The Spokane Research Laboratory of the National Institute for Occupational Safety and Health has demonstrated a prototype hydrogen-fueled mining vehicle as an alternative to diesel equipment in underground mines. Safety and control systems were added to allow a 70-kW rubber-tired hydrogen vehicle, originally developed by the U. S. Bureau of Mines and Hydrogen Consultants, Inc. (now Hydrogen Components, Inc., of Littleton, CO), to be tested. This work began in late 2000 and culminated with a Mine Safety and Health Administration fire safety review and field tests at the Stillwater Mine in Nye, MT, in 2004.

The MetroWest Water Supply Tunnel project includes three main work shafts, excavated primarily in rock. Shaft L is 9.8 m (32 ft) diameter and 124.1 m (407 ft)deep. Shaft E is 7.0 by 12.8 m (23 by 42 ft) and 91.4 m (300 ft) deep. Shaft 5A is 7.9m (26 ft) diameter and 72.5 m (238 ft) deep. Construction methods are compared and contrasted. Lessons learned involve a differing site condition in soil overburden, contractor-proposed modifications, and remedial slurry wall work. Other aspects discussed include noise and vibration control, groundwater inflow, water treatment, muck handling and contract administration issues.

Surface mining in arctic regions is characterized by many unique problems. Continuous and discontinuous permafrost (perennially frozen ground) occurs in most of the arctic and subarctic areas. Permafrost presents special problems of slope stability. Stability of permafrost depends on its temperature, moisture content, and material type. Permafrost slope fails due to solifluction, disturbance of ice-rich slopes, and liquefaction. Drilling and blasting of frozen ground present special problems. Depending on their degree of saturation with water, freezing soils and rocks have a number of important characteristics that affect blasting efficiency. Metals used in mining equipment and mining structures require special selection. At low temperatures, many steels lose most of their normal ductility and toughness (resistance to brittle fracture). This paper discusses engineering solutions to unique problems of arctic mining.

The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

OPEN STOPING An open stope is an underground cavity from which the initial ore has been mined. Caving of the opening is prevented (at least temporarily) by support from the unmined ore or waste left in the stope, in the form of pillars, and the stope walls (also called ribs or abutments). In addition to this primary support system of open stoping, some secondary support may also be required using rockbolts, reinforcing rods, split pipes, or shotcrete to stabilize the rock surface immediately adjacent to the opening. The secondary reinforcement procedure does not preclude the method classified as open stoping. There are many forms of open-stope mining used to extract the initial material from a mine. Having once established that the mineral and waste rock are competent enough to use an open-stoping method, and assuming that the reserve is not classified as gassy, the Form which the method will take is primarily determined by the dip and thickness of the reserve. How these two factors affect the selection of the open-stope mining is discussed in a later chapter. At this point it will suffice to say that the classification of the open-stopes mining system which follows is based on whether dry' broken materials flows by gravity or whether it must be moved by nongravity methods where energy must be supplied to move the material. Room-and Pillar-Mining Room-and-pillar mining is an open-stoping method where mining progresses in a nearly horizontal or low angle direction by opening multiple stopes or rooms, leaving solid material to act as pillars to support the vertical load. Since the direction of excavation (angle of dip) is below that which would cause the dry material to flow by gravity to a drawpoint or gathering point, the material must be loaded in the room where it was extracted and transported to a point where it will flow, either by gravity or mechanical means, to a central gathering point to be taken out of the mine. This is an important aspect of room-and-pillar mining which differentiates the system from other open-stope mining methods which rely heavily upon gravity to transport ore from where it was broken to a lower elevation, usually through a drawpoint. There are many variations of the method which go by a number of names in local districts: breast stoping, breast-and-bench stoping, board-and-pillar, stall-and-pillar, and panel-and-pillar are all basically open-stope room-and-pillar mining. In some instances detailed stope planning is almost nonexistent; i.e., the operator simply follows the visual pay values, leaves pillars only where necessary, and tries to locate them in the zones of lower value. This method of mining is as old as the beginning of underground mining itself, dating back thousands of years. Early in the history of mining in this country, the term "gophering" was used to describe this method (Peek 1941). The term is appropriate, for it brings to mind the exact results of this type of system-a random and irregular room-and-pillar mine. In other instances where the mineral values are consistent both in physical dimensions and quality, the mine layout can be planned to the last detail, resulting in a uniform room-and-pillar mine. Coal, trona, gilsonite, potash, oil shale, salt, limestone, and sandstone mines can usually follow such a system. Today, most metal mines using a room-and-pillar operation try to mine as regular a pattern as possible but deviation in height, width, thickness, dip, and grade of the ore results in comparable deviation in the mine plan. Variations of the Room-and-pillar System It is necessary to briefly describe some of the many variations of the room-and-pillar system of mining, enabling the reader to fully explore the concepts and become familiar with the terminology used before going on to the details of mine design. Full-Face Slicing: If in the process of opening the rooms the total vertical extent of the mineral values of the particular seam or strata are extracted from the advance of one vertical face, the term used to describe this is full-face slicing. This face is also known as the "breast." There is no mineral of economic value intentionally left either in the floor or the roof (back) to be mined later. To be able to extract the full-face height in one pass, the mining equipment must obviously be designed to reach as high as the back. In an Appalachian coal mine, this may be all of 660.4 mm (26 in.); for a future oil shale property it might be 15.24 m (50 ft). Normally, however, in a majority of mines where the mining face gets over 6.09 to 6.7 m (20 to 22 ft), the tendency is to divide the face into more than one pass. Over this height, it becomes difficult to properly see and remove loose rock from the back with a hand "mining bar." Where the process of taking down loose rock has become mechanized, higher full-face mining can be safely practiced. Most eastern and midwestern coal seams and western uranium, trona, and potash seams in the United States are easily reached in a single face; many limestone, lead, and zinc mines must resort, at least in part, to "multiple-slicing" to remove all the minerals of value. Multiple Slicing (also known as multiple-pass mining): In many cases it is not practical to carry the full vertical height of the mining horizon as a full face. The Norwegian Lake Tap Method was successfully used to tap into the side of Lake Dorothy 36.5 m (120') below the lake surface. The lake tap allows water to flowinto an access tunnel from the lake lowering the water elevation below its natural out-fall. When the lake reaches a predetermined elevation below the outfall, a 1.5 m (60?) valve in the tunnel will be shut and discharge from Lake Dorothy will stop temporarily allowing construction of a dam located 2.9 km (1.8 miles) downstream at Bart Lake. The lake tap and tunnel were one phase of the $64 million Lake Dorothy Hydroelectric Project, owned and operated by Alaska Electric Light & Power Company (AEL&P), a private utility located in Juneau, AK. The Lake Dorothy portal site and tunnel are located approximately 25.7 km (16 miles) southeast of Juneau, AK, in the remote Tongass National Forest at an elevation of 701 m (2,300') above sea level in the mountains above the Taku Inlet. Thirty degree snow covered mountainsides and limited access by helicopter were just two of the many factors which challenged this unique project. The lake tap and tunnel development consisted of 250 m (820') of horizontal tun-nel, averaging 3.6 m x 3.6 m (12' × 12'), excavated using conventional drill and blast methods in highly competent Granodiorite and Tonalite rock, placement of one 3.9 m (13') long concrete plug, or bulkhead, located at the tunnel midpoint, and one 3 m (10') diameter lake tap into the side of Lake Dorothy. This paper will provide an analysis of the logistical and engineering challenges involved in the development of one of only a handful of lake taps in North America. AEL&P and contractor J. S. Redpath Corporation worked together to complete this critical project phase safely and on schedule, in a location accessible only by helicopter and plagued by constantly changing, harsh weather conditions. A strict schedule had to be maintained to ensure the timely operation of the downstream dam and power plant.

The Extent of Government Involvement In 1982 national governments in the Non-Socialist world owned at least some equity share in an estimated 49 percent of the bauxite mining capacity located in their own countries.* By comparison, as Figure 1 shows, in the same year governments owned at least part of an estimated 33 per cent of primary aluminium smelting capacity. In other industries, national, or state governments in 1982 held at least part ownership of mining capacity in 42 per cent in the copper industry, 34 per cent in the tin industry, 23 per cent of the zinc industry, 15 per cent of the lead industry and 11 per cent in the nickel industry. Thus while within the aluminium industry attention has focussed on the share of government ownership in the primary aluminium sector, national government involvement through ownership is larger in the bauxite sector. Moreover, ownership by government is more widespread in the mining of bauxite than in the mining of all other principal non-ferrous base metals. Yet while the equity participation of governments in the bauxite sector is widespread, it is but one of many forms of government involvement. In addition to direct ownership or equity participation domestic government involvement has taken the form of legislation to protect the environment, controls on the level of production, insistence on the export of ore, pressure to maintain levels of employment, controls on the type of fuel used, foreign exchange *Capacity which is owned in whole or in part is included within the state sector, but capacity in one country which is owned by a wholly or partly owned government company in another company is not included in the state sector; e.g. the capacity of the Trombetas mine is included in the state sector but the capacity of Delphi bauxite would not be included.

Until the suspension of conventional operations in 1996, the White Pine Mine was the second-largest active underground copper mine in the United States, underlying an area of approximately 30 km2 (13 sq. miles) in the Upper Peninsula of Michigan. The mine operator intends to initiate in-stope solution copper mining by circulating a solution (lixiviant) of mine water, sulfuric acid and ferric iron through rubblized ore. As planned, the solution would be retired in the mined-out stopes following completion of the solution-mining activities. Investigations into the fate of the retired solution indicated that the solution, through time, would change from an acidic, metal-rich solution to a near-neutral, reducing solution containing much lower concentrations of metals. Investigations included reaction-path modeling (EQ3/6) and laboratory and in-mine tests. The combination of neutralization and reduction will result in precipitation of most metals, primarily as metallic sulfates, chlorides and sulfides.

The understanding of yielding pillar behavior has been well documented in terms of pillar strength using numerical simulations and empirical formulas, but the understanding of how fracture propagates in a matured yielding pillar is not well established. A new empirical summation chart of fracture distribution along the matured yielding pillar is presented in this paper. The chart was developed using ground penetrating radar (GPR) supported by borescope observations, focusing on monitoring the distribution of extension fracture.

Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. I was very interested in Professor Park's data on subsidence over longwall panels. His paragraph labeled "Conclusion," however, does not seem appropriate for the article. Nothing in the article gives any discussion of how knowledge of subsidence characteristics can be used in mine design to minimize damage. That thought may have been a reason for undertaking this study, but not a conclusion of it. From his article, I would conclude that subsidence movements last considerably longer at great depth. And the National Coal Board's subsidence prediction model represents this area reasonably accurately, though most literature claims their model predicts far greater disturbances than actually occur in most areas of the United States. Also, I would like to know, is the method used to determine angle of draw? The criterion used can make a significant difference in the value obtained. With 30 m (100 ft) spacing and a 122-m (400-ft) depth the angle between stations can be up to 14°.

The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.

Discussion by S. Serata and K. Fuenkajorn Background Results of the above study in the August 1991 issue of Mining Engineering offer valuable lessons in the solution of cutter-roof problems. The original study plan was initiated by the discussion authors to solve the problems using the "stress control method" of mining (Serata 1976, 1982; Serata, Carr and Martin, 1984; Serata and Gardner, 1986; Serata, Gardner and Preston, 1986; Serata, Gardnerand Shrinivasan, 1986; Serata and Kikuchi, 1986; Serata, Preston and Galagoda, 1987) However, the plan and the planner were changed to the arrangement reported in the paper. The change was considered reasonable at the time due to the mine engineers' uncertainties about the stress control method. Consequently, the basic principle of the study was shifted from the original stress control method to the method described in the paper, which will be called the "yield pillar method" for the purposes of this discussion. The paper convinces the reader that the yield pillar method fails to solve the cutter-roof problems. This doesn't mean that the stress control method also fails. Actually the contrary is true, as discussed below. Limitation of the yield pillar method The paper illustrates clearly how poorly the yield pillar method performs in solving the problem. The reason for this failure is the lack of the protective stress envelope needed to stabilize the cutter roof. Unfortunately, the protective envelope cannot be formed properly without utilizing the stress control method of mining. Changing the pillar size does not make much difference in the roof stability. Stress measurement The key issue is how to form the global stress envelope to make the gate entries safe for production. Therefore, measuring the stress condition of the ground around the mine opening is critically important to solving the cutter-roof problem, regardless of the method applied. With regard to the stress measurement, there is a serious question as to the reported stress state of [6 i = -51.7 MPa (-7499 psi), G2 = -44.5 MPa (-6458 psi) and 63 = -30.8 MPa (-4465 psi)]. It is mechanically impossible to have such a stress state at any location in the mine ground since the known initial vertical stress [o,,] is less than or equal to 800 psi. There may be a large stress state in the [61] direction, but that is possible only at the expense of the [63] value. Having the above stress tensors in the mine is simply impossible. The questionable, reported stress values could be attributed to the application of the overcoring method, which tends to produce erroneously large stress values in the extremely nonelastic mine ground. Stress control method The paper should be considered as a major contribution demonstrating the limitation of the yield pillar method. At the same time, the paper does not disprove the stress control method. However, in comparing the paper with stress control studies conducted in other similar failing grounds, the stress control method appears to be able to solve the problem more effectively. Therefore it is advisable that the mine not give up its efforts to solve the problem. To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. The purpose of the Upper Rouge Tunnel system (URT) is to capture and significantly reduce the uncontrolled CSO from these 17 outfalls in Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township. A small size quarrying activity (3 different quarries with an overall production in blocks less than 10.000 m3/year) has been exploiting for a long time the ?Tonalite? deposit of Adamello-Presanella. In 1967, given the outstanding natural beauty of the area, a natural park has been established with the aim of preserving environmental quality and, at the same time, of providing a sustainable development to the area. Because of the potential impacts of a mining activity in such a context, a specific study has been recently carried out in order to define if and how the quarries could co-exist with the park, beyond the ?administrative results? of a classic environmental impact assessment. The paper deals with the process that drove to the conclusion that the activities are not ?a priori? incompatible with the aims of the park. In the opinion of the authors, a responsible quarry management, which must take inspiration from the care given to environment by traditional alpine productive activities (e.g. the use of water, of wood, and of the stone itself), and take advantage of modern technologies in terms of emissions and safety, can be considered not only compatible with the protected area, but even able to positively contribute to the protection of the land and environment (Barisone et al., 2001). A series of specific prescriptions, which have been adopted by the Park Authorities after this study, are also discussed in the paper: only the definition of suitable spatial and temporal limits, the adoption of effective technical practices and a strict control are considered to be able to drive this ?exceptional? activity towards the final goal of real sustainability.

A specialized Pore-Fluid Array sampler (PFA) was designed to collect and store pore-fluids to monitor temporal changes of ions and gases in gas hydrate bearing sediments. We tested the hypothesis that pore-fluid chemistry records hydrate formation or decomposition events and reflects local seismic activity. The PFA is a seafloor probe that consists of an interchangeable instrument package that houses OsmoSamplers, long-term pore-fluid samplers; a specialized low-dead volume fluid coupler; and eight sample ports along a 10-meter sediment probe shaft. The PFA was deployed at Mississippi Canyon 118, a Gulf of Mexico hydrate site. A 160-day record was acquired from the overlying water (OLW) and 1.3 meters below seafloor (mbsf). Fluids were measured for dissolved chloride, sulfate, and methane concentrations and dissolved inorganic carbon and methane stable carbon and deuterium isotope ratios. Chloride and sulfate did not change significantly over time, suggesting the absence of gas hydrate formation or decomposition events. Over the temporal record, methane concentrations averaged 4 mM at 1.3 mbsf and was thermogenic in origin (d13C-CH4 = -32.4±3.4?). The timing of an anomalous 14 mM methane spike coincided with a nearby earthquake (Mw=5.8), consistent with the hypothesis that pore-fluid chemistry reflects seismic events. The adsorption process, density and structural property of the oleate layer adsorbed onto a hydroxyapatite (HAP) surface at six different concentrations and three pHs (pH 8, 9 and 10) have been studied using the technique of quartz crystal microbalance with dissipation (QCM-D). The present study demonstrated the versatility and accuracy of the QCM-D for surface adsorption characterization. The real-time measurements of frequency and dissipation shifts with a hydroxyapatite-coated sensor revealed changes in the hydroxyapatite surface during the entire adsorption process. Chemisorption and surface precipitation of sodium oleate were also observed on the surface of hydroxyapatite through the use of Fourier Transform infrared spectroscopy(FTIR). Chemisorption dominated at low concentrations and high pH values and formed a rigid and thin adsorption layer. Surface precipitation of calcium oleate and micelles dominated at concentrations higher than critical micelle concentration (CMC) and lower pHs and formed a thick but dissipated adsorption layer with a high hydration level. Three distinct adsorption behaviors were identified from the different slopes of ?D-?f plots. The adsorption density was less than a monolayer at concentrations <0.164 mM, but increased significantly at concentrations higher than 0.821 mM at all three pHs. The critical concentration at pH 8 was 0.33 mM, which was lower than at pH 9 (0.821 mM) and pH 10 (3.3 mM).

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.
