Fluorite (calcium fluoride—CaF2), also known as fluorspar, is an industrial mineral used in metallurgy, hydrofluoric acid production, and ceramics manufacturing. Based on the results from a previous study, a low-grade fluorspar by-product (20.0% CaF2) originating from the exploitation of a rare earth carbonatite deposit can be improved to 75.4% by combining magnetic separation and acid leaching. The present research aimed to develop and optimize a column flotation process to increase the purity of this fluorspar by-product by removing residual silicate minerals and meeting the requirements for ceramic manufacturing (> 85% CaF2). The optimal flotation conditions required for maximizing the recovery and improving the grade of a fluorspar by-product were identified using a conventional approach combined with a response surface methodology (Box-Behnken design). Optimal fluorspar flotation was achieved under the following conditions: 3.6 g/kg of sodium oleate as the collector, 2 g/kg of sodium silicate as the pH modifier and depressant, a conditioning time of 35 min, a flotation time of 7 min, and a solid-to-liquid ratio (S/L) of the pulp of 5%. Under these conditions, 86.8% fluorspar recovery was achieved, and the grade increased from 76.5% in the feed (metallurgical grade) to 88.6% (ceramic grade) in the final concentrate. The silicon content decreased from 5.66% in the feed to 1.12% in the fluorspar concentrate. Using magnetic separation before the flotation improves the final content of fluorspar in the concentrate with the final grade of 94.4%.

The Los Angeles County Metropolitan Transportation Authority (LA Metro) Purple Line Extension Section 1 (PLE1) is a $3.12 billion USD design-build, underground heavy rail project, connecting an existing station at Wilshire Blvd. and Western Ave. and extending 3.92 miles under Wilshire Blvd, terminating approximately 550 feet west of Wilshire and La Cienega Blvds. The project alignment runs immediately adjacent to the La Brea Tar Pits, world renowned for Pleistocene fossils and continuous seepage of asphaltum (locally known as tar) and gas in an urban setting. This paper presents a successful case history of the planning, design, and construction efforts to safely construct the bored tunnels through Reach 3 of the alignment (between Wilshire/Fairfax Station, and Wilshire/La Cienega Station), in a designated Methane Zone in the City of Los Angeles. Historical context on decades of challenges and studies is summarized. Further, this paper outlines the pro-active partnership between the Owner: LA Metro, the Design Builder: Skanska-Traylor-Shea Joint Venture, and geotechnical design services provided by Golder Associates to safely manage pressurized face tunneling through a confined gas zone near the La Brea Tar Pits. Specifically, a program of in-situ oxidation and soil gas extraction was designed to test and analyze risks associated with pressurized face TBM tunneling through the complex subsurface geological conditions, then implemented during construction. In advance of tunneling, a network of wells was used to draw air into the gas zone to oxidize the 6,500 ppm hydrogen sulfide gas, as well as determine methane recharge rate. During TBM tunneling, the wells were converted to a gas extraction system to evacuate, filter (H2S) and burn (CH4) the gas as the Tunnel Boring Machine passed, providing a preferential pathway for the gas to migrate toward extraction wells, and preventing the migration to adjacent buildings. The team extracted and treated 3,857,000 cubic feet of mostly methane gas over 40 days as the TBMs passed through the zone. Gas behavior, pressures, and concentrations were monitored not only from the extraction system, but also in basements and utility vaults along this section of the alignment.

The flotation chemicals are important in mineral processing, and new progress is made in this area day by day. For sanidine purification, some commercial collectors, which can be harmful to the environment, are used. In that respect, the poly(amidoamine) (PAMAM) dendrimers, which are non-toxic for the environment, are good candidates for flotation applications. In this study, the second-generation PAMAM dendrimer was used as a collector to remove magnetite from sanidine by microflotation method, and obtained results were compared with commercial collectors. The results showed that the PAMAM dendrimer is an efficient and selective collector for magnetite. PAMAM adsorption mechanism was determined by zeta potential and FTIR spectra. According to the microflotation results, 87.76% of magnetite recovered at pH 8 by using PAMAM as a collector. It was found that the flotation recovery with the PAMAM dendrimers is similar to the Aero 704 between pH 2 and 6 but less between pH 6 and 9 and more between pH 9 and 12. All experiments were carried out five times and the standard deviation of all results was evaluated with p = 0.05 confidence interval. The second-generation PAMAM dendrimers can be an alternative flotation chemical to the commercial ones concerning usability at a wide pH range, recovery potential, and environmentally benign.

Demands on available lands will continue to increase due to the projected increase in population and industrial expansion. Though there is an upper limit on the available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as non-renewable and renewable. Lands with mineable resources can be dedicated at some point in time to the extraction of resources. Such a dedication, however long-term, is only temporary because of the non-renewable nature of the mineable resources. Implied here is that the land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no non-renewable uses are pre-empted and no renewable uses are permanently destroyed. The primary aspects of this planning process will be addressed in this paper, These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning and a long-term plan for resource conservation and utilization. Minerals, together with agriculture and forestry products, are the primary sources of wealth. Therefore, to avoid land development that may pre-empt future mineral resource utilization, the local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more work is needed in land use planning for lands with mineral deposits.

A senior design project is required by all accredited mining engineering degree programs. Often referred to as the capstone of a student’s education, this project is expected to include all the important components of the preliminary economic assessment of a mineral prospect, including orebody modeling, grade and reserve estimation, selection of mining and processing methods, preliminary mine design, access and utilities, environmental compliance and reclamation, and financial analysis. Two of the authors (Campbell and Holdsworth) completed a senior project in 2021. They analyzed the Akie zinc deposit located in Canada. This paper summarizes the economic analysis portion of that project. The two primary objectives of this economic analysis were risk reduction and integration of economics and engineering. Addressing risk is important as risk is one of the primary concerns in mining investments. Risk reduction was the primary concern through the entirety of this economic analysis. Integration of financial analysis and engineering design was the first component of a risk reduction design. This allowed for financial and engineering design to be optimized in conjunction with one another. This produced benefits from both a financial and an engineering prospective. From a market, economic, and financial risk perspective, risk was reduced by forecasting multiple metal price scenarios, and then addressing the Akie project’s economic viability at each price point. Lastly, risk was address through consideration of nontraditional financing options. The project also sought to minimize financial and human capital risk, by proposing mutually beneficial cooperative social relationships and favorable work, schedules. Description of that work is not included in this paper.

Researchers from the National Institute for Occupational Safety and Health’s Office of Mine Safety and Health Research conducted an assessment of the effects that ground control mesh might have on rock and float coal dust distribution in a coal mine. The increased use of mesh to control roof and rib spall introduces additional elevated surfaces on which rock or coal dust can collect. It is possible to increase the potential for dust explosion propagation if any float coal dust is not adequately inerted. In addition, the mesh may interfere with the collection of representative dust samples when using the pan-and-brush sampling method developed by the U.S. Bureau of Mines and used by the Mine Safety and Health Administration for band sampling. This study estimates the additional coal or rock dust that could accumulate on mesh and develops a means to collect representative dust samples from meshed entries.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

Since the Buffalo Creek incident in February, 1972, Federal and state environmental agencies have had the pressure on the coal industry in the Appalachian area to close the coal processing plant water circuits. In an attempt to comply with this requirement, Eastern .Associated Coal Corp. decided to install a vacuum disc filter system at its Kopperston plant to eliminate the tailings pond and reduce the amount of plant make-up water. It was recognized at the time that the plant static thickener tailings would be a very difficult slurry to dewater because of its unusually high clay content. The following is a case history of the Kopperston installation and the refinements Eastern has made in its vacuum disc filter operation to increase efficiency.

A cost analysis for two alternative contour mining methods is performed to compare their results. The methods evaluated are: 1) Front-End Loader/Truck Haulback and 2) Scraper Haulback. Before performing these analyses, output requirements and equipment needs are found based on integrating geometric limitations with material properties. The final geometric design establishes limits on clearances, congestion problems and grades (with associated running surface materials). All calculations are kept practical, with assumptions clearly stated. The cost analysis is a unique, easily utilized compilation of several different approaches incorporating cost engineering principles. The strengths of each are welded into a cohesive entity once again aimed at practical application. The results are presented in tabular form.

In assessing the future markets for a mineral from a producing district, three key aspects must be considered: 1) the future growth in markets, 2) the competitiveness of the district in terms of production costs and reserve adequacy, and 3) the competition from alternative sources of supply. This paper will focus on the first issue by developing a method of predicting the demand for phosphate from the trends in the major markets for phosphate products, primarily the fertilizer and agricultural markets. The paper will show how broad changes in the final end use markets for phosphate products have evolved over time and how this has affected the needs for phosphate rock. These trends are then projected into the future to make an assessment of future phosphate requirements.

The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

The Mission Valley Light Rail will loop through San Diego State University (SDSU)and to minimize the impact of construction most of the works will be underground. The project will require construction of a 330-m long (1080-ft), 11.24-m wide (36.9-ft),single twin track tunnel through Stadium Conglomerate, a poorly cemented dense sandy gravel with cobbles. Key technical issues are discussed including the ground conditions and predicted ground response, the use of sequential excavation methods to control deformations and specific construction concerns such as instrumentation and monitoring. Management of the construction process to minimize risk is particularly important in this environment and the strategy selected to control the works is also considered.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. As per most other earth science engineering problems, the underground coal geotechnical environment and the way in which roof and rib support interacts with the rock mass are complex issues. While the problem should not be oversimplified (i.e., the dominant failure mechanisms or critical data input parameters should not be ignored), without question judicious simplification is at the heart of all good engineering design. Engineers play a vital role in supplying the world with solutions and products; however it is crucial that engineers make practical and readily useable contributions. One way to ensure this is to employ simplification in the engineering process.

Mining companies have sharpened their refocus on their tailings management strategies in recent years. Mining companies with tailings storage facilities that use the upstream construction method have been challenged to track the evolution of industry standards, assess risks, revise design, and communicate design revisions with regulators. While many aspects of best practices and industry standards have evolved in recent years as an attribute of continual improvement, the controlling standard in the design of many upstream dams is understanding the foundational strengths of hydraulically deposited tailings. Following best practices and industry standards, Hibbing Taconite Company managed by Cleveland-Cliffs, began the re-evaluation of foundation strengths underlying a system of upstream dams at the company’s iron ore mine tailings storage facility in northern Minnesota. Initial steps in the re-evaluation require reanalysis of design parameters and recommendations by the Engineer of Record to the Owner, which was followed by a series of meetings with the Technical Review Board to determine an initial path forward. Once a path forward and preliminary design parameters were determined, the Owner engaged with the State Dam Safety Engineer to discuss and seek approval of the plan. With continuous regulatory engagement throughout the process, further refinement of the design parameters for the hydraulically-placed tailings foundations underlying upstream dams began with field and lab geotechnical investigations. Following a review of risk assessments and trigger actions response plans, Hibbing Taconite revised its tailings storage facility operating plans and budget for the coming years. Based on the findings of the re-evaluation, reanalysis, and refinement of parameters, a paradigm shift was realized with the hydraulically placed tailings foundation strengths underlying the upstream system of dams. This paper explores the path that the Hibbing Taconite Company followed to understand the paradigm shift and construct downstream improvements. The plan involved tailings re-characterization, dam design revisions, operating plan reconciliation, budget revisions, wetland permitting, dam safety permit amendments, storm water prevention plans, borrow materials studies, new concrete decant structures and the pursuit to recognize and be consistent with industry standards.

The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. A majority of the chemical process industry uses lime in either a powder or liquid form. Engineering and maintenance personnel often face a long and potentially expensive trial-and-error period in order to find the best process equipment to handle lime. Limestone is mined from a quarry in the form of calcium carbonate (CaCO3). Then, it is crushed and fed into a kiln at approximately 1,093° C (2,000° F), where the carbon dioxide is burned off (calcining) to make calcium oxide (CaO).
