Natural and synthetic colors are used in almost every facet of daily life as a means of communication and expression. Natural ochres, umbers, hematites and magnetites were once used in their crude or semiprocessed state for their pigment value in construction products and low-end coatings applications. In recent years, though, they have yielded to synthetically produced iron oxides for more sophisticated products. Today, through innovative mining processing and marketing techniques, natural iron oxide pigments are once again gaining strong inroads into products and markets requiring precise chemical and physical characteristics. With the focus on environmental consciousness and resource conservation, value added natural iron oxides provide an economical and responsible alternative to color needs.

High-calcium limestone has been intermittently produced from the Monarch quarry since the late 1800s. Initial production was used in sugar processing and for a smelter located near Salida, Colorado. During the 1920s, Colorado Fuel and Iron Company (CF&I) began to exploit the deposit as a source of flux stone for its blast furnace steel operations at Pueblo. The deposit was operated for many years as a captive quarry by CF&I. In 1984, CF&I closed the quarrying operations at Monarch; flux stone was no longer required since the blast furnaces were taken off line in 198 1. In 1994, Colorado Lime Company, a subsidiary of United States Lime and Minerals, Inc. acquired the property. Limestone was mined from the Castle Butte Member of the Leadville Limestone (Lower Missippian). Some high- magnesium dolomite was also mined during WWII from the Redcliff Dolomite Member which directly underlies the Castle Butte. Past production was from both an upper and lower quarry at elevations ranging from 10,000 to 11,000 feet (3,048 m-3,353 m) mean sea level (m.s.1.). The reserves at Monarch quarry are in a dip slope deposit, occupying the northwest slope of Monarch Hill. The structural geology of the deposit is complex on both a region- al and mine scale. The reserves are located on the eastern limb of the Syncline Hill syncline. The beds on this limb of the structure strike to the northeast and dip to the northwest from 30 to 45 degrees. A major reverse fault separates the reserves into an upper and lower deposit. Numerous smaller normal and reverse faults cut the deposit, requiring a flexible mine plan. At the Monarch quarry, the Castle Butte Member con- sists of two stratigraphic units. The Upper unit (Mlu) is a thick-bedded, fine-grained crystalline dolomitic limestone from 0 to 300 feet (0-90 m) thick. The unit generally has an Si02 content of less than 4 percent. A bedded chert horizon and a karst horizon at the base of the unit locally raise the Si02 content as high as 20 percent. The underlying Quarry Stone unit (Mlq) is a light-gray, massive, bedded, calcilutite/micrite limestone from 90 to 130 feet (27-40 m) thick. The Quarry Stone unit is remarkably uniform chemically throughout it's entire thickness. Average analysis is CaC03 - 95 percent, MgC03 - 3.5 percent, and Si02 - 0.5 percent. The Footwall dolomite unit (Mld) of the Redcliff Member of the Leadville Limestone is a dark gray to black, blocky, medium-to-thick-bedded, calcilutite/micrite dolomite from 150 to 180 feet thick (46-55 m). The upper 100 feet (30 m) of the unit is a low-silica facies with an average Si02 content of less than 0.5 percent. MgC03 content is con- sistent at 39.8 percent throughout the upper 50 feet (15 m) of the unit but varies from 15 percent to 39.8 percent in the lower portion (50 to 100 feet [15-30 m]) of the low-silica facies. The lowest portion of the unit, 100 feet (30 m) to base of unit is high in silica and is not considered chemical grade. Current in-place, surface-minable reserves at the quarry are estimated to be 14 million short tons (st) (13 million metric tons [mt]) of limestone and 50 million st (45 million mt) of dolomite. A 1.4 million st (1.3 million mt) stockpile of finely crushed limestone is also present on the property. Colorado Lime is presently processing approximately 2,000 st (1,800 mt) per month from the crushed limestone stockpile. This material is pulverized and sold to underground coal mines for use as rock dust, some of this product is also used for environmental purposes. Limestone mining is scheduled to resume in spring of 2000.

Appropriate seals, portal ground improvement, and compatible shaft construction techniques are vital elements for launching and receiving tunnels effectively in urban areas where adjacent property requires protection from excess ground movements. This paper focuses on seals and ground improvement along with shaft wall types, required to launch or receive tunnel boring machines within wet, permeable ground at the portal zone. The paper also discusses probing to verify suitability before the tunnel eye is cut. Methods addressed include: rubber gasket seals; soft eyes; double walls; top hats for reception; and, portal zone ground improvement (permeation grouting, jet grouting, un-reinforced slurry diaphragm wall panels, ground freezing, deep soil mixing, dewatering, and over-excavation and backfilling). This paper focuses on challenges with launch and reception of pressurized-face TBMs with precast concrete segment linings. Challenges related to pipe jacking are discussed in a separate paper titled ?Mitigating Microtunnel Launch and Reception Challenges? (Hunt and Finney 2008).

Kaolin clay from Late Permian sequences has been considered a potential resource for niobium (Nb) due to high concentrations reported at several hundred micrograms per gram and large areal distribution. A previous case study identified titanium (Ti)-bearing minerals associated with kaolin clay as the main host phases for niobium. Correlation between the Nb and Ti concentrations was poor, however, and the types of Ti-bearing minerals and modes of Nb occurrence were unclear. To investigate this, typical kaolin clay samples from Late Permian sequences in southwest China were characterized, and final products derived from them were investigated using X-ray fluorescence (XRF), inductively coupled plasma-mass spectrometry (ICP-MS), X-ray diffraction (XRD), scanning electron microscope (SEM), transmission electron microscope (TEM) and energy-dispersive X-ray spectroscopy (EDS). The results revealed three types of titanium dioxide (TiO2) mineral phases in the clay samples: (1) massive TiO2 minerals, (2) aggregates of nano TiO2 minerals and (3) granular TiO2 minerals. The first two did not contain niobium. From the EDS analysis, the granular TiO2 minerals, including anatase and rutile, were the source of Nb in the kaolin clay samples.

Continental Oil Company has spent over four years of research on the fundamentals of potash solution mining. This work included laboratory investigations of salt solution, brine flow, selective extraction of KC1 from sylvinite, and control of cavity geometry. Laboratory results were expanded by means of a series of field tests, and subjects such as well completion and hydraulic fracturing were added to the investigation. Both single-well and multi-well mining systems were studied in the field work. The current paper discusses one field test in which potash was solution mined from a thin sylvinite ore zone in the Carlsbad Potash Basin. A two-well mining system was used for this test. The potential economic value of solution mining has been recognized for many years, and applicable United States patents date back into the past century. Principal advantages of the process over conventional mining include (1) the use of drilled holes and solution techniques in- stead of excavated shafts and caverns and (2) the ability to mine both land and marine deposits through any type of overburden geology and below conventional mining depths.

Loading shovels are at the heart of most surface mine production. As truck sizes have increased, shovel manufacturers have matched them with larger shovels (see table, page 343). Further increases in shovel size may be in order if trucks in the 270-t (300-st) range find acceptance at the largest surface mines. However, larger shovels are not currently the primary focus of shovel design engineers. Competition and user pressure are combining to keep their work directed toward improved shovel productivity and efficiency. Computer design technology and advanced electronics play an increasingly prominent role in this work. "Improved diagnostic capability, system monitoring, vibration analysis and above all increased user friendliness in machine control systems are being pursued by most manufacturers working in our industry today," observes Stuart R. Cotterill, director of marketing for Harnischfeger Corp. The use of computer-aided design (CAD) systems in shovel design has been in place for many years. However, recent advances in computer capability and improved software programs and graphics are making computers even more useful.

INTRODUCTION Previous papers and discussions at this conference have already covered the subjects of identification and nature of risks, allocation of risks and contractual arrangements. In this portion of the conference, in the light of topics already covered, we will consider how to minimize risks and how to mitigate losses. Webster defines mitigate as "to make less severe or painful", an apt definition for our purpose! RISK MANAGEMENT POLICY The first thing that must be said about risks, especially in construction, is that they exist and that they don't necessarily fall alike on the just and the unjust. Some risks, i.e., some kinds of risks, must be recognized as inevitable in engineering and construction and therefore must philosophically and realistically be accepted as part of situations to be dealt with. Dealing with means minimizing, covering, and sharing of risks and doesn't mean merely passing off the risks to someone else. While some risks can be avoided, for example, whether the structure will fall down or the excavation will cave in, risks management primarily deals with: A. minimizing risks---whomever risk it may be B. equitable sharing of those risks among the participants.

The basic development of various mining equipment has been strongly influenced by two objectives; improving economic results and safety aspects. Both of these factors contribute to increased requirements of mechanization and automation in different parts of mining processes. When we are limiting the discussion the crushing circuits, automation has two dimensions, one being the component automation, or intelligence, the other being automation of complete processes. Both of these subjects are closely tied up, the former being a condition for the latter. The key technologies of crushing automation are transducers, programmable logics and computer software. Also equipment technology continually faces new challenges, which result even in totally new product families. One example of this kind of development area the track-mounted, integrated crushing systems, where design criteria have been simple control, unmanned operation, and flexibility in changing requirements. This crushing system, or philosophy, offers excellent possibilities for new concepts in various underground and open pit applications, connected with automatic process control. Following presentation is a summary of aspects, of haw a crusher manufac¬turer sees the development of automa¬tion as an integral part of equipment technology and development.

One of the major objectives of cost analysis is to enable the manager to predict the financial outcomes of decisions. To accomplish this, the future costs and benefits of alternative courses of action must be determined. If care- fully used, information about past financial performance can be helpful in this analysis despite the fact that, by definition, financial reporting information is historical. In many cases, both revenues and costs need to be estimated for decision- making. For the production manager, additional revenue is a result of increased throughput or recovery of valuable material from the stream of mined material. A reduction in operating cost, although similar to a revenue increase in its financial impact, is estimated using slightly different techniques. Generally, the estimation of cost is more difficult than the estimation of revenue. Most cost estimates have two components: an estimate of fixed costs and an estimate of variable costs. As discussed in chapter 5, the total cost of an activity during a specified period can be expressed as: Total cost = (Variable cost per unit of activity) x (Units of activity) + Fixed cost or TC = VX+F

Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. Spinel ferrites, like NiFe2-2x Znx Ti4 O4 Fe CO1.5 Ge0.5 Tix O4, Ga1-x Fex Ni CO O4, Nil-x Fex Mn2 O4 have been prepared using the respective metal oxides in Stoichiometric quantities, by the ceramic method. The oxides were homogenized in acetone medium, pelletifed by using poly vinyl acetate as the binder. They were fired at 1000°C for 100 hours for compound formation. Chalcogenide spinels such as Zn1-x Cux Cr2 Se4 where 0=x=l and Cu1-x Fex Cr2 Se4 where 0=x=0.3 have been prepared by using 99.99% pure elements and then fired at 1000°C in quartz ampoules under vacuum conditions. X-ray diffraction studies of these compounds indicated a single cubic spinel phase. DC resistivity studies of the compounds were taken between 300-700K using LCR bridge by two probe technique. Thermo-electric power measurements were taken between 300-500K for all the compounds. Initial susceptibility studies have been carried out using a low field (0.506) and from which the nature of magnetic dimains and Curie temperatures were determined. Magnetic hysteresis measurements were carried out at 300K and at 80K, using alternating current hysteresis loop tracer, at 2K02 field. Mossbauer spectral measurements were carried out using Co57 source embedded in a copper matrix and an absorber containing 0.3 mg/cm2 of the sample. The spectra has been fitted by Mossfit Program. The catalytic effect of the spinel ferrites NiFe2-2x Znx Tix O4 where 0=x=1 has been studied by using the model reaction of decomposition of H2O2 at temperatures from 40°C to 70°C. It was found that the spinel oxides were found to possess poor catalytic activity.

When I reached Warren after the "de luxe" South American expedition I had little idea what was in store for me. From the large check Thayer had handed me just before I left New York I was pretty sure the future would be good, and that before long it would involve Anaconda. Evidently, Mr. Thayer had left it to Dr. Ricketts and John Greenway to work out the details The next morning Greenway asked me to come to his office and told me that he and Dr. Ricketts had discussed the question and that Anaconda would make me an offer I could not refuse. They proposed to pay me almost $1000 a month, more than twice my current salary. They had agreed that I should stay with Calumet and Arizona for the rest of the year to help with Bisbee development and anything I could to assist with the New Cornelia plans and construction Of course I could not turn down such a flattering offer, as I had about reached the limit of advancement with a much smaller company in anything save a high executive job, and it would be a long time before I could be ready to change from exploration and geology to operating. Greenway and I agreed that I would stay with him for the remaining eight months of 1916 without any particular title but helping in any way I thought would be most useful. Bisbee and Ajo Study It turned out to be a busy half year, in addition to many good times with my Bisbee friends. The Uplift Club did not meet as regularly as in earlier years, but Mason Ross, Jim Lewis, Bill Gohring, Roy Mitchell, Hubert d'Autremont, Arthur Notman, and I did have many "bull sessions" and poker games. Disc cutters have determined excavation rates of rock tunneling projects for more than 50 years. First developed in 1956 by James S. Robbins, disc cutters (then 279 mm or 11 in. in diameter) were used to bore limestone of 190 MPa (27,500 psi) unconfined compressive strength (UCS) and were loaded with 7.12 t (15,700 lbs) each. Modern cutters have reached up to 508 mm (20 in.) in diameter and are typically loaded with up to 31.7 t (70,000 lb) to economically bore through the hardest of rock up to plus 400 MPa (60,000 psi) UCS. New developments, such as larger cutter diameters, are geared to increasing the bearing capacity and wear life of the cutting structure. This, in turn, increases cutter life, cutter load and cutter penetration. Disc cutters have also been re-designed on a small scale for use in hard-rock utility installations. Additional variables also affect the three factors, including cutter spacing on the cutterhead, cutterhead diameter and cutter materials.

The revolution in development of new technology and practices in the gold mining and metallurgy industry continues unabated despite the ups and downs in the gold price. Some of the new cutting edge technologies are listed in Table 1 overleaf. There is room to discuss just a few of these here, but many more are identified and described in RANDOL (1992). Cutting edge advancements in gold recuperation, can be sorted into three categories. The first category includes fundamental advances that offer major improvement with significant economic benefits. Second would include evolutionary developments that offer smaller, but nonetheless commercially valuable improvements. Finally there are those "advances" that are interesting but of trivial or question­able economic benefit to industry. It is essential to adopt a "systems approach" philosophy towards developing and applying new technology. Practical innovation often comes about as a result of having to solve a problem. Innovation for innovation sake is an ego trip. Environmental management has become an important part of the system and the environmental implications of new processes and practices in the mine and mill have to be carefully considered for potential benefits and/or liabilities.

The mining industry has seen a flurry of merger and acquisition activity of late. Rising metal prices, increased spending on infrastructure in developing nations and the growing demand for companies to diversify have helped fuel M&A activity in this industry. Many analysts believe that the robust M&A activity will continue, particularly if the demand for mineral resources in India and China remains strong. Because prospective purchasers need to evaluate the various risks confronting target companies, acquiring mining companies requires a considerable amount of due diligence. Of these risks, environmental risk is critical and warrants significant analysis. The failure to properly assess environmental risks associated with remediation, reclamation, compliance or litigation can undermine the transaction. Such assessment is a difficult endeavor, however, due to several challenges that companies face when assessing environmental risks. To make matters more complicated, despite these challenges, many sellers ask buyers to assume all environmental risks with limited post-closing indemnification rights. This article addresses the most significant issues that commonly arise when conducting environmental due diligence and allocating environmental risk in connection with M&A transactions in the mining industry.

As part of a U.S. Bureau of Mines program to evaluate alternatives to sodium cyanide in gold leaching, three organic nitrile compounds were tested for their effectiveness as gold lixiviante. The organic compounds examined were malononitrile, acetonitrile, and cyanoacetamide. The reagents were tested on an oxide ore, two carbonaceous ores, and a eulfidic ore. Acetonitrile and cyanoacetamide were shown to be ineffective gold leachante. Malononitrile was the most successful of the organic lixiviants. On an oxide ore, malononitrile performed shilarlyto sodium cyanide with extractions of around 80 pct. For carbonaceous "preg-robbing" oree, sodium cyanide was completely ineffective while malononitrile extracted 24 pct of the gold. When using a resin-in-leach technique, extraction with sodium cyanide increased to 60 pct and the extraction with malononitrile increased to 80 pct. On the sulfide ore, sodium cyanide and malononitrile performed similarly with 80+ pct extraction as long as the pH of the malononitrile solution wae maintained above 10.5. Malononitrile is six times less toxic than sodium cyanide as measured by LD, levels. Therefore, malononitrile has a significant advantage over eodium cyanide, but its high cost and undemonstrated usefulnees make it unlikely to gain acceptance.

To date some 1,000 exploration targets (by way of adits, mine dumps, shafts, outcrops and unstoped mine areas) have so far been identified using an interactive data base system to query a digital data base comprising topographic, cadastral geological and mine components developed as a compilation of old plans, records, surveys and recently flown aerial photography. The exploration targets are intended for early follow-up as part of a 1987 exploration programme to investigate the reserve potential of the former producing property located in southern Utah. Of further interest is the unscrambling of old mine plans to provide drill targets for investigation of unstoped reserves with one target being a possible 800,000 tons in part of the lower workings. The project site encompasses about 3,200 acres of mainly patented lode claims covering most of the claims and mines of the Gold Mountain mining district formed in 1889. Turn of the century mining saw several mines operating whose total production was at least 143,000 oz. gold and 460,000 oz. silver from steeply dipping veins up to 20 ft. or more in thickness.

Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is overcompacted. Research has shown that excessive compaction in replaced growing media is detrimental to the establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky developed test cells on reclaimed areas at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. Each test cell was planted with various species of trees, and for the first two years of tree growth, data were collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data were statistically correlated to determine how ripping affects the relationship between soil compaction and tree survival rate.
