"Mine monitoring through various sensors is a vital component of successful miner safety and health programs. Data from environmental, geotechnical, infrastructure and other types of sensors are increasingly used to discover and mitigate health and safety concerns in underground mines. In many smaller underground mines, as well as in the new development headings of larger underground mines, leaky feeder communication systems may be the only available means to transport crucial monitoring data. In addition, data transport is increasingly being delivered using Internet Protocol (IP), while older forms of serial communication are being retired. This paper presents the selection, configuration and testing methodologies employed by researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) to integrate commercially available land mobile data radios into an existing leaky feeder communication system to provide IP data transport.IntroductionTo enhance the health and safety of their mining workforce, mine owners and operators are increasingly installing environmental monitoring and control systems in underground mines. Real-time, mine-wide monitoring is becoming a reality with the implementation of the Industrial Internet of Things (IIoT) into the underground mining industry (Zhou et al., 2017). However, not all underground mines, especially smaller mines and new development headings in larger mines, have the information technology infrastructure in place to handle the data transport requirements for the newer Internet Protocol (IP)-based technologies that are part of IIoT.This was the case with a mine in the Western United States. It lacked the infrastructure to perform critical monitoring in remote headings. Therefore, the mine partnered with the U.S. National Institute for Occupational Safety and Health’s (NIOSH) Spokane Mining Research Division (SMRD) to develop and evaluate a cost-effective solution for the real-time monitoring of geotechnical conditions in relatively remote sections of the mine. This paper describes SMRD’s solution to leverage the mine’s existing leaky feeder communications system to achieve IP data transport using commercially available land mobile data radios (NIOSH, 2013; Forooshani et al., 2013; Novak, Snyder and Kohler, 2010; Yarkan et al., 2009). The solution, fully evaluated in laboratory and mine environments, requires no modifications to the existing system, is economical, simple to implement, and reliable. It also allows for transition to higher-bandwidth IT networks, such as fiber optic or WiFi, should they become available."

Overland belt conveyors often use vertically guided counterweight take-ups or horizontally tensioned carriages to maintain belt tension. In the event of belt or wire rope failure, these systems can release significant stored energy, creating high-impact forces that risk structural damage and personnel injury. This paper reviews current safety arresting technologies and presents a calculation methodology for estimating impact velocity, energy absorption requirements, and stroke limitations. Worked examples illustrate the selection process for appropriate arrestor types under different design constraints. The study emphasizes early integration of safety devices to minimize structural loads, avoid costly retrofits, and enhance operational reliability. Implementing robust arrestor systems improves safety and reduces downtime in bulk material handling environments.

Silicon dioxide, silica, is the most common oxide in the earth' s crust. The health effects of silicon dioxide dust have been known since Biblical times. Agricola's book, published in the mid 1500's on occupational medicine, described a lung disease that afflicted miners. He observed a disease in miners that caused shortness of breath, coughing and wasting. Add fever, chest pains and fatigue and we have the current symptom complex of silicosis. As we approached the 21stcentury, the Labor Department began an aggressive campaign to combat silicosis-a preventable disease. Unfortunately, many publications do not clearly differentiate the polymorphs of silica known to mineralogists. Crystalline silica, i.e., alpha quartz, tridymite and cristobalite need to be considered differently from the amorphous forms of silica. Freshly fractured surfaces of the silica and host specific responses will be examined. Recent research focuses on the biologic interactions of free radicals generated by mineral particles. This results in cell injury and DNA damage, in turn leading to fibrogenesis and possibly carcinogenesis. In addition to particle-cell interactions, emphasis is given to lung defense mechanisms.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

Anecdotal reports of high rates of congenital malformations and spontaneous abortions at the Shiprock Indian Health Service Hospital in San Juan County, New Mexico prompted an interview survey, obtaining data from families of 26 former uranium miners and 30 controls. Results supported the possibility of increased fetal wastage and congenital malformations. However, definitive conclusions were obviated by methodologic limitations in terms of selection of cases and controls and interviewing technique, as well as very low numbers and lack of statistical significance. The Council of Environmental Quality (1980) published a report which singled out San Juan County, nationally, as having an extra-ordinary high rate of congenital anomalies reported from birth certificates in the years 1973-75. San Juan County is in the northwest corner of New Mexico and includes the northeastern edge of the Navajo Indian Reservation. It has been the site of uranium mining and milling and also of coal mining (Clement Associates, 1980). While much attention has been focused on lung cancer and chronic lung disease as health hazards to uranium miners, virtually no attention has been focused upon possible reproductive effects that may result from exposure to radiation. Could these reports indicate such an additional arena of health effect either on miners or on others living in the vicinity of the mines and mills? The biologic and epidemiologic literature does not lend much support for adverse genetic outcome. The UNSCEAR report (UNSCEAR, 1977) summarizes much of the existing data. For example, on the basis of many animal studies and what has been observed in atom bomb survivers in Japan, it has been estimated that mutation rates resulting from low LET radiation to paternal germ cells would be 60 X 10-6 recessive and 20 X 10-6 dominant mutations per gamete per rad. There would be a five-fold increase in the number of recognizable abortions. The doubling dose for genetic disorders in mice is estimated at 100 rads. The assumption has been that low levels of exposure, such as might be received occupationally from uranium mines and mills or environmentally will produce reproductive effects that would defy distinction from background rates. However, the possibility can not be dismissed. In man, spermatogonia are thought to be three-fold more sensitive than in the mouse. Also, the high LET radiation from alpha particles is as much as 20-fold more effective in inducing changes in meiotic and post meiotic stages of cells, compared with low LET radiation. There is some degree of localization of alpha emitters in testicular tissue after inhalation of radon and radon daughters (Blanchard, R.L. and Moore, J.B., 1971; Pohl, E., 1964). The slopes of doseeffect curves are affected by type radiation and rate of administration. Data on such curves are poorly defined and debated as to whether there may be increased or decreased effect per unit dose at low levels of high LET radiation. Increased rates of aberrations of chromosomes in peripheral lymphocytes cultured from uranium miners have been reported (Brandom, W.F., et al., 1978). At cumulative exposures of 100 working level months (WLM) or less, a range of exposure lower than the limit of current occupational standards, the aberrations were increased more than two-fold. Our interest has led us to pursue the question of reproductive effects along three separate paths of inquiry: studies of the secondary sex ratio, cytogenetic study of human sperm, and studies of rates of congenital anomalies. I will present the thrust of our findings, most of which remain preliminary, comment on their interpretation and limitations, and indicate directions needed for future research. The secondary sex ratio is the ratio of males to females at birth. In the U.S., the ratio averages around 1.05. Ratios in blacks are somewhat lower (1.025) than in whites (1.053). For American Indians, the data are less definite. Values from Oklahoma and California are similar to whites (1.05). Southwestern tribes have, as we shall see, varying levels. The theoretical effects on sex ratio resulting from irradiation of the zygote are based on the principles of sex-linked genetics, including differential effects of lethal dominant and recessive mutations on the sex chromosomes, complicated by possible non-disjunctional events. Observations have done little to clarify, confirm or refute the theories. The sex ratio of progeny of survivers of the atomic bomb showed little change (Schull, W.J., Otake, M., and Neel, J.V., 1981). Observations in children of uranium miners having been inconsistent. Most frequently cited is a study of miners in Czechoslovakia (Müller, C., Razicka, L., and Bakstein, J., 1967). Compared with children born to miners prior to the start of mining, the sex ratios of children born after the start of mining were decreased -statistically significant after correcting for birth order. The ratios in first-born children were, before the start of mining, 1.118, and, after the start of mining, .713. In the interview survey at Shiprock, the sex ratio in families of non-miners was 1.03, and in families of miners it was 0.73 (p < .05). Dr. Alan Goodman at the University of New Mexico has studied trends in the sex ratio in the general population in New Mexico and Arizona with particular reference to counties in the Four Corners area and the Navajo Indian Reservation, areas where uranium mining has been active_ His findings (unpublished) are as follows: (1) Beginning in the early 1950&apos;s, there has been a modest, but persistant and statistically significant decline in the secondary sex ratio for the state of New Mexico compared with the U.S., a decline that roughly parallels the emergence of uranium mining in the Grants mineral belt in northwestern New Mexico. Coal and water are the two basic external feedstocks required for a coal gasification project. The WESCO project in northwest New Mexico, a joint undertaking of Texas Eastern Transmission Corporation and Pacific Lighting Corporation, will require about 25,000 tons of coal and approximately 7.5 million gallons of water each day to produce 250 million cubic feet per day (MMCFD) of pipeline quality substitute natural gas (SNG). The coal and water supply arrangement with Utah International, Inc. assures the project of an adequate supply of these two vital feedstocks.

Advances in inexpensive computer automation led to the development and utilization of a computerized ore control system at Cyprus Coppers tone Gold Mine near Parker, Arizona. These new ore control practices improved accuracy, performance, and productivity of the ore control effort. An automated system for data collection, including bar coding of blast hole samples, laboratory analysis, data management, grade estimation, cut delineation, and ore zone stakeout, plays a major role in ore control practices. This is of particular interest because of the large amount of blast hole information being processed, analyzed, and reported daily.

The prototype of an expert system, designed to assist layout planning of face operations, is presented. By specific combination of knowledge-based and conventional EDP techniques it has been possible to extend the known Kepner-Tregoe method up to the determination of mature layout solutions in difficult planning cases. It has been proven that the presented strategy - which can be applied to any kind of problem with similar structure - is apt to provide efficient EDP support for handling complex mining problems. Political issues and a glaring infrastructure deficiency have retarded the emergence of a strong mining component to the Alaskan economy in recent years. Barriers to orderly mineral development are slowly being removed attendant upon changing political circumstances. Infrastructure development, as an investment avenue as well as a responsibility of the State, is receiving much greater attention than in the past. Alaska of course has a rich and varied mining history going back to the 19th Century. This paper, however, focuses on the mining potential, not the mining heritage of the 49th State. The mining industry is emerging from a nadir in the economic cycle - times during which it was buffeted by unsympathetic administrations and confused and confounded by the protracted land status- conflicts prior to enactment; of the Alaska National Interest Lands Conservation Act (ANILCA) and other milestone legislation. Today Alaska&apos;s mining industry looks toward a bright and healthy future and, in the process, will become a very important and vital component of the State and national economy.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court&apos;s decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant&apos;s conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. Modern mines possess a wide variety of capital intensive equipment. Equipment failures and the associated down time contribute significantly to the overall maintenance, operating and production costs of a mine. Reliability investigations are becoming a standard practice, as the equipment becomes more complicated and the effective use of resources is critical for achieving higher productivity and mine safety. In view of the recent global initiative for sustainable development in the mineral industries, reliability of capital intensive machinery should be considered as a key indicator for sustainable development and growth. This paper discusses the application of equipment reliability as a sustainability indicator and proposes a methodology for its practical use. Reliability of equipment systems is useful for product life cycle assessment, mine performance measurement and evaluation.

"70-foot deep rectangular-shaped bulkheads were built with sheet piles as launching and receiving shafts for a pipe jacking operation for new underground waterlines in a densely populated section of Los Angeles, California. The Press-in Piling Method was specified to drive 95-foot long sheets (a record for the method) to form the bulkheads for the Los Angeles Department of Water and Power’s LA-29 (DWP) Connection Modification and Pipe Jacking. The piling was chosen because of its very low noise and practically vibration-free nature since the site is surrounded by houses, an apartment complex, and existing water lines. The out front areas of the bulkheads were grouted to let the TBM go through without major ground water leaks. Hydrophilic foam grout was also injected in addition to welding steel scab plates on the inside to seal them to achieve sufficient watertightness behind a few split interlocks. BACKGROUND This project was located in the Crescent Heights area of Los Angeles which is a few miles south of Beverly Hills. The project represents the completion of the last phase of the Stone Hollywood Trunk Line. This was an 8-mile long water trunk line that averaged 60 inches in diameter and was built to improve the reliability of the DWP’s major water system. This section of the project involved driving 2 deep shafts to allow for the installation of a 350-foot-long 72-inch steel casing using microtunneling construction. See Figure 1 for the shaft locations and the tunnel alignment. The challenge for the project was that this water line would have to pass beneath the Hollyhills buried box drain (15 feet high by 20 feet wide). Further complicating the construction was the soils beneath the drain. The DWP chose to drive the tunnel at a depth of approximately 65 feet to ensure that the ground conditions were uniform and suitable for the microtunneling equipment. There were two previous attempts to construct this work which failed because of poor ground conditions and very high water levels. This third attempt was critical because the DWP could not afford to have another failure due to the fallout with the residents being impacted by the project."
