California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

Potassium fertilizers (potash) are mined in a handful of countries in the Northern Hemisphere. Potash is either expensive or unavailable to the farmers of the Southern Hemisphere. Alkaline alteration of K-feldspar rock (ultrapotassic syenite) in autoclave in the presence of Ca2+ generates a mixture of K-bearing calcium-aluminum-silicate-hydrate (C-A-S-H) minerals that potentially can be used as an alternative local fertilizer. This work investigates the effect of processing temperature (200 °C, 220 °C, and 230 °C) and time (from 0.5 to 3.0 h) on pH, mineralogy, and elemental availability of the C-A-S-H mineral mixture. Increasing temperature results in an increased conversion of K-feldspar and increased content of both the mineral tobermorite (Ca5Si6O16(OH)2·4H2O) and amorphous phase in the resulting C-A-S-H mixture; increasing time results in an increased conversion of α-dicalcium silicate hydrate into tobermorite. The amount of K leached from the mixture is relatively constant across all processing conditions. Hydrothermal alteration in autoclave of K-feldspar-bearing rocks such as ultrapotassic syenite permits the synthesis of a potential potassium fertilizer which alkalinity and mineralogy can be tailored according to soil requirements.

In a future world of 8.5 billion people in 2035, the Energy Information Administration's (EIA) projected 50% increase in energy consumption will require true "all of the above" energy resource use from oil, gas, renewables, nuclear, and coal. In particular, coal will continue to be the world's energy cornerstone, providing more incremental energy over that same time period than any other single fuel. Coal has long been a centerpiece of a low-cost, high-reliability electricity grid. Today there are 1.3 billion people across the globe without access to electricity and 2.7 billion people who do not have clean cooking facilities. The problem is spread across the developing world, but it is particularly severe in sub-Saharan Africa and developing Asia, which together account for 95% of people in energy poverty. Without a commitment to achieve universal energy access it has been estimated that by 2030, there will be an additional 1.5 million premature deaths per year caused by household pollution from burning wood and dung and through a lack of access to clean water, basic sanitation and healthcare. Modern energy sources are essential to meeting these challenges.

Evolution is continuing in the field of rock drilling, Campbell Limestone Company is experimenting in the higher air pressure phase of drilling, It has been determined that there is a definite relationship between Air Pressure, Penetration Rate, Bit & Tool Wear and Life, In our drilling we have determined that &e higher air pressure gives a better penetration rate with less bit wear per foot. Drilling with 180 to 200 PSI air pressure, instead of 100 PSI for air and/or churn drills, has decreased our primary costs by approximately one half.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

FMC Corp. achieved a significant cost reduction at its Green River, WY soda ash operations using a new proprietary solution-mining and processing technology. In phase one of the program, trona ore is dissolved, recovered and processed with the new technology. It is then fed into an existing refining plant, replacing dry mined and calcined trona ore. Phase two produces a final high-purity product. It also increases capacity by 635 kt/a (700,000 stpy). Both phases were completed under budget and ahead of schedule. This $120-million expansion project uses a new process and a new team to derive soda ash in a more cost-effective and environmentally friendly manner. The team successfully introduced solution-mining technology - with a liquid solution injected into previously mined sections of the mine. This shift in techniques signified a new era for soda ash production. The project is an example of teamwork at its best. For it to be successful, FMC had to work within several different areas inside and outside of the company. Engineers, contractors, mechanical operators and technical people were needed who could blend in with FMC's existing in-house team.

In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

Labrador City is located in the southwestern portion of Newfoundland-Labrador, approximately 965 kilometers north-east of Montreal. The mine and beneficiation complex of the Iron Ore Company of Canada, known as the Carol Project, is situated 535 metres above sea level in a climatic region characterized by cold winters and short, cool summers. History The iron Ore Company of Canada commenced work in the area in 1949, however, it was not until 1958 that the decision was made to proceed with mining operations. The ore body consists of Specular Hematite (Fe203) and Magnetite (Fe304) with small quantities of Limonite and Geothite. The average grade of the ore bodies is 39% iron.

Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. Evidence of the fact that the beneficiation of sand and gravel is now going on is readily observed by visiting various and and gravel plants almost throughout the U.S.A. of necessity this beneficiation process is concentrated more in certain areas than in others, and it is steadily increasing. Therefore, it can be said that beneficiation is now one of the processes inn the manufacturing of sand and gravel, It started some ten to twelve, years ago when the need for beneficiation made itself known, and when the manufacturers of sand and gravel producing machinery began to make equipment available to the industry.

Nodular-graphite cast iron (GGG) is a material similar to steel, and one which exhibits excellent properties, in particular for components exposed to pressure. GGG cast iron has been used in many cases when sinking mine shafts with conventional tubbing. With linings made of cast iron tubbings (the backfill concrete is not integrated into the calculations, and merely serves as bedding) the properties of the cast iron can be made full use of, provided the tubbing is made to the appropriate cross-section. Calculations have shown that better static values can be arrived at when using cross-sections other than those of tubbings made to conventional German standard. The cross-sectional design of the new types of shaft lining made from GGG is to be developed on these lines irrespective of the cast iron structure being only stressed component or its restistance function being combined with the one of concrete. GGG 50 is used for the first time to make the reinforcing inner liner of a main shaft currently sunk in Germany. The physical properties of nodular-graphite cast iron, strength and deformability, suggest that, in the future, its application will not be restricted to shaft support but also in tunneling. New moulding techniques with better three-dimensional modelling resulted in new tubbing designs as installed e.g. for the Hannover underground at present. Shield-driven tunnels have to withstand earth and water pressure, apart from axial machine loads. In this field time is money as well. Therefore easy handling and quick installation are necessary for successful, use. Last but not least, safety is of first-order importance for work in shaft sinking and tunneling. Cast iron lining systems, accordingly, are adequate systems, in particular for excavations underneath water for transport systems and for goods and passengers.

Early disseminated copper mineralization at Quebrada Blanca, Chile, accompanied 38 million year old quartz monzonite stocks and dikes. Early mineralization was followed by hydrothermal mineralization, mineralized breccias, and post-mineral faulting. After supergene leaching and enrichment, Quebrada Blanca was buried under late Tertiary gravels, and then partially re- exposed in Quaternary time. Based on work to date the orebody appears to contain more than one hundred million tons of plus one percent secondarily enriched copper ore, overlying several hundred million tons of protore averaging more than 0.5% copper. A source of industrial water appears to have been located. Pilot scale metallurgical tests, mine planning, and feasibility studies are in progress.

CoaLiquid, Inc. (CLI) has been in the coal- oil-mixture (COM) business for over five (5) years. The initial pilot processing facility was replaced by a 2000 barrel per day commercial production facility in August of 1979. For over two (2) years CLI has been expanding its efforts and conducting large scale production and combustion demonstrations successfully in many locations across the United States. To facilitate the marketing effort, CLI has recently constructed a special trailer containing all equipment needed for a temporary COM retrofit. CoaLiquid has conducted commercial scale combustion demonstrations in the following types of combustion units: kilns, calciners, industrial boilers, blast furnaces and driers.

Throughout a variety of successfully completed and ongoing projects since then, Variable Density TBM technology has demonstrated its advantages in a wide range of applications. This paper will present the developments and lessons learned from these projects as well as the future potential of Variable Density TBMs.

In-situ leaching, initiated in 1986 at San manual, was economically developed in 1989. The primary reason for this lag time between startup and viable production was the time required for technical development. The technical development pursued comprised detailed design, development, and implementation of in-situ well construction methods, formulation of suitable well pattern arrays, and the development of extensive hydrogeologic and geochemical knowledge of the mineral deposit. Since 1989, the in-situ leaching program has become a viable and cost effective method to extract copper from the supergene mineralized zone of the San Manuel deposit. The in-situ leaching methods that are currently utilized have been progressively expanded and continually developed and will became the cornerstone of copper production from the San Manuel oxide mineral deposit. This paper presents an overview of the supergene hydrogeology, current design techniques, drilling methods and well completion, pump determination and setting, solution management, and future plans for the increased extraction of copper by in-situ leaching methods at the San Manuel mine.

For sulfide minerals, the presence of dissolved oxygen in the water phase is an influencing factor for separation by flotation. Klassen and Mokrousov(I:217l distinguish three stages of oxygen adsorption; namely, reversible adsorption, activated adsorption and, finally, surface oxidation. While contraversial, limited adsorption of oxygen is believed to improve the interfacial reactivity between collector and mineral. Intensive surface oxidation of sulfide minerals usually results in unsatisfactory flotation with collectors of the xanthate type. The influence of dissolved oxygen in the water phase has received consideration for sphalerite, galena, chalcopyrite, arsenopyrite, chalcocite, and covellite(2,3,4,5,6). However, the nature of surface oxidation products of sulfide minerals has received very limited investigation(6,7). Lightly oxidized galena promotes the adsorptive reaction of surfactant (xanthate or dixanthogen). Tolun and Kitchener(8) state that limited interaction occurs between galena and xanthate under relatively reducing conditions. And, that exposure to oxygen raises the electrochemical potential of the galena to that required for reaction with xanthate or dixanthogen. In the latter condition, the galena has an "effective flotation surface". On the other hand, intensive oxidation of galena reduces the chemical reaction with xanthate collectors (9) . Complete flotation with xanthate-type surfactants with increasing oxygen content in the water phase has been determined to have the following sulfide mineral sequence(3): galena, pyrite, sphalerite, chalcopyrite, pyrrhotite and arseno-pyrite. The work of Cusack(4) suggests that some threshold amount of oxygen is necessary for flotation to occur, but heavy oxidation hinders flotation with xanthates. According to Tolun and Kitchener(8) catalytic oxidation of xanthate to dixanthogen occurs. Precipitation of hydrous manganese/iron oxides in streams can be readily observed in much of the northeastern United States, and is apparently a common phenomenon in other glaciated areas (1,2,3,4). Deposition occurs when Mn-enriched ground or surface water enters the stream environment and encounters conditions of higher Eh and pH. The preferred location for deposition is in shallow, fast-flowing segments of stream; the oxides usually form as coatings on detrital material. The experimental studies of Hem(5) and a considerable amount of work on marine and lacustrine manganese nodules(6,7,8) suggest that given an appropriate substrate, deposition of manganese oxides may occur even when the water is undersaturated in Mn with respect to the oxides, due to catalysis by organisms or by silicate, carbonate, or ferric hydroxide surfaces. Once begun, manganese oxide deposition is autocatalytic (9). Studies of the distribution of oxides in various size fractions of stream sediments indicate that the thickness and prevalence of the coatings commonly increases with increasing particle size in the coarse sand and gravel size ranges. Figures 1 and 2 show a fairly typical distribution of leachable metals over nine size fractions from 62 microns up to 8-16 mm. The leaching solution used was neutral ammonium citrate with hydroxylamine hydrochloride, which effectively removes the oxide coatings without significantly attacking most silicates, carbonates or sulfides. Figure 1 shows metal content as ppm of the total sample; figure 2 shows' the same data as micrograms of metal per square millimeter of surface area.

Utilization of low-grade manganese ore adopting the carbothermic reduction roasting process is a proven method to produce high-grade manganese ore. To minimize industrial waste and protect the environment, gas cleaning plant sludge (GCPS), which is a solid waste from steel industries, was employed as a reductant to perform the reduction roasting process. The optimum conditions to carry out reduction roasting of the low-grade manganese ore were found to be: a roasting temperature of 950 °C, a residence time of 2 h, 40% GCPS as reductant, and magnetic separation at 5000 G for a manganese ore size of –10 mm. A lowgrade manganese ore comprising Mn grade 31.27% and Fe grade 19.78% having a Mn/Fe ratio of 1.58 containing a high silica content of 26.48% was used for the carbothermic reduction roasting having mineral phases of pyrolusite (MnO2) and hematite (Fe2O3) as found from XRD. The gangue minerals were separated during the magnetic separation, and the upgraded product was obtained, which reached a maximum value of TMn 49.5% with RMn 76.55% and TFe 62.19% with RFe 42.51%. In the study, activated charcoal (AC) was also taken as a reductant for comparative analysis; the experimental results revealed that GPCS performed better than that of the AC, showing potential to be used as a reductant in metallurgical industries. However, the resultedMn/Fe ratio was very low for the reduced sample; therefore, it can be used for smelting along with high-grade manganese ores as a feed.

In this review, availability of germanium in primary and secondary resources and its recovery from these resources are presented. With nearly 40% germanium consumed in fiber optics and scarcity of resources, the global consumption outplays the primary production. Germanium exists as a substituted element in zinc sulfide matrix of lead–zinc sulfides and lignites. Nearly 60% of the germanium supply is met by zinc refining residues, and about 20–30% of germanium is produced from coal and its by-products. Germanium recovery from various resources such as zinc plant residues, coal and coal plant waste, spent optical fibers, and copper flue dust has been examined. Bioleaching was exploited by few researchers to extract germanium from zinc sulfides, sulfide tailings, jarosite, coal fly ash, and flue dust. This review covers the various work carried out by different chemical separation processes, viz., chemical precipitation, solvent extraction (SX), ion exchange (IX), and membrane processes, as well as biological approaches.
