Heap leaching in certain parts of the world, such as Chile's Atacama Desert, brings unique design problems in the form of possible large differential settlements of the foundation soils due to the dissolution of salts in northern Chile the soils often contain very high concentrations of soluble salts (nitrates, potassium, magnesium, and common sodium). When a leak in the liner occurs, the escaping solution dissolves these salts and triggers differential settlement. If the settlement is great enough, the geo-membrane tears, the leakage increases, triggering more differential settlement. The nitrate plants have experienced many occurrences of this phenomenon where a brine pond will undergo a sudden and complete loss of the impounded liquors. The authors present a simplified technique to quantify the differential settlement resulting from dissolution and provide a method which can be used to select a geo-membrane with suitable flexibility under axi-symmetric (multi-axial) load conditions to tolerate the predicted settlement. A near geophysical surface investigation of a landfill area close to the Hania city, in Crete Island, Greece, was conducted as inextricable phase of a preliminary geotechnical, geological and hydrogeological study of the area under investigation. Electrical Resistivity Tomography (ERT), one of the most promising prospecting techniques mainly concerning its effective contribution to resolve several environmental problems, was applied for the geophysical modelling. ERT is a robust imaging method the theory and implementation of which are well documented in geophysical research literature. The survey site is located in Akrotirion Peninsula, about 7km east of Hania city in Crete I. The geological setting comprises Trypalion limestones, marly limestones and a clayed weathered layer. Cavities are also identified at various scales which are recent tectono-karstic voids resulted from the combined actions of karstic erosion and tectonic stress on the Trypalion limestones where they are located. Due to the above-mentioned geological singularity and in the light of the requirement for an environmentally safe construction of the landfill, an ERT survey was carried out by deploying the dipole?dipole electrode configuration. Specifically, seven geoelectrical tomographies were conducted reaching the prospecting depth of 36m. The resulted images conduced, a) to overcome geotechnical problems, b) to plan the future sites for waste disposal and c) to reliably estimate the thickness of the already deposited wastes.

A concerted effort to determine the quantities and effects of trace elements in the environment requires the application of a number of different analytical techniques in the same or in different laboratories. The interpretation of analytical data is often difficult because of differing results between analysts or even by the same analyst at different times. Standard Reference Materials (SRM), which are certified for their trace element content and are in a matrix similar to the one of interest, can greatly increase the accuracy of analysis and the reproducibility between laboratories. The United States National Bureau of Standards (NBS) has developed a number of SRMs applicable to the determination of trace elements in environmental materials. Two of these, SRM-1571, Orchard Leaves, and SRM-1577. Bovine Liver, are excellent for biological tissue analyses. Several new standards are of value for fossil-fuel analyses. These are: SRM-1632. Trace Elements in Coal; SM-1633, Trace Elements in Fly Ash; SM-1634, Trace Elements in Residual Fuel Oil: and SRM-1635, Trace Elements in Gasoline. In cooperation with the US Environmental Protection Agency, the NBS has recently concluded an interlaboratory comparison involving analyses by more than 60 laboratories on these fossil-fuel materials. The resulu of this intercomparison and the broad range experience with the biological materials will be presented showing both intratechnique and intertechnique variations, and the sensitivities and comparisons with the values certified by NBS.

Secondary crushing often gets good press for its increases in energy efficiency and SAG milling rates but for a project considering this option the proposed benefits soon get overshadowed by implementation concerns. Reverse engineering from the published case studies is risky unless the reader understands the drivers impacting stability and operability of the circuit. This paper discusses the features of secondary crushing for Greenfield and Brownfield SAG mill grinding circuits. It is the author?s view that secondary crushing rarely adds value to a Greenfield project and restricts future expansion. Its application is best retro fitted to Brownfield operations where the benefit gained for capital expended is excellent. Two case studies are presented to reaffirm these statements. The first case study shows that the implementation of partial and total secondary crushing increases SAG mill power efficiency and it offers substantial incremental increases in milling throughput with staged capital investments for the crushing and grinding circuits respectively. The paper provides a critical analysis of process conditions for secondary-crushed grinding circuits, with particular emphasis on Brownfield circuit retrofits. Furthermore, the second case study quantifies the economic impact of secondary crushing on circuit design for plant start up and it illustrates the limit imposed on plant expansion.

The purpose of the project is to divert flood flows of North Potato Creek. The project is located in the southeast corner of Tennessee near Copperhill, approximately 160 kilometers north of Atlanta, Georgia. The project consists of: a 28-meter high dam, a 90-centimeter diameter outlet conduit; an emergency spillway; and a 4.0-meter diameter hard rock trans-basin diversion tunnel. This floodwater management system was part of Cities Service Company mine safety program for the Cherokee orebody which is partially located within the stream channel. The following paper describes the entire project development from feasibility studies to design and construction management.

ISO 14000 series are voluntary international standards that address environmental management system standards, environmental auditing, environmental labeling, environmental performance evaluation, and life-cycle assessment. An environmental management system (EMS) is a facet of an organization's structure that addresses the immediate and long-term impact of a company's products, services, and processes on the environment. Many companies in the United States are taking a cautious wait-and-see approach before embracing ISO 14000. A few mining companies are reviewing the standards and using them as guidelines. The paper outlines the status, possible benefits to the mining industry, and options available to a company wanting to become involved in the ISO 14000 standards.

The title of this talk has brought some interesting responses - even before it was written - from different parts of the country. A geologist from the Western U. S, was deeply concerned with recent layoffs in his profession and the employment situation in general and wondered why "the AIME wasn't doing anything for the benefit of its members." A petroleum engineer in Texas said that a group in his field were studying "professionalism" and their professional status and wondered if there were any words of wisdom for him. A mining engineering professor from the East pointed out that the National Science Foundation did not include mining engineering as one of its recognized fields in one of its equipment funding programs. These are just a few examples of reactions received to date, but they serve to illustrate the broad image that the title has meant to various people. Actually the term profession is defined by Webster as "a calling requiring specialized knowledge and often long and intensive academic preparation." The word encroach means "to enter by gradual steps or by stealth into the possessions or rights of another", or "to advance beyond desirable or normal limits." The intention of this paper, as originally conceived and requested by the program chairman, was to combine those two words literally and talk about how the professional standing of mineral engineers is being eroded from people outside the profession. But the amazing preliminary response suggests that it may be timely to broaden the discussion by including some comments about professionalism in general. In the paper the terms "mineral engineer" or "mining engineering" are used frequently, but it should be clearly understood that much of what is said is valid and is intended for all fields covered by SME and perhaps for AIME in general.

The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

Fibrous minerals are common in nature but asbestiform minerals are rare. The unique mineralogical characteristic common to all the asbestos minerals is their morphologic form (or habit of crystallization) as polyfilamentous fiber bundles. The individual fibrils within the bundles have a tendency to be very long with a narrow range of diameters and grow with their long fiber axis in parallel orientation to the bundle length. The asbestiform habit imparts to the asbestos minerals sufficient flexibility and tensile strength so that most can be woven into cloth. In the past application has focused on their ability to insulate against the transfer of heat. "Mine monitoring through various sensors is a vital component of successful miner safety and health programs. Data from environmental, geotechnical, infrastructure, and other types of sensors are increasingly being used to discover and mitigate health and safety concerns in underground mines. In many smaller underground mines, as well as in new development headings of larger underground mines, leaky feeder communication systems may be the only available means to transport crucial monitoring data. In addition, data transport is increasingly being delivered using Internet Protocol (IP) while older forms of serial communication are being retired. This paper presents the selection, configuration, and testing methodologies that were employed by researchers from the National Institute for Occupational Safety and Health (NIOSH) to integrate commercially available land mobile data radios into an existing leaky feeder communication system to provide Internet Protocol data transport. INTRODUCTION To enhance the health and safety of their mining workforce, mine owners and operators are increasingly installing environmental monitoring and control systems in underground mines. Real-time, mine-wide monitoring is becoming a reality with the implementation of the Industrial Internet of Things (IIoT) into the underground mining industry [1]. However, not all underground mines, especially smaller mines and new development headings in larger mines, have the information technology (IT) infrastructure in place to handle the data transport requirements for the newer IP-based technologies that are part of IIoT. This was the case with a mine in the Western United States; it lacked the infrastructure to perform critical monitoring in remote headings. The mine partnered with the U.S. National Institute for Occupational Safety and Health’s (NIOSH’s) Spokane Mining Research Division (SMRD) to develop and evaluate a cost-effective solution for real-time monitoring of geotechnical conditions in relatively remote sections of the mine. This paper describes SMRD’s solution to leverage the mine’s existing leaky feeder system to achieve IP data transport using commercially available land mobile data radios. DATA RADIO SELECTION The primary selection criteria for the data radios were network data format, modulation type, and radio channel spacing. The network data format decided upon was Internet Protocol. This format allowed for straightforward integration between the IP-enabled data acquisition system located in a remote heading and the network switch located in the control room. It also eliminated the added complexity of additional network hardware such as Ethernet to Serial converters. IP additionally provided a direct path to integration into higher bandwidth networks, such as fiber optic, should they become available."

Ion exchange resin processes are receiving renewed attention in the mining industry for recovery;, of metals from solution. This interest has been inspired by the development of continuous countercurrent ion; exchange systems (CCIX) which are of much lower cost than the original, fixed bed contactor processes. With the countercurrent systems and new developments to process or upgrade the eluate product, ion exchange can now compete successfully with solvent extraction for treatment of uranium ores. The low concentration of U308 obtained in the CCIX strong eluate is generally upgraded by solvent extraction methods in sulfuric acid systems. Resin loadings of up to 120 grams per liter of U308, however, have been produced experimentally by recycling of eluate (HIM-IX process) and further developments may be expected in the near future. New developments in resin technology are bringing forth products of greater strength, loading capacity, selectivity and density. Densities up, to 1.35 spgr have been claimed by some suppliers. The process is not a new one and has taken years to advance to the present state of development. The earliest system to gain widespread acceptance was the resin-in-pulp system applied to uranium recovery. Ion exchange, however, later lost acceptance in favor of solvent extraction in the 1960's due to problems in resin degradation, resin contamination and resin-pulp separation, in addition to the development of improved solvent extraction reagents and techniques. The resin-in-pulp system continues to have application on high clay ores and has advanced in design. A number of other continuous ion exchange systems were also tried but never gained continued acceptance. In the current resurgence period the CCIX systems to gain acceptance were the Utah and Chem-Sep (Higgins Loop) systems. These processes are relatively simple in concept although require sophisticated controls. Fixed bed columns have also been designed into multistage systems in countercurrent operation but are not discussed in this paper. These systems remain competitive today for many applications. The most recent advancements however have been in the multistage contactors from,, which three are in current acceptance. These are the Himsley, Porter, and NIM systems. All industrial applications of these systems are relatively new, although pilot plant and in-plant development has been in progress over the last decade. Fur36ther developments should be expected in the near future.

Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dust escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dusthog- type bit to improve dust extraction during the critical initial phase of drilling. A twistedbody drill bit is also evaluated to determine the quantity of dust liberated in comparison with the dust-hog-type bit. Based on the results of our laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emission can also be substantially reduced. The use of a twistedbody bit has minimal improvement on dust capture compared with the commonly used dust-hog-type bit.

The world's population by 2000 A. D. may approximate 6.5 billion and the United States' 304 million. South Asian population increases between 1970 and 2000 A. D. will be triple the projected population of North America. Such anticipated dramatic and probably traumatic increases in world population yield grave concern for the standard of living in the world and the United States. The people of the United States currently consume 32 percent of the world's energy and similarly large percentages of the world's mineral raw materials. With only 6 percent of the present world's population and slightly smaller percentage by 2000 A. D., much expanded world-wide production of energy and raw materials will be required to maintain even a standstill living standard. A minimal 2 percent increase per year in the standard of living in the United States and a 4 percent increase elsewhere in the world, beyond the demands of the estimated population increases, suggest the magnitude of the increased need for energy-mineral raw materials and the possible crises the world will face in these areas by 2000 A. D. Mineral engineers and scientists with broad educational backgrounds will be required in greatly increased numbers to help alleviate, and possibly avert, expected energy-mineral raw materials shortages of the next millenium. Explorationists, mineral engineers, commodity economists, environmentalists, city, county, state, and federal mineral materials planners and coordinators, and metallurgists will be among those most needed. AIME membership in the second century of the Institute's history will contribute directly to this personnel pool.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

The Atlas Concentrator, reputedly the largest in the Far East today, is located on the island of Cebu in the Republic of the Philippines. It started operation on a 4000 TPD capacity in 1955. An expansion program, coupled with significant improvements both in the Crushing Plant and the Mil, made the Atlas Concentrator what it is today, treating about 14,000 tons of ore per day at a comparatively low cost of about $0.50 per ton treated. The Atlas Copper Mine is at present mainly an open pit operation, with ore supplied from two pits (Lutopan and Biga) north of the Concen¬trator. Development of an Underground Mine, situated on the main ore body at Lutopan, which will be a block caving operation, has been underway since 1963, and this underground mining operation is expected to b e in full production by the latter part of 1966.

This paper presents the results from the investigation of the application of thermal fragmentation in Australian hard rock underground narrow-vein mining. Two geologically similar samples from an underground narrow-vein hard rock gold mine were collected to obtain a measure of the technology’s ability to recover ore by the creation of large thermal openings to assess the applicability of the thermal method. Particle size distribution showed a higher generation of fine product, − 2 mm, by thermal fragmentation compared with selective blasting by 31%. The Bond work index for thermal ore (12.62 kWh/t) is half to that of the blasted ore value (25.32 kWh/t). The average grindability obtained for the thermal ore sample was greater than the blasted sample by a factor of 2.44, a higher value indicating a decrease in the energy required to grind. The thermal fragmentation method generates product with higher dissolution of gold in cyanide, by 14% for the − 9.5 + 2 mm size fraction samples. Additionally, the thermal fragmentation results in higher production of − 9.5 + 2 mm material by 15 % compared with selective blasting.

A study was conducted in an undergroundminewith the objective to identify, characterize, and source apportion airborne aerosols at the setup face and recovery room during longwall move operations. The focus was on contributions of diesel- and battery-powered heavy-duty vehicles used to transfer equipment between the depleted and new longwall panels and diesel-powered light-duty vehicles used to transport personnel and materials to various locations within the mine. Aerosols at the setup face were found to be distributed among diesel combustion-generated submicrometer and mechanically generated coarse aerosols. According to the data, the submicrometer aerosols downstream of the setup face were sourced to diesel exhaust emitted by vehicles operated inside and outside of the panel. Depending on the intensity of the activities on the panel, the outby sources contributed between 12.5 and 99.6% to the average elemental carbon mass flow at the setup face and recovery room. Extensively used light-duty vehicles contributedmeasurably to the elemental carbon concentrations at the setup face. The number concentrations of aerosols downstream of the setup face were associated with aerosols generated by combustion in diesel engines operated in the shield haulage loop and/or outside of the longwall panels. Entrainment of road dust by diesel or battery-powered load-haul-dump vehicles operated near the measurement site appears to be the primary source of mass concentrations of aerosols. The findings of this study should help the underground mining industry in its efforts to reduce exposures of miners to diesel and coarse aerosols.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.
