The inclusion of a new term "planned subsidence" in the Surface Mining and Reclamation Act of 1977 has lead the U.S. coal mining industry into a new aspect of engineering: subsidence planning. Subsidence planning has necessitated the integration of geotechnical, civil, and mining engineering disciplines. Although much of the foundation and application work has been completed, subsidence planning is still a developing area. This paper discusses the application of subsidence planning in several brief case studies (a high voltage transmission tower, a sewage treatment plant, and a slurry impoundment), emphasizing the risk assessment aspects necessary to account for some of the uncertainties that may exist.

President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It's time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It's time this country stopped being the nice guy." As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

The coal mining industry is an important sector of Canada?s economy. The cost of mining and haulage of coal in Western Canada is a major focal point when compared to inexpensive coal from Australia. Spot coal price volatility affect contractual price arrangements and this creates pressure on companies? profit margins and their competitive edge. In order to alleviate this pressure, companies may have to take short-term drastic measures that may hurt their strategic positions in the long-term. Companies must also create a mix of their products to ensure effective maintenance of profit margins given various quantity and quality constraints. In this paper the authors provide extensive analysis based on detailed probabilistic production systems for coal extraction and haulage in Western Canada. An optimization model is formulated for typical coal mining operations, processing and haulage from mine sites to the Vancouver Ports using linear programming algorithm. A stochastic model is also formulated to analyze the associated risks and uncertainties. These models are validated using data from five operating mines in Western Canada with varying quantity and quality products and uncertainties. The results show that the five mines studied have to produce between 180,000 and 2.10 million tonnes of metallurgical coal and between 70,000 and 2.16 million tonnes of thermal coal to enhance their profitability given the underlying constraints. The average expected probability of success associated with production capacities from these mines is about 66%. This results in a failure probability of 36%, which is extremely high under contractual arrangements. The results also show that management?s profit expectation of $83 million can be achieved at a zero percent failure probability. With a higher risk of failure of 10%, this expectation increases by 21% to $100.3 million.

Paper presents project results investigating current techniques for dragline wire rope removal and the development of less hazardous means of performing the task. The cannon is the most prevalent method used in American surface mines. A cannon test program was conducted that used 40-and 50-grain primer cord to establish force produced using a 56-pound projectile. Socketlwedges were separated to establish separation force data. Two alternative removal methods, pendulum ram and portable hydraulic pusher, were developed and tested. Both provide sufficient force to effect separations under normal conditions on draglines with up to 78- cubic yard buckets.

Sulfonate promoters and collectors were originally developed as relatively inexpensive anionic collectors to selectively concentrate the iron-bearing minerals in low grade iron ores and to remove iron and other mineral contaminants by flotation in the processing of glass sands, feldspar and other ceramic raw materials. The first reagents produced were effective collectors for such iron oxide minerals as goethite, hematite, limonite, magnetite and siderite. Further development has resulted in additional reagents with a broadened application to the selective flotation of a variety of nonsulfide and nonmetallic minerals. The products in this group are anionic sulfonate-type promoters, natural petroleum sulfonates, and synthetic modified sulfonates. Beyond their applications to iron-bearing minerals, the sulfonate collectors have gained commercial use in the flotation treatment of barite, celestite, fluorite, apatite, chromite, industrial garnet, kyanite, mica, rhodochrosite and cassiterite. in addition, extensive laboratory studies indicate their potential suitability for flotation of the following minerals: Anatase Anhydrite Bauxite Beryl Calcite Chlorite Some Copper Carbonates Corundum Dolomite Hornblende Huebnerite Ilmenite Lepidolite Magnesite Phosphate Minerals Rutile Scheelite Spodumene Sillimanite Talc Tourmaline Wolframite Zircon Sulfonate promoters are water soluble or dispersible liquids, syrups or pastes of varying viscosity with colors ranging from dark blackish-brown to clear. Customarily, they are fed to the conditioner or flotation as 5% to 30% water solutions or dispersions. In addition to their normal collector activity, certain of these products display notable frothing characteristics. Improved collector efficiency and adequate froth control can frequently be obtained by employing mixtures of sulfonate reagents, of ten with results quite markedly superior to those achieved with equivalent dosages of the individual promoter alone. Reagent requirements will vary with the type of mineral being treated; however, a general overall range of 0.13 to 2.0 kg/metric ton (0.25 to 4.0 lb/ton) of feed should cover most applications.

Due to a tight ash constraint on the clean coal product and difficult middlings washability characteristics, a considerable amount of coal was being lost in the jig middlings at the Monterey No. 2 Mine. An investigation was conducted into circuitry to recover this lost coal with minimal effect on the total clean coal ash. A reverse two-stage hydrocyclone system cleaning at low specific gravities was selected. This system is currently recovering approximately 5.8 kg/s (23 tph) of 11.5% to 12.5% ash coal. The specific gravity of separation for the system is about 1.5 and the probable error is 0.13.

Swelling clays, such as montmorillonite, contribute significantly to the poor dewatering and consolidation behavior of the Florida phosphate clay wastes. Understanding and to a degree, control of the forces which cause the swelling behavior may aid in supplying a solution to this problem. The technical feasibility of utilizing control- led dispersion for aiding dewatering of phosphatic slimes was investigated. This technique is based upon inhibition of swelling and self-dispersing tendencies of the montmorillonite clays by dispersing the solids in electrolyte solutions. Through this process, significant improvements in settling rates and sediment solids content were achieved in both pure clay systems and on simulated phosphate slimes.

Interlocking material balances on complex mineral dressing plants greatly assist in metallurgical investigations: indeed, without such a balance, there is no firm basis upon which to base process performance evaluations. To achieve balances both qualitative and quantitative data must be rationalised in conjunction with the process flowsheet. WSL has developed a range of programs to evaluate interlocking material balances. However, to obtain maximum benefit from the balances, answers of direct value at the process level must be provided: WSL has developed also a range of programs for this purpose. Practical examples are given, which illustrate the benefits obtained from process balances.

Reserve Mining Company completed construction on a major process modification project in June of 1980. These modifications enabled Reserve to reduce and control its final iron ore pellet silica content from 9.0 20.77 percent to 5.0 50.26 percent. The paper outlines the implementation of neutron activation on-line analysis and associated computer control loops for measuring and closely controlling the silica content of the iron ore concentrate at Reserve Mining Company. It contains a general overview of Reserve's taconite processing facilities and a presentation of the theory and operation of the neutron activation analysis equipment coupled with the computer silica control loops.

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. Over the past 15 years numerous pressure oxidation plants for pretreatment of gold ores and concentrates have been installed throughout the world. While, this technology is now established, it suffers in term of the complex engineering and operational characteristics inherent in utilization of high temperatures (i.e. up to225°C) and high pressures (i.e. > 400 PSIG). This paper outlines the application of an industrially proven pressure leaching methodology utilizing nitrogen species catalyzed pressure leaching and alkaline sulfide gold leaching. As such, it stands as an economic and engineering advancement in pressure leach treatment of gold ores and concentrates.

This paper describes drill and blast excavation and groundwater control measures at the Lake Mead Intake No. 2 project. The construction includes a deep access shaft, intake shaft, surge chamber, forebay chamber, intake tunnel, 22 well shafts and East Tunnel. Grouting ahead of the excavation face was used extensively during shaft and tunnel construction. Lake Mead Intake No. 1 was constructed in the early 1970’s under less severe groundwater conditions and this work was delayed by ground conditions and water control problems. Excavations for Lake Mead Intake No. 2 must be completed in 23 months to meet SNWA’s water delivery schedule.

The first high pressure grinding roll in a copper mine was commissioned at Cyprus Sierrita in July 1995. This grinding roll is the world&apos;s biggest operating unit. It has a roll diameter of 2.4 meters and a face width of 1.4 meters. It is driven by two, 2250 KW (3,000 HP) motors. This paper will discuss the development of the grinding roll at Cyprus Sierrita and what it has done for comminution of Sierrita ore. Maintenance and operating performance will be discussed as well as testwork including size reduction, power input, work index, and throughput.

Some attempts were made to recover gold from aqueous systems using immobilized persimmon tannin. This adsorbent adsorbed gold from solutions containing hydrogen tetrachloroaurate (III) with high efficiency, whereas there was minimal adsorption from solutions containing gold (I) sodium thiomalate and sodium dicyanoaurate (I). The adsorption of gold was rapid, and was affected by the pH of the solution, temperature, external gold concentration and amount of adsorbent. Adsorbed gold was easily desorbed with 1 M thiourea solution, indicating that immobilized persimmon tannin can be repeatedly re-used for the recovery of gold using adsorption-desorption cycles.

Small seams of fibrous tremolite and actinolite commonly occur in many California counties. A number of larger seams of this fibrous material were mined from 1882 until about 1955. The fibers from these mines were used for making acid filters, battery cases and fire-resistant paint. With increasing population, new residential areas are being developed in the foothill regions, leading to increased contact with seams of fibrous amphiboles. These forms of asbestos can be particularly dangerous to human health. Thus, it is necessary to determine the locations of these mines and adjacent veins and to identify the specific amphibole minerals present.

The Dexter pit lake, within the Tuscarora volcanic field in Elko County, Nevada, formed after closure of the Dexter mine. Mineralogy at the Dexter mine is related to widespread feldspar, silica, and chlorite alteration. Major mineralogy includes quartz, alkali feldspar, albite, phlogopite-biotite, hornblende, iron-titanium oxide, chlorite, kaolinite, smectite, illite, and sericite, with lesser amounts of calcite, zircon, apatite, and rutile. Trace element geochemistry is characterized by high levels of As, Ba. Cr, Cu, V, Zn, B, Zr, Li, and U. Detailed mineralogy and geochemistry are required for geochemical models to accurately predict trace element concentrations in pit lake waters.

Dexter pit lake, within the townsite of Tuscarora, Nevada, has been in existence since 1990 and provides a natural laboratory for the study of cycles of trace elements associated with ore deposits (e.g. As, Cu, Pb, and Se). Our goal in this study is to develop and calibrate methods of geochemical modeling that may be applied to estimating the concentrations and fluxes of trace elements in pit lake systems. Our initial modeling work considers limnology, hydrology, wall rock mineralogy and geochemistry, benthic fluxes, and colloid composition. Results from our work may be useful in evaluating water quality in the arid West.

Data from full scale marked ball tests are used to demonstrate the effects of abrasion, corrosion, and impact on overall wear rate. The predominate wear mechanism need be identified before the optimum alloy can be chosen for the grinding media. Use of high chromium grinding media often results in increased mill efficiency due to shape retention. Thus, a benefit from energy savings can result as well as a reduction in wear rate. Converting from steel to east high chromium grinding media requires close association and cooperation between producer and consumer in order to properly conduct these studies.

This paper presents the ground settlement monitoring system used during the construction of two tunnels bored by two EPB TBMs, beneath the existing and active railway embankment in Bologna (Italy). The tunnels run close to large buildings and beneath bridges and other infrastructure. Data are collected from remote total stations and from electro levels installed directly on the railway tracks. The automated monitoring system acquires and analyses data then sounds an alarm in the event that there is a problem. Alarms are sent out in case of excessive tilt or settlement. Data is provided through a dedicated web application for multiple-party access, to gather, manage and store monitoring data.
