There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. Faulty insulators on mine trolley/track haulageways may allow the flow of leakage currents into the mine roof and ultimately result in combustion of the local roof material. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), has devised a passive means to detect overheating insulators on direct current systems. The detector consists of a spring-loaded cartridge that ejects a reflective streamer of white Teflon tape when subjected to elevated temperatures. The cartridge assembly can be easily installed over the outer metallic shell of an existing trolley line insulator. If an insulator overheats due to ground leakage currents, the visible streamer alerts mine personnel traveling on the haulageway.

In addition to products available from private vendors, many useful programs are developed at universities - in fact, many of these programs led the way to commercial development. Other projects are assigned to consultants with backgrounds in system design and mining. Both types of development have led to programs that can be acquired for the cost of a tape or disk. "By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

Seismic repeaters are rarely observed phenomena in underground mines. However, recent studies in Garpenberg mine (Sweden) have demonstrated that seismic repeaters and multiplets may represent significant portion of the total number of microseismic events (> 80 %) related to excavation operations. Detailed seismic analysis, involving template matching, multiplet clustering, double-difference relocation, source parameter and mechanism estimation, and interevent time analysis, suggest that seismic repeaters represent brittle frictional parts (asperity) of creeping, planar shaped, pre-exiting structures of several meters length. It is furthermore suggested that seismic repeater occur preferentially in weak rock-mass materials (e.g. talc) associated with strengthening friction behaviors. These results may imply that postblast related stress redistribution may be governed by “silent” aseismic movements in preferentially weak rock mass materials, what questions the reliability and performance of seismic monitoring to survey stress evolution during excavation operations. However, once the seismic and aseismic coupling processes and the geological nature linked to repeater occurrences are better understood, their detailed monitoring bears also opportunities to survey and quantify aseismic post-blast stress transfer. Here we present ongoing investigations on repeater occurrences aiming at better understating on their geological and geomechanical origin. Furthermore, we try to develop advanced monitoring tools helping to quantify aseismic slip and to provide criteria for seismic hazard as asperity density and the related potential to generate larger dynamic rupture zones. For this respect a local monitoring network has been set up close to certain repeater target families. Furthermore, geological well log drilling throughout repeater occurrences as well as geotechnical strain measurements (e.g. extensometer, optical fiber etc.) are currently conducted to provide crucial information on the geological nature of repeater and to quantify and characterize background creep induced from excavation.

"The I-70 Eisenhower-Johnson Memorial Tunnel (EJMT) Fixed Fire Suppression System (FFSS) will help protect the traveling public as well as the entire tunnel itself, which is a critical asset of the Colorado highway system. This project is part of an effort to avoid any closure or long-term damage to these tunnels after a fire event. Historically, the EJMT complex has experienced two to three fires a year. While CDOT has firefighting capability at the EJMT complex, the fixed fire suppression system will provide first responders the critical time needed to safely approach the scene and take action, and is a necessary tool in combating tunnel fires, keeping the public safe, protecting the tunnel structure, and minimizing disruptions to traffic. This paper provides a case history of the first-of-a-kind design and construction of the EJMT FFSS. Major project elements include; water-only deluge fire suppression system, fiber optic linear heat detection system, updated fire alarm system and new drainage system. PROJECT BACKGROUND The I-70 EJMT FFSS was awarded to the Design Build Team lead by Barnard Construction, supported by Rondinelli Life Safety, BCER Engineering, ILF Consulting, Western States Fire Protection and Systems Group. The team conducted successful live fire tests at the Boulder Regional Fire Training Facility in November 2014, with the final design of the FFSS and other supporting infrastructure completed in the spring of 2015. Construction began in early summer of 2015 and the project was completed in December 2015. While CDOT currently has firefighting capability at the EJMT complex, this project features an intelligent linear heat detection system that can accurately identify a fire within feet of its location and subsequently activate the corresponding water-only FFSS deluge zone, bringing water in from an existing supply system on the west side of Loveland Pass. The detection system also activates cameras so the EJMT onsite control room personnel can view and better assess a fire event. The uniqueness of this design is that the majority of the installation occurred above the traffic lanes in the tunnel, which resulted in minimal impacts to motorists below. The fire suppression system will help protect the traveling public as well as the tunnel structure, a critical asset to the highway system. This project is intended to reduce damage and avoid long-term closures of the tunnel due to fires. A long-term closure could cost Colorado billions of dollars and negatively impact tourism along the I-70 mountain corridor."

The California Surface Mining and Reclamation Act (SMARA) is the nation's first legislation establishing a statewide mineral resource policy governing mining activities that recognizes regional needs and retains local autonomy. The Southern California Rock Products Association supported this proposed legislation. It was through our efforts that SMARA was passed in 1975. The local planning and zoning processes, which are so critical to the mining industry, have been significantly improved with implementation of SMARA. Recognition of the importance of the mining industry is now being developed by the State Mining and Geology Board and the California Division of Mines and Geology (CDMG).

Many industries, including mining, are experiencing an increase in the use of robotic and other artificial intelligence (AI) systems to improve efficiency, productivity and precision. For example, a 2023 survey showed that mining industry executives wanted to integrate more autonomous equipment to improve productivity and alleviate workforce shortages (Haas, 2024). This feedback was coupled with an increased appetite to advance the types and uses of automation and AI in the workplace. However, there is also an increasing concern about the ways that robotic applications may unintentionally affect worker safety. Humanmachine interaction poses potential risks, especially when industrial robots operate near workers in specific environments (such as drilling, handling and transporting materials, equipment inspection and lifting heavy loads). Research has explored the unintended consequences of introducing new technologies or processes in the workplace to include incidents such as being struck by equipment and challenges around data privacy (Lööw et al., 2019; Khurram et al., 2025; Haas and DuCarme, 2015; Almeaibed et al., 2021; Zio and Miqueles, 2024). More recently, the use of digital twin technologies and simulations (hereafter referred to as digital twin systems) has been boasted as a tool that can help prevent unintended consequences around worker safety by identifying and mitigating risks before a worker completes a task in tandem with a robot or other new technology. Digital twin systems produce a virtual replica of a physical environment or process (Almeaibed et al., 2021; Zio and Miqueles, 2024; Saes, 2024). To this end, this article explores the potential role of digital twin systems in enhancing safety within mining and other similar environments. It will primarily focus on environments where robots and human workers may interact, although digital twin systems can be useful with other technology applications. First, we define digital twins and digital simulation as components of a system. Then, we highlight possible applications of digital twin systems in mining to replicate real-world processes, followed by potential benefits of their use and where more research may be needed.

Roof bolting typically follows the extraction of a commodity to help keep the roof from collapsing. During 2004 to 2013, roof bolter operators had the highest number of machinery-related injuries, accounting for 64.7 percent, at underground coal mines. This paper analyzes U.S. roof bolter fatal and nonfatal lost-time injury data at underground work locations for all commodities from 2004 through 2013 and determines risk indices for six roof bolting tasks. For fatal and nonfatal incidences combined, the roof bolting tasks in order of the highest to lowest risk index were bolting, handling of materials, setting the temporary roof support (TRS), drilling, tramming, and traversing. For fatalities, the roof bolting tasks in order of the highest to lowest risk index were handling of materials, setting the TRS, bolting, drilling, traversing, and tramming. Age was found to be a significant factor. Severity of injury, indicated by days lost, was found to increase with increasing age as well as with increasing experience, largely due to the confounding of age and experience. The operation of the roof bolting machine used in underground mining should be a research priority given the high frequency and severity of incidents. The results also suggest that temporal factors may exist, so additional research is warranted to better understand these factors and potentially develop interventions. This research provides a datadriven foundation from which future research can be conducted for safety interventions to reduce the frequency and severity of incidences involving the roof bolter activities of bolting, handling of materials, and setting the TRS.

The implementation of effective techniques for meeting the maintenance requirements of the new Utah Copper Division smelter, one of the largest in the Western Hemisphere, is a goal of the smelter management and supervisory personnel. Kennecott's Metal Mining Division Computing Center has been working with smelter personnel to implement a computer program to provide instantaneous access to equipment specifications, maintenance and cost histories, spare parts, preventive maintenance scheddes, etc. for several hundred pieces of equipment. This information will be available to all smelter personnel via visual display terminals. The system will dramatically reduce the time now spent in search of pertinent information required in effectively performing the maintenance functions. It will also be used to analyze practices, detect trends, prepare budgets, and substantially reduce the paper work normally associated with the running of a large and complex maintenance organization.

Solution mining projects are conducted through one or more boreholes which penetrate en ore body. Proper drilling, completion and maintenance of the boreholes, therefore, is essential to the success of any solution mining operation. Wells drilled for solution mining encounter problems quite similar to problems encountered by the petroleum industry in drilling, completing and maintaining wells for the production of oil, gas or water. Many of the services developed and much of the experience gained by the petroleum industry is applicable to solution mining wells. As in the petroleum industry, each individual wellbore and ore body in a solution mining project provides its own problems. These vary greatly from well to well, and it is not possible to set down data or outline programs that will apply to all wells. Instead, the design of the drilling, completion, production and maintenance programs should be worked out for each individual well. The purpose of this paper, then, is to generally describe materials, equipment and techniques available for these programs and to discuss the purpose and sequence of their use.

Southern Arizona has one of the world's principal concentrations of copper ore bodies. Twenty miles south of Tucson, close to the Mexican border at Sahuarita in Pima County, is the Twin Buttes mine. In mid-1973, the Anaconda Company and American Metals Climax Incorporated (AMAX) established a 50-50 partnership to operate and expand the Twin Buttes property. Anamax Mining Company was established as the operating company for this joint venture. The production from the Twin Buttes mine is shared between the two partners who market independently. A major expansion of the Twin Buttes operation has included an accelerated stripping programrne for the pit, an expansion of the sulphide concentrator, the construction of an oxide leach plant and a 57 MW diesel generating power station. Part of this major expansion, the large tonnage oxide processing plant was brought on stream in 1975 and is now close to design capacity. The "mine to market gap" has been closed by producing high-purity copper cathodes at the mine site from oxide ore reserves. By using a hydrometallurgical process route, copper production is possible with negligible effects on the environment.

The accurate prediction of mine profitability is essential for success in the present minerals market as is the ability to quantify the influence/of variations in revenues and costs on cash flow. A menu based spreadsheet template has been developed to determine annual cash flow, maintain depreciation schedules, and estimate labor and operating expenses. Sensitivity analyses may be conducted to determine the effect of productivity upon mining costs and the effect of selling price escalation upon rate of return. The advantage of this approach is that it can be used by a wide variety of professionals without extensive computer experience.

A present dominant problem is that of high downtime of the longwall shearer used in the coal production process. The means by which this problem can be overcome are many, but one of, the most important ones is that the-use of an expert system can reduce diagnostic and repair time. In this paper, a fault-diagnostic expert system model is presented. Specifically, the diagnostic architecture of the longwall shearer expert system and its use for diagnostic reasoning are discussed.

The Ernest Henry copper-gold project is located in North West Queensland, Australia and commenced production in late August 1997. Utilising a philosophy of selecting the biggest proven equipment available Ernest Henry at full production will treat 9 Mtpa through a single grinding line over a 15 year mine life. 350.000 tonnes of concentrate a year will be produced, containing 95,000 tonnes of copper and 120,000ounces of gold. The two mills recently commissioned at the Ernest Henry Copper/Gold Mine are a 10.4m x 5.1m (34 ft x 16.75 ft) SAG Mill and a 6.1m x 8.4m (20 ft x 27.5 ft) ball mill. The mills have a power draw of 11 MW (14745 hp) and 5.5 MW (7373hp) respectively. While the SAG Mill is not the largest SAG Mill in the world, it is the largest shell-supported SAG Mill in the world. The Ernest Henry mills epitomise the new standard design of large grinding mills. The design was introduced more than 20years ago and has been further developed from extensive experience with grinding mills and the need to produce a design, which overcomes the recognised problems of large mills. The result is a design with the potential to be used for mills up to the largest for which machine tools can be found to fabricate and machine them. currently approximately 15m (48')overall diameter.

From Nov. 16-20, the Extraction 2025 Conference will be presented in Phoenix, AZ. The unique conference brings together the 12th International Copper Conference, the 6th International Symposium on Nickel and Cobalt as well as cross-cutting symposia. Extraction 2025 is co-organized by The Metallurgy and Materials Society (MetSoc) of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the Society for Mining, Metallurgy & Exploration (SME) and The Minerals, Metals & Materials Society (TMS). The previous, and first Extraction meeting (Extraction 2018) was held jointly by these three societies seven years ago in Ottawa and was a huge success with more than 90 percent of respondents indicating interest in attending a future event. Kimberly Mills, senior process engineer at Samuel Engineering, is the lead for SME. “This installment of Extraction is featuring Copper 2025, Nickel-Cobalt 2025 as well as crosscutting symposia,” said Mills. “All three societies participate on the International Organizing Committee for the Copper Conference Series and are well situated to host this event together. TMS is also hosting the Ni-Co conference this year and agreed to include it as part of Extraction. There are many aspects that can be shared between these commodities to share information on processing technologies and to learn from each other.” SME is the overall conference chair and running the logistical aspects of the event, which includes managing all aspects of the venue and the registration system as well as tours and short courses, Mills said. “SME has many dedicated members serving in various capacities on organizing and programming committees, including Nick Gow serving as Technical Committee Co-Chair for Copper and Adam House assisting on the Copper IOC.” When Extraction 2025 kicks off, it will be focused on the metals needed for the global energy transition with a special focus on copper and nickel-cobalt. “With as rapidly as the industry is changing and the huge demands for these metals we have some serious challenges ahead of us,” Mills explained. “These challenges require collaboration, creative solutions and engaging experts, both inside and outside of our fields, with a push for sustainable sourcing, ethical supply chains, environmental and social responsibility.” The International Copper Conference was started in 1987 as a collaboration between the Institute of Mining Engineers of Chile (IIMCH) and MetSoc of the CIM. The event is typically held every four years and has always been held as a standalone or headlining event at a society annual meeting, said Mills. “Over the years, this conference series alone has brought together members of IIMCH, MetSoc, TMS, SME, the Society for Metallurgists and Miners from Germany (GDMB), the Mining and Materials Processing Institute of Japan (MMIJ), the South African Institute of Mining and Metallurgy (SAIMM) and the Nonferrous Metals Society of China (NFSOC),” she added. “Being a part of Extraction allows for even more sharing of ideas and expansion of networking. Traditionally within the mining industry, the main functional process flow for resource and reserve evaluation proceeds from geologists who build the geological model, to resource estimation geologists (modelers) who estimate the grades, to mining engineers who develop the mine design and schedule. The interface between these three disciplines is not always seamless. Assumptions made during one stage of the process are not always communicated down the line, even though most mining companies have procedures in place to encourage communication across the various disciplines. These procedures do not always achieve their aim due to a variety of reasons including time constraints, appropriate people not being available, or a lack of understanding of what other disciplines require, and the handover process can degenerate into one of sending computer files on to the next discipline in the process flow. This paper focuses on the interface between the resource estimation and mine engineering disciplines, and outlines some of the common assumptions made when generating a resource model and the risks that engineers may be taking when elevating cutoff grades, optimizing schedules or generating forecasts. The case studies presented focus on openpit gold deposits, but the concepts should be applicable throughout the industry. A summary of key questions and recommendations is provided.

Underground mining environments bring occupational health and safety issues with some severe dangers such as mine disasters like explosions. During such events, miners might escape using main access openings, or find a safe haven like refuge alternatives (RAs) to wait and be rescued and evacuated to the surface. In this paper, RAs are explained with their early and current applications. A classification as permanent and portable is explained depending on the conditions and their abilities. This classification is followed by the utilization and survivability of RAs with the requirements and recommendations of the main mining countries. Based on the utilization and survivability constraints, basic human requirements, waiting for a rescue team, and the required physical specifications of RAs during the events are analyzed in detail for various countries with their regulations. Among these, the specification, resistance to the explosion, is discussed in particular, and the studies in the literature are examined in terms of structural deformation. The highest deformed zones, the beneficiation of reinforcing steel components such as stiffeners, and the simulation approaches are investigated through this review.

The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.
