Given the recent focus on powered haulage incidents within the US mining sector, an appraisal of collision avoidance/warning systems (CXSs) through the lens of the available research literature is timely. This paper describes a rapid review that identifies, characterizes, and classifies the research literature to evaluate the maturity of CXS technology through the application of a Technology Readiness Assessment. Systematic search methods were applied to three electronic databases, and relevant articles were identified through the application of inclusion and exclusion criteria. Sixty-four articles from 2000 to 2020 met these criteria and were categorized into seven CXS technology categories. Review and assessment of the articles indicates that much of the literature-based evidence for CXS technology lies within lower levels of maturity (i.e., components and prototypes tested under laboratory conditions and in relevant environments). However, less evidence exists for CXS technology at higher levels of maturity (i.e., complete systems evaluated within operational environments) despite the existence of commercial products in the marketplace. This lack of evidence at higher maturity levels within the scientific literature highlights the need for systematic peer-reviewed research to evaluate the performance of CXS technologies and demonstrate the efficacy of prototypes or commercial products, which could be fostered by more collaboration between academia, research institutions, manufacturers, and mining companies. Additionally, results of the review reveal that most of the literature relevant to CXS technologies is focused on vehicle-to-vehicle interactions. However, this contrasts with haul truck fatal accident statistics that indicate that most haul truck fatal accidents are due to vehicle-to-environment interactions (e.g., traveling through a berm). Lastly, the relatively small amount of literature and segmented nature of the included studies suggests that there is a need for incremental progress or more stepwise research that would facilitate the improvement of CXS technologies over time. This progression over time could be achieved through continued long-term interest and support for CXS technology research.

Diesel powered equipment has been operated in underground coal for more than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trona, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment.

Industrial minerals are critical to most aspects of modern society. They are pervasive in both industry and in everyone's lives (McVey, 1989; Barsotti, 1993). They are also the dominant class of minerals produced in the United States but this fact is little known outside the industry. For example, in 1993 (U.S. Bureau of Mines, 1995, table 1) industrial mineral dollar value was double that of metals ($20.86 billion vs. $10.88 billion) and employment levels were nearly so (74,000 vs. 40,000). A further difference is that transportation tends to dominate production costs (FOB end user) whereas they are much less significant in other mining ventures or other industries. Finally, metal mines are more concentrated west of the Mississippi; industrial mineral operations are more prevalent to the east (U.S. Bureau of Mines, 1995, p. 16-17). The significance of transport cost is discussed in Part 2, which is essentially Barker and Austin, 1995. Part 1 will update and expand portions of Barker and Austin (1995) and provide a more detailed discussion of import/export relationships using a China/United States reference point because of China's dramatic influence on some industrial mineral markets since the mid-1980s (barite, etc.).

This paper reviews a study conducted for Australian Coal Research Limited (ACARP) to assist Anglo-American operations with better understanding of coal burst mechanics and control based on U.S. practical experience, investigations, and inspections in three major U.S. coalfields over the past 45 years. The study examined both nonviolent and burst-prone case studies to identify contributing risk factors and addressed failure mechanisms for major U.S. coalfields in Utah, Colorado, and Kentucky, which have diverse characteristics. To investigate the mechanics of coal burst, a multipronged approach is used. First, field measurements in three mines from East Mountain, Utah, are complemented with finite-difference stress analyses to address the importance of horizontal stress in coal pillar mechanics of violent failure. Second, the computational procedures for estimating seismicity resulting from slip along geological discontinuities are reviewed, as these measurements point to seismicity being the trigger mechanism for violent failure of marginally stable structures. This joint-slip seismicity mechanism is in agreement with the more recentimproved re-examination of mining-induced seismicity (MIS) data from the Crandall Canyon Mine, Utah by University of Utah (UOU). Third, a hybrid statistical-analytical methodology is applied for identifying significant factors affecting coal burst. It utilizes data from 30 case studies including those from Utah, Colorado, Kentucky, and other eastern U.S. mines. The statistical approach reinforces field measurements and points to strata rigidity, joint spacings, and horizontal stress field as significant factors affecting damage resulting from coal bursts. This provides practical capabilities for identifying operations of higher risk using a rigidity-cavability variable. Overall, the study provides valuable insights into the mechanics and risk factors associated with coal bursts in major U.S. coalfields. By utilizing a multipronged approach that incorporates both field measurements and statistical-analytical calculations, the study offers practical capabilities for identifying operations of higher risk and improving coal burst control.

The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. The effects of induced seismicity caused by mining activities are one of the main problems that the mining industry faces. Although it has been documented by countries with a great mining tradition (United States, Canada, Australia and Chile) for over a century, the problem has been intensified throughout the years due to the greater depths that mineral extraction reaches, where the stress levels and environmental conditions increase the possibility of a rockburst occurrence. Seismic events inside the mine cause important losses of human lives and infrastructure damage. To deal with this problem it is necessary to implement several kinds of safety protocols. For example, seismic indicators allow to identify, through the analysis of a set of seismic parameters -magnitude, energy, time, decay rate, among others-, periods of time when a seismic event of considerable magnitude is most likely to occur. The objective of this work is to use the frictional energy generated by a microearthquake inside the mine as a seismic indicator, linking it with the occurrence of large magnitude seismic events which are outer the background activity. Thus, we seek to determine the set of seismic parameters which allow the best performance of the frictional energy/heat indicator. In the present study, we considered magnitude, frictional energy, and time as seismic parameters to study the efficiency of the proposed indicator. The optimal set of parameters was determined using two different methodologies: accumulated thermal energy and alert bands. The Piece Skill Score and the Accuracy indexes were used to evaluate each set of parameters. Both approaches show a high rate of true positive and true negative hits. Furthermore, it was concluded that both methods show complementary results in terms of the detection of critical events (Mw > 3.0).

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor --will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

"Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them…” (Agricola, 1556). In 2016, it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate.“Most commonly, the social license to operate (SLO) is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat, 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders (Bice, 2014).”A generation ago we learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three-legged stool is a very stable structure (Fig. 1).In 2016, it seems that we have added some other legs to the stool (Fig 2). The Australasian Code for Reporting of Exploration Results, Mineral Resources and Ore Reserves (JORC Code) addresses “social, and governmental factors…” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves.”The Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Guidelines refer to “environmental, legal and social data…(CIM 2003).”Compared to these, the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the competent person.When there are more than three legs on the stool, it is imperative that all legs be constructed exactly to the design. Any one or more legs that are out of alignment will cause the stool to wobble.Engineers are trained to create designs to meet specifications. Loads can be estimated, forces calculated and cost studies completed that will lead to, not only a stable design, but the most efficient design that meets the specifications."

The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

"Native antimony metal is rare and antimony generally occurs together with gold, lead, copper and silver. There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main economic mineral.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. While China remains the leading primary producer, accounting for 69 percent (80.5 kt or 88,700 st) of the global 117.5 kt (129,000 st) in 2017, market consolidation and regulatory inspections across China leading to closures of facilities have caused a significant decrease in Chinese output from 115.8 kt (127,600 st) in 2015 (81 percent of global production).Tajikistan and Russia are the next largest producers of antimony after China, both ramping up production in recent years. Russia could significantly increase its supply of antimony if Polyus moves ahead with supplying 10-12 kt/a (11,000–13,200 stpy) of contained antimony from gold tailings. Australia and Bolivia are also significant mine producers outside China. The value of the different ores varies based on the metal content of the concentrates, with the most valuable gold-bearing ores sourced from Australia’s Costerfield Mine and the least valuable mercury-bearing ores sourced from the Anzob Mine in Tajikistan. On average, Bolivian and Russian ores trade at an intermediate value between those from Costerfield and Anzob. Nearly all of the rest-of-world production is exported to China, where the ores and concentrates are processed into antimony ingots and oxides.Antimony ingot production is not as widespread as is the case with antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries ,such as Vietnam and Myanmar, where environmental legislation has historically been less stringent. Tajikistan has become a growing producer of antimony ingot since 2014, coming from the commissioned metallurgical plant at the Anzob Mine.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe (mainly Belgium and France), which relies on imported antimony metal feedstock, mostly from China.A new antimony project under construction by Strategic and Precious Metals Processing (SPMP) in Oman made progress in 2016 and 2017, and after producing first metal in April 2016 in test facilities, was set to be commissioned in the first quarter of 2018. Commissioning had been moved back to June 2018, with a potential ramp-up to 2-3 kt/a (2,200 to 3,300 stpy) of antimony metal by the end of 2018. SPMP is also reviewing producing antimony oxide as part of its flow sheet."

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

If it had not been for the almost unbelievable adventures that came before and after, the last ten months of 19 15 would have been exciting enough for anyone. As it was they were a cheerful interlude. I spent most of the time on our Warren operations catching up on a lot of underground work and visiting Ajo every few weeks to see if my Chuquicamata visit might help solve the New Cornelia problem. While the difficulties were finally solved, at times they seemed almost hopeless. About all I could do to help was to make sure that the ore sent to the pilot plants represented the average ore that must be treated in the final 5000 tpd mill. Dr. Ricketts and John Greenway worked tirelessly with the best consulting advice they could obtain. Credit for the final success was due chiefly to their efforts. Since our old group had given up its "Merry Widow" home in Warren, a few of us got rooms in the company-built Cole Building over the Warren grocery store. This included Jim Lewis, Roy Mitchell, Steve Landon, Paul Stevens, and Hubert d'Autremont who came from Duluth to join our legal staff. Later we rented a small house two blocks from the Calumet and Arizona office. With the now flourishing country club only a 10-min walk away, and an electric car running to it every half hour or so, we were able to give parties in return for the hospitality of our friends. One of the most pleasant episodes came by luck a few days after I got back from Chile. Chester Congdon, a leading director in Calumet and Arizona, with his wife and their daughters, Elizabeth and Helen, spent a couple of days at the Greenway house before making an auto- mobile trip across the desert from Tucson to Ajo. At the same time I arranged to examine the small but rich Bush and Baxter copper mine a few miles from Tucson. I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

With more electronic systems being introduced underground, the mining industry faces electromagnetic compatibility (EMC) issues caused by electromagnetic energy emitted by one device adversely impacting the normal function of another. This paper provides an overview of EMC and electromagnetic interference (EMI) research for underground mining, including a review of EMI in other industries applicable to mining, published EMI research pertaining to mining applications, representative EMI incidences, related EMI legislation in mining, and mitigation strategies.

1. Theory of Wet Dust Suppression Techniques Wet dust suppression is the utilization of a liquid for the control, reduction or elimination of airborne dust, or the suppression of such dust at its source. Effective control involves: a. The confinement of the dust within the dust producing area by a curtain of moisture. b. The wetting of the dust by direct contact between the particles and droplets of moisture. c. The formation of agglomerates too heavy to remain airborne, by combining small dust particles with each other and with the droplets of liquid. From the standpoint of economy, availability and safety, water is the ideal fluid. From the standpoint of effectiveness, however, it leaves much to be desired. As a result, a tech¬nique has been devised in which very small percentages of specially formulated dust control compounds are blended with water to greatly enhance its dust suppression qualities. The terms "dust control compounds, wetting agents and surface active agents" are frequently used interchangeably. Although dust control compounds represent a specific type of wetting agent, a great many wetting agents are far from satisfactory for dust control. "Wetting Agents" is a broad category which covers such items as emulsifiers, solubilizers, detergents, foamers, penetrants, thickeners, etc. Dust control compounds, on the other hand, are carefully formulated blends in which one or more special surface active agents have been incorporated.

Speed and torque control of standard A.C. induction motors can be accomplished using a variety of devices ranging from mechanical, hydraulic, and electrical. Also, the motor can be specified as an A.C. wound rotor or D.C. motor using the associated controls. Normally, any one of these drive types can be adequately used to provide the torque control necessary to accelerate a conveyor belt system. The selection will depend on the economics, experience, and preference of the designer or end user. These drive types will be presented from a functional and performance viewpoint to assist in the understanding of the available technology.

"Challenges have emerged as subway systems age and as new tunnels are bored in congested corridors or in high-risk environments. To help public transportation agencies address tunneling challenges, the American Public Transportation Association has convened numerous independent industry peer reviews composed of top experts in their fields to come together and provide recommendations and solutions. This paper provides case histories of peer reviews that include topics such as boring through toxic soils, boring underneath existing tunnels, retrofit of tunnel ventilation systems, and mitigation of water intrusion. Peer reviews are applicable to all tunnel projects worldwide. The paper will highlight the conditions of these challenges, peer review recommendations, steps taken to reach agreement, and the successes that resulted, which led to major changes, new legislation and reduction of risk. INTRODUCTION Public transit agencies face many challenges in maintaining and expanding safe transit operations, especially as systems age, ridership expands, and budgets remain flat. The development of new industry standards and federal safety regulations places further demands on transit systems, with compliance often taxing in-house resources. Studies of the state-of-good-repair across US public transit systems indicate a current backlog of $84 billion in maintenance projects, which will require an investment of $18.2 billion per year to eliminate the backlog by 2030[1]. Systems not in a state-of-good-repair may not operate efficiently, may not be available to meet the growing ridership demands, and may not meet required safety goals or reduction of risk. Innovation is another clear need transit agencies have for improving system performance and lowering operating costs.To meet these challenges, transit agencies often turn to industry peer reviews for guidance and recommendations as part of their overall strategy to maintain and grow the safe operation of their systems. As a service to its members, the American Public Transportation System (APTA) has developed an industry peer review program designed to give agencies opportunities to learn from each other and help them address challenges in operations, engineering design, and construction of their systems. Over the past 20 years, APTA has performed hundreds of peer reviews covering all aspects of transit system operations from fare collection to agency organization, project delivery methods to safety culture, and engineering design including tunneling and tunnel fire ventilation. As rail transit systems expand to meet increased ridership, it is often necessary to bore new tunnels for alignments in congested areas where surface rights-of-way are lacking. Such proposed alignments can pose significant challenges for transit agencies, as they contend with various tunneling problems."

The concept of mine safety is highlighted in the literature of sustainable mining but not extensively discussed. This study analyzes various aspects of underground and surface mine safety and emphasizes its importance in the context of sustainable mining. More specifically, this research attempts to find the relationship between mine hazards and demographic characteristics, examine and compare the perceptual difference among miners, and determine the impact of mine hazards on workplace safety and safety climate. Descriptive analysis, chi-square test, independent samples t test, and linear regression modeling were conducted to achieve study objectives. Results confirmed that mine hazards were significantly associated with age and experience. Miners perceived lower levels of management safety practices, followed by supervisor safety, coworker safety, and job safety. The analysis showed that underground miners reported lower safety scores than surface miners. There was a statistically significant difference between miners’ perception of safety climate (p < 0.05). The results showed that the higher prevalence of mine hazards predicts poor workplace safety and a low safety climate. The regression models revealed that mine hazards have a significant effect on workplace safety (p < 0.05) and safety climate (p < 0.05). In conclusion, the distinctive model of mine safety presented here contributes to the monitoring and design of comprehensive safety interventions and helps to better understand how certain factors interact on multiple levels to influence the overall safety of the industry. In this study, some suggestions are put forward to provide directions to develop a sustainable mine safety system.
