This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

In most industrialized countries, the largest element of the mining industry in physical volume is that devoted to the extraction and processing of materials for use as construction aggregates. Required for all developments in industry and commerce, power and transportation, and housing and public services, their use is so widespread that possible sources are exploited throughout all geographic regions, as close as possible to the point of use. Thus, it is also the most frequently encountered form of mining throughout the world. These materials come from four main sources:- (a) Excavation of unconsolidated deposits of sand and gravel (b) Stone quarrying. (c) Processing of slags and other mineral wastes. (d) Manufacturing from clays and shales by heat fusion. The major uses are in: (a) Portland cement concrete, that most versatile of construction materials, including the many concrete products in current use. (b) Asphalt cement concrete; widely employed for paving roads, parking lots, airfields, etc. (c) Foundation materials, such as road base, granular backfills, railway ballast, etc.

"During TBM operations, thrust jacks apply high-concentrated forces to the last installed precast segment. These loads generate a disturbed region in the precast segment under the thrust jacks, in which significant tensile stresses (defined as splitting or bursting stresses) occur perpendicular to the load direction. In addition, due to the demand of compatibility, the combined effect of TBM high-concentrated loads determines tensile spalling stresses in the area far from the loads. Therefore, local rebars or fiber reinforcement are required in these areas. This paper focuses on the study of the effects generated by high-concentrated loads exerted by TBM hydraulic jacks, mainly in terms of both spalling and splitting phenomena. Experimental tests on small-scale specimens showed that polypropylene fiber reinforcement significantly enhances both the bearing capacity and the ductility. Moreover, polypropylene fibers resulted in very effective control of compatibility cracks.INTRODUCTIONTunnel segments are generally reinforced by conventional rebars (RC segments) in order to resist the tensile stresses both at Serviceability (SLS) and Ultimate Limit States (ULS).In the two last decades, Fiber Reinforced Concrete (FRC) has been used in many precast tunnel segments (sometimes also in combination with conventional rebars). Steel Fiber Reinforced Concrete (SFRC) is generally used for these applications even though there is a growing industry interest on macro-synthetic fibers for structural applications. Conforti et al. (2015) showed that polypropylene (PP) macro fibers can be used as shear reinforcement in both wide shallow and deep beams. Referring to precast tunnel linings, very few early experiences are reported in literature. Bonalumi et al. (2015) developed full-scale tests on tunnel elements reinforced by PP fiber reinforcement and conventional rebars (hybrid solution). The design process of segmental concrete tunnel linings generally models the standard load cases of demolding, storage, transportation, positioning and embedded ground condition. In all these stages the ring can be modelled as simple curved beam elements (having a height equal to the lining thickness and a width equal to the segment length). During these loading conditions, flexural demand is generally limited; thus, in case of conventional RC elements, a rather low ratio of longitudinal curved rebars is usually adopted (?s of about 0.2-0.3%)."

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

For many years the green and dry compressive strengths' of pellets have been, considered as possible criteria of pellet performance during induration. Although widely quoted throughout the industry, little attention has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of the test. The purpose-of this study was to compare the constant deformation rate test with that using a constant loading rate in addition, the dependence of these tests on such pellet properties as size, weight, and method of balling was to be investigated.

The Maybell Mill of, Trace Elements Corporation, Unit of Union Carbide Corporation is located approximately five miles northeast of Maybell, Colorado, and twenty-five miles northwest of Craig. It is located in the midst of the uranium ore deposits whose presence, made it possible. In November 1953 Russel Cutter, Chief Geologist for the original Trace Elements Corporation, picked up high readings on a scintillometer while flying over this area. Later, with George Morehouse, Chief Engineer for the original. Trace Elements Corporation, he started a search for surface indications. In this search, they found an out crop which can be regarded as the discovery lode on this property. The actual locating of claims and acquiring free lands and state lands was begun in March 1954. During 1955 enough drilling was done to indicate that a sufficient tonnage of ore existed to make possible a mill. These ore deposits are located in the Browns Park formation which is an unconsolidated sandstone with a few hard lime ribs running through it. The geologists tell us that this region was once a vast basin which became filled with wind blown sand and volcanic tuff, Later on, ground waters brought uranium into the basin which precipitated out in the sand. During the late summer and fall of 1955, a small pilot plant was operated under the supervision of John L. Chapman testing these Browns Park ores. During the operation of the pilot plant, three small open pits were developed and the ore from these pits shipped to Union Carbide Nuclear Company, Division of Union Carbide Corporation, at Rifle. To date all ore is being mined from open ptis. In the fall of 1956 the original Trace Elements group signed a contract with: the AEC for a mill at Maybell and on November 5, 1956, Union Carbide acquired the Trace Elements Corporation properties and contract. During the next two months, intensive research was carried out on the Browns Park ores by our research lab at Rifle. They also checked some of the metallurgical results which had been obtained through the operation of the pilot plant by the original Trace Elements group. During this period, a report on Trace Elements Corporation ores was also prepared by the Colorado School of Mines Research Foundation. This report contained data on representative samples of the ore tested for the original Trace Elements group. From this research and study a flow sheet was decided upon.

"INTRODUCTION Outer space technology and exploration have reached a tipping point so that mining and mineral processing in outer space is now a certainty and not a dream. Several competing companies, worldwide, are well on the way to building spaceships to land on the Moon and eventually mine the Moon and asteroids for volatiles, rare earth metals and Helium-3. The Google Lunar XPrize offers a $30 million prize1. China has recently landed a spacecraft on the Moon. The European Space Agency, with cooperation from the United States, has landed a spacecraft, Philae, on a comet. And, Mars One is planning a one-way trip to establish a settlement of humans on Mars. How and why are the Moon and asteroids and their resources of interest to private space industry and companies? Why are the Moon and asteroids viewed as a potential business venue? GEOLOGY OF THE MOON AND ASTEROIDS –WHY DO WE WANT TO MINE THERE? Space enterprises are actively working towards establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products, and distribution of the products and services in space and to Earth and beyond2. Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. What they found was that the Moon contains valuable minerals and resources. These minerals are largely due to meteor and asteroid impacts, which have, over eons, created this mineral rich regolith. These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water, and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind. The Moon regolith contains valuable rare earth minerals, platinum-group minerals (particularly where the Moon has been impacted by asteroids), volatiles (useful for processing and habitation), Helium-3 and titanium. Almost non-existent on earth, Helium-3 is abundant and accessible on the Moon and can be used in nuclear fusion power plants, producing much more energy than fission reactions and with much less radioactive waste. One of the main reasons Helium-3 is sought after as a fusion fuel is because there are no neutrons generated as a reaction product. Governments and private companies focus on mining of Helium-3 on the Moon as a basis for their economic models. Moon Express, one of the private companies who is planning on mining on the Moon, will recover moon rocks to fund its early operations25. Subsequently, it will recover Helium-3, platinum, and rare earth metals, as it engages in surface mining operations."

A brief history of the process is given, followed by a detailed discussion of the water granulation system and the methods used to transport and dewater the granulate. Environmental advantages of handling slag away from the blast furnace by water granulation are included.

The new OSH regulations concerning ground ward monitoring of underground coal mines has been the source of many concerns for the mining industry. Because the regulations were initially written at the federal level but are being administered at the state level, considerable confusion exists within the industry as to what is actually required. Based on the preparation and submission of over 30 monitoring plans for existing deep mines in Pennsylvania, West Virginia, and Ohio, we now have a very good feel for the detail the monitoring plans, as well as the costs to im plement the plans. We do not, however, feel confident in our evaluations of the long-term impact the ground water monitoring regulations may have on the industry.

P. T. Freeport Indonesia (PI) in conjunction with Crescent Technology Inc. has developed a method to predict the metallurgical performance of ores blends based on the behavior of their component ores. The question addressed in this paper is whether ores treated individually could be extrapolated to predict the behavior of a blend of ores. The work further investigates the use of modal analysis to establish individual mineral flotation kinetics in each of the ore zones. This information would lead to the prediction of grade-recovery curves of ores made up of those minerals. Nine samples of ore, representing various zones of FI's Grasberg ore deposit were tested metallurgically and examined microscopically. The same testwork was performed on blends depicting the 1994 mill quarterly feed. Flotation kinetics of the individual ores were then "mathematically" blended and compared to the results obtained from the quarterlies. The calculated kinetics of the actual blends of ore received by the mill were fed to the simulation program and compared to the actual mill performance.

The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

"INTRODUCTION The Crossrail project provides an East-West link across London enabling an additional 200 million journeys each year linking up major business centres and existing transportation interchanges, while reducing congestion at street level and within the current underground system. The project has built major structures in Sprayed Concrete Linings (SCL), including 5 new stations, 6 crossover caverns and numerous passages, adits and ventilation tunnels. Construction has taken approximately 4 years, and has involved the spraying of over 200,000m3 of concrete. At the start of the project there was a lack of available records from previous projects concerning concrete falls, which hindered risk assessments and the ability to make meaningful comparisons around spraying or material performance. This paper redresses this lack of data by providing information on falls experienced on this project and makes recommendations to assist future projects. Construction Methods Table 1 below summarises the main contracts with elements of permanent SCL. The listed primary lining lengths include pilot tunnels, side drift tunnels and enlargements as separate tunnels.A range of construction sequences were used in order to deal with the design requirements, geometry, and the ground and ground water conditions. The following briefly summarises the build up by layers, with typical design dimensions provided for a platform sized tunnel (approximately 9m internal diameter), excluding tolerance allowances. Some linings were sprayed in more than one layer to allow for inclusion of reinforcement layers or to avoid a too aggressive build-up of thickness: •,Initial shotcrete, or sealing, layer (ISL) of 75mm followed by a Primary Lining (PL) of 300mm. •,Regulating layer of 40mm followed by a Waterproof membrane (Sprayed membrane, 3-6mm). •,Secondary lining (SL) of 250mm with a separate sprayed fire protection layer (FPL) of 50mm."

HISTORICAL BACKGROUND The American Concrete Institute defines shotcrete as "mortar or concrete conveyed through a hose and pneumatically projected at high velocity onto a surface." This definition thus includes what is traditionally known as gunite, which is a pneumatically applied mortar. In mining practice, the term shotcrete is restricted to pneumatically applied concrete, and this differentiation will be used in this chapter. In 1914, following the invention of the mortar gun in 1907, then chief engineer of the US Bureau of Mines (USBM) George Rice developed the gunite process for underground test work at the USBM facility at Bruceton, PA. After World War I, gunite was used extensively in American mines and was also utilized for underground civil works such as the San Jacinto tunnel in California. The greatest development was in Europe where, as early as 1911, gunite was successfully used as an overlay for deteriorated tunnel linings. In 1951, the Swiss firm Aliva developed a pneumatic gun capable of handling coarse aggregate, thus making possible the first use of shotcrete at the Maggia hydropower development. Initially, shotcrete was used to reduce manpower requirements for forming and placing conventional concrete. However, by 1954 Sonderegger was reporting that the structural advantages of shotcrete were derived from its flexibility and from the fact that it could be applied almost immediately after the opening had been made. The incorporation of wire mesh into the shotcrete led to the new Austrian tunnel method or NATM. The use of shotcrete in American mines has been implemented more recently. This delay seems to be due to previously unsuccessful experiences with gunite as a structural material and to the US reliance on wood or steel supports in main-line haulageways. The long experience with the apparently more substantial rigid supports led mine operators to be reluctant to accept the new and seemingly unrealistic lighter shotcrete support. APPLICATION REQUIREMENTS Shotcrete is a relatively new material for use in underground support systems. Consequently, experienced miners are not always available who are capable of applying the material effectively. Shotcrete, particularly in the small cross sections typical of mine shafts or haulageways, is applied in cramped quarters under less than ideal conditions. Adequate lighting should be made available. The surface should be clean and free of running or dripping water. It may be necessary to collect flowing water in plastic pipes or water collection devices. Any dry cement dust from previous shotcrete applications should be washed from the surface in order to assure a good bond. The US Bureau of Reclamation (USBR) while shooting test panels at the Cunningham tunnel in 1974, found that experienced shotcrete operators were able to obtain up to three times greater compressive strengths than were obtained by unskilled operators using the same equipment and shotcrete mix. ENVIRONMENTAL AND SAFETY REQUIREMENTS Since sodium and potassium hydroxide, as well as other moderately toxic compounds, are often contained in shotcrete (particularly where accelerators are used), safety precautions must be taken to prevent skin and respiratory irritation. Nozzlemen and helpers are required to wear gloves, protective clothing, and ventilation hoods with a filtered air supply. Respirators approved by USBM, equipped with chemical filters that will not pass the caustic mists, may be permitted in lieu of hoods if goggles or safety glasses are worn. Protective ointments are available to reduce skin irritation. All air and shotcrete feed hoses should be equipped with safety-type couplings and secured with safety chains at each coupling to prevent whipping in the event of a hose or coupling failure. Some environmental effects can take place down-stream from the development face being supported. The accelerator compounds, as well as the portland cement used in the shotcrete, will be found in the rebound material which falls to the invert of the heading. Since these compounds may be leached from the rebound material and carried by the drainage system, it may be necessary to install neutralizing or other water treatment facilities. Investigations may find that the final reaction with other compounds being leached from the mining operations may result in a more or less environmentally acceptable end product. USES OF SHOTCRETE General Uses Shotcrete, as a combination of cement, aggregate, and accelerator, is utilized for underground openings such as shafts, adits, haulageways, and service chambers for the following general purposes : (1) primary sup¬port; (2) final lining; (3) protective covering for excavated surfaces that are altered when exposed to air (the protective covering may be of a temporary or final nature); (4) protective covering for steel or wooden supports, rockbolts and rockbolt plates, heads, nuts, and other mats, including wire fabric, used to prevent rock-falls; and (5) as a lagging material in place of timber, steel, or concrete between steel or wooden supports. These applications can be grouped into three general use categories: shotcrete used as a rock sealant, shotcrete used as a safety measure, and shotcrete used as a structural support. Use as a Rock Sealant Thin applications of shotcrete can reduce or prevent slaking of shales or other rocks that are altered when exposed to the wetting and drying cycles created by mine ventilation circuits. While shotcrete may be effective in preventing such rock alteration, at the present time it is not as economical or efficient as other commercial sealants. However, if the sealant property can be incorporated into the structural support capability, the added contribution is usually helpful. An expert team consisting of geology, civil, and mining engineer professors was organized to investigate several problems of longwall mining in three mine sites including: site investigation, panel layout and support selection, overburden strata movement, surface subsidence and structural damages, slope, stability, well and stream dewatering, etc. The results include the development of a PC software package such as powered support selection, Surface subsidence prediction, optimum panel dimension, and pillar design.

A ground-support system for grizzly and haulage drifts was tested in Magma Copper Co.'s San Manuel mine. Eight two-piece, wide- flange steel sets were erected in a ventilation drift on the 2315 grizzly level. The sets were lagged with three different materials and back- packed with pea gravel and sand. The pillar on either side of the drift support system was instrumented with stressmeters and rock-bolt load cells, the backfill with pressure cells, and the steel sets with load cells. Results indicate a better survival rate than with typical monolithic concrete.

Selenium-rich metallurgical waste, also known commercially as “crude selenium,” is a byproduct of the copper (Cu) refining process. This by-product, contains ~ 90% selenium (Se), precious metals, platinum group metals (PGMs), and other critical elements. This study investigated the leaching efficiency of Se from the sludge under alkaline conditions using different oxidizing agents to enrich PGMs and precious metals in the leach solid residue. The effectiveness of each oxidizing agent during leaching was assessed and compared. Additionally, Eh-pH diagram for Se was established under specific experimental conditions and utilized to inform process optimization. Key variables, including leaching time, temperature, and oxidant concentration, were evaluated for their impact on the efficiency and the selectivity of the oxidative alkaline leaching process.

Since 1993 Inco Ltd. has been using wet shotcrete at Stobie Mine. Through an evolving process the mine has reduced the thickness and fiber content of its steel fiber reinforced (sfr) shotcrete. However, the shotcrete support is used without any other type of ground support. A process referred to as bolt less shotcrete. Boltless shotcrete is used as the primary ground support method in development headings when the sub level caving front passes through the development drifts which now serve as migrating ore draw points. Although there are references of drifts and tunnels supported by shortcrete only, written accounts are rare. The empirical nature of most underground support designs makes them of limited value in a boltless environment. Considerable amounts of material testing and insitu trials have been completed in order to estimate material property strengths. Material testing, for adhesion, flexural strengths and compressive strength along with observational insitu data have been used to evaluate the performance of shotcrete. Punch tests on panels have also been undertaken in order to gain insights on the limitations of the two dimensional testing common to the laboratory. All these design aspects have been successfully utilized to design an efficient ground support process.

Bayan Obo ore contains mainly bastnaesite, monazite and associated iron, fluorite, calcite, dolomite, barite, and trace amount of columbite. Due to its complex mineral compositions and similar mineral properties, it is difficult to separate and obtain rare earth and fluorite concentrates with high purity by conventional magnetic separation and flotation. In this paper, a stepwise magnetic separation process comprised of wet permanent magnetic separation (PMS), wet electromagnetic separation (EMS), and superconducting magnetic separation (SCMS) was proposed to pre-concentrate iron, rare earth, and fluorite minerals from Bayan Obo ore. The results showed that iron, rare earth, and fluorite preconcentrates with high purity and low impurity content could be achieved, which might be helpful to shorten the technological process and improve the separation efficiency for the subsequent flotation of iron, rare earth, and fluorite minerals.

The Mineral Processing Plant Design, Practice and Control Conference was held from Oct. 20through 24, 2002, at the Fairmont Hotel, Vancouver, British Columbia, Canada. The conference was attended by nearly 400 of the world’s top mineral-processing specialists, including plant-design engineers, mineral-processing consultants, academics, suppliers and equipment manufacturers. The meeting was sponsored by SME and cosponsored by the Canadian Mineral Processing Division of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM). The conference covered all aspects of mineral-processing design, construction and operation. The meeting included more than 130 technical presentations. Topics included sampling programs, feasibility studies, design criteria, process technologies, construction, start-up operations and shutdowns. To stimulate interaction and discussion throughout the five-day conference, the sessions were presented consecutively. Attendees had the opportunity to attend every session.

One of the major concerns of ground control in a coal mine is the prevention of roof, pillar and floor failures of the mine entry. To better design and evaluate the stability of a mine entry within a certain level of confidence, a reliability approach is introduced. The advantage of using the reliability approach, rather than the conventional safety-factor (SF) method, is that it not only takes variability of both rock/coal properties and stress into consideration but also assesses the stability of each component and the mine entry as a whole. Therefore, it is anticipated that by using this approach the current ground-control technology in a coal mine will convey a better sense of confidence. The results of a case study show that there is a significant difference in mine entry stability between the current design method and the reliability approach.
