"RELIABILITY & SAFETY – TOGETHER. REALLY? I was starkly reminded of the challenges facing by the coal industry while talking with a number of senior mining executives. One said to me: “Safety is the #1 priority in our organization but of course, dollars are very, very important!!!” A coal mine worker at the Bluefield Coal Show claimed: “We know our equipment is bleeding hydraulic fluid all over the place but all that matters is getting the coal out”. We all understand. We want our people to go home safely at the end of the day but the coal industry is bleeding – fluids, dollars and real blood. An issue getting plenty of buzz these days is equipment reliability – in mining too! Achieving an optimal return from the massive investments in equipment is a critical requirement for success within a capital intensive industry like coal mining. You can cut costs by scrimping on maintenance, scavenging used parts and downsizing. Or, you can save money by being smarter with your asset management processes. Can we afford to spend money on both safety and reliability? Is one more important than the other? Many leading edge companies from a variety of industries will tell you that you can’t just cost-cut your way to profitability - or even survival. You need to systematically improve the effectiveness of your business. Do reliability and safety both have a place in improving the performance of the coal industry? According to Ron Moore, of The RM Group, the answer is emphatically YES! Ron says: “If you believe in safety, then you MUST believe in reliability and, more importantly, have the appropriate policies, systems, practices and measures in place. If you want lower costs, you must get your processes right. Simple cost cutting will remove resources from your system without changing the underlying system design, and performance will likely deteriorate.” Figure 1 shows the 5+ year results of a large manufacturing company. When plants are running well (high Asset Utilization), then injuries are less likely. Figure 2 plots data from a number of manufacturing plants. If you want sustainably lower costs get your reliability processes right. But these are manufacturing companies, not coal mining operations! It doesn’t matter. The fundamentals still apply. Mining industry thought leaders tell us that manufacturing is 20-30 years ahead of us and we need to learn from them – and do so quickly. Leading companies, no matter the industry, think in terms of operational excellence. They see this as the meshing of people, process and technology to achieve optimal results. Safety and reliability go hand-in-hand. People and equipment are different – but only to the extent that each requires its own relevant, but related, policies, practices, systems and metrics to achieve effective performance."

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. Many devices used in mining are not monitored by sensors or do not have their own intelligence. By retrofitting sensors and real-time data processing, machines can be integrated into an existing digital infrastructure. Within the project Mine.io funded by the European Union a Sandvik DE110 exploration drill rig is being digitized using various AI algorithms at research and education Mine “Forschungs- und Lehrbergwerk Reiche Zeche (FLB)” of TU Freiberg. The aim is to increase the productivity of drilling with real-time evaluation of the current rock to be drilled and the current maintenance status of the drill rig. The drill rig is equipped with a speed sensor, pressure sensors in the hydraulics, 3-axis vibration sensor, borehole length measurement and temperature sensor. The sensors are additionally attached to the drilling rig and no structural changes on the drill rig are necessary. All data are processed real-time at a server structure outside of the mine using AI algorithms to analyze which rock (ore or host rock) is being drilled and to perform predictive maintenance. Processed Data are visualized for the operator to optimize the workflow and the productivity.

The King-Beaver mine of Asbestos Corporation Limited operates an open pit in the city of Thetford Mines, Quebec. The approximate loca-tion of the open pit is at Latitude 46° 02' North and Longitude 71° 20' West. The general topography is 1020 feet above sea level. Thirty-six percent of the company's scheduled asbestos ore production, for the Thetford Mines area, comes from the King-Beaver pit. The pit operates 24 hours a day, six days a week. Normal production is 10,500 tons of ore per day at a waste to ore ratio of 2 to 1. The remaining ore requirements are mined from the King-Beaver underground mine and the British-Canadian mine.

"He?s an SOB, but he's my SOB." Many of us have heard this line in reference to attorneys, and can appreciate the humor. However, the thought reflects a deeper attitude that lawyers should be used for attack purposes in the legal system or the regulatory process. Often, more permitting progress can be made with tact and flexibility than with inflexible, overly aggressive strategies. Usually, administrative hearings or other litigation work to the disadvantage of the applicant. Thus, I have concerns about approaching any permitting system with a hard-line attitude. On the other hand, the project team must always be prepared to defend permit applications and present a legally adequate case at public meetings, administrative hearings, or judicial proceedings. This paper discusses a number of strategies intended to increase the probabilities for successful permitting, whether opposition is informal or highly organized.

A whole new group of non-ferrous pyrometallurgical processes with the ability to utilize tonnage oxygen and capture sulphur dioxide were developed and commercialized over the period 1940s–1980s. Many of these earlier process developments were undertaken with limited knowledge of the process chemistry and influence of key process variables; in many cases, piloting helped provide much new physico-chemical data, but gaps remained. The second generation versions of these technologies of today provide all the primary copper, nickel and lead produced worldwide by pyro-metallurgical smelting. Further, process development has continued and a new generation of copper and lead smelting technologies have also been developed in China since the 1990s. The older reverberatory and blast furnaces have been progressively replaced by the newer technologies—a good example being the introduction in 1992 of the copper IsaSmelt technology at the Mt. Isa smelter in Australia where the former fluid bed roaster and reverberatory furnaces were replaced by a single new smelting unit, together with an acid plant for sulphur dioxide collection. The development of these new technologies was made possible by investment in fundamental and applied research. The lesson for the future is, in order to sustain these improvements, continued investment in research and development capability is required—to do otherwise is to risk obsolescence and lack of competiveness in the world market. Dr. Peter Hayes at The University of Queensland is one of the many researchers and process engineers who have contributed to the fundamental understanding of metallurgical processes over this period of rapid change in technologies. The present paper briefly outlines some of the many contributions Peter Hayes has made to the understanding of kinetics, mechanisms and phase equilibria in metallurgical systems, and metallurgical process development.

Transitions between geological/geotechnical soil units have a critical impact on the operation and performance of a tunnel boring machine (TBM). Geostatistics-based probabilistic modeling is used to quantify the uncertainty in soil transition locations. This paper presents two unique soft-ground tunneling case studies where the results from the geostatistics-based probabilistic modeling are compared to the TBM data and as-encountered ground conditions derived from the actual TBM data. The assessment enhances the confidence in using geostatistics to improve ground awareness for efficient tunnel construction, minimizing different site condition (DSC) claims, and improving decision-making on tunnel projects.

A significant news item appearing in a coal mining journal in November 1969 stated simply that a Caterpillar D-333-CNA engine had received Bureau of Mines Schedule 31 approval. This item occurring at the time a new mining property in Martin County of East Kentucky was being prospected and prepared for mining, resulted in the manage-ment of Martin County Coal Corporation asking the question, "Why not use diesel equipment in our new operation?" Martin County Coal Corporation is part of the A. T. Massey Coal Company, Incorporated organization. The property being developed is on a 17,500 acre leasehold obtained from Pocahontas Land Corporation and lies in the Wolf Creek area of Martin County. The Norfolk and Western Railway Company built a 24-mile railroad into this undeveloped section of Kentucky to tap a huge reserve of steam coal. Duke Power Company is the customer who will take all of the production from Martin County Coal Corporation mines which ultimately is projected to be 2,000,000 tons annually. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton are being deep mined now and it is in those mines that the diesel haulage equipment was introduced. This paper will endeavor to trace the steps loading to the introduction of the first diesel-powered Wagner Mining Equipment Company ScoopTram in a coal mine in America. To mining people who have experienced the tremendous expansion of existing operations and the development of new properties over the last several years we do not have to point out the difficulties in hiring skilled equipment operators. To those of you who have opened operations in some of the more remote places in the world this is not just a difficulty. It is an impossibility. Your only recourse has been to try and train whatever manpower has been available. Depending upon your success in training, the next problem has been to keep them. On todays modern equipment, the skill of the operator remains as the greatest single variable affecting the performance of the machine. On a blast hole drill, for example, a skilled operator will get good production footage, acceptable bit life and minimal machine downtime The unskilled operator will not only fail to get the acceptable production footage but all too frequently this failure is coupled with low bit life, high repair costs and excessive machine downtime. Even between experienced operators, on identical machines, in the same kind of material we find significant variations in performance. It is, therefore, the skill of the operator, not just his experience, which makes the difference. The problem, as presented to us by our customers, has been to find a way for the unskilled man, with minimal training, to match the performance of the most skilled and experienced operator. The obvious answer is automation.

Adverse ground behavior events, such as convergence and ground falls, pose critical risks to underground mine safety and productivity. Today, monitoring of such failures is primarily conducted using legacy techniques with low spatial and temporal resolution while exposing workers to hazardous environments. This study assesses the potential of novel simultaneous localization and mapping (SLAM)-based light detection and ranging (Lidar) data quality for rapid, digital, and eventually autonomous mine-wide underground geotechnical monitoring. We derive a comprehensive suite of quality metrics based on tests in two underground mines for two state-of-the-art mobile laser scanning (MLS) systems. Our results provide evidence that SLAM-based MLS provides data of the quality required to detect geotechnically relevant changes while being significantly more efficient for large mine layouts when compared to traditional static systems. Additionally, we show that SLAM-specific processing can achieve an order of magnitude better relative accuracy relevant for change detection than quality metrics derived from traditionally deployed tests would suggest while reducing SLAM drift error by up to 90%. In collaboration with an operating block cave mine, we confirm these capabilities in field tests on a mine-wide scale and, for the first time, demonstrate methods of rockfall detection using MLS data. While more work is required to investigate optimal collection, processing, and utilization of MLS data, we demonstrate its potential to become an effective and widely applicable data source for rapid, accurate, and comprehensive geotechnical inspections.

Researchers from the U.S. National Institute for Occupational Health and Safety (NIOSH) studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the continuous personal dust monitor) within a sociotechnical system (STS) framework to mitigate respirable dust sources. The results address how to best incorporate the overarching principles of meta-design STS during the technology integration process. Specifically, quantitative and qualitative data show that a prominent focus on the social factors within an STS framework could help reduce organizational unpredictability and may improve communication within the system to help reduce technology adoption time.

P.T. Freeport Indonesia currently operate a 600,000 t/d mining and 125,000 t/d milling operation in the remote highlands of Irian Jaya, Indonesia. The isolated location and generally difficult working conditions make for challenges not encountered in most North American operations. In spite of this, the mill technical groups have been able to develop and maintain a highly effective level of plant wide automation. This has been achieved through the appropriate selection of available technologies and the implementation of innovative management practices. This paper provides an overview of the control systems currently installed and focuses on those practices which have resulted in the long term success of process control at Freeport.

"This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

The sand and gravel industry in Southern California has made a sizeable contribution to the construction development of the 15 County area in this part of the State. Facing this mineral extraction industry, in the next decade, is a problem of meeting the market demand. The question is, "how can sand, gravel and rock operations be made compatible with goals for sound and attractive community development?" Three basic principal characteristics of the land needed for this-mining industry are: 1. The land must have workable sand, gravel or stone deposits. 2. The land must be properly located for transportation purposes close to the market in order to sell the aggregate at a minimum cost. 3. The land must be zoned so that it will be permissible to mine.

American Indian lands contain a vast amount of renewable and non-renewable resources that have consequently been mined (Smith and Frehner). Therefore, it is understandable that tribes are concerned about environmental impacts from mining and their ability to minimize and mitigate these impacts. This has created a need to better understand mining and its environmental impacts. The University of Arizona Superfund Research Program Mining educational modules developed educational modules for tribal colleges focusing on environmental impacts of mining, remediation of mining wastes, and sociocultural impacts of mining. Educational modules are independently packaged units of study designed to enhance the learning process and can be modified and adapted to different learning scenarios and objectives. In addition to providing specialized knowledge, the modules feature hands-on activities, incorporation of technology, student involvement, discussion, and exchange of ideas. Modules will aim incorporate traditional ecological knowledge and approaches that promote effective science learning for native students. Modules are designed to augment existing associates of science programs (e.g. biology, chemistry) currently offered at tribal colleges and can be modified for use in K-12 education and for non-tribal audiences.

The Amtrak East River Tunnels include four tunnels, Line 1 to Line 4, which extend from New York Penn Station in Manhattan, under the East River to Sunnyside Yard in Long Island City. Since fall 2015, Amtrak has initiated a program to repair and reconstruct the century-old tunnels, including structural repairs of all the tunnels and reconstruction of the Line 1 and Line 2 tunnels. The reconstruction includes bench wall demolition and replacing and installing the following elements in the tunnels: direct fixation track, traction power, signal, communication, and tunnel fire/life/safety components. This paper provides design and site investigation challenges and knowledge gained from this program.

Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

"INTRODUCTION Of all the natural resources being taxed by the needs of the modern world, perhaps the most important is the continually expanding demand for water resources. As water becomes scarcer, and increasingly important, new technologies are needed to find innovative ways to preserve this precious resource. In Chile, for example, the mining industry is investing billions of dollars to build desalination plants and pipelines; bringing ocean water as far as 200 kilometers inland to meet their demand and maintain operations. It is a full-blown crisis for that nation and a top priority for their government and economy. It has been reported that world water consumption will increase by 40 percent in the next 10 years, representing nearly exponential growth. In the U.S., as more and more communities continue to be built, more drain on the current water infrastructure is created. For 25 percent of people and operations that rely on water from aquifers, this source is being consumed at a rate that will create significant problems meeting the demand in as few as two generations.1 A PROACTIVE APPROACH When it comes to controlling dust at your operation, whether a landfill, a transfer station, a haul road or another ancillary area, what are the options? We know watering is not the answer, but at the same time, we need to prevent dust from flying to ensure a safe environment and keep our skies clear of pollution, for both regulatory requirements and neighbors. Creating a Dust Mitigation Program instead of looking to buy the first dust control product off the shelf is a first step to conserve water and, at the same time, maintain the operational demands and environmental standards for a given site. The program concept is straightforward enough. However, the process of effectively constructing and executing a program is quite involved. When undertaking a program, each manager needs to work with their team and their partners/vendors in analyzing the following elements: 1. Site Expectations—It is important to understand how to balance your internal standards with your regulatory requirements, as well as how to keep your neighbors satisfied. 2. Site Aggregate—Variations in native soil, such as clay content or gravel levels, greatly affect the approach that will yield the highest results. 3. Climate—Relative humidity and seasonal variations are critical to achieving predictable results through product choice, application frequency and timing. 4. Daily Traffic—The type and frequency of traffic is an essential variable for site management. 5. Environmental Responsibilities—If you have additional, specifically defined responsibilities, the approach to your site may vary. 6. Budget—While efficiency is the goal of any program, some sites will have more stringent restrictions than others. 7. Current Usage Rates—Document and understand where you’re starting from, both with water, supporting products, and maintenance so that effective measurement of results is possible."
