North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

INTRODUCTION Strassa lies in the central part of Bergslagen, a tradi¬tional mining district, on the eastern side of the Stora Valley at an elevation of about 200 m above sea level. A railway siding runs between the mine and the Stora railway station from which there are railway connections to the shipping port and iron and steel works in Oxelosund, about 224 km away. The distance to the provin¬cial capital Orebro is about 60 km. The climate is typi¬cal for this part of central Sweden and is illustrated by the diagram of monthly precipitation and temperatures for the years 1968-1975 (Fig. 1). HISTORY There is no certain information as to when the Strassa mine was first worked, but it is known from sur¬viving accounts of mine inspectors that there were smelt¬ing works in operation in nearby villages in the 12th century. An example is the Gusselhytta ore smelting works, 10 km south of Strassa, which dates from this period. Around the year 1540 there were two smelting works in Strassa, the Upper Karberg and Lower Karberg works. Ore for these smelters was probably taken from Strassa and from the adjacent Blanka mine. In the year 1624 Strassa is mentioned by the painter Jons Nils Krook in an account of the iron mines in the Linde mining district (Linde Bergslags Jarngruvor). Several mines were listed in the area, the deepest being about 30 m. An impressive power installation is mentioned in 1639, including a piston system of lashed poles for transmit¬ting power from the Stora River to the Strassa fields. Its length was 2670 m. Common ground comprising about 20.2 km2 (5000 acres) of forest was allocated in 1689 for the furtherance of mining operations. Until the beginning of this century only the rich cen¬tral parts of the ore body were mined and these yielded, after handpicking, lump ore suitable for smelter feed. An example of the ore grades from these early times is an analysis of ore from the "Big Mine" (Storgruvan) from the year 1873: 48.5% Fe, 0.008% P, and 0.06% S. This same year a total of about 18 000 t was ex¬tracted from the Strassa mine. OWNERSHIP The mine was owned and run until 1874 by a min¬ing association made up of 119 so-called "bergsman," who were homesteaders often engaged in agriculture and timber-cutting as well. In that year the Strossa Grufvebolag (Mining Co.) was founded. In 1906 it was con¬verted into a joint stock company, the Strossa Gruveaktiebolag. This was acquired in 1907 by Metallurgiska AB for the implementation of Gustav Grondal's beneficiating and briquetting methods, for which the Strassa ore was well suited. The same year saw the completion of a new ore dressing plant with an annual production of 46 000 t of ore concentrate. In 1911 the mine passed to new hands, and in 1913 it was purchased by an Austrian company. Extensive new installations were made and in 1915 a new dressing and briquetting plant was completed with twice the capacity of the old one. In 1917 the Strassa mine was acquired by Granges. Be¬cause of unfavorable business trends and technical diffi¬culties, mining operations were brought to a close in 1923. Pumping kept the mine free of water until 1933 but it was completely filled ten years later. Up to 1950 the surface buildings and installations remained intact but the large dressing and briquetting plant burned to the ground in that year. Today only the machine shop re¬mains from this earlier period of operation, now housing parts of the Mineral Processing Laboratory. The decision to take up mining operations again was made in 1955 and construction work began the follow¬ing year. Of the old installation, only the "southern shaft" could be used for some development drifting after it had been completed with a new headframe. Other¬wise, all the buildings and installations required for the operations had to be rebuilt. New installations ready by 1960 were office and personnel facilities, a new shaft and headframe, a sorting and concentrating plant, a macadam plant, settling basins, pump stations, and a railway and yard with transport equipment. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Since the Rio Declaration on Environment and Development in 1992 in Rio de Janeiro and the publication of the agenda 21, the concept of Sustainable Development has become one of the major issues for governmental politics, societal developments and entrepreneurial policies. Current projects that deal with Sustainable Development in the mineral raw materials sector mainly focus on large-scale mining operations - especially for open pit mining - or on artisanal small scale mining. Artisanal small scale mining is in this connexion characterised as non-mechanized and mostly illegal mining activities. The number of workers is mostly far below 20. However, until now there exist no assessments or analyses with respect to the actual or potential contribution of industrial small scale mining to sustainable development. Industrial small scale mining refers to high technology or highly mechanized/automated extraction of small, high-grade deposits that due to their small size ? in combination with geological, depth and other constraints ? are not economically exploitable with large-scale mining operations. The Institute of Mining Engineering I and the Institute for Processing of Mineral Raw Materials at the RWTH Aachen University in Germany is currently conducting a research project financed by the German Research Foundation in order to investigate this issue. In the course of this project the sustainability of industrial small scale mining will be assessed. Therefore sustainability indicators, an assessment system and recommendations as well as options for actions and policies will be developed, in order to evaluate current industrial small scale mining activities as well as the potential for future developments in industrial small scale mining, both from a technological as well as from the point of view of sustainability, considering economical, social and environmental chances and risks.

With both unit costs per meter and average depth of drilling constantly increasing, there is a strong incentive to maximize the information acquired from drill holes, and then to make this information accessible to the geological staff. The larger the drilling project, the more advantageous computerization of data is over manual methods. The conversion to computer-readable form and the verification of large amounts of drill-hole data can be a substantial data processing task, but once accomplished, the benefits in increased accuracy and speed of interpretation will compensate for the time and effort spent in the work. For an exploration project progressing towards a preliminary feasibility study, about half of both the time and costs for all computer work of the entire feasibility study are devoted to drill-hole data base organization, and maintenance. Once drill-hole results are quantified and verified to be correct, they are immediately accessible and are not subject to further transcription or reinterpretation of errors. To obtain maximum benefits from computer utilization in this area, the drill-hole data base should be set up along with availability of the first data. For some companies, this may initially comprise a large number of purely speculative drill holes on a spacing of perhaps 1 or 2 km. Although few of these drill holes may encounter economic material, thought should be given, at this time, to the variables which will be logged when such material is found. In this way, it should be possible to set up a consistent format into which all future drill-hole information will readily be accommodated. This format may even be carried over into the data base requirements for an operating property.

A systematic study was carried out to investigate the reduction reaction mechanism of oxygen on pyrite surface using electrochemical techniques. The polarization curves showed two distinct regions, the Tafel region for superoxide formation and limiting current region for diffusion of dissolved oxygen to form hydrogen peroxide. These results were confirmed with a-c impedance measurements.

The Getchell Gold Hine is located about 40 miles northeast of Winnemucca, Nevada. Gold was discovered at the mine in 1934 and production was started in 1938 and ended in 1967 for its first phase of operation. Gold production during this period was about 800,000 ounces. In 1983, FirstHiss Gold Inc. purchased the property and initiated an exploration program that proved minable reserves of about 1,300,000 ounces of gold remained in the mine. During the exploration period, metallurgical testing was conducted to determine the most economical process that could be utilized for recovery of gold from the very refractory ore. After extensive investigation, pressure oxidation of the ore was selected, Engineering for the new plant commenced in 1987 and construction was completed in 1989 at a cost of about $87,400,000.00, not including financing cost.

Rapid coal extraction techniques in gassy mines may strain a ventilation system if a degasification approach is not utilized. Design of mine ventilation systems requires estimates of gas emission rates from unmined coal into the existing mine workings. A degasification system for a specific property can be properly engineered to improve mining economics if the proper geologic and reservoir information is collected. This paper describes methods to determine the degasification rates for horizontal boreholes and vertical (stimulated and unstimulated) wells and the rate of gas emissions into the mine workings. The methodology is demonstrated by a specific example. Horizontal boreholes drilled in advance of mining are demonstrated to be the most effective means of coal seam degasification and reduction of gas emissions into mine workings. The significance of the paper is that few published methods for these estimates are available

The Romanian mining and especially the salt mining industry is going through a restructuring phase; among others it has to respect the European Environment Act. One of the most important deficits of the salt mining industry is the implementation of monitoring systems for geomechanics phenomena, in order to develop an important information database and form a real base for salt mines stability, prediction and prevention measures. Monitoring system solutions, involving discontinuous and continuous measurements of displacement / deformation fields, around underground excavations, are presented and discussed. In addition, a case study for the stability prediction of an experimental salt off-set, located in the Praid salt mine, using DKRControl method, is presented. The two monitoring systems use different tools, namely measuring tapes (to determine distance between markers in T-D station) and ultrasonic transducers (SM-TDA equipment).

For the 22nd year, the chance to exchange knowledge, experience and business cards drew hundreds of mining and phosphate professionals for a two-day regional Phosphate Conference in Lakeland, Florida Nearly 400 people participated in the October conference, which focused on the phosphate industry?s future success. There were 41 exhibitors, 13 program advertisers and 23 sponsors among those supporting the conference. It was chaired by David Gossett, 2006-2007 SME Florida Section Chairman. In the opening panel session that he chaired, John Garlanger (SME) of Ardaman and Associates posed the questions; ?How successful has the industry been? How do we measure it and what factors contributed to the industry?s success? How long will the ethanol boom last? Can the industry obtain the permits it needs to mine for the next 30 years? Can the industry attract and retain the quality of workers it needs??

A novel form of calibration of on-line analyzers was implemented. Rather than simple equations, a neural network was used to model the relationship between the scintillation counts (Am and Cs) of an analyzer, and the measured ash for improved on-line analysis of run-of-mine (r.o.m.) coal. Also, a new approach was followed to better evaluate neural network performance. Samples were first divided into various statistically different groups using a Kohonen network. Data was then selected for the training, calibration and prediction subsets, using criteria developed in this paper for sparse data, with representation from each group. A backpropagation based neural network architecture was used in conjunction with quick stop training. Due to noise in the data, the predictions were very good on average, but not individually.

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process nominal 1.2 x 0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm. Fine coal particles are difficult to separate effectively from liquids or other solids. Ultrasonic energy may be used to enhance the efficiency of the conventional fine-particle separation processes widely used in the coal and mineral industries. Flotation, settling and dewatering tests were conducted using several fine coal samples to study the effects of ultrasonic treatment on these processes. Process variables such as particle size, ultrasonic treatment time and solids concentration were investigated for their impacts on ultrasonic treatment effectiveness. The results obtained from this study showed that ultrasonic treatment is an effective approach for enhancing solid/solid separation in flotation and solid/liquid separation in sedimentation and dewatering of fine coal. SEM microphotographs demonstrate that ultrasonics cleaned particle surfaces, which is, in part, responsible for the observed improvement in fine coal separation processes.

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. The Meikle Mine uses long-hole open stoping and cut-and-fill methods with backfill as the primary ground support technique. The mine operates at 2,858 tonnes per day (3,150 tpd) and has sustained operation in excess of 3,175 tonnes per day (3,500 tpd). Consistent backfill production is critical in achieving these mining rates. The heart of the system is a 7.65 cubic meter (10-cyd) horizontal shaft ribbon mixer located 328 m (1,075 ft) underground. System control is through several PLC's, allowing for a high degree of automation and process flexibility. Aggregate feed is routed 257 m (842 A) through vertical drop pipes in the ventilation shaft, a rockbox, transfer raises, and then into either of two raisebored storage silos. The aggregate is crushed mine waste, nominally 70% 3.8 cm x 1.0 cm (1-1/2"x 3/8") and 30% -1.0 cm (- 3/8"). The binder is routed through a vertical borehole, surge bins, and transfer raises. The binder is a mixture of Type II cement and fly ash. Two primary manufactured fill designs are produced: a high strength mix for stopes which will be undercut; and a low strength mix for stopes with only rib exposure. The high strength target is 5.5 Mpa (800psi) unconfined compressive strength in test cylinders. The low strength target is 2.8 Mpa (400 psi). The systim has allowed consistent achievement of these targets, while experience has allowed reduced costs and increased efficiencies. Fill placement is through 6.1 cubic meter (8 cyd) LHD's dumping into stopes. Specific sills and cut-and-fill drifts are jammed to the back. System enhancements have included colloidal mixers for cemented waste slurry placement and transfer raises for sending manufactured fill to the lower levels of the mine.

While tunneling in Europe has been a tradition for centuries, many companies and countries have embraced tunnel innovation with considerable vigor and creativity. Indeed, local needs and site conditions have provided the initiative for improved means, methods, materials and equipment to complete progressively more challenging projects. Many recently completed tunnels have expanded tunneling technology and contributed to the development of highly specialized and productive equipment ? such as the mixed-mode tunnel boring ma-chine (TBM) presently in operation at the SOCATOP A- [ ] 86 road tunnel and the high-pressure slurry TBMs for the Westerschelde Tunnel in the Netherlands and Hollandsas near Malmo, Sweden. This paper describes some of the key technologies employed by European tunnel builders and designers including the New Austrian Tunneling Method (NATM), advanced earth pressure-balanced (EPB) machines, pres-sure-faced (slurry) tunneling machines as well as ?hybrid? or mixed-mode TBMs. While these tunneling methods and equipment generally involve significant equipment investment, they may also involve highly trained, experienced and specialized tunneling and support crews as well as materials and tools specifically developed to supplement or complement tunneling performance. For example, mechanized pipe arch placement substantially improves ground support measures and NATM advance and on larger tunnel cross-sections.

For years the blasting industry has recognized eight milliseconds as the minimum delay time interval required between charges in order for them to be considered to fire independently of each other. However, computer analyses of seismic recordings made of several surface mine blasts reveals that this time interval may not always be sufficient for adequate vibration separation to occur. In some situations a combination of short delay periods and low frequency vibrations can result in waveform reinforcement. Various analyses of seismic recordings obtained from single hole detonations can be used to predict delay intervals that may enhance or reduce blast vibration effects.

Increasing mechanization of underground mining operations throughout the years has reduced the dependency on large, concentrated working forces. Fewer workers in scattered locations, coupled with the versatility of diesel equipment to load and haul personnel, supplies, and mineral ore, has made diesel equipment attractive in mine feasibility and design studies. The use of the mobile equipment along with higher production or "bulk" mining methods provides for more efficient mineral extraction systems. These systems are expected to become more widespread until long-term research provides a further evolution to more complete automation of underground mining. The U.S. Department of the Interior, Bureau of Mines, has been conducting research to reduce the health and safety hazards posed by increasing use of diesel equipment and the higher power ratings being proposed. The goal is to provide for safe and efficient use of the equipment. The National Institute for Occupational Safety and Health has recommended that diesel exhaust be regarded as a potential occupational carcinogen adding importance to the Bureau's research program. The paper describes advances in engine design, the use of diesels in mining operations, and significant health and safety research accomplishments of the Bureau of Mines. These accomplishments will help assure that diesel equipment remains an option for determining the most efficient system to mine an ore body.

Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better
