The paper examines five massive pillar collapses in underground stone mines in the eastern United States from 2015 to 2021. These collapses caused significant airblasts, surface subsidence, and damage to mine infrastructure. The study identifies factors contributing to pillar collapses, such as slender pillars with width-to-height ratios of 0.8 or less, and proposes a framework for evaluating and mitigating collapse risks.

Heap leaching should not be chosen for development of a property solely on the basis of paper studies. Management should be made to understand where the risks are in heap leaching, and management should be alerted to the variability of costs in heap leaching, many of which are based upon company philosophy. These concepts are complex, but easily illustrated with guided tours of existing heap leach facilities.

The heap leach process used for recovering gold from oxide and sulfide ores is operated as a closed circuit system in which the cyanide process solutions are continuously recy­cled. In a well-designed operation there is little or no dis­charge of cyanide to the environment. Spent leached ore residues are water washed to remove most of the trace cyan­ides and precious metals remaining after completion of cyan­ide leaching. After the washing step, small amounts of cyanide, metal-cyanide complexes and nitrates remain in the residue. Most of the cyanide and nitrate residue constituents exist in the pore water of the spent ore rather than in the solid mineral fraction. More than 90% of the complexed cyanides in a freshly washed ore residue are present as free cyanide or weakly complexed metal-cyanides. Natural volatilization and decom­position rapidly remove most of these easily dissociable cyanides from the spent ore. Only the stable, strongly com­plexed metal-cyanides, such as gold, cobalt or the ferrocyan­ides and other constituents such as nitrates have a long term persistence in the spent ore residue (Towill et al). Despite washing and natural removal mechanisms, spent ore has the potential to act as a point source of com­plexed cyanides and nitrates for soil and groundwater con­tamination if inadequately contained (Huiatt et al). The groundwater contamination is caused by the leaching of the soluble cyanide compounds and nitrates from the pore water of the residue.

During the past decade, approximately 5 billion pounds of explosives were used annually in the United States. Most of this quantity of explosives was used by the mining industry, with coalmining being the dominant application for explosives. Considering the large amount of explosives used, the accident safety record for the mining industry has improved significantly over the past several decades. Although blasting accidents usually represent a small percentage of the total number of mining accidents, they continue to occur and the severity of these accidents is disproportionately high compared to the other mining accidents. This paper is an analysis and summary of mine blasting accidents over the past several decades as they relate to surface coal mine operations. A compilation and review of surface mine blasting accidents from1978 through 2001 was made. The accident data was examined to identify the trends and primary causes, which continue to be blast area security, fly rock, premature blast, and misfires. Approximately 46percent of the causes of surface coal mine blasting accidents are attributed to blast area security, while fly rock, premature blast, and misfires represented an additional 50 percent of the causes. Accident categories were established based on the cause of the accident or the activity that was taking place when the accident happened. A discussion of the accident data is presented to increase hazard awareness and to emphasize safe blasting practices and MSHA requirements concerning mine blasting operations.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. Acknowledgments I am honored to be named as a recipient of the Antoine M. Gaudin Award, and I would like to briefly single out four groups who deserve a special thank-you relative to this award. The first group consists of Professor Kawatra, the many international support references that he gathered and the Gaudin Committee itself. I know such things don't come without considerable effort by many individuals, and I'm grateful for their support. The second group consists of the management of The Dow Chemical Company, the managements of various mining companies and, in recent years, the management of G. S. Technologies, all of whom supported me, financially and otherwise, in my grinding, flotation and other particle-processing work. Operations people are the most overworked and under recognized people in the world, whether they be in the mining or chemical industry. Obviously, without extensive industrial support, especially from operating personnel in the mining industry, almost nothing about the work contained in this lecture would have, or could have, happened. The third group consists of a number of coworkers who have played key roles in specifically implementing the new flotation-product portion of this lecture. Of these, Bob Hansen, Don Leonard, Basil Fee, Simon Isherwood, Fernando Cones and Marty Meulendyke deserve special recognition. They have not only been dedicated, but they have been great to work with. Also in this third group are many members of the international academic community, especially those at Penn State. Professor Leonard Austin must be singled out because he took me as a young mathematically oriented chemist and taught me to be an effective process-oriented engineer. Without this experience, I would not have had the over 30-year career as an engineer, which I have loved. In addition, Len planted the size-reduction-research virus in my blood, which I can't seem to get rid of. I also need to mention Professor Frank Aplan, whose obvious love of mineral processing and froth flotation helped to create my interest in flotation. Thus, for those of you who don't like my approach to flotation, it's all Frank's fault. The fourth, and certainly not the least, group to thank is my wife, Charlene, and our two sons, Richard and Steven. No one could have a more supportive family. In every sense of the word, my wife has been my partner from the beginningwe were married at the end of my freshman year in college. She has sacrificed much for me, and I will never really be able to express the depth of my gratitude for Charlene's encouragement, loyalty and support over the past 36 years. General comments on froth flotation The industrial process of froth flotation: Where is it going? I'm here to tell you loud and clear that froth flotation is alive, well, and growing. The inherent characteristics of high mineral throughput per unit of capital, low operating cost per unit of feed, high mineral specificity and high operating flexibility have guaranteed froth flotation an important past and a growing future. As with any evolving technology, there are always trends at the industrial level that are primarily driven by economics. Eldorado Resources Ltd.(ERL) uses a solvent extraction process for the processing of uranium ores. The solvent extraction plant consists of 4 extraction and 5 stripping stages with regeneration carried out as required (Wyper, 1982). Extraction is carried out with a solvent consisting of 4.5 vol % Alamine 336, 4.5 vol % Isodecanol and 91 vol % kerosene. The extraction step can be represented as In equation (1).

The year 1988 unexpectedly turned out to be a good year for the US coal industry. In fact, it was a third consecutive year of record coal production. Accord¬ing to preliminary Energy Information Administration data for 1988, domestic coal consumption went up 5%, or 41 Mt (45 million st), from 1987. Coal exports were up by a surprising 13.6 Mt (15 million st). In 1988, 22.7 Mt (25 million st) of coal were drawn from stockpiles for consumption. Even so, US coal production increased to 862 Mt (950 million st). That was up 28 Mt (31 million st) from 1987. While coal consumption, exports, and production were up, delivered prices for steam coal continued to slide during the year. Metallurgical coal prices, however, firmed up and showed a moderate increase. This reflected tight metallurgical coal markets at home and abroad. Coal consumption US coal consumption reached 800 Mt (882 million st), compared with 759 Mt (837 million st) in 1987. Increased metallurgical coal consumption was one factor. Most of the rise in coal consumption, however, was due to unexpectedly high electricity demand. Unseasonably hot summer weather al lowed added coal-fired electric generation to supplement the drought-related reduction in hydro-electric power supply. Electric utilities consumed 687 Mt (757 million st) of coal in 1988, 35.4 Mt (39 million st) more than in 1987. Coal-fired power plants remained the primary source of US electricity generation, providing 57% of the total in 1988. Coal consumption at coke plants increased 13%, to 38 Mt (42 million st), from the level consumed in 1987. This increase reflects the recent recovery in the iron and steel industry. Metallurgical coal consumption in 1988 could have been greater. But US coke plants reportedly reached their maximum practical production capacity. As a result, net US coke imports amounted to 1.45 Mt (1.6 million st). Despite increased industrial activities, steam coal consumption by industrial plants was up only slightly from the 1987 level, amounting to 69 Mt (76 million st) in 1988. Residential and commercial coal consumption remained virtually unchanged at 6.4 Mt (7 million st). Coal exports and imports US coal exports rebounded in 1988, reaching 86 Mt (95 million st). It was the highest level of annual US coal exports since 1982, when they reached 96 Mt (106 million st). An unusual set of factors led to an opening for US coal exporters in 1988: • a high level of industrial production in Japan and the European Economic Community, • supply disruptions due to labor problems at coal mines in Poland and Australia, • a drought-related reduction in hydro-electric power generation in Canada, requiring increased coal-fired generation, • China's problems in meeting its export commitments, and • a fall in the value of the US dollar. US metallurgical coal exports in 1988 amounted to 56 Mt (62 million st), 9.1 Mt (10 million st) more than the 1987 level. Europe, Japan, and Canada were the principal importers of US metallurgical coal in 1988. European countries, in particu¬lar, increased their take by one-third of US metallurgical coal. The labor problems in Poland and Australia contributed to these higher levels of imports. So did increases in pig iron production of 8% in Japan and 9% in the European Economic Community. US steam coal exports - including bituminous, anthracite, and lignite-increase to 30 Mt (33 million st). This was up from 25.4 Mt (28 million st) in 1987 Contributing to this overall rise were 1.8-Mt (2-million st) increase in shipments to Canada and a 2.7-Mt (3-million st) increase to Europe. Unaffected by the somewhat tighter world coal market, US coal imports showed a slight increase to 1.8 Mt (million st) in 1988. Colombia continue to be the leading exporter to the United States, followed by Canada and Venezuela. Venezuela's entry into the US market is a relatively recent one, having made its first significant shipment in the fourth quarter of 1987.

Optimum management of these stages requires an integration of all legal, engineering and environmental aspects in order to improve safety and minimize future potential risks for humans and the environment. Kidston's 14 000 t/d mine and mill complex in Queensland, Australia, started operation in January 1985. During its first 18 months of operation, the mine produced over 7000 kg (225,000 oz) of gold, making it the largest gold producer in Australia. This paper describes the planning, logistics, flowsheet, and process for the Kidston project, and some of the problems encountered during startup and the measures taken to correct these problems.

Determination of fracture toughness using the semi-circular specimen, the chevron edge notch round specimen, the short rod specimen and the cylindrical burst specimen, are critically reviewed. These methods, among all, are the most applicable for fracture toughness determination of rocks. They require minimum machining. Samples are small, and testing procedures are simple. They have a sound analytical basis and allow the fracture toughness to be determined without measurement of fracture length.

Previous studies and research efforts have shown that noise-induced hearing loss (NIHL) is a problem in the U.S. mining industry. This is especially true in surface and underground coal and stone mining where large, noisy equipment predominate. Workers in coal preparation and stone processing plants have also been found to be subject to high sound levels that could potentially cause NIHL over prolonged periods of exposure. National Institute for Occupational Safety and Health (NIOSH) researchers have been conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry to estimate the potential for NIHL within the mining community. One commodity recently surveyed was the extraction of sand and gravel from surface pits and by river dredging. Little is known about the noise environment and worker exposures in these environments, where processing and mining equipment similar to coal and stone are employed. To address the potential for NIHL in the sand and gravel industry, sound levels on and around the dredges and processing equipment were recorded to identify areas of high noise levels. Full-shift worker dosimetry, in conjunction with task observations, was documented to determine the relationship between exposure and source. This paper presents research examining noise on dredges, in several surface mine sand and gravel operations and in the processing facilities. The locations where workers are likely to be overexposed and were found to be most susceptible to noise overexposures are reported. Results indicate that there are areas on the dredges (crane, suction pumps, and diesel engines) where sound levels greater than 90 dB(A) are present. In addition, crushers and screens used in the processing of the sand and gravel also generate sound levels greater than 90 dB(A). Although no surveyed worker exceeded the Mine Safety and Health Administration (MSHA) Permissible Exposure Level (PEL) of 90 dB(A) TWA8, laborers, mechanics, oilers, helpers, pickers, and greasers are the workers likely to be exposed to hazardous sound levels and thus develop NIHL over time. Knowledge of the equipment noise, area sound levels, and worker dose levels is information that management and employees can use to reduce exposures. Exposures can be reduced in certain areas through administrative controls and through engineering controls applied to the noisiest equipment.

Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

BHP Iron Ore initiated a program in January, 1995 at their Mt. Whaleback operation in Newman, Western Australia to develop a decommissioning plan for the waste rock material. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper evaluates field performance of cover systems constructed on a horizontal and a sloped waste rock surface. The cover system is constructed using suitable run-of-mine waste material to minimize closure costs. The moisture is subsequently released to the atmosphere as evapotranspiration. Rainfall entering the waste material is buffered due to the presence of the cover material thereby significantly reducing net percolation to the underlying waste rock. The objective is to control acid rock drainage by preventing moisture movement into and through the waste rock material. Two years of field data are presented to illustrate low percolation rates to the underlying waste rock and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable run-of-mine waste material has good potential as a final acid rock drainage control cover system at the Mt. Whaleback site. The performance of the cover system on a sloped surface was significantly altered as compared to placing the cover system on a horizontal surface.

INTRODUCTION One of the main problems in tunneling without the use of explosives lies in the development of tools which, at an economically acceptable level, are capable of continuous breakage of the rock, resulting in a fragmentation suitable for a smooth, uninterrupted transportation of the muck away from the tunnel face. Tools employed on tunneling machines have, so far, always been of the mechanical kind which break up the rock by a crushing and shearing action. Other methods of rock breaking are possible but, even if some of them have reached the laboratory testing stage, nearly all of them are still too "exotic" to be of any practical use in the immediate future. One must admit, however, that some highly interesting results are beginning to be reported from the USA on the use of high pressure water jets for the destruction of rock through erosion, a field pioneered in Europe(USSR and Great Britain). Mechanical breakage of the rock is effected by inducing stresses exceeding its compressive/shear strength, by loading it with a wedge of cone shaped tool, until cracks are formed and chips loosened. In order to allow the tools to act upon the rock face continuously, they are commonly shaped as rotating bodies, "roller bits" or "disc cutters", spinning freely and mounted on a revolving boring head of tunnel diameter. The thrust of the tools against the face is generally exerted in a direction which is parallel to the tunnel axis.

Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

Wayne Anderson Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

The U.S. Bureau of Mines is developing an intelligent system for roof' control that uses both an expert system and neural networks to improve the capability of mining engineers to evaluate roof support effectiveness for ground control in coal mines. The expert system com- pares roof support capacities with the support requirements estimated to be necessary to maintain entry stability. It does this by evaluating the results of tests on various types of roof support and establishing the maximum allowable load according to anchorage capacity and yield strength of the support. After the user enters geological information (rock properties, geometry of the opening, in situ stresses, bolt pattern parameters, etc. ), the expert system compares the predicted required loading to the roof support capacity and gives the operator advice on the adequacy of the design and how improvements could be made. A good source of the real-time data necessary to allow the expert system to make decisions will come from a roof bolting machine being developed by the Bureau of Mines. Researchers have collected data from a Western coal mine on drill bit position, penetration rate thrust, torque, and rotation rate. Using this information, two neural net- works were developed to identify different types of strata and features in a mine roof such as rock type, rock compressive strength and joint characteristics. The result is a system that can assist a mining engineer with design information that can be constantly updated as mining progresses.

Froth flotation is one of the most actively pursued research and development areas in the coal preparation industry today. Many new types of flotation machines and processes are being developed and compared in an effort to handle the increased quantity of coal fines produced by finer grinding for greater liberation of ash- forming and sulfur-bearing mineral matter. Of the many new machines and processes under development for deep cleaning ultrafine coals, it is quite likely that many will not reach industrial use in the near future; in fact, it is quite likely that some never will. Therefore, it is the objective of this paper to select and describe a few of the new flotation machines and processes that appear to have reached a level of development that would suggest their eventual use on an industrial scale. It is probable, and doubtless will be argued, that some of the selections given in this paper should not have been included, while others should have, but the reader must understand that the author is restricted by the information available. And because most of the information available comes from those who are developing the equipment and/ or processes, it is often confusing and conflicting. Thus with a somewhat moderated plan, the author proposes to point out some in- congruities in the literature in the hope that such information might promote more independent study and perhaps explain the abundant promise versus the scant use of the new equipment and processes described.
