Your personal assessment of the minerals business. Gosh! When I think about what has happened to the minerals industry over the past 27 years that I have been a member of SME! There have been fundamental structural changes in the industry. And I think that SME has been quite successful in coping with these changes as well. There has been a reorientation in how the minerals industry does business. It used to be called rationalization. Today we call it reengineering. In addition, the minerals industry has become more complex and more global. Shareholders have become more vocal and demanding in the management of the business, asking for protection of their shareholders' value. In the 1980s, a fundamental change was precipitated by a merger and acquisition fever in all industries, including the minerals industry. Raiders such as T. Boone Pickens put enormous demands on companies that, in turn, had to spend substantial management time to fend off the raiders. This resulted in a major restructuring of the mining houses. Today, for example, Anaconda, Kennecott and Amax are only historical names.

In the technique described and evaluated, detection of mercury is based on the principle of atomic absorption. An analog signal, produced when mercury vapor absorbs ultraviolet light, is converted to digital form and calibrated to mercury concentration. Interferences are eliminated by selectively trapping the mercury on gold. The lower limit of sensitivity, using a 1-gram sample, is 5 parts per billion. A model of the instrument mounted in a station wagon has been tested successfully in the field.

"A fire design innovation of the concrete lining of the Ohio River Bridges East End Crossing Tunnel has been developed. As a result from a fire suppression and tunnel ventilation system, the project design Heat Release Rate (HRR) was able to be constrained from 300 MW to about 50 MW. With this reduced HRR, concrete lining without passive fire protection may be acceptable, if the tunnel concrete lining will not result in explosive spalling during the designed fire event. Concrete explosive spalling test was proposed to verify this assumption. Since no standard concrete fire explosive spalling testing procedure exists, a project specific testing procedure was developed and fire tests conducted. From fire test results, it is concluded that the proposed tunnel concrete lining, in conjunction with the proposed fire suppressing and ventilation system, will not experience explosive spalling and does not require a passive fire protection system. INTRODUCTION The Ohio River Bridge East End Crossing Tunnel is part of a Public Private Partnership project, which connects transportation network between Louisville, Kentucky and southern Indiana. Located in Louisville, Kentucky, the twin-tube highway tunnel provides northbound and southbound lanes of the Kentucky approach to a new bridge across the Ohio River. Tunnel lengths are approximately 1,675-ft and 1,685 for the northbound tube and the southbound tube, respectively. Connected by two cross-passages, both tubes have a roadway width of 40-ft, for 3-lane traffic, and a vertical clearance of 26.5-ft.The Tunnel was constructed by drill and blast method with shotcrete and rock dowels as initial ground supports. The final tunnel lining consists of 16 inches cast-in-place concrete lining and 20 inches invert slab, with a waterproofing system around the tunnel perimeter. Two (2) tunnel side drains and one (1) invert drain were provided for each tube. This paper describes the rational in assessing fire design requirements of the tunnel final concrete lining, to answer the question whether a passive fire protection system is needed or not."

The presence of discontinuities strongly affects the mechanical and hydraulic behavior of rock masses. Joint geometry networks play a vital role in civil, mining, and petroleum engineering projects associated with jointed rock. The need for a realistic representation of joint geometry in rock masses has been recognized. The first part of the paper shows how to build three-dimensional stochastic joint network schemes and also shows how to perform validation studies for these schemes using joint data from the Stripa mine, Sweden. Due to the existence of complex joint patterns, mechanical behavior of jointed rock masses usually exhibit scale effects and an-isotropic properties. A correct understanding of the mechanical properties (strength and deformability) of jointed rock masses is important for designing and performance estimation of structures build in and on rock masses. Beyond a certain volume, the mass proper-ties of the rock may remain essentially constant with respect to the effect of joints. This minimum volume may be used as the element size to represent the equivalent properties of a statistically homogeneous rock mass volume which contains a significant number of joints. This volume may be termed as a "Representative Elementary Volume" (REV) and may be of great importance for engineering purposes. Investigations are underway at both the 2D and 3D levels to look into the possibility of establishing relationships between REV mechanical properties and joint geometry parameters. Recently developed joint geometry modeling schemes are linked with existing distinct element codes (both 2D and 3D) to create a stochastic/deterministic stress analysis approach in achieving the goal. Results obtained so far in this direction are presented in the second part of the paper.

Reverse osmosis (RO) and nanofiltration (NF) are widely regarded as being best available technologies (BATs) for removing contaminants of concern from water. In recent years, NF or RO treatment has increasingly gained more acceptance in the mining industry for treating mine water to remove a wide assortment of contaminants, either for meeting discharge standards or for internal re-use in mining processes. Consequently, the number of NF or RO membrane mine water treatment facilities has steadily increased. Although NF or RO membrane filtration can be a powerful tool in mine water treatment, especially when multiple contaminant removal is required, it also has many potential disadvantages. Besides the generally higher capital and operational costs for the high pressure membrane processes, organic constituents in mine water may foul the membranes, while inorganic compounds such as gypsum, calcite, or silica are liable to scale the expensive membranes if proper pre-treatment processes are not implemented. Additionally, because these membrane treatment processes generate a substantial reject or brine waste stream in addition to the clean treated water or permeate stream, brine management also needs to be considered carefully when deciding upon the viability of an NF or RO mine water treatment process. Because of these issues, it is important to conduct detailed analyses of the trade-off between selecting NF or RO vs. using chemical treatment processes when designing a mine water treatment facility.

This paper describes research conducted under the BuMines's Advancing Metal and Nonmetal Mining Technology Program, a major element being the application of new and improved technology to shaft design in deep underground vein-type mines. Two basic design parameters considered in shaft planning are configuration (shape) and ground support. The most common shapes are circular and rectangular. Ground support systems include concrete, timber sets, steel sets, rock bolts, and steel liners. The inherent advantages and/or disadvantages of various shaft designs such as ventilation and fire resistance, flexibility and ground support characteristics are well known. Circular concrete-lined shafts have minimal resistance to air flora and are virtually fireproof, an important consideration in deep hot mines. However, concrete does not yield significantly, and failure conditions and misalignment cannot be easily repaired. Timber-supported rectangular shafts predominate in the Coons d'Alene Mining District with its highly stressed and frequently heavy ground. The sets can be relieved and reblocked when out of alignment. However, the constant maintenance and repair requirements result in exposure to an inherently dangerous working environment combined with excessive operating costs. Obviously a dilemma exists--a circular, concrete-lined opening has many desirable features, provided it is strong enough to withstand the stresses involved. Rectangular, timber supported shafts have proven adequate in the Coeur d'Alenes; however, the implication of increased maintenance and repair requirements on ever-deepening shafts in this district and other similar areas will be an important design consideration in the future. This paper, then, presents shaft-configuration and ground-support guidelines to help remove some of the uncertainty concerning the stresses to be encountered in typical deep vein mining areas.

Pine Point Mines is located in the Northwest Territories of Canada, about 500 miles north of Edmonton, Alberta (figure 1). Lead-zinc ore is found in numerous localized deposits along a generally east-west trending reef of Devonian dolomite, about 5 miles south of Great Slave Lake. A pumping-test program was carried out in 1968 to guide the design of dewatering systems for several open pits that are partially or wholly below the natural ground-water levels. The hydrogeologic conditions, methods employed and results obtained are discussed.

Road tunnels in recent infrastructure projects in Sydney, Australia, are designed to have a fire resistance level of either a 4-hour cellulosic fire or a 2-hour hydrocarbon fire. Where permanent ground support for tunnels consists of systematic rock bolts and relatively thin layer of shotcrete, it is important to ensure that during and after the fire event the ground support is designed/predicted not to pose risks to the tunnel occupant. The global behavior of the ground support can be predicted using finite element analysis, and its resistance is derived with consideration of the material strength degradation due to the elevated temperature.

TBMand roadheader are two dominating excavation machines in underground tunnelling projects. The performance of these two tunnelling machines has been reviewed and analysed individually by many researchers from multiple points of view. However, there are almost no studies that have made an extensive comparison between these two machines, mostly from financial points of view. The current study is intended to characterize both financial and technical status of these two mechanical tunnelling machines in one of the biggest coal mines in Iran. The main objective of this study is to define the best method and equipment that meets a predefined economic goal, which is mainly to maximize the net present value. To this end, a technical and financial model based on the geomechanical and financial parameters involved in the project has been prepared and the financial part of the project has been carried out by applying COMFAR III financial analysis software. Subsequently, a sensitivity analysis of the model was conducted in order to evaluate the effect of involved parameters on the project. According to the results, a roadheader has better economic justification than a TBM, while the TBM has a better advance rate than the roadheader.

In a recent issue of the Mining Congress Journal, J. L. Gilliland discussed the relationship of air quality criteria, standards, and regu¬lations (1). As he pointed out, The Secretary of the Department of Health, Education, and Welfare is charged with issuing "Air Quality Criteria" which are statements concerning the concentration-effects relationship of an air pollutant. These "criteria" provide the states with a basis for their air quality "standards," which may lead in turn to emission "regulations." He further cites a list of major factors described by the National Air Pollution Control Administration, which must be considered in developing criteria. These are: properties of pollution; responses; measurement methods; exposure parameters; and characteristics of receptors. Although we briefly discuss the first two items, the principal concern of this paper is with the third item, the methods of measurements. In attempting to define responses, it has proven surprisingly difficult to establish a clear-cut cause-effect relationship between air pollutants and impairment of health. It is perhaps not too surprising that the ecological approach currently in fashion seems to be a much more powerful tool in defining cause-effects relationships. Without belaboring the point, we would like to point out that establishing such cause-effect relationships have tremendous legal and financial implications e.g., consider the possible establishment of such a relationship between pollution and inadvertent weather modification.

Modern mines possess a wide variety of capital intensive equipment. Equipment failures and the associated down time contribute significantly to the overall maintenance, operating and production costs of a mine. Reliability investigations are becoming a standard practice, as the equipment becomes more complicated and the effective use of resources is critical for achieving higher productivity and mine safety. In view of the recent global initiative for sustainable development in the mineral industries, reliability of capital intensive machinery should be considered as a key indicator for sustainable development and growth. This paper discusses the application of equipment reliability as a sustainability indicator and proposes a methodology for its practical use. Reliability of equipment systems is useful for product life cycle assessment, mine performance measurement and evaluation.

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

Newmont Mining Corporation and Barrick Goldstrike Mines, Inc. concluded an exchange of land and reserves in an agreement signed May 3, 1999.This exchange of assets allowed Newmont to develop the Deep Post underground mine from within Barrick’s Betze-Post open pit, thus reducing capital expenditures, lowering operating costs, and advancing the production schedule by nearly three years. Based on previous experience, Newmont is confident that the Deep Post underground mine can be successfully developed and operated within a large, active, open pit mine. The project also faces difficult geotechnical conditions including weak ground, scattered pockets of groundwater, and elevated rock temperatures.

As openpit copper operations transition from surface mines to underground, the speed of underground infrastructure construction prior to production is critical for maximizing the value of the project. Typically, the preferred underground bulk mining method is block caving. In preparation for future underground projects, Rio Tinto made the strategic decision to invest in a step-change program that would develop system solutions to reduce the construction time of block caves. The program focused on improving safety and doubling or more the construction speed of both vertical shafts and horizontal infrastructure compared to existing drill-and-blast rates. After an extensive selection process, Rio Tinto selected the Atlas Copco mobile miner machine as one of the concepts to proceed with for construction of horizontal infrastructure for access and footprint. In addition to un-derground drilling and hauling equipment, Atlas Copco?s Robbins mobile miner concept (a previous attempt at horizontal mechanical excavation) completed trials at Mount Isa, Pasminco and Taisei. Rio Tinto selected the new Atlas Copco mobile miner machine concept for a number of reasons including the use of proven technology from the three previous mobile miner machines and other commercial products, as well as the ability to install complete ground support typical with high rock stress conditions at approximately 1,500 to 2,000 m (4,900 to 6,500 ft) depth. Atlas Copco, with support from Rowa, the Swiss company that specializes in back up systems for tunnel boring machines (TBM), is advancing the detail design of the access version of a tunneling system on behalf of Rio Tinto. Because of the different requirements between an excavation system for access tunnels and that for tunnels on the footprint, two different versions of the mobile miner machine technology were envisioned. The access and the footprint versions of the Atlas Copco mobile miner machine share a majority of key technologies and systems. Therefore, it was possible to conduct a performance conformation test using a full-scale version of the access machine that would also mitigate the technical risks for the footprint version. "INTRODUCTION The Lisbon Valley Mining Co LLC (LVMC) operates the Lisbon Valley Mine located in SE Utah. The mine includes 3 open pits, 150-acre heap leach pad, and solvent extraction electro winning plant (SX/EW). Approximately 25MM tons of ore has been mined since 2005. The ore is stacked on the leach pad to an average height of 55 feet and occurs as a blend of crushed material (minus 2”) and run-of-mine (minus 24”). The host rocks include Dakota and Burro Canyon Sandstones. Copper occurs finely disseminated in this material at an average grade of 0.46%. Minerology is 63% sulfide, 27% oxide, and 10% insoluble. Total inventory mined through 2016 is approximately 230 MM lbs. METALLURGICAL CONSTRAINTS Copper production is constrained by areas of low permeability ore and geochemical issues, including acid consumption. The intrinsic permeability the ore ranges from 10-2 to 1 Darcy. This permeability does not permit sufficient aeration by natural convection, therefore oxygen transport is largely limited to the mass of oxygen that can remain dissolved in leachates. As a result, greater than 50MM lbs of copper remains in inventory and occurs secondary sulfides, including chalcocite, covellite, and bornite. BIOLEACHING FUNDAMENTALS Due to the higher activation energies of secondary sulfides, notably covellite and bornite, a strong oxidant is needed to remove an electron from the metal-sulfide lattice and release the copper cation into the sulfate solution. This process occurs most efficiently using the strong oxidant ferric iron (Fe3+). Ferrous iron can be oxidized to ferric iron by oxygen via chemical oxidation or biologically; which was measured to occur 500,000 times faster when using microbes versus oxygen.1 The microbes that oxidize ferrous iron (Fe2+) to ferric iron are naturally abundant and will develop biomass when appropriate conditions and nutrients present themselves. Most nutrients are provided by the ore/irrigation (P,N,Mg, Ca & Fe2+) while the others (O2 and CO2) are provided by air. In most cases, oxygen transfer is the rate limiting step during copper sulfide leaching. 1 Lacey & Lawson 1970 FORCED AERATION SYSTEM DESIGN This paper describes LVMC’s efforts to bioleach the remaining inventory by forced aeration. Two basic aeration systems were installed and tested including vertical wells and horizontal piping. Vertical System The vertical system was installed using the mine’s blast hole drilling rig. Wells were constructed using 4” high-density polyethylene (HDPE) connected to 4” polyvinyl chloride (PVC) screens similar to conventional bioventing wells. Ore samples were collected at each well location to characterize the spatial distribution of the remaining inventory along with fines (minus 200 sieve), pH (acid consumption), and iron. A block model of each analyte was developed and mapped in 3D."

There has been a steady increase in shiploading capacities in the last 20 years. One of the reasons has been the general increase in ship sizes, with the largest vessels currently around 280,000 DWT in the bulk trades. Obviously, the large vessels can accept loads faster and their economic utilization justifies higher loading rates, up to a point. The high capacity facilities have loading rates far beyond this point. The economic logic of these facilities is based on the fact that for a given annual throughput the capital and operating cost of a single high capacity system is less than that of two smaller systems. Thus, where the projected throughputs are large, there is a great incentive to reduce capital costs by maximizing capacity. Tubarao, in Brazil, designed for a 100 million ton per year throughput with one finger pier and one high capacity berth is a successful demonstration of this approach. In the current state of the art, the high capacity systems have shiploading capacities in the range of 10,000 - 16,000 TPH, for annual throughputs of 20 million tons and larger per loading berth.

The Bureau of Mines has developed a process to improve the leaching kinetics of diffusion controlled systems. The system features the Bureau-developed turbomill, an attrition grinder which scrubs the reaction product coating away from the unreacted mineral grains during leaching. The system can be continuously operated at any temperature up to the boiling point of the leaching agent. This paper describes the research on the dissolution of chalcopyrite with acidified ferric sulfate which forms a sulfur product on the unreacted chalcopyrite surface. This method is a hydrometallurgical alternative to chalcopyrite smelter technology which eliminates S)2 emission problems with its associated costs. Batch testing at 90? C with the chalcopyrite/ferric sulfate system resulted in better than 99-pct extraction of copper. At an optimal energy consumption of 1,520 kW h/st, 95 pct of the copper was extracted. Recent work has been directed to development of a continuous system and SX/EW treatment of the resulting pregnant liquor from the chalcopyrite/ferric sulfate leach.

The mining industry depends upon inexpensive water transportation. Today, large quantities of mined products are transported by ships over oceans, from continents to continents, over lakes and waterways to the ultimate users. Sometimes, the routes these Bulk Carriers travel cover only a few hundred miles, sometimes thousands of miles halfway around the world. Most of the products of the mining industries are relatively inexpensive. A significant portion of their cost to the ultimate users are in the cost of transportation and not in loading and unloading these commodities at the ports of origination or destination. So far, the industry has produced very efficient loading and un- loading installations, but has very little influence over marine transportation or the design of the vessels themselves. Very little was ever published dealing with integrated transportation systems properly correlating all phases of the operation; namely, loading, marine transportation and unloading bulk materials.

In September 1970, the Quebec Cartier Mining Company, started development of the Mount; Fright iron ore mine. The estimated ore reserve is in excess of 1,000,000,000 long tons with an average grade of 31.5% Fe. The run of mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production rate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material of which 50% is waste. The mine is located in the Province of Quebec, close to the Labrador border approximately 600 miles north-east of Montreal. The development of the mine necessitated the construction of an all electric one thousand housing unit townsite along with associated services such as a shopping center, swimming pool, arena, school, etc... A one-hundred mile long, 315 K.V. Dower line was built between the mine site and the Hydro-Quebec 735 K.V. existing power line between Churchill Falls and the Montreal area. The construction near the mine of a beneficiation plant was necessary to upgrade the 31.5% iron ore to a marketable product of 66% iron.
