"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be rehandled. Prior studies have shown that by only changing blasthole timing with the same blast design, fragmentation and throw alter. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum interhole delay for fragmentation has been found by studying timings from 0 millisecond (ms) to 45 ms. Instantaneous timing between holes increased the throw by more than 31 m (100 ft), but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw.Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.”Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is rehandled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators have allowed for precise delay timings to be used between rows, holes and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation."

Land management planning is an important issue in all jurisdictions, especially as it relates to mineral development. These planning documents are prepared at different intervals and reflect the realities at the time that they were prepared. The Seven Questions to Sustainability developed during the North American Process of the Mining, Minerals and Sustainable Development (MMSD) project are proposed for the evaluation of Land Use Plans as they relate to Mineral Development. This paper provides the background to the Seven Questions to Sustainability and how it can be applied to the evaluation of land use plans with specific reference to Resource Management Plans developed by the U. S. Department of the Interior?s Bureau of Land Management in Nevada. While this paper is focused on Nevada, the approach is broadly applicable and may be used in other planning regimes.

Resin-in-leach (RIL) cyanidation experiments were performed on a refractory carbonaceous gold ore. The objective of this investigation was to determine if strong-base ion exchange resins could adsorb the soluble aurocyanide complex in preference to natural "preg robbing" organic constituents. Direct cyanidation of the carbonaceous gold ore used in this study resulted in less than 2% gold extraction in 24 hr. RIL cyanidation resulted in about 70% gold recovery onto the resin. Kinetic experiments indicated that 50% of the gold is extracted after 1 hr of leaching. Resin breakage was investigated for as-received and preattrited resins. Similar results were obtained with three different strong base resins.

In Arctic surface mines, frozen ground adds to the complexity of slope stability analysis. The seasonal temperature change may thaw permafrost, and this thawed ground is often unstable. A computer program, GEODYNE, was used to simulate the movement of the thaw front in bare and insulated permafrost slopes. The simulation shows that the insulation can be used on mine slopes to prevent thawing.

Highland Valley Copper currently mines two low-grade ore bodies, Lornex and Valley. The partnership was formed in 1986. As a cost reduction measure, it was decided to use an in-pit crushing and conveying system to deliver the ore from the Valley Pit to the Lornex mill 3 km (1.8 miles) away and 175 m (575 ft) above the pit rim. The system uses two gyratory crushers that feed a series of conveyors to transport up to 130 kt/d (143,000 stpd) to the main stockpiles. This paper describes the performance of the in-pit crushing system as it is currently configured, as well as its evolution to date and future planned moves.

The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

A test of a solvent extraction (SX) pilot plant featuring electrostatic coalescence has been performed by C-E Natco at the United Nuclear uranium mill in Church Rock, New Mexico. Operating in parallel with the United Nuclear SX system, the C-E Natco electrostatic SX pilot plant exhibited comparable extraction efficiency to the United Nuclear system which utilizes conventional mixer-settlers. The C-E Natco pilot, however, operated at much higher liquid loading rates and exhibited less communication between the aqueous phases of the extraction and stripping circuits.

Gravity concentration has been the main method for tin ore beneficiation, based on the significant difference of density between cassiterite and gangue in the tin ore. However, with the exhaustion of rich and coarse reserves, the proportion of tin distribution in slime be-comes as high as 50 to 70% and has a size range of -19 urn. In some sulfide tin ore, most of the tin is of the minus 10-urn size fraction, and thus slime processing has gained importance in tin ore processing. Some innovations are being developed, such as the centrifugal cone separator, belt concentrator, slime table, B-M separator, and slime flotation. Direct flotation with tolyl arsonic acid has been practiced with success.

Barite deposits located in Dinek and surrounding region have important economic features with their large reserve capacity for Turkey. The objective of this study is to elucidate geological and depositional characteristics in terms of. site investigation and chemical analysis. In order to do this, geological area of about 300 km2 was examined and detailed geological map was constructed. It was observed that Barite mineralization in these deposits was occurred in carbonate and pelitic rocks of Lower Cambrian-Lower Ordovician. Deposits were exposed to advanced diagenesis regional metamorphism and tectonics that rotated and deformed the barites; therefore, barites shows secondary veins, brecciate and fracturing structure. Even though, a few light isotope values of barites may suggest hydrothermal and exhalative sedimentary characteristics or possible mixing with magmatic fluids, generally heavy isotope values indicate that the sulfate ions were supplied from coeval seawater and, many of sedimentary features and petrological, geochemical characters support dominantly sedimentary origin.

A cooperative study was undertaken in a neutral atmosphere by representatives of the environmental community, the mining industry and state government to identify and resolve environmental issues associated with base and precious metal mining before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried nonferrous mining regulatory program using three hypothetical mining developments sited in environmentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environmental issues that mill need continued deliberation before resolution and characterization of data necessary for environmental review and permitting decisions.

In recent years there has been increasing interest in employing the technique of explosive casting in strip mines. Explosive casting, applied to dragline mining, describes the procedure whereby the overburden is horizontally displaced by blasting causing a portion of the material to be thrown into the previously mined cut. Therefore, it is not necessary to subsequently excavate this waste with the stripping equipment. In addition, allowing the overburden unrestricted movement during the blast most often results in improved fragmentation and enhanced machine productivity. The method is receiving attention because the capital and maintenance costs of stripping equipment has risen rapidly in relation to explosives costs. Improved productivity is necessary to maintain unit costs at an acceptable level.

The flotation froth structure and motion determines the amount of entrained gangue that is collected to the concentrate. Despite this important role in the overall performance, the behaviour of the froth is still ill understood. To date, predominantly empirical models have been developed to describe entrainment. A fundamentally based model is described and used here in an attempt to improve the understanding of entrainment. This general froth simulator (UMIST FrothSim) allows the modelling of a wide range of flotation conditions, as it takes account of a large number of the physical phenomena that occur within flotation froths. The model firstly describes gas motion and bubble coalescence, and the water motion based on gravitational, viscous and capillary effects. The motion of the solids distinguishes between various solids classes based on hydrophobicity, particle size and density and models them by including the effects of Geometric and Plateau border dispersion, particle settling and the motion of the water. The aim of this paper is to show the applicability of this model to explain the observed entrainment and collection of gangue. This is done by comparing model predictions with the experimentally observed relationship between the gangue and water recoveries. The model predicts the identical trends, which are explained in terms of the interaction between the linear effects of water motion and hindered settling and the non-linear effect of particle dispersion.

The Yarnell gold deposit is located 1.5 km (1 mile) south of Yarnell in the Weaver mining district of Yavapai County, AZ (Fig. 1). Elevations within the area of the deposit range from 1400 to 1560 m (4590 to 5120 ft). Historic production, principally from quartz veins localized along the Yarnell fault, was about 200 kt (220,000 st) at an average grade of 6.9 to 10.3 g/t (0.2 to 0.3 oz/st) gold. The federal government closed the mine in 1942 due to World War II. Norgold Resources Inc. leased the property in 1988 and joint ventured it with Asarco the same year. Asarco drilled 7822 m (25,660 ft) in 96 reverse circulation and four diamond drill holes and identified 8 t (260,000 oz) gold reserve. IBema Gold Inc. acquired Norgold in 1991 and is currently permitting the project. Production is expected to begin within the next two years

For the past quarter of century, much more effort and research have been expended in developing the "optimum" ultimate pit limit design algorithms and much less to solving the "optimum" open pit production sequencing. However, the potential economic benefit to an operating mine is far greater for the latter than the former. Unfortunately, the problem of "optimum" open-pit production sequencing has not been fully solved to date. This paper first reviews the past and currently used methodologies for developing this sequence. The staggered pit phase geometry problem of advanced stripping and operational constraints such as ore and waste tonnage requirements by period and necessary contiguity of mining faces are the main reasons why the "optimum" production sequencing problem has not been solved as yet. This paper also explains why any method which attempts to simplify the problem using ultimate pit limit design algorithm will fail to reach an "optimum" solution.

Attrition of activated carbon in either the carbon-in-pulp (CIP) or carbon-in-leach (CIL) method of gold extraction can lead to, at the least, loss of expensive carbon that has to be made up, and at the worst, loss of both the carbon and any gold that was attached to it. Carbon attrition therefore represents a significant factor in both the efficiency and cost of the extraction process, and efforts to reduce attrition through process and equipment selection pay dividends. In evaluating carbon attrition potential, one would note that an individual carbon particle is in jeopardy virtually any time it is in motion. Since the motivators of this motion are primary centrifugal pumps, the purpose of this paper is to review the current styles of these pumps now in use and to examine their performance in minimizing carbon attrition.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates.
