This paper describes an investigation that MS carried out using the three-dimensional, stress analysis computer program "NFOLD" to assess pillar stability in relation to existing mining conditions and the proposed layout of future stopes. The stress analyses were designed to assess the present stability of the mine (particularly the pillars adjacent to the shaft), the change in pillar stresses as mining proceeds, and the optimum stope geometry to minimize ground control problems. The existing conditions were modelled first, and rock mass strengths were adjusted until a good agreement between the predicted and observed conditions was obtained. Analyses of alternative mining layouts, based on the calibrated rock mass strengths, were then compared. The paper describes the results and the conclusions of the study.

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. In order to develop the pulsating high gradient magnetic separation technology, a type of laboratory pulsating high gradient magnetic separator (PHGMS) has been manufactured. Experiments of its separating performance were carried out. They show that PHGMS can significantly increase the grade of the magnetic product and avoid the matrix to be blocked. The characteristic curve of the pulsating fluid was measured and a formula for estimating the grade of the magnetic product was established in PHGMS.

3D-CANVENT is a software package that integrates advanced computer aided design (ACRD) true 3D graphics with a mine ventilation simulator. The package runs as a Windows(tm) application to access its printer drivers environment and does not need third party CAD software. It is composed of two primary modules: DMVENT and MINEDESIGNER. DMVENT is a traditional Fortran coded Hardy-Cross iterative ventilation network solver written in 1980 with thermodynamic capabilities. This module is relatively unchanged with the traditional data input options for branch type, specified or calculated resistances, fixed flows, and fixed or variable pressure fans. MINEDESIGNER is the graphics engine that optimizes the ventilation design process. It performs the front-end transformation of input data entered in the graphical interface into the correct format for the solver. At the back-end it reconverts the historically standard tabular data output from the solver into an easily viewed graphical format. ACRD features of MINEDESIGNER are used to generate a 3D wire-frame node and branch network of the mine's ventilation system. The network can be displayed in up to 4 views orientated to XYZ planes or a 3D view. All the views have zoom, pan, slice and rotate options. The graphical interface efficiently permits data entry and editing via a mouse with pick-and-point item selection. Branches can be found or added with "search" and "join" options. Visual interpretation is enhanced by the 16 colour options for branches and numerous graphical attributes. Network locations are readily identified by alpha-numeric names for branches, junctions and fans, and also the logical numbering of junctions. The program is also readily expandable for pollutant simulation and control/monitoring applications.

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

With the passing of the 1990 Clean Air Act Amendments, many utilities are opting to switch to lower sulfur coal to meet new SO2 emissions requirements. This lower sulfur coal may be from new suppliers or it may be from current suppliers that modify existing cleaning plants or build new plants to produce this higher quality coal. New, sophisticated coal cleaning simulators are useful tools for optimizing cod cleaning circuit operating parameters to maximize the production of clean coal that meets more stringent specifications for SO2 emissions potential. The examples in this paper were developed using the Coal Cleaning Simulator (CCS), running under ASPEN PLUS™, that was developed under a Department of Energy project cosponsored by the Electric Power Research Institute. With advanced sensitivity analysis and optimization features, CCS allows a quick, efficient, cost-effective review of coal cleaning plant performance to meet current production goals and to plan future changes in plant operating parameters or circuitry configurations.

The current interest in sulfur recovery from coal measures is indicated by a recent report prepared for the Public Health Service (1) It was noted that the concentration of pyrites to a product containing 42-48 percent sulfur should be relatively easy with present equipment. It was also pointed out that a utility potential exists for the high-grade iron concentrate which results as a by-product of the consumption of pyrites in the acid-making process. However, economics, marketing characteristics, location, transportation, pyrite levels and coal characteristics all strongly influence the feasibility of fostering industrial development of such processes. The extent of pyrite recovery and product quality is intimately related to pyrite particle size and its degree of liberation, a consideration usually given greater emphasis in metal ore preparation than in processing coals. Consequently, fine crushing to nearly 20 mesh probably will be essential for maximum practical processing. It appears that any process separating pyrites from a coal must involve a reprocessing of the normal preparation plant refuse, although some yields can be attained from certain existing operations as products from, a shaking table or a jig. Further, the existence of millions of tons of coal refuse cannot be ignored as a mined source of raw materials. The recovery of saleable products from such wastes, although untried on a large scale under current conditions, not only offers a realistic source of sulfur but also would achieve a secondary refuse with the minimal contents of substances which incite and propagate the burning of organic and inorganic combustibles. These silicate materials, thus beneficiated, also offer some potential for economic utilization. Some significant tonnages of pyrites have been produced from coal measures in the past, but the experience was, in general, not consistent with current coal preparation practice. The processes involved did not include cyclones and heavy media; nor were they carries out under the sociological environment concerned with pollution as exists today.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

This paper presents an overall stabilization method to eliminate the potential of reoccurrence of subsidence over abandoned mine lands. The method considers column grouting at the specific locations inside the subsidence influence areas including the distressed and stress concentration zones instead of grouting' around and beneath the damaged structures. The later method is commonly used for AML subsidence abatement at the present. By using finite element method the conditions of stress distribution in the strata before and after grouting can be calculated. The design of grout pattern includes the location and number of the grouting holes. Based on the calculation, the proposed method significantly reduces the stress concentration, i.e., the potential of reoccurrence of subsidence can be reduced or eliminated. A comparative analysis including number of grouting holes, grout affected area, stress level, and potential of subsidence reoccurrence will also be presented.

Novel dewatering aids were tested on various coal samples from the U.S. and Canada in laboratory and pilot-scale filtration experiments. The reagents substantially improved the dewatering kinetics and reduced the cake moistures. The cake moistures were typically reduced from 20-30% by weight to 8-14% range in vacuum filtration. When the reagents were used in conjunction with a pressure filter, higher degrees of moisture reductions were achieved. In the present work, the novel dewatering aids were tested using different types of pilot-scale vacuum filters. The results were consistent with those obtained in laboratory experiments.

Definitions and Terminology Classification is defined within this section as the separation of solid particles into size or weight fractions or classes by differential settling through a fluid. It is usually thought of as a size separation, but is actually made on the basis of particle settling rate, and so is affected by any variations in particle density and shape. The fluid may be liquid (wet classification) or gas (dry or air classification). This section will treat only wet classification. There are two basic types of classification; pool and hydraulic. In pool classification a suspension of feed particles is fed into and out of a pool of some kind at such a rate that only part of them¬ the coarser and faster-settling part-has time to settle out. The remain¬der overflows as fines. In hydraulic classification the feed suspension is introduced into or above one or more columns or pockets through which water is rising at a controlled velocity. Coarse particles subside through the pockets and are removed through spigots. Those which settle slower than the rising velocity in any column or pocket are (at least ideally) prevented from subsiding and so must overflow. Hydraulic classifiers or sizers are capable of making far sharper sepa¬rations than pool classifiers. The force causing settling may be gravity, or alternatively may be from centrifugal acceleration as developed in a centrifuge or hydra cyclone. Two things are needed to characterize the separation produced by classification: first, the size, D„ or equivalently the screen mesh at which it is made; second the sharpness of separation. Separation size may be defined in various ways. In closed-circuit grinding it is commonly specified by some point in the overflow screen analysis: For example, 5% on 65 mesh. "Underground continuous mining machines pose a difficult safety challenge since their operators generally work in close proximity to these machines in very restricted spaces. Intelligent software for use with magnetic proximity detection systems has been shown to accurately locate workers around mining machinery in real time. Calibrating these systems requires the manipulation of a lot of data to determine the calibration constants. Researchers have developed software to analyze, convert, and visualize data acquired during this calibration process to more accurately model magnetic fields and their interaction with the environment. This paper details the background, development, and operation of the resulting application software focusing on the utility of the graphical user interface to visualize the magnetic field calibration data. The refined data developed by this process can then be utilized by the proximity detection system to more accurately identify the location of miners working in an underground mining environment. INTRODUCTION Roughly half of the electricity consumed in the United States is produced with coal, and roughly one-third of all US coal production comes from underground mines [1]. Over the last century underground mining health and safety has seen a continuous and dramatic improvement. However, machine-related injuries and fatalities continue to be a major safety concern [2]. Every year, hundreds of miners are severely injured while operating underground mining equipment, and 39 miners have been killed in striking/pinning accidents involving continuous mining machines (CMMs) since 1984. CMMs, such as the one shown in Figure 1, are large mobile machines that are used to mechanically cut coal in an underground mine. These machines weigh approximately 40 to 50 tons, have hydraulically articulated appendages, and are capable of moving at speeds up to six feet per second [3]. Modern CMMs are remote-controlled, yet the operator and other miners are often in close proximity to the machine. Recent research by the National Institute for Occupational Safety and Health (NIOSH) reveals that the locations workers take relative to the CMM are usually influenced by visibility requirements and safety concerns [4]. The Mine Safety and Health Administration (MSHA) estimates that at least 28 fatalities involving CMMs since October of 1984 may have been prevented with proximity detection technology [5]. MSHA further estimates that proximity detection could prevent 20% of all deaths throughout the industry [6]."

INTRODUCTION This paper deals with some practical aspects of the use and interpretation of dosimetric methods for assessing the exposure of workers to natural uranium. Consideration must be given not only to the scientific value of the method of dosimetry, but also to the practicality of the method in the particular working environment. It is generally accepted (IAEA, 1976) that uranium does not present a hazard during the mining and extraction processes up to the final concentration stage, that is precipitation as ADU or calcining to the oxide. Further processing (e.g. conversion to oxides, fluorides, etc.) is generally associated with the nuclear industry. It is customary for uranium processing facilities to be managed according to industrial norms rather than according to those applied for the purpose of radiation protection. This is mainly because of the large quantity of material to be processed and the fact that uranium is considered to be of a low radiotoxicity. Although ventilation is used to some extent, provision is not made for the same level of protection as would be required in a radiochemical facility. It is typical in such a plant to find that the process itself may be enclosed and ventilated, but the ventilation is inadequate to cope with an accidental release of material. The working environment is poorly ventilated, sometimes only by natural ventilation, and one frequently finds areas with high airborne dust levels, designated as mandatory respirator areas. Protection of personnel is dependent on personal protective equipment. Radiation protection is not of prime concern and personnel are not specifically trained in this subject. It is in this type of environment that acceptable monitoring procedures and personnel dosimetry must be established. The effectiveness and practical application of the dosimetry must also be judged against this working environment. DOSIMETRIC TECHNIQUES The methods available for assessing personnel exposure, whether it be in terms of chemical or radiological hazard, include urinalysis, faecal analysis and [in vivo] monitoring. Faecal analysis does not present itself easily as a method for routine use. Techniques for [in vivo] monitoring have been developed recently and as expensive instrumentation is required, it is not generally available. That leaves urinalysis as a dosimetric technique for routine use, and it is probably for this reason that urinalysis is still widely used. Guidelines for the interpretation of urinalysis results, as originally provided by Neuman (Neuman, 1950), are still used in practice, even though it has become clear that this method has severe limitations as regards the assessment of the dose as a result of the intake of class W or class Y compounds (Alexander, 1974). Typically a level of 300 µg [U/C] urine can serve as an indicator of an acute exposure (above which chemical damage to the kidneys may occur) and a level of 100 µg [U/C ] urine can serve as an indicator for an investigation. Such levels are determined and are used in conjunction with several factors, such as mode of intake (ingestion or inhalation), solubility of compound (D, W or Y), means of intake (acute or chronic), environmental monitoring results and frequency of urine sampling. Since the ICRP concept for internal radiation limitation changed from that of the critical organ, i.e. the single organ of greatest significance under the circumstances, to that of effective dose equivalent, i.e. account being taken of the total risk due to the exposure of all tissue, the maximum permissible organ burden (MPOB) was replaced as secondary dose limit by the annual limit on intake (ALI) (ICRP, 1977). The ALI values are calculated from the committed dose equivalents of the various organs, and are used to determine organ burdens, which are then used to interpret the dosimetric results. Using the ICRP model (ICRP, 1979), a comprehensive calculation was made by Johnson (Johnson, 1980), giving organ burdens and excretion data in terms of intake for acute and chronic exposures for different categories of uranium compounds. The question arises as to what extent the direct measurement of intake can be utilised as a method of dosimetry. This will require a method of personal intake measurement for each individual worker, with both ingestion and inhalation being taken into account. A measurement of

The U.S. Bureau of Mines, Kennecott Copper Corp., and New Mexico Institute of Mining and Technology are cooperating on a research project to improve extraction of copper from previously leached waste dumps that are in part compacted and impervious to leach solutions. The field work is being done at the "J" leach dump, Chino Mines Division, Kennecott Copper Corp., Santa Rita, N. Mex. The laboratory percolation leaching tests were made at the U.S. Bureau of Mines Salt Lake City Metallurgy Research Center on drill core samples from the "J" dump to determine how much copper might be leached if permeability could be restored by explosive heaving or other means. The core samples from nine drill holes on "J" dump contained from 0.06 to 0.14 percent copper. Copper extractions ranging from 15 to 3 percent were obtained in 75 days by percolation leaching of minus-1-inch material with dilute sulfuric acid. The tests results indicate that about 2'7 percent of the copper remaining in the "J" dump could be extracted under ideal leaching conditions.

"Violent damage to overlying strata can occur above the large mined-out space left by high-intensity longwall mining. For the safe mining under the aquifer and surface water body, it is imperative to investigate the criteria of overburden failure degree due to high-intensity mining. In this paper we present the characteristics of high-intensity longwall mining panels and overburden critical failure. Based on the geological and mining conditions of a high-intensity mining panel, 3D numerical models that consider the maximum horizontal principal stress and minimum horizontal stress and their orientations with the panel advance direction were established by using the 3DEC software. Sizes of the panel reaching the critical failure of the overburden under different mining thicknesses (3.5 m, 6.5 m, 9.5 m, 12.5 m, and 15.5 m) were analyzed. Further, criteria of overburden critical failure were proposed for the high-intensity mining. The coefficient of overburden critical failure (Cf) is the ratio of the strike length (Ls) to the mining depth (H). Through curve fitting analysis, a fitting equation between Cf and mining thickness was obtained. The results showed that overburden failure criterion with high-intensity mining panel is 0.38 = Cf = 0.97 with different thicknesses. Field measurements validated the results from the numerical models.INTRODUCTIONHigh-intensity longwall mining refers to a coal mining method with thick coal seam, large panel width, fast face advance rate, and severe damage to the overburden and surface in China (Guo et al., 2018). Violent movement of the roof rock and severe damage to overlying rock strata occur in the large mined-out space left by a high-intensity longwall mining panel, which is a 3D (three-dimensional) structure layout with highly non-uniform stress distribution. Recognition of such fact a will facilitate this overlying rock strata failure problem investigation (Peng et al., 2019).The studies of overlying strata failure due to longwall coal mining have been reported by some scholars with different methods. Kang et al. (2018) studied the sudden massive roof collapse during longwall coal retreat mining by a large-scale two-dimensional physical model and a UDEC numerical model. Ghabraie et al. (2015) researched the mining-related strata movement by applying the three-dimensional laser scanner, optical transducer, and digital image processing techniques to two-dimensional physical models. Wang et al. (2015) analyzed the structural characteristics and fracture failure process of overlying hard and thick main roof by a 3DEC numerical model; this study also investigated the geostress reduction and permeability enhancement redistribution of the adjacent coal measure strata by FLAC3D. Guo et al. (2012) performed a three-dimensional finite element analysis and shared some insights into the dynamic interaction between mining induced strata stress changes, failures, and gas flow patterns. Three sedimentation ponds had their performance evaluated before and after installation of modifications. Each pond had a floating baffle installed, two had siphon outlets and one had a floating outlet device. Baffles inhibited short circuiting, and the outlet devices retarded flow following a rainfall event, and drained the pond creating a large storage volume to maximize detention time. Total suspended solids and settleable solids tests were run on samples of influent and effluent to evaluate pond performance. Particle size analyses were run on samples containing measurable amounts of solids. Performance improved in each pond, with baffles providing the major improvement. Through the entire surface mining process un- protected soil is exposed to direct rainfall and subject to accelerated erosion. Without controls, receiving streams would be "choked" by the additional sediment load. Several states, including West Virginia, require that sediment control ponds be constructed to trap the sediment before the water enters receiving streams. Even well designed ponds have exhibited difficulty in meeting effluent limitations. In a study supported by EPA, about half the ponds did not meet effluent limitations (1). There is a critical need to reduce sediment losses using presediment pond controls or by improving sediment pond performance. The objectives of this study were to evaluate modifications designed to improve sediment pond performance by; 1) monitoring three ponds prior to modification, 2) install floating baffles and 3) modify the principle spillway and determine the change in pond performance.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

Low-cost and environment-friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC), and starch, have been used in flotation of some sulfide and non-sulfide minerals. Certain green modifiers may be used as dispersants, flocculants, depressants, or activators. The functions of green modifiers in froth flotation highly depend on their molecular composition, flotation slurry chemistry, hydrodynamic conditions, etc. This paper will discuss the fundamentals, current applications, and potential new applications of guar gum, CMC, and corn starch in valuable minerals (phosphate, potash, and iron ores) and the unwanted gangue minerals (silica and clay minerals) flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns with the more plug-flow environments than in conventional flotation cells approaching perfectly mixed conditions. This is because the hydrodynamic cavitation-generated ultrafine bubbles could help bridge ultrafine particles to form aggregates, promote the formation of flocs, and increase the stability of flocs.

G.M. Philip and D.F. Watson The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write : "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accu¬mulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common. ? Kim Before replying to the comments by Philip and Watson, it is desirable to establish the original perspective of our paper, which was intended primarily for the practitioners of mining who possess a working knowledge of ordinary kriging. The paper tried to convey the following practical points: (1) there are circumstances in which one observes negative weights, (2) illustration of circumstances under which one can expect negative weights, (3) should one obtain a negative estimated grade, one can resort to elimination of negative weights using the technique outlined in the paper, and (4) one could normally select only the first layer of surrounding assays to estimate the block grade. Under such a perspective, most of the comments by Philip and Watson are irrelevant and misdirected. For example, the practitioners do not find it difficult to "interpret" the results of ordinary kriging, as evidenced by the fact that they have been using the results for nearly a decade. Nor are the practitioners concerned with discontinuities in estimated block grades due to changing neighborhood of assays during kriging. What matters to the practitioners is the fact that kriging does provide the best estimate among all the estimation tools available to them as of today. ?
