The Empire concentrator was built in four stages, with the latest stage accounting for 50% of the overall plant capacity. Over the past 5 years, the average throughput of the three grinding lines has decreased by 50 LTPH (15%) without significant changes in ore characteristics and despite the addition of secondary grinding capacity to supplement the existing pebble mills that are the constraint of the grinding circuit. This paper discusses the different areas under study that are aimed at optimizing grinding circuit utilization which includes improving system logic, pebble crushing operation and pebble mills operation.

This paper investigates the effect of varying stress levels on the determination of deformation moduli and examines the sensitivity of the borehole dilatometer in measuring rock mass scale features and its ability to represent rock mass characteristics. Cubical blocks of sandstone, limestone and granite were tested in the laboratory under triaxial stress conditions. Field programs were conducted in both granite and sandstone rock masses surrounding underground openings. The dilatometer's zone of influence was determined by conducting tests within an instrumented concrete cylinder and by performing a finite element analysis. Laboratory and field results suggest that the deformation modulus of a rock mass can be substantially affected by the stress field and that the borehole dilatometer is sensitive enough to profile deformation moduli as dictated by the in situ rock mass characteristics.

Introduction Given the mountainous nature of the local igneous terrain, hard rock tunnelling plays an important role in the development of Hong Kong's infrastructure. In 1990, tenderers for two tunnel projects were encouraged to consider using hard rock TBMs, the territories' first. As a result the 7.5km long, 3.56m diameter Tolo Effluent Tunnel and the 5.3km long, 4.8m diameter Hong Kong Electric Cable Tunnel were excavated by hard rock TBMs. The successful completion of both projects in 1992 should make the TBM method an attractive construction alternative for planned, upcoming projects in Hong Kong. Tunnelling Conditions Tunnelling solutions are frequently adopted in Hong Kong due to the intensity of development, lack of flat landscape and proximity of mountainous terrain to the main centers of population. This is carried out primarily in granites or granitic-type rocks which surround Victoria harbour, and to a lesser extent in the outlying volcanic rocks which include extremely hard tuffs and lavas. The Lower Cretaceous salt deposits of the Gabon Basin and Congo Basin were said down on ton of an Burly Cretaceous Lato Jurassic, continental graben fill that represent!) the rifting phase of the Afro-American continent. The salt 13 characterized by high percentages of potash and magnesium salts and the scarcity of sulphates and carbonates. The salt probably originated from a brine that was already enriched in high-soluble salts before entering the Gabon Congo basins. Their low-solubility equivalents are found in the Cuanza Basin of Angola. Commercial mining of the potash salt is only possible in those onshore areas where it is essentially undisturbed, shallow and of the right chemical composition. These conditions are net in Congo where the Holle mine produces from rich sylvinite deposits.

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. Introduction The Cove gold-silver deposit is located in Lander County, NV about 50 km (30 miles) southwest of Battle Mountain, NV (Fig. 1). The deposit is in the north-central part of the Fish Creek Mountains within the McCoy mining district. Gold was first discovered in the McCoy district in 1914 by Joseph H. McCoy (Vanderburg, 1939). From 1928 to the early 1930s, minor production occurred from shallow underground workings. Total gold production was less than 311 kg (10,000 oz; Stager, 1977). The district was inactive until the mid-1960s when it was explored by Bear Creek Mining, Summa Corp., Houston Oil and Minerals Corp., Gold Fields, and Tenneco Minerals. Tenneco began a detailed reevaluation of the McCoy deposit in the fall of 1984. Tenneco's decision to place the deposit into production was based on a geological reserve of 8.7 t (280,000 oz) of gold (Kuyper, 1987). Subsequent exploration and development drilling of the McCoy skarn deposit has more than doubled the mineable skarn reserves to 19 t (615,000 oz) of gold. In September 1985, Tenneco began development work on the McCoy gold-skarn deposit. The project is an open-pit, heap leach mine. The first gold was poured in April 1986. Echo Bay Mines acquired Tenneco's precious metals properties in October 1986. The mining operation and district exploration started by Tenneco is continuing under the Echo Bay's ownership. The Cove deposit was discovered in January 1987 and production began in February 1988. The deposit will begin as an open-pit, heap leach operation. It will be converted into an open-pit and underground mine with a 9-kt (10,000-stpd) mill. Geologic setting The Cove gold-silver deposit is situated on the east flank of the Fish Creek Range. Surface elevations range from 1460 to 1680 m (4800 to 5500 ft). The deposit is 1.6 km (1 mile) northeast of the McCoy gold-skarn deposit. The Cove deposit is hosted by the Augusta Sequence of Triassic age. Three formations of the sequence are mineralized at the Cove. In ascending order they are the Favret, Panther Canyon, and Augusta Mountain formations. The Favret formation is a gray, locally silty limestone that is commonly fossiliferous. The base of the formation is not exposed. Exposed and drilled intervals are more than 60 m (200 ft) thick. Conformably overlying the Favret formation is the Panther Canyon formation. This formation is 215 m (700 ft) thick and consists of a siliclastic and carbonate sequence of conglomerate, quartzite (sandstone), mudstone, limestone, and dolomite. Arch Mineral's Captain Mine has used the Bucket Wheel Excavator System(BWE) for over 3 years in conjunction with a 180 yd3 (138M3) stripping shovel. The bucket wheels prestrip the soft overburden ahead of the shovel. This soft overburden is brought to the spoil side through a series of shiftable conveyors and placed by a spreader over the ungraded or partially graded shovel spoils. The placement of the soft overburden and top soil is accomplished in a manner that meets the reclamation mandates. The prestripping by the BWE has reduced the incidence of the highwall and spoil slides, depth the stripping shovel has to dig and the volume handled by the pullback draglines.

A review is given of the present applications of random sets and integral geometry in fragmentation and liberation models of ores and minerals. Although attempts have been made in the past to apply such mathematical techniques to the comminution of solids, it is shown that it would not result in major progress. In liberation modeling, it is demonstrated that the approach can lead to fruitful results. Following a recent paper by Davy (1984), a model of liberation prediction is developed that can be calibrated for ore texture and breakage using image analyzers. The model is demonstrated for the case of a Poisson polyhedra ore texture and monodisperse fragment size. The model enables prediction of the complete composite particle distribution and thus is valuable for integration of ore breakage models with minerals separation models.

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Ore passes are circular openings excavated in rock for in-mine gravity-transportation of ore. It is a very important component of the overall load-haul system of an underground mine. The function of an ore pass is two-fold: first, gravity-transportation of ore from the extraction level to the haulage level and second, the loading operation at the haulage level utilizing the gate assembly. In reality, like any other system component, an ore pass breaks down either due to a hang-up within the ore pass or due to a failure in the gate structure. The failure of the gate assembly may be attributed to a greater extent to the impact load as experienced by the components of a gate structure as a result of the direct impacts of the rock fragments and to a lesser extent to the static or 'dead weight' loads of the accumulated materials in the ore pass. This paper uses simulations in Working Model® as an aid to investigate the effect of both the impact and static loading on the gate assembly and on the inner-walls of the ore pass. The paper also investigates the impact of ore pass inclination and the presence or absence of dogleg on the static and impact loading of the same.

Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine?s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine?s history, the metallurgical testing, the flowsheet and discusses design considerations. Design of plugs for abandonment of boreholes and shafts may be governed by the bond strength between the plug and host rock. Presented in this paper are the results of push-out tests on two types of expansive cement grout plugs emplaced in rock salt. The average interface shear strengths range from 2 to 12 MPa. Peak shear stresses (assuming an elastic stress distribution along the interface) are up to eight times higher. Dissolution along the interface may be enhanced by clay inclusions in the salt and appears to reduce bond strengths. Application of the results to the design of plugs for larger openings (e.g., shafts, drifts, or boreholes) is discussed.

The Minerals Availability Program is a Bureau of Mines Program to systematically measure and classify identified worldwide nonfuel mineral resources according to their respective extraction technology, economics, and commercial availability. The program is designed to identify, collect, compile, and evaluate information on worldwide active mines as well as on developed and explored mineral deposits, and on mineral processing plants. Objectives are to classify domestic and foreign resources, to identify by cost evaluations resources that are reserves, and to prepare analyses of the availability of these resources for 34 commodities and secondary minerals. Availability analyses consider such factors as geographic location, the type of producible material, the technology and time required to produce a marketable product, and the productive capacity and unit cost for each deposit. These factors, reflected in the aggregated tabular and graphical data in the study for each commodity, are developed for consideration in the formulation of both domestic and foreign mineral policy. To date, the data have been collected for the 34 commodities and the availability analyses are in various stages of completion; expected first cycle completion date for all 34 is early 1986. Raw and aggregated data are available to the public in the form of computer-generated listings, tapes, and maps as well as in published reports. Also, systems developed to assist in performing the engineering and economic c analyses, including the computerized economic evaluation program (MINSIM) and the cost estimating system (CES), are available.

Refractory gold ores are those from which a significant percentage of the gold cannot be recovered by conventional cyanidation. Historically, roasting has been the primary method for rendering such ores amenable to gold extraction; however, roasting creates environmental problems that are not acceptable in many locations. During the 1980s, consistently strong gold prices drew increasing attention to refractory gold ores, and new processing schemes were commercialized, most prominently aqueous pressure oxidation and more recently bacterial oxidation. Since 1985, pressure oxidation has been incorporated into four plants processing refractory gold ores. A fifth plant is scheduled for start-up in early 1990, and three additional plants are scheduled for production before late 1992. A technical session on treatment of refractory ores was included in the program of `World Gold '89, a Gold Forum on Technology and Practices' held by SME and the AusIMM in Reno, NV, Nov. 5-8, 1989. This article summarizes material from five of the papers presented during the refractory gold session and published in the proceedings of `World Gold '89,' edited by Roshan Bhappu and Rod Harden. The Golden Jubilee Mine in South Africa is the first mine in the Western World to introduce resin-in­pulp technology for the recovery of gold from a cyanide-leached slurry. Located in the Eastern Transvaal region of the country, the plant processes approximately 375 metric tons• of ore per day, of which over 90 per cent is mined in an open pit adjacent to the metaflurgical plant, while the remaining 5 to 10 per cent is trucl<ed in from two small high-grade deposits, located about 10 kilometers from the plant. The gold grade in the open pit is about 1 git, while the values m the two high-grade deposits range between 5 and 15 git. At the current treatment rate, the proven reserves m the three locations will last about another 10 years. Early testwork indicated that the ore was not well suited to conventional filtration processing or to heap leaching because of its high cfay content, and that carbon-m-pulp (CIP) would probably prove to be the most viable metallurgical route. Tcstwork to establish the feasibility of CIP for this application was carried out at Mintek in 1985. This worl<, which was based on batch-leaching and carbon-loading tests, indicated that CIP was technically feasible, but that both the rate of gold loading and the gold-loading capacity of the carbon were inferior to those obtained with Witwatersrand ores. The poor adsorption characteristics of the carbon were attributed to the abnormally high concentration of natural organic compounds (humates and fulvates) in the ore. Batch tests were therefore also carried out with strong-base resins, since resins are known (1] to be far less susceptible to organic fouling than is activated carbon. The results were very promising, and pointed to fast kinetics and a high loading capacity. (Fig. 1 ). Notwithstanding these findings, it was decided to recover gold with activated carbon at Golden Jubilee Mine because the CIP process was, by then, well established in South Africa and elsewhere in the world, whereas resin-in-pulp (RIP) was unproven technology. The r>lant was commissioned in September 1986 and, for 18 months, operated in a carbon-in-leach (CIL) configuration, i.e. with a total of . six leach tanks, the last four of which contained activated carbon. As could have been predicted from the laboratory results, the performance of the CIL plant was generally poor, low gold loadings on the carbon (less than 1500 git) and high losses of soluble gold (0.2 to 0.3 p.p.m.) bemg characteristic of the operation. Mechanization has been at the core of productivity improvements since the industrial revolution. During the past 20 years, mining has derived spectacular progress from mechanization. In the future, however, mechanization alone will not be enough. In the next few decades, automation will bring about new generations of highly productive and safe machines, with low operating costs. Increased use of new and better technology is generally accepted as the prime factor capable of closing the productivity gap. The productivity gap is the difference between inflation and metal prices. The three S-curves in Fig. I represent the evolution of technology in general, and mining in particular. TI represents incremental changes. the dominant sort of technology changes in the mining industry: - Better drills, electric hydraulic drills vs. pneumatic drills, the drilling rate is twice as fast. - Better steel and bits, to accommodate the higher performance drills. - Improved chemical explosives. - Bigger trucks in open pits.

The Bureau of Mines, U.S. Department of the Interior, is conducting batch and small- scale continuous laboratory studies on the biologically assisted removal of selenium from process waste waters. Mixed cultures of gram- negative bacteria isolated from several brackish water marshes are capable of reducing selenate [Se(VI)I to selenite [Se(IV)I and precipitating an amorphous elemental selenium product. Selenium extractions ranged from 80 to 96% regardless of the initial selenium concentration. The conditions for rapid bacterial growth and reactor design for optimal selenium removal have been investigated. The mechanisms of bacterial reduction and the rate of selenium removal for scaleup to larger systems is discussed.

This paper describes the geology and geotechnics associated with construction of the Thames Tunnel, part of the UK’s Channel Tunnel Rail Link (CTRL). The 2.5km long twin tunnels run beneath the river Thames at depths of up to 40m and are currently under construction. They pass through varying geology comprising alluvium, terrace gravels and chalk with flints and are currently being bored using Herrenknecht mixshield slurry tunnel boring machines (TBM’s). This paper outlines the lithology and engineering properties of each geological formation and describes the geotechnical processes, potential hazards and difficulties experienced in the works. A summary is given into the extent of the investigative work in terms of route selection, tunnel design, TBM optimisation and further details are provided on the geotechnical aspects associated with the construction of the tunnel approach structures and the tunnels.

Traditional fine grinding mills in mineral processing relied on the use of steel medium for particle size reduction. The successful development of the Isa Mill(a horizontal stirred mill with 3000 litres of net chamber volume and 1120 kW rated motor power)adopted a novel product separator design that has led to a major revision of medium use in fine grinding. The Isa Mill separator has also successfully operated with a wide variety of medium types such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with size ranges from 0.5 to 10 mm. A great flexibility of the Isa Mill operations has been achieved for processing a feed as coarse as 120 um to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media used in the Isa Mills in Mount Isa Mines of Australia for processing galena and sphalerite bearing ores to below 10 microns. They are the copper reverberatory furnace slag (CRFS)and the heavy medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the Isa Mills from a 1.5-litre laboratory batch mill to a full scale 3000-litre mill.
