary of how the approach is being used to speed decision-making and capture spot market opportunities.

To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.
