The Upper Llagas Creek Flood Protection Project in Northern California encompasses portions of the communities of Morgan Hill and Gilroy, and unincorporated areas of Santa Clara County. The project provides for flood protection improvements along Llagas Creek and two of its tributaries, West Little Llagas Creek and East Little Llagas Creek. Llagas Creek is one of the tributaries of the Pajaro River and drains a watershed of approximately 104 square miles. The river system has a history of flooding the watershed communities, and the project’s goal is to provide 100-year flood protection by creating a bypass infrastructure, including channels, cut-and-cover culverts, and a tunnel. The project has been divided into several phases. This paper describes Phase 2A, which consists of approximately 2,150 linear feet of lined horseshoe-shaped bypass tunnel measuring 14 feet wide by 12 feet high. The bypass tunnel was sequentially excavated using a combination of roadheader and controlled blasting through colluvium and weathered to fresh greenstone. The tunnel was mined near residences, requiring strict noise and vibration controls. Phase 2A also includes the construction of twin bypass concrete culverts, portal shoring, and dewatering systems. It features the use of a Design Review Board and partnering for project delivery. This case study discusses the bypass tunnel design, progress of tunnel construction, plans to complete the work, construction risks, and the software and procedural tools being used to manage the project, including ProjectWise construction management software.

Silver bearing bulk sulfide concentrates from several Peruvian mines were autoclaved in a 19 liter (five gallon) laboratory autoclave in Lima, Peru. Cyanidation of autoclaved concentrates following a hot lime jarosite destruction step extracted over 98 percent of the silver and over 95 percent of the gold. Autoclave operating parameters such as time, temperature, pulp density and autoclaved solids recycle were investigated and reaction rates determined. The problems of excessive heat generation, silver solubility during autoclaving, and formation of pellets containing unreacted sulfides were addressed. The data presented will be used to design a continuous autoclave pilot plant to pro-vide reliable scale up data for a 50 -100 ton per day facility.

The Purpose of the Paper It is fitting that the first paper of a session on the Financial Aspects of Mining should be on the basic data upon which any financial discussion of a mining project must be based. The history of a mining project starts with exploration in an area considered geologically favorable for mineralization and culminates in the discovery of a body of valuable mineral material commonly known as a mineral deposit. Subsequently more detailed exploration establishes the approximate size, shape, tonnage and average grade of the deposit by surface and/or underground drilling, -surface trenching and/or underground workings. Some preliminary metallurgical testing and other studies, as required, are made at this time. Development work is then carried out to provide representative samples for determining flowsheet and metallurgical balances, preparing the deposit for production and establishing more firmly the grade and mining characteristics of the deposit. A feasibility study is then made of the engineering aspects of the project including the estimation of operating coats, the capital required to place the deposit into production, profit and return on investment. "India’s economy is expanding with rapid urbanization. Improvement in infrastructure is a keystone to the Indian government’s economic plans, including expansion of transit systems. Most of these systems are designed with elevated and underground sections. New Delhi, a city of 23 million people, suffers from heavy traffic congestion and pollution. The transit (metro) system is seen to be of critical importance. Phase 3 of the Delhi transit system project is 140 kilometers (km), with 40 km of twin-bore tunnels requiring 35 tunnel boring machines (TBMs) for construction. Transit systems are also under design or construction in Chennai, Bangalore, Kolkata, Hyderabad, Jaipur and Mumbai. Most have twin-bore tunnels. At present, 55 TBMs are operating on underground metro construction, and future projects will increase this number. This paper highlights the unique challenges of construction of underground metro systems in highly congested urban environments, using Kolkata and Delhi systems as examples. INTRODUCTION The first transit system in India was constructed in Kolkata (India’s third-largest city by population.) This line is 28 kilometers (km) in length, has underground and at-grade sections, was built in phases, runs north/south, and has 24 stations. This project was sanctioned in 1972, started construction in 1984, and was completed in 1995. The tunnels were constructed primarily by cut and cover methods with some open-face, compressed air shield tunneling. In 2006, the urban transport policy recommended construction of transit rail systems in all urban cities with a population exceeding 2 million. Further, in 2014 the central government stated that it would assist in financing transit systems in all cities with a population of over 1 million. In 2015, the central government approved the development of transit systems in 50 additional cities across India with a budget of $75 billion (see Figure 1). Transit development is just part of a huge expansion in planned rapid transport systems, which include metro, bus, high-speed rail, and monorail systems. Metro systems will include elevated and underground sections with twin-bore tunnels and underground stations. In the Delhi/National Capital Region (NCR), now the largest city in India by population, Delhi Metro Rail Corp (DMRC) was formed in 1995 as a joint venture company between the central government and Delhi state. DMRC operates the Delhi metro system. (see the case studies described later in this paper). DMRC has developed an external function to carry out studies and to offer consultancy to other cities planning transits. Since its inception, DMRC has produced Detailed Project Reports (DPRs) for every metro and monorail project in India. In 2012, DMRC became a partner in the management consultancy for Jakarta Mass Rapid Transit System, its first project overseas. DMRC became a model organization for other cities to follow. These cities have included Chennai, Hyderabad, Kolkata, Bangalore, Jaipur, Mumbai, Ahmedabad, and Nagpur. Other cities (e.g., Lucknow and Patna) are in the metro planning phase. Metro systems are under construction or partially operating in Hyderabad, Bangalore, and Jaipur."

of high specific gravity, resistant minerals that form from mechanical concentration by waves, currents, and winds in marginal-marine environments. These sediments are enriched in critical minerals such as titanium, zirconium, and REE. Cretaceous beach-placer sandstones are found in the Colorado Plateau of northwestern New Mexico. Originally discovered by airborne radiometric surveys for uranium in the 1950s, these beach-placer sandstones are being re-examined with modern methods as potential sources for critical minerals. Selected beach-placer sandstones have been sampled, mapped with ground radiometric surveys, and analyzed with whole-rock and trace element geochemical methods. Mineralogy is being determined with optical methods, XRD, and EMPA. Zircon, rutile, ilmenite, and monazite are the primary heavy minerals of interest found in the studied deposits. Initial results show that the sandstones contain up to 1.4% total REE, 29.4% TiO2, and an estimated 4.9% ZrO2. Chondrite-normalized REE diagrams show distinct light REE and minor heavy REE enrichment, as well as pronounced negative Eu anomalies for each deposit.

The SLAC National Accelerator Laboratory’s two-mile-long particle accelerator generates the world’s brightest X-rays from its Linac Coherent Light Source (LCLS) freeelectron laser. This facility has driven groundbreaking discoveries in medicine and industry. The LCLS-II-HE project will provide a significant increase in laser energy, allowing cutting-edge research in fields including biology and environmental science. A key project component is the Low Emittance Injector Tunnel (LEIT), a 240-foot-long tunnel to be built alongside the existing accelerator and connected to it via a 30-footlong Transfer Tunnel. This paper discusses site and scientific constraints that led to the selection of the LEIT configuration: tunnels to be constructed using the sequential excavation method in mixed-face conditions comprising native rock and placed backfill, and critical design considerations including protection of overlying and adjacent historic structures and structural accommodation of near-fault seismic loading.

Big data is generated from both surface and underground mining operations. Such data contain a wealth of information concerning safety and health in the workplace and production parameters. This paper will discuss the progress towards developing an accurate forecasting model for methane gas concentration based on the analysis of data collected from Atmospheric Monitoring Systems in underground coal mines employing time series models. Several procedures need to be applied to raw data, such as data cleaning and filtering for outlier removal, data homogenization and segmentation, and exploratory statistical analysis. The data analyzed were retrieved from two coal operations in the Eastern US. A negative correlation between barometric pressure and methane gas concentration was established, at least for certain data segments. Such correlations raise the possibility that barometric pressure data can predict variations of gas concentration in the mine. The datasets will be further investigated to establish the robustness of barometric pressure and gas concentration correlation and explore the dependence of gas concentration on other factors related to mine design and operations

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

Since the beginning of the computing age, technical software packages have not been developed to address only programming specialists but have been dedicated to process engineers. For process analysis, BRGM is developing and commercializing three packages: ? sampling software: ECHANT 2.0 for Windows ? material balance calculation: BILCO 2.0 for Windows ? steady-state simulator for plant design, adaptation and optimization: USIM PAC 2.1 for Windows This paper deals in a first part with the main features of these three packages. In a second part, advanced models are presented for SAG/ AG mills and flotation columns. An industrial case of application is shown for each of them.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The concept of green mining is to improve the mining industry in a holistic way so that it is safe, efficient, and environmentally sustainable. The purpose of this study was to develop an evaluation index system of green surface mining based on the theory of green grades. The evaluation model is comprised of three attributes (safety, efficiency, and environment), nine criteria, and 35 indicators. The fuzzy comprehensive evaluation method was used to determine the weights of indicators by taking into consideration degree centrality, closeness centrality, and betweenness centrality. Findings indicate that the environment is the most critical aspect of green surface mining, followed by efficiency and safety. The top five ranked green mining success indicators were the application of new technology, starting-off-rate of equipment, science and technology input to total investment, the number of accidents (decreased), and the production (increased). It was observed that more improvements are needed to overcome water, air, waste, and sound pollution. Attention should also be paid to land reclamation and post-mining land uses, which are key factors in green mining. The proposed model can be applied to evaluate and improve the level of green surface mining in other regions. This study provides a tool for decision-makers that can offer technical assistance to green mining.

Rapidly rising gas and oil prices and the falling quality of coal is forcing energy users in many parts of the world to consider the application of low grade fuel, particularly coal, for steam raising and power generation. However, the use of such low grade coal is normally resisted by the consumer because of operational problems associated with high ash content, sulfur emission and, in some instances, slagging problems caused by low melting temperature constituents in the ash. Recently developed technology involving 'fluidized bed combustion' offers a potential solution to these operational problems. Much of the early work was conducted in Britain, where rig tests were commenced during the early 1960's. This has led on to the successful conversion and operation of a fluidized bed fired industrial boiler at the Renfrew works of Babcock & Wilcox Ltd. Orders for the first commercial boilers incorporating this technology have recently been announced. Significant development work on fluidized combustion is now being undertaken in various parts of the world, in particular North America, Germany and Japan, and the first large scale units are under construction or being commissioned. This paper concentrates on the development of the technology in Britain, outlines the reasons for applying fluidized bed combustion and de-scribes its application at atmospheric pressure for steam raising and at elevated pressure for power generation . Coal Processing Consultants is a Partnership between the National Coal Board and Babcock & Wilcox Ltd. of Britain and has been established in order to provide technical advice and economic evaluations on all aspects of coal processing and utilization. Barrick Goldstrike Mines, Inc. is actively involved in improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. The identification of equipment failure modes and the development of associated capital asset management practices can minimize failure consequences. Successful programs have included; alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle, resulting in an associated reduction to repair costs and equipment down time.

"THE SUPER CYCLE IS GONE The utopia of the rising sales volume, for mining companies from 2002-2011, was entirely due to rising production volume and prices. The Australian mining sector experienced an 18 percent annual growth rate in revenues, and 11 percent growth in prices. (1) However, EBIT remained flat during the same time period. In addition, Australian mines saw a 7 percent annual decline in both labor and capital productivity. (2) Mines in the U.S. and Canada produced similar results, whereas the world-wide mining industry has seen a productivity drop of 40% since 2001. (3) The decade “Bull Run” of rising prices was trashed by companies that chased low-quality assets while increasing debt on their balance sheet. It seemed everyone believed the “super cycle” would last forever, while completely ignoring the history of cycle downturns. Worldwide mining operations are as much as 28 percent less productive today than a decade ago, according to new McKinsey research. The results from McKinsey’s new MineLens Productivity Index (MPI), which adjusts for declining ore grades and mine cost inflation, show that the pronounced decline in productivity is evident across different commodities and is seen in most mining players and geographies. (4) McKinsey sees three important areas of focus to address the root causes of productivity decline. 1) Embed effective management operating systems at mines 2) Prioritized operational excellence and capabilities development 3) Focus on innovation Reality has now settled back in and companies are struggling to make ends meet. The basic management staple of controlling costs and improving the production/productivity that was lost in the excitement is now back in play. Traditional cost-cutting approaches, such as across-the-board spending cuts, layoffs, and hiring freezes are only short-term initiatives and will not permanently improve a company’s cost structure or improve long- term competitiveness. This can only be accomplished by engaging front-line employees and empowering them to make necessary improvements in their daily work. It is time for leaders to lead and develop cultures of continuous improvement within their organizations in order to sustain their mining project to the end of mine life. Successful operating managers require two different skill sets of Leadership and Management; knowing how to lead people in their organization and how to manage the work they do."

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

This paper presents a resume and status report: of mining technology appropriate to commercial oil shale development in the United States today. The nature and extent of oil shale in Colorado and Utah are discussed. A look at most of the prominent activities now underway emphasizes the questions "where are we now?" and "where are we going?" Various alternate mining methods are reviewed and a bibliography of oil shale mining is included.

Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

The first step in energy conservation in any industrial plant involves implementing many of the day-to-day "house-keeping" items such as fixing leaks, turning out lights, etc. When this step has been accomplished, additional opportunities require a detailed analysis of the energy systems, evaluation of risks and costs, and assignment of priorities. Examples of conservation schemes drawn from the experience of Du pont's Energy Management Consulting Services will be discussed. The utility of heat balances for kilns and dryers in minerals processing will be outlined. The inputs needed from Management for the success of conservation efforts will be discussed.

"Getting minerals out of ores is messy, but mineral processors learn to have fun with it. Celebrating the innate joys of the industry was the theme of this year’s Colorado MPD Conference. At the same time, attendees dug deeper for insights into problems that continue to dog the community, including tailings dam crises, water resource challenges, and a dwindling number of academics to teach and train the workforce (see box).Tailings dam crisesMatt Fuller of Tierra Group International Ltd. brought some of the audience to tears with his impassioned talk on “The Infamous Legacy of Upstream Tailings Dams,” which won the conference’s Lou Cope award for best paper. The talk was especially poignant coming on the heels of the January tailings dam failure in Vale S.A.’s Córrego do Feijão iron ore mine in Brazil, the latest in a series of catastrophic dam failures over the past decade that includes the Fundão dam failure in 2015.Noting that the two dams share a common characteristic — both are upstream tailing dams — Fuller explained the three basic dam construction methods and why certain upstream tailing dams are susceptible to failure (Fig. 1). The downstream, centerline and upstream methods denote the direction the centerline of the dam crest moves with each successive raise in elevation of the dam. With the downstream dam, the foundation for future raises is essentially the same as that of the starter dam, he explained. With the centerline dam, half of the dam is constructed on the same foundation as the starter dam, and with the upstream dam, each successive raise is built out over the top of the tailings.“Downstream dams are expensive to build because each successive raise is bigger, so the sustaining capex to build them keeps growing,” Fuller said. Many decades ago, mine owners realized they could construct a starter dam, put their tailings through a hydrocyclone, generate a coarse sand fraction and stack the sand over the top of the tailings to build the next raise. “Then, there is no sustaining capex, it all comes out of operations,” Fuller added. The footprint is smaller, and it is a favorable means of retaining the tailings."
