The Colorado portion of the Rio Grande rift is clearly defined physiographically from the south in the San Luis valley northward to the latitude of Leadville where sediments of the Dry Union Formation (Tweto, 1961) accumulated within the subsiding rift zone. To the north of Leadville is a system of faults active in the late Tertiary, including the Mosquito fault that offset a portion of the Climax mineralization (Wallace et al., 1968). Tweto (197B) describes remnants of Dry Union Formation against the Mosquito fault north of Dillon in the Blue River valley, so it is apparent that the rift and associated sediments extended well to the north of Leadville. Kelley (1952, 1954, 1956) and Chapin (1971) have noted in New Mexico that the Rio Grande rift is a series of en echelon basins, offset to the east, with constrictions connecting them (Fig. 1). In Colorado the structural basins are offset to the west. The net effect of all the rift zone basins in New Mexico and Colorado is an arcuate pattern (Fig. 1) abutting the Colorado Plateau and Sari Juan Volcanic Province on the west. The width of the rift system gradually decreases northward to about Leadville where rift definition is not apparent.

The potential inadequacy of natural gas reserves to supply projected requirements in the 1980's has been pointed out.(1,2) As a result, interest has arisen in the development of new, potentially low-cost processes for the conversion of coal into high BTU gas. In June, 1964, the office of Coal Research (U. S. Department of interior) and Consolidation Coal Company (now a subsidiary of Continental Oil Company) entered into a contract to continue work on coal gasification utilizing the Consol CO2 Acceptor Process. Work under this contract has been specifically directed toward the use of lignite as the carbonaceous feed, although the process is also applicable to non-caking subbituminous coals. The primary objective of this work was to establish the technical feasibility in continuous bench-scale equipment, of the novel features of the C02 Acceptor Process. Secondary objectives were the testing of commercially obtainable acceptors and the design and economic evaluation of a commercial facility. The bench-scale process development has been completed successfully and the construction of a large pilot plant at Rapid City, South Dakota, has been authorized. It is the purpose of this paper to review the technology of this new gasification process and to present the current projected economics of a plant producing 250 MM SCFD of pipeline quality gas.

"INTRODUCTION Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.5 million tons of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this paper and include improvements in geo-modeling, mine planning and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution. PROJECT OVERVIEW Peña Colorada is a mining company which produces about 30% of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in the location map below:TECHNOLOGICAL INNOVATIONS Most mining projects around the world typically follow the logic of “mining the next best ore”. Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that unlocked significant project value in many aspects of the mine plan. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. Dust-related respiratory disease remains the major health concern in mining, and health agencies are proposing more stringent standards. The U.S. Bureau of Mines (USBM) is investigating techniques to continuously monitor respirable dust in real-time during the coal or ore extraction process. Continuous monitoring will allow mine operators to evaluate hazardous dust concentrations and adjust the operations to produce less dust. Mine instrumentation applications include machine-mounted and hand-held monitors, personal monitors, and area/environmental monitors. Six dust detection methods have been considered to meet application requirements. These are: light-scattering instruments, a smoke-particle detection technique, correlation of pressure drop across the collection filter with amount of dust deposited, the Tapered-Element Oscillating Microbalance (TEOM) instrument, a method that relates the amount of dust collected on a filter with the vibration of the filter, and beta attenuation measurement of dust. Studies to date have identified the TEOM instrument and the technique of correlating the amount of dust collected with the vibration ofthe filter as having the most promise for success. Development of the machine-mounted monitor is the highest research priority. The application options and progress to date in developing continuous monitoring instrumentation are presented.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

The concurrent observation of the phenomena of alkali-aggregate reaction and development of efficient dust collection systems on rotary kilns made mandatory the process modifications to produce low alkali cements. Such low alkali cements as were available prior to these recent changes were either the rare result of low alkali raw materials, the loss of alkalies with dust loss from the kiln stack, or in some instances by the use of CaC12 in the kiln feed to increase volitalization of the alkalies and their subsequent loss or discard with the normal dust emission from the kiln. The relative slowly soluble nature of natural occurring alkali minerals in cement raw materials as compared to the very soluble nature of the alkali salts as present in cement kiln reaction products, either in clinker or in dust emission led to the development of the water leaching system. Two distinctly different problems of leaching are created by the two major systems of portland cement production, the wet and dry processes. The wet process is characterized by moderate dust loads and concentration of soluble forms of alkali in the dust. Further the return of the leached dust slurry does not materially change the characteristics of kiln feed on reintroduction and subsequently does not materially influence kiln operation. The dry process differs in high levels of dust emission and the presence in the collected dust of large amounts of unreacted kiln feed with its sparingly soluble alkali minerals. In the dry process reintroduction of leached dust slurry changes the dry process to what may be classed as a damp process. This change results in some decrease in kiln capacity and creates conditions of operation which are uncommon to either the wet or dry process.

There are compelling reasons for us to look to our Country's Western coal. Despite its inherent low BTU content, Western coal's low sulphur content provides a near-ideal answer to satisfy our in- dependent goals of clean air and self-sufficiency in energy. Vast reserves, thick seams and amenability to low-cost strip mining serve as a powerful economic basis for its viability as a primary and dependable source of energy for the coming decades. A major consideration, the solution of which may not be quite obvious, is transportation cost. These abundant deposits are remote from the utilities of the heavily populated eastern regions of the United States (Figure 1). A Western coal mine in Montana is likely 1500 miles or more from an eastern power plant. The comparable distance to an eastern coal mine may be only 200 miles. Thus, the question is: How can the haulage cost of our Western coal be substantially reduced to an acceptable level? If resolved, western reserves of coal will be one of the key solutions to satisfying our Nation's energy needs.

The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, regulatory agencies, and the public. Disposal of several hundred million tons of additional spent ore is planned in the western United States during the next decade, with increased amounts likely if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills. South Dakota's off-loading criterion for cyanide has been set by the state's Department of Environment and Natural Resources at 0.5 parts per million (ppm) as weak acid dissociable (WAD) cyanide. Nitrate off-loading limits vary for each mine in the state, depending on ore type and other factors. Nitrate concentrations in leachate from spent ore depositories could be caused by conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete 3xidation (Johansson and Persson, 1970). Another likely nitrate source is degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate.

For many years The Hanna Mining Company has been investigating the flotation of the non-magnetic iron ores located in the Western Mesabi Range of Minnesota.1 During the 1950's a number of anionic iron procedures were evaluated and in the late 1950's and early 1960's the anionic silica floats and the cationic silica floats were tested with improved results.2 The cationic float became more attractive and effective by the use of the improved ether amines. About 1962 a desliming process by selective flocculation was developed by the U.S. Bureau of Hines at Minneapolis', Minnesota.3, 4, 5 This is a very efficient method of desliming and was first tried with the anionic silica float and then the more practical cationic silica float. In the mid 1960's The Hanna Research Laboratory began studies to optimize the selective flocculation process for our ores. This was followed by studies to optimize the cationic silica float after desliming by selective flocculation. This testwork was done on large, 500 to 1000 tonne bulk samples of oxidized taconite which were later successfully piloted at .68t/h (1500 Lbs. /hr.). A program was then begun to test the oxidized portions of numerous taconite drill holes to outline the ore bodies and develop mining plans. This paper will discuss our optimization results of both the selective flocculation and the cationic silica float as applied to our various ores. In addition the pilot plant studies and drill core testwork will be discussed.

Production forecasts derived from the medium-term schedule represent the best path forward for underground mining operations to achieve corporate and operational goals. Unforeseen circumstances, such as equipment breakdown, can cause significant deviations from established production forecasts in the short term. Such situations require timely mitigation of the effects of the deviations in order to stay as close as possible to the medium-term plan. This paper presents a deterministic mathematical formulation for short-term scheduling that addresses this challenge. The formulation is able to make up for deficits resulting from operational disruptions by minimizing deviations from medium-term production goals and mediumterm activity start dates. We demonstrate this in a case study by simulating disruptions involving reduction in ore extraction capacity and development advance rate. Aside from the rescheduling capability, this formulation can help mine planners conduct analysis on the impact of various disruptions on the schedule. The formulation can help identify those conditions or disruptions that are more detrimental to the achievement of forecast targets, or otherwise. The formulation also affords mine planners the flexibility to prioritize one production goal over the other, depending on operational conditions at the mine. In the future, we seek to incorporate in the formulation respirable dust, diesel particulate matter, and ventilation constraints in order to create more realistic schedules and enhance miners’ health and safety.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. From a gathering storm of climate change based legislation that could potentially overwhelm the mining industry, to the nuts and bolts of mineral processing and just about everything in between, about 100 mining and mineral processing professionals heard it at all at the 60th annual Colorado MPD Meeting April 22-24 at the Broadmoor in Colorado Springs, CO. With a sweeping agenda under the banner ?What in the world is new in mining and metallurgy? attendees were treated to four sessions and 21 presentations that covered the range of mining industry issues. Bill Reid, president, chief executive officer and director of Gold Resources Corp., spoke about his company?s El Aquila gold project in Mexico. With five projects in Mexico, Gold Resources Corps. is aiming to become a low-cost gold and silver producer. Its flagship property, the El Aguila gold project, is a high-grade gold and silver property with significant base metal credits of copper, lead and zinc. Production of the El Aguila project was targeted for mid-2009. Reid said that three high-grade deposits have been discovered at the El Aguila project. They include the high-grade ?manto? style El Aguila openpit deposit, the El Aire high-grade polyme-tallic vein system, which is underground, and the underground La Arista high-grade polymetallic vein system. The project is located 120 km (75 miles) south-east of the capital city of Oaxaca, Mexico. Reid said the property has yielded several exceptional gold and silver surface samples, including a 36-g/t (1.1 oz/st) gold sample and a 3,100-g/t (90 oz/st) silver sample. Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

Tunnel boring machine (TBM) has been in focus for the last few decades and is currently the most preferred excavation method for metro, hydro and irrigation tunnels. Tunnelling in hard and abrasive rock conditions, in particular, is adversely affected by a very low advance rate coupled with increased TBM disc cutter failures and cutterhead jamming, seeking an in-depth understanding of the design and operational processes of the boring components of the TBM. The cutterhead and disc cutter are the critical boring components of the machine, influencing the boring process significantly. These components directly interact with the rock and hugely influence the machine’s efficiency. This paper encapsulates a review of prior studies related to disc cutter design and the cutterhead design for hard rock TBM tunnelling. A design methodology for designing and selecting a disc cutter and a cutterhead is suggested. The design methodology has been applied for a hard rock tunnelling case, and suitable design specifications for the boring components were arrived at. The disc cutter and cutterhead specifications designed based on the suggested methodology closely match with that of deployed TBM specifications. It may be observed that except for the case of high-strength and high-abrasive rock (greyish quartzite), for the rest of the rocks, the suggested design can meet the desired advance rates.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of entirely new high-performance automated transportation systems? Good Question! While there has been some revolutionary new thinking and product testing in mining, none has taken place in transportation of ore and waste. With one notable exception - DASHAVEYOR - not a single really new and 'unconventional' system has even been tried on a small scale in the hardrock mines in our country. Admittedly, U.S. equipment manufacturers share the responsibility for the slow progress in mine transportation systems in our country, since they have provided very litte leadership in design innovation or education. First, let me give you my definition of what is meant by the term "Advanced Transportation Systems". Then I will describe and compare such systems, emphasizing the strong and weak features of each as they apply to vertical and horizontal haulage. I will conclude by establishing the principal requirements for implementation of these types of systems in the mining industry in the United States.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

Seals and build-in-place (BIP) refuge alternatives (RAs) are two main underground structures to isolate an area from the active working zones with different purposes. While seals are used to prevent methane gas that seeps from coal seams and blast pressures from a possible detonation of the contained gas, RAs are used to provide a safe haven for miners who are unable to escape their working locations after an accident like an explosion or fire. The recommended BIP RA designs can be similar to seals constructed with steel-reinforced concrete. Both seal and BIP RA are constructed in different locations of the mines for a period of time, exposed to a certain convergence due to stress redistribution which can change their responses during an explosion. In this study, a steel-reinforced concrete wall to be used in such applications is simulated to examine the structural performance during an explosion for a coal mine model with different strata conditions using dynamic analysis by a 3D distinct element method (DEM) code. The main purpose of this study is to reveal any possible effects or trends on the wall deformation with changes in strata conditions by implementing different combinations of roof, seam, and floor material properties. The model is calibrated by the experiment conducted on a steel-reinforced concrete wall by the NIOSH researchers in the Lake Lynn Experimental Mine. The results show that strong adjacent rock and coal units are the least favorable condition for the survival of the wall subjected to a simulated explosion pressure. The results indicate that changes in the roof and seam conditions can have dramatic effects on the deformation characteristics of the wall when compared to the floor conditions. The results of this study might be enlightening for future BIP RA and seal applications.
