The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

High-angle in-pit conveying is an idea that is being seriously studied by a number of important mining companies in North America. Its application in coal, iron ore, and copper mining is expected to reduce mine operating costs considerably compared with the conventional discontinuous methods, such as truck haulage, which are fuel, labor, and maintenance intensive. Therefore, a mine introducing high-angle in-pit conveyors will gain a competitive advantage over mines which continue to use conventional haulage. While the capital outlay for in-pit conveyor systems obviously varies depending on pit depth, the angle of incline, and the capacity required, it generally will not exceed that of truck haulage when all Factors are taken into consideration. These factors include the cost of excavation, as measured in relation to the volume of minerals mined, the cost of building truck ramps and roads, and the capital outlay for the trucks and maintenance facilities. In many cases, in Fact, the capital outlay will be less than for truck haulage. This cost advantage will best be realized by new mines, whereas in existing producing mines the switch from truck haulage may involve the abandonment of a substantial capital asset.

One of the critical challenges facing the mining industry ? and not just in the United States ? is the looming labor shortage. A significant percentage of the industry?s professional workforce is, well, getting old, and many will be retiring in the next 10 years or so. This is not a new issue to the industry. It has been discussed at various industry meetings and conferences for many years. How does mining, with its largely negative public image, attract young people to mining schools? And, equally important, who is going to teach them? Mining schools, what?s left of them in the United States, are beginning to lose qualified faculty to retirements, and no one is available to replace them. SME addressed this issue during the keynote session at its annual meeting in February in Denver, CO. This year?s theme was ?Mining: It?s About the People.? Despite a blizzard that blanketed the city on the day most attendees were to have arrived, the meeting still attracted a record 7,202 people. And the accompanying exhibit sold 822 booths, also a record. The U.S. Department of Energy?s National Energy Technology Laboratory contracted with the National Academies? National Research Council to complete a study concerning the availability of skilled workers to meet the energy and mineral security requirements for the United States. The National Research Council, in turn, asked SME to collect and analyze workforce trends in these industries. The result of SME?s analysis is the report ?Emerging Workforce Trends in the U.S. Energy and Minerals Industries.? It is available on the SME website, www.smenet.org. Click on Government Affairs. While the report did not paint a completely dismal picture, there were some disturbing results. It concluded that within 20 years there will not be a sufficient number of skilled professionals to satisfy the labor demand. That said, the report said that most of those positions would likely be filled. However, the U.S. mining will go through a period of time when the workforce will be made up of very young and senior workers.

As high-quality mineral deposits are thoroughly exploited, mines of the future will have to move towards more remote and lower quality projects. With these projects comes an increased business risk to the operator. Even now, mining companies often turn to foreign countries for new deposits to produce, introducing the concept of country risk into their portfolio. Furthermore, feasibility studies often fail to accurately quantify the risks associated with various projects, and as such, this study proposes a technique of risk quantification which can both aid mining companies to evaluate the viability of investment and assist in risk disclosure to public investors for the mining industry of the future. This paper aims to quantify the effects of country risk on the valuation of potential mining projects, using a combination of modular and risk-weighting techniques to evaluate the country risk premium (CRP) required to obtain capital for operation of risky foreign mining projects. The techniques proposed in this paper are demonstrated using fictional examples and then evaluated for accuracy against a recently developed debt-funded precious metal project in a country in the Americas.

Selenium (Se) in effluent waters has become a significant challenge for a number of industries. Toxicity studies and new reports of occurrence have certainly caused increased scrutiny and actions in the mining industry today (Sandy, DiSante, 2010). While initial activity in addressing selenium-laden waters were conducted in the coal mining industry, today a much broader range of mine types are beginning to search for solutions to selenium treatment of their mining waters, including both hard rock mining operations (gold, nickel, zinc, etc.) and soft rock mining (phosphate, uranium, etc.) Throughout North America, new regulations covering selenium discharge are either in place or being developed. While a number of physical/chemical approaches show promise in selenium treatment, when considering optimal cost and treatment efficacy issues, biological treatment ? particularly fixed-film biological treatment - is reported to be one of the most promising approaches to managing selenium-containing waters. Among biological treatment options, the fluidized bed reactor (FBR) has undergone extensive pilot testing for Se treatment in the last three years, including eight pilot programs, and the first FBR system is now operating at a coal mining site. In all tests, the FBR has been shown to be a highly cost-effective approach to selenium treatment based on its physical and performance characteristics. This is consistent with its history for reaching low levels of treatment in similar service for other oxyanions including perchlorate, nitrate and various metals. With the results from the most recent testing, the technology has been shown to be adaptable to an ever-broadening range of influent water conditions and flow rates, in varying terrains and weather conditions. Selenium occurs in various valence states from -2 to +6 (Sobolewski, 2005). The speciation of selenium plays a critical role in understanding the effectiveness of any approach for removal, especially to low levels. Elemental selenium is insoluble and has little effect on living organisms. Colloidal fractions are known to occur. In aqueous environments such as coal mining runoff, selenium is most often found as the oxygenated anions of selenite (SeO32-, Se4+) and selenate, (SeO42-, Se6+). Selenium is commonly found in mining waters in concentrations ranging from 3 to >12,000 µg/L. The U.S. National Primary Drinking Water Standard MCL is 50 µg/L for selenium (EU 10 µg/L; WHO 40 µg/L). The National Fresh Water Quality Standard is 5 µg/L for selenium. The U.S. Fish and Wildlife Service has recommended that the National Fresh Water Quality Standard be lowered to 2 µg/L to protect fish, waterfowl, and endangered aquatic species. Several states have followed with enforcement actions at these same low levels. In Canada, permits may require stakeholders to monitor levels in water or biota, or to comply with guidelines, at either the National or Provincial levels, which can be as low as 1 or 2 µg/L in surface waters. Treatment of selenium in all mining waters presents a series of challenges. It can be present in relatively dilute concentrations and in streams with variable and often high flow rates. It can be present in many soluble and particulate forms, which may affect process design and treatability. The conditions of influent selenium-containing waters can vary, with issues such as temperature, pH, total dissolved solids and other contaminants affecting the ability to remove selenium selectively and economically. Treatment of selenium often results in the generation of a concentrated by-product requiring disposal, and re-release from residuals can occur. Beyond these issues, the physical environment of a mining operation can offer challenges such as remoteness and harsh and/or cold weather. Currently available selenium treatment technology (Table 1) includes biological treatment and a number of physical-chemical processes ? such as ion exchange, membrane filtration and adsorption ? that vary widely in efficiency and cost. Most treatment options remain either too costly and/or unproven for selenium-containing streams for reasons that include poor removal efficiency, variability in volume and composition of influents, system sizing and logistics considerations, as well as operating requirements.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

Quarry operators must continue to change and adapt environmental compliance methods to meet the increasingly demanding regulations. To fulfill industry needs, a computer-based decision support system is being developed to facilitate decision making that mine operators are required to make regarding environmental responsibilities. This system can help to determine permitting and compliance measures needed for air, surface water, groundwater, noise, aesthetics, vegetation, wetlands, hazardous wastes, storage tanks and wildlife habitats during the development, operation, and closure phases of mining. Operators will utilize the system's user-friendly interface consisting of mouse driven responses and limited keyboard entries on a desktop computer. The system is easy to upgrade according to the user's needs and changes in current laws and regulations. Data input models, user interfaces, and support of decision making are explained. The program permits inclusion of the decision maker's own insights through "what-if' analysis, in which the user can change ad hoc entries and check the related consequences. Using this approach, the user has complete control over all steps of the decision making process. A storm water example is selected to demonstrate the potential benefits of the support system to environmental decision makers.

This paper will describe the copper concentrate slurry pipeline and pumping system between the concentrator and the port at Bougainville Copper Ltd. The operations of Bougainville Copper Ltd. are located on the island of Bougainville in the South Pacific. Geographically, it is the northernmost island of the Solomon Group but, politically, it is part of Papua New Guinea. Papua New Guinea is a United Nations Trust territory administered by Australia, having recently been given self-government, with independence scheduled for December 1974. (Fig. 1). The island is approximately 130 miles long by 30 miles wide, with the Crown Prince mountain range forming a spine along its length. The mountains in place are over 8,000 feet high with the mine located on the western flank at an elevation of 2,200 feet. Exploration on Bougainville for copper by Conzinc Riotinto of Australia (CRA) began in 1963 and by 1968, through geophysical, geochemical and diamond drilling methods, an orebody containing nearly one billion tons of ore grading approximately 0.48% Cu. and sane gold had been outlined. Bougainville Copper Ltd., the company operating the mine, is 53.6% wined by CRA, 20% mined by the government of Papua New Guinea with the public Folding the remainder of the shares. The Courthouse Commons SEM Tunnel was excavated within 6 feet of cover beneath two buildings in downtown San Diego utilizing high-precision geotechnical instrumentation. The excavated dimensions are approximately 25 feet in diameter and 328 feet in length connecting two in-service detentionlevel security buildings. Presupport includes large-diameter grouted canopy pipes and smaller pipe spiles. Initial support consists of fiber-reinforced shotcrete with lattice girders. This paper presents observed ground and structure behavior and lessons learned. Since 1985, the Sunshine Mining Company has used a patented nitric-sulfuric acid pressure leaching system for production of silver and copper from a refractory sulfide ore body. To better understand this novel process, a program of lab scale testing was undertaken to quantify the effect of system variables on silver recovery. Some of the factors studied include temperature, agitation, acidity, vessel pressure, particle size, percent solids and oxidizer amount. In turn, this knowledge will be applied in actual plant practice to upgrade reaction time, increase concentrate throughput, raise silver recovery and lower reagent costs. A discussion of plant process changes resulting from lab scale testing is included.

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine. The gas samples are drawn via vacuum pump to the surface and are typically analyzed for oxygen, methane, carbon dioxide and carbon monoxide. Results of the gas analyses are displayed and recorded for further analysis. Trends in the composition of the mine atmosphere, such as increasing methane or carbon monoxide concentration, can be detected early, permitting rapid intervention that prevents problems, such as a potentially explosive atmosphere behind seals, fie or spontaneous combustion. TBS is a well-developed technology and has been used in coal mines around the world for more than 50 years. most longwall coal mines in australia deploy a TBS, usually with 30 to 40 monitoring points as part of their atmospheric monitoring. The primary uses of a TBS are detecting spontaneous combustion and maintaining sealed areas inert. The TBS might also provide mine atmosphere gas composition data after a catastrophe occurs in an underground mine, if the sampling tubes are not damaged. TBSs are not an alternative to statutory gas and ventilation airflowmonitoring by electronic sensors or people; rather, they are an option to consider in an overall mine atmosphere monitoring strategy. This paper describes the hardware, software and operation of a TBS and presents one example of typical data from a longwall coal mine.

A recent development using XRD techniques, a unique fixed detector, specifically permitting full mineralogical information simultaneously for the first time, specially designed sample preparation and presentation system and Rietveld codes provide a continuous real- time analysis on the true contained mineral polymorphic composition of powder streams such as ore materials, cement, ground clinker or any other mineral stream conducive to XRD analysis. There are several COSMA systems currently operating in the US, Canada, Italy and Australia, proving service and reliability of this concept. The mineralogical information generated continuously in real time is used for automated efficiency, product quality and reduces costs. Quantitative Phase Analysis information is transmitted to the plant DCS via Modbus over RS422 or ethernet. Some limited information is stored in the on-board computers for optional future use at the operator?s option.

Given the recent focus on powered haulage incidents within the US mining sector, an appraisal of collision avoidance/warning systems (CXSs) through the lens of the available research literature is timely. This paper describes a rapid review that identifies, characterizes, and classifies the research literature to evaluate the maturity of CXS technology through the application of a Technology Readiness Assessment. Systematic search methods were applied to three electronic databases, and relevant articles were identified through the application of inclusion and exclusion criteria. Sixty-four articles from 2000 to 2020 met these criteria and were categorized into seven CXS technology categories. Review and assessment of the articles indicates that much of the literature-based evidence for CXS technology lies within lower levels of maturity (i.e., components and prototypes tested under laboratory conditions and in relevant environments). However, less evidence exists for CXS technology at higher levels of maturity (i.e., complete systems evaluated within operational environments) despite the existence of commercial products in the marketplace. This lack of evidence at higher maturity levels within the scientific literature highlights the need for systematic peer-reviewed research to evaluate the performance of CXS technologies and demonstrate the efficacy of prototypes or commercial products, which could be fostered by more collaboration between academia, research institutions, manufacturers, and mining companies. Additionally, results of the review reveal that most of the literature relevant to CXS technologies is focused on vehicle-to-vehicle interactions. However, this contrasts with haul truck fatal accident statistics that indicate that most haul truck fatal accidents are due to vehicle-to-environment interactions (e.g., traveling through a berm). Lastly, the relatively small amount of literature and segmented nature of the included studies suggests that there is a need for incremental progress or more stepwise research that would facilitate the improvement of CXS technologies over time. This progression over time could be achieved through continued long-term interest and support for CXS technology research.

"1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

Enabling a cloud based, open data structure with high performance data analytics capability presents a compelling improvement in governance and a democratization of ore body knowledge that can lead to automation use cases that support the digitalization of mining.

"The development of a mining project necessarily progresses through many steps, beginning with the identification of a mineral resource and continuing through project construction. Several classifications of engineering study development are described, including preliminary economic assessment (PEA) or scoping studies, prefeasibility studies (PFS), feasibility studies (FS) and regulatory codes, each with a specific project organizational objective. This paper addresses the PEA, PFS and FS types of reports that are used by companies to evaluate projects, meet regulatory requirements and seek financing. The minimum requirements for engineering studies, focusing on the needs of financial institutions considering investment in a project, are outlined. IntroductionThe financing of mining projects in recent years has come under increased scrutiny by financial institutions owing primarily to an increasing percentage of projects whose capital expenditures had overrun project budgets or had failed to produce the economic returns anticipated during the project development process. Often, unfavorable project outcomes are not the result of widespread failures of the project engineering process but arise from inadequate engineering in limited specific areas of the project scope, such as overestimated mineral reserve, inadequate mine design, insufficient metallurgical testing or underestimated capital costs. Mill facilities and process infrastructure typically are responsible for up to 80 percent of the capital expenditures required by greenfield mining projects. They are often the project areas where capital costs are inadequately developed, and consequently are the areas highly scrutinized by financial institutions. This paper offers a perspective on the level of engineering expected by financial institutions as a prerequisite to committing support to developing mining projects.The evaluation of a mining project from exploration through development and production is a lengthy and complicated process. Mine development commitment activities for a potential project are initiated when a mineral resource is identified and continue through to the start of construction. The technical feasibility and the economic viability of each project are determined during the phases of mine development with more detailed engineering data required at each stage. New Mexico?s active coal mines have reclamation challenges that are being successfully resolved through the application of geomorphic grading methods. Soils and overburden material are often of poor quality, and annual precipitation is low. Revegetation on south and west aspect slopes often failed to persist. The New Mexico Mining and Minerals Division had therefore been encouraging topographic diversity on reclamation to improve water harvesting and reduce the percentage of south aspect slopes. Steeply dipping, multiple coal seams may be mined by open pit methods. Structurally-controlled trellis drainage patterns that exist premine have to be replaced with dendritic drainage patterns on reclamation where the overburden had been pulverized. Sodic spoil material is prone to differential settling and the creation of piping features in areas where runoff ponds, which may lead to downslope instability. In each of these scenarios, the approximation of natural drainage patterns on the reclamation has reduced erosion and sedimentation by creating shorter slopes with correct profiles, and by improving conditions for revegetation establishment.

In spite of the fact that flyrock phenomenon represents the real threat for personnel and machinery, it still remains insufficiently investigated. There are efforts, in the mining community, to explain the causes of flyrock, but the models capable to accurately predict flyrock occurrence and define the flyrock distance still do not exist. This article is an attempt to establish such a predictive model. The model utilized the adaptive nature of artificial neural networks and combined it with the accuracy of numerical modeling of physical phenomena. Necessary data were collected by high-speed camera recordings of actual blasts at three different surface mines and processed for further use for artificial network training. The result was a neuro-numerical couple which was capable to predict flyrock occurrence, estimate the launch velocity of flyrock fragments, and calculate the maximum distance of flyrock fragments. The safe distance was then calculated by multiplying the flyrock distance with a factor of safety. The article explains the procedure for data acquisition and processing, artificial network construction, training, and validation. It also explains the principles of flyrock distance calculation and, finally, provides a definition of factor of safety and safe distance. The results showed that the prediction was satisfactorily accurate and reliable.

Effective maintenance planning is vital for coal mining operations, where haul truck fleets directly determine production continuity. This study presents a discrete event simulation (DES) model for evaluating maintenance strategies under multiple failure modes and their interdependencies. The model integrates corrective, periodic preventive, and opportunistic maintenance, dynamically updating equipment lifetimes through probabilistic time-betweenfailure and time-to-repair distributions. Applied to a fivetruck coal haulage fleet over a one-year horizon, results show that periodic preventive maintenance delivers the highest availability (76%) under unconstrained conditions, slightly outperforming corrective-only maintenance (75%). Opportunistic and integrated approaches performed worse (68% and 69%), reflecting redundancy from overlapping interventions. These findings suggest that structured preventive programs provide the most reliable outcomes when costs and resources are not limiting. The DES framework serves as a baseline for future models incorporating cost, spare parts logistics, and workforce availability, supporting robust maintenance planning in coal mining operations.
