Explanations of commodity price levels, or movements, commonly focus on the supply and demand fundamentals of the particular commodity, or else are assigned to speculative activity. Comparisons of metal price histories with monetary and other economic data support the argument that the supply of and demand for money are no less important in price determination than are the supply and demand of the commodity itself. That these relationships should exist is evident in the price identity and are consistent with monetary theory. The patterns developed have limited usefulness as predictors, but their recognition is essential for the construction of price scenarios for planning purposes.

INTRODUCTION Mined underground chambers specifically designed for the purpose of storing liquefied petroleum gas (LPG) at ambient temperatures have been in use for over thirty years. The first caverns were developed by Warren Petroleum of Tulsa, Oklahoma, in 1948, for its plants in Texas. The basic concept of an LPG-storage cavern is to create a space in an impervious formation at a depth sufficiently below the water table so that if any movement of fluid occurs the ground water will enter rather than the gas escape from the cavern. In the past, the primary reason for LPG storage underground has been its attractive cost advantages over steel storage on the surface. At current prices the cost of storing 7.949 ML (50,000 barrels) would be equivalent, whether stored on the surface or underground; whereas 79.494 ML (500,000 barrels) of storage underground costs only one-fifth of surface storage. It is usually uneconomical to excavate less than 79.494 cu m (50,000 barrels) of storage space. The fixed costs - engineering, mainshaft and ventilation shaft - are a substantial part of the total cost, whereas the incremental costs for excavating additional storage are relatively low. Recent concern over the hazards posed by the handling and storage of LPG and liquefied natural gas (LNG) has led to a new interest in the underground storage of these gases. INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston's northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. Geochemical laboratories are commonly criticized by geologists about poor analytical reproducibility and erratic anomaly patterns, especially when gold and trace metals from resistant minerals are reported. Geochemical analysis in mineral exploration is a compromise between high productivity on the one hand, imposed by large numbers of samples, and analytical precision and accuracy on the other. However, the physical properties of resistant minerals, such as cassiterite, gold, beryl, chromite, zircon and others, interfere with both of these requirements. Therefore, the degree of sample homogeneity that can reasonably be achieved in sampling and sample preparation must be considered. Subsequently, the understanding of its effects on analytical data quality and the consequences on data interpretation will provide a basis for understanding the problems common to exploration as an interdisciplinary science. Complaints about poor and inadequate analytical performance are not confined to exploration geochemistry. They are a common feature in mining and metallurgy and wherever sampling and analysis of "grains" are concerned - the "nugget" or "grain size effect." The "grain size" effect Poor analytical reproducibility is normal for gold and a well-defined group of other elements usually found in resistant placer minerals. Those who use and interpret geochemical data must realize and appreciate the chemical, the physicochemical, the physical and the mineralogical properties of the elements and their minerals. Especially for the "placer" minerals and their elements, such comprehensive interpretation is crucial. The most important factor to consider is the behavior of a mineral and its metal component(s) during weathering and their integration into the sampled medium, in exploration mostly sediments and soils. (Data interpretation for samples of water, gas, to a certain extent rock, follows different patterns.) A mineral may be chemically and physically stable or it may easily disintegrate physically or decompose chemically, or any combination of such processes, at varying degrees. The breakdown products, in turn, may or may not, interreact with the environment. If the nature of an element or a mineral predestines it for a heterogenous distribution in the sample medium, then nature, size and number of grains likely to occur should be considered in relation to the sample portion taken for analysis. This allows the estimation of their effect on analytical precision and accuracy. Elaborate and sophisticated statistical calculations exist on this subject. But these approaches do not cope with the complexity of the natural surface environment. The miner alogical, chemical and environmental behavior of elements and minerals can be estimated but not calculated. However, the mineral grain sizes and their influence on analytical precision can be precisely calculated if certain conditions, assumptions and idealizations are made. If the geochemical and mineralogical characteristics of minerals and elements are understood, such calculations demonstrate the grain (or nugget) effects that mineral properties and (geo)chemical behavior of minerals and elements cause on the precision and accuracy of geochemical analysis through their influence on sample homogeneity. Two other factors that influence the sample homogeneity and the nugget effect are the efficiency of sample preparation and the sample portion taken for analysis. In this way, certain element- or mineral-specific parameters can be established as a guide for the sampling program. The information, for example, may assist in determining sampling procedures in the field, especially the sample weight to be taken for "representative samples." Also, it may help assess whether analytical data, as provided by the laboratory, are acceptable. Finally, it may help determine the approach in data interpretation. However, all such simplified calculations are based on idealized, that is, unreal assumptions and conditions. As such, they represent one extreme end on the scale of probabilities. The reality is found somewhere away from this extreme, towards homogeneity. An example from a study of an eluvial gold prospect may be given for illustration: •Original sample weight: 20 kg (44 lbs) of rock gravel, crushed and ground to -0.18 mm (-80 mesh). •Au content: 20 grains of Au, average size of about 0.5 mm3 (0.03 cu in.) each = 7.5 mg each, making a total of about 150 mg Au in the sample = 7.5 ppm Au. Assumptions •Au occurs in the sample as free, discrete grains only. •Not more than one grain, if any, goes into each sample split (analyte) portion (20 grains of 7.5 mg Au each). •Analysis of original rock sample: 100 g sample for analysis, 20 kg/100 g = 200 samples 20 samples with 1 grain each: result, - 75 ppm Au. 180 samples with no grain: result, 0 ppm Au chances 1:9 •10 g sample for analysis:

The major waste product of the alkaline extraction of alumina from bauxite [Bayer Process] is known as red-mud. Approximately, a ton of red-mud is produced for every two tons of bauxite mined. The red-mud produced from Jamaican bauxite is rich in hematite, alumina and titanium oxide. It has been shown that over 90-wt. pct. alumina can be recovered from red-mud by soda-ash sintering and caustic leaching. Hematite can be carbothermically reduced with a degree of metallization of over 94 pct resulting in attempts for magnetic separation. These separations are desirable in the notion that there is no waste product generated from this type of processing and consequently an opportunity for complete utilization of the waste material. Conversely, the pre-separated material could be charged through the tuyeres in an iron blast furnace or smelted to produce pig iron. If smelted, the concentration of titanium oxide in the slag will be significantly high justifying its recovery by established acid-leach process. This paper describes the results of alumina recovery and the plans for titanium oxide recovery from red-mud. In addition, the situation of ongoing efforts in iron extraction, particularly, the method of magnetic separation of the reduced material. The problems associated with the use of reduced red-mud as an alternative to direct-reduced iron [DRI] has also been discussed. Critical assessment of the recovery sequence chosen for the products has been described based on economics.

The effectiveness of pre-reinforcement as an immediate stabilization measure as well as its contribution to the permanent stabilization of a tunnel were studied through the use of physical (Figure 1) and numerical models (1). Physical models were designed for the investigation of two pre-reinforcement systems: first, reinforcing far ahead of the main excavation (Figure 2); second, spiling reinforcement ahead of the face (Figure 3). In both cases, the use of reinforcement was responsible for permanently stabilizing an otherwise unstable opening. Data from the physical models were used to calibrate a numerical model from which additional information on long term behavior, methods to account for the capacity of a pre-reinforcement system, and the mechanisms involved were ascertained. These studies indicated that pre-reinforcement can stabilize a rock mass effectively as it reduces deformations and thereby deterioration due to strain softening, provides rock mass confinement leading to increased available strength, and maintains rock arch continuity allowing for increased tangential stress in the immediate vicinity of the opening. Field studies verified the capacity of spiling reinforcement to restrain initial deformations.

Nuclear radiation systems for gauging solids content in process slurries and level in crushers has demonstrated acceptance in ore processing. The use of nuclear radiation for moisture analysis of bulk materials is presently receiving acceptance in beneficiating and agglomerating processes. On the horizon is the use of nuclear activation methods for continuous, qualatative and quantitative analysis of concentrate. The common characteristics of these uses of radiation is the non-contacting nature of the measurement. Unquestionably, this is the dominant reason for acceptance of nuclear methods in level and slurry-gauging. Moisture activation analysis of a product using nuclear methods retain this advantage. However, and: more importantly, they offer new solutions to old problems. The nuclear method in addition to being non-contacting, is non-destructive and provides a continuous measurement of the process variable. The system responds: to the fundamental makeup of matter, mass and elemental composition, not to secondary properties such as temperature, resistivity, or dielectric constant. Measurement is a volume rather than a surface phenomenon, thus the results can provide a truer pricture of the measured variable.

Design of an open pit backfill requires an understanding of highly varied processes including slope stability, hydrogeology, pit lake chemistry, climate, runoff, and mine waste behavior. Dynamic systems modeling (DSM) provides flexibility to the designers of open pit backfill, allowing them to directly integrate many different physical processes and varying levels of complexity. DSM also provides for the efficient application of uncertainty analysis to define a range of possible results, the sensitivity of the results to uncertainties in model inputs, and the value of additional data. This paper presents the results of an analysis using DSM to evaluate a pit backfill design at an Arizona mine. The objective of the partial backfill was to stabilize an active slope that threatened facilities adjacent to the pit. DSM was used, in part, to develop a pit lake water balance model for evaluating the influence of the backfill on the ability of the pit to maintain passive hydraulic containment of groundwater and surface water inflows and for evaluating costs for various backfill scenarios.

Ion flotation shows great promise for recovering and removing metal ions from dilute process streams, either for environmental compliance or to recover values. This technique uses an ionic collector to concentrate non-surface active colligend ions of the opposite charge from a bulk solution at the solution?vapor interface. With a sufficiently large solution?vapor interfacial area (provided, for example, by sparging gas through the solution), the colligend can be concentrated and removed along with the collector in a foam phase. A key limitation on using the technique in the minerals industry, where many process streams contain a variety of ions and have relatively high ionic strengths, is the need to control which ions are interacting with the collector. Here the effect of three different chelating agents, namely dodecyldiethylenetriamine (Ddien), ethylene diamine tetraacetic acid (EDTA) and triethylenetetraamine (Trien), on the selectivity of copper, nickel and cobalt, or copper and alkaline earth metal ions, is reported. The results are discussed in terms of their implications for adoption in the minerals industry.

In 1989 natural industrial diamonds counted for 55% of the world's natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric's Compaxa and Stratapax", and Megadiamond's Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world's total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond's position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. Introduction Ball mills are lined drums, either cylindrical in shape or modified cylinders that have either one or both ends of the shell, consisting of conical sections, that rotate about the horizontal axis. Fig. I I shows a cylindrical mill, Fig. 12 a conical ball mill, and Fig. 13 a Tricone ball mill (Hardinge tradename). Steel or iron grinding media, generally in the shape of spheres, are used to grind the ore to the specified product size. In order to obtain more contact area for grinding and to simulate the shape of worn balls, balls have been made with two concave surfaces diametrically opposite each other. Some concentra¬tors, such as Erie Mining Co., have used slugs cut from worn and broken rods to supplement the balls in ball mills and save money otherwise lost as rod scrap. Cylindrical and conical shapes have been tried instead of balls, but balls remain as the most common shape grinding media used in ball mills. Ball mills were a logical development from the earlier pebble mills that used hard natural pebbles such as flint pebbles or sized ore pebbles (obtained from the ore itself) as grinding media. In the early 1900s36 it was found that when cast iron or cast steel balls were used in place of flint or ore pebbles, the mills drew more power and gave greater production capacity. Advances in technology have resulted in the manufacture of ball mills up to 18 ft diam inside shell, drawing up to 8,000 hp. Ball mills are employed to grind ores, especially the more abrasive ores, to finer sizes than can be produced economically in other size¬reduction machines such as roll crushers, hammer mills, and impactors. Ores can be ground dry-dry grinding-or in a slurry-wet grinding-using ball mills. Dry grinding nominally refers to less than I %v moisture by weight. If the moisture content increases by several percent, dry grinding capacity is significantly reduced as shown in Table 17. The usual range of solids content in wet ball-mill slurries is from 65 to 80% by weight. Wet grinding is used to prepare the feed material for unit opera¬tions such as flotation, magnetic separation, gravity concentration, and leaching that require a slurry of liberated valuable mineral and unwanted gangue particles. Dry grinding" is employed to produce feed for agglomeration, pelletizing, and pyrometallurgy processes that require feed that is dry or nearly so and for finely ground industrial mineral products used in the dry state. Dry grinding is also used when minerals cannot be dewatered economically to the required moisture level or when the ground product reacts unfavorably with liquids. For example, cement clinker must be ground dry. Dry grinding requires about 30% more power than wet grinding for comparable size reduction .28 The total power required in a dry¬grinding ball-mill plant including drying may be double that required for a wet-grinding plant. Grinding-media and liner consumption in dry grinding reported as pounds of metal consumed per kilowatt-hour per ton of ore" is 10-20% of that used in wet grinding. The Wabush pellet plant, Point Noire, Que.3o reported ball consumption dropped from 6.3 lb per ton of ore ground to 2.5 lb per ton of ore ground when they converted from wet to dry grinding, and a 30% increase in power consumption. A number of comparisons made on wet and dry grinding of cement raw materials show metal consumption in dry grinding to be 10% of that in wet grinding. The capital costs for wet grinding are generally lower than for dry grinding. When thickening and filtering of the wet-ground product are required, dry grinding may have a lower capital cost. With open-circuit grinding the ball-mill discharge passes directly to the next processing step without being screened or classified and no fraction is returned to the ball mill (Fig. 14). In closed-circuit grinding the ground material, undersize, in the ball-mill discharge is removed either using a screen or a classifier with the oversize being returned to the mill for additional size reduction (Fig. 15). The over¬size material that is returned to the ball mill is called the circulating load. Open-circuit ball-mill grinding requires more power than closed¬-circuit grinding for products containing similar amounts of top-size material. The less the amount of oversize allowed in the product, the longer the ore must remain in the ball mill when grinding in open circuit. This increases the production of extreme fines and thus the consumption of more power. The power required for open-circuit ball-mill grinding can be estimated using the multipliers listed in Table 18 and knowing the power required for closed-circuit grinding to yield the desired product particle size. For example, assuming the desired grind size is 90% passing some specific top size, open-¬circuit grinding would require 1.40 times the power to achieve similar results as closed-circuit grinding.

This paper presents recent experimental results in wet ultra-fine grinding and classification of industrial minerals carbonates and kaolin clays using a stirred ball mill and a high performance centrifuge. The studies have been focused on the effect of beads (size, density and load) on the grinding efficiency. The use of chemical additives for the control of slurry rheology in the stirred ball milling is presented. The role of pre-crushing with a high-pressure roller mill on subsequent ultra-fine grinding is discussed for energy saving and size reduction. The use of a disc-stack nozzle centrifuge for ultra-fine classification duties at high solids contents is presented.

A model assessment was made to evaluate contaminant transport to ground water from clay-lined and unlined tailings pits. The input hydrologic soil characteristics were measured on materials typical of those found at the Morton Ranch uranium mill site in central Wyoming. The assessment involved combined saturated and partially saturated flow and contaminant transport models for two-dimensional cross-sections typical of the proposed Morton Ranch burial pits. Specifically obtained from the models were contaminant flow paths, the advancing contaminant flow fronts for sorbed and non-sorbed constituents, and travel times of contaminants along flow paths. Such results enable evaluation of the environmental consequences for the alternative control methods.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. Sophisticated computer analysis methods such as finite elements, finite differences, and numerical integration have become tools in the mineral processing industry for design of large mill shells. While use of such methods allows the analyst-designer to take new freedoms with his designed structure, there are also pitfalls and dangers which must be recognized for the proper use of such sophisticated tools. One of the worst of these is treating any computer answers as "gospel truth". The present paper discusses the knowledge required by the analyst-designer for proper use of computer analysis, as well as explaining to the layman how to identify questionable areas in such structural analyses.

A method of determining the maximum concentrate solids rate or carrying capacity is described for given column operating conditions. The method requires alteration of the feed rate of solids to the column at a fixed residence time by manipulation of the % solid of the column feed pulp or the bias rate. The carrying capacity was measured for five streams at the Mt. Isa Mines Pb/Zn and Cu concentrators. As a potential scale up parameter, the mass of solids per unit time per unit column cross section (Ca, g/min.cm2) is explored. Ca is tentatively related linearly to the 80% passing size (d80) of the concentrate. For d80 < 15 pm Ca was less than 4 g/min.cm2 (8 lb/min.ft2) which makes it a critical consideration in scale-up for such fine feeds. An alternative carrying capacity parameter, mass of solids per unit volume of gas Cg was not as useful as Ca since Cg varied inversely with gas rate.

Abstract The consumption of barytes in certain paints polyurethane foams, seamless, flooring, glass, brake linings, plastisol caskets for food containers and in fluids used for gastrointestinal X-ray examinations rely on tie unique properties of barium sulfate, There are no readily available mineral substitutes. Barytes are also the essential raw material for the manufacture of industrially important barium chemicals. High quality barite ore has become scarce throughout the world. Processing ore into quality end products is both capital and energy intensive. These factors have tended to limit availability and increase prices which have encouraged the use of alternates and restricted market growth.

Silica in the form of sand and sandstone is one of the most common, and at the same time, unique industrial minerals. Found in every rock type of every geologic age and virtually everywhere in the world, silica is used in products that touch just about every aspect of daily life. Imagine a world in the 1990s without computer chips, fiber optics, or glass, and you have just begun to understand how important silica is to the quality of life we enjoy. The elements silicon (Si) and oxygen (0) comprise roughly 60% of the earth&apos;s lithosphere to a depth of about 16 km. The crystal structure of silicon dioxide consists of one atom of silicon bonded to four surrounding atoms of oxygen to form a three-dimensional network of SiO, tetrahedra. This network makes up the mineral quartz (Murphy and Henderson, 1983), the most common detrital mineral in most sandstones. Quartz is also a major constituent of many igneous and metamorphic rocks and is widespread as a siliceous cementing agent in various rock types. Although quartz is common, sandstones, quartzites, and pegmatites and the unconsolidated sediments derived from them that have a silica content high enough and pure enough to meet today&apos;s market demands for quality and consistency are not common. USES AND SPECIFICATIONS Silica sand that is mined and processed for industrial uses must conform to the chemical and physical specifications set by customers. In the United States almost half of the silica sand produced is used in the manufacture of glass. Other important products include foundry sand, ground silica, blasting sand, and fracturing sand. Glass Sand Silica is the principal glass-forming oxide in a glass batch. Glass manufacturers develop model specifications for each source of silica sand used. These specifications broadly define the limits and ranges for chemical and physical properties of the sand and are used by the manufacturer in calculating the desired batch mix or formula. Some specifications may be critical to a glassmaker and require very stringent limits on the quantity of impurities in the sand. For example, the total iron oxide content of a batch is extremely crucial when making white or flint glasses (Mills, 1983). Iron is present in almost every raw material used in a glass batch and must be carefully controlled in order to obtain a consistent color in the finished product. It is difficult, however, for a raw material supplier to tightly control the chemistry of a naturally occurring material such as silica sand. To a great extent the commercial quality of a sand is determined by its geologic history. Realizing this, glass producers tailor their model specifications to each source of approved material. In general, a glass company is concerned most about the consistency of raw materials on a day-to-day basis. Soda-lime-silica glass was the earliest type of manmade glass (Baker-Can, 1967) and still accounts for most of the glass manufactured for commercial use today (Mills, 1983). It is relatively easy to melt and shape and is less expensive per ton to produce than most other types of glass (Baker-Can, 1967). Soda-lime-silica glass is used in fabricating containers, flat glass products, incandescent and fluorescent lamps, glass fiber, and many other products. Heavy minerals such as ilmenite, leucoxene, kyanite, and zircon are impurities on which strict limits are placed for a glass batch. Because of their refractory nature they either do not melt or only partially melt, which results in stones or feathers in finished glass. Aluminosilicates such as kyanite also contribute unwanted alumina to the batch as they partially melt. Limits are especially rigid for refractory mineral grains coarser than 0.60 to 0.425 mm (30 to 40 mesh). [Tables 1 and 2] present typical specifications for silica sand used in flat glass and container glass products. The percentages shown represent an average of many companies7 specifications.
