The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

Never increase, reduce, or remove ventilation without unquestionable, compelling reasons. This rule applies every day as well as when fighting fire, attempting to find survivors, or recovering the mine. Right now in some mine a miner is adjusting a regulator in one place to get more air into another. The chances are the desired result will be achieved. Has the miner done a good thing? NO! Solving the immediate problem reinforces the belief he or she can do it again. That "again" might be, to give but one of many examples, the explosion in Greenwich No. 1 Mine. Robbing the proverbial Peter can be the prelude to disaster in a mine. Reducing the airflow is a common practice when fighting a mine fire. In fact, some people have been taught to do that at MSHA's academy. People who believe that to be proper must be people who never experienced a fire. To fight most fires you have to scramble to get enough air. An explosion demands totally different "thinking". If people are soon to go into the mine, DON'T adjust the ventilation. If teams are in the mine, each affected area must be explored or sealed before making any ventilation change.

This paper will describe the benefits of utilizing the decision support system, DSS to support the methodology of structured decision-making in the mining environment. It will outline the layers of the mining related decision making – 1. Creation of “one truth” situational awareness utilizing 2. existing planning, ERP, operational and monitoring agents, a. Expressing plan verse performance across mining phases and functions compared with the actual and trends to evaluate performance. b. Creating alternate courses of action and the implications up and downstream. 3. It will review the current condition were although a multitude of technologies resolve multi variable issues they do not interact in a way that assists decision makers throughout the organization in making high-quality decisions that will push the overall performance envelope. 4. The paper will show the benefits of integrating military methodologies to resolve multi variable complexed issues (operational, financial and other), operating in changing environments in order to meet time sensitive objectives with restricted resources. This is achieved by creating a shared situational awareness thru incorporating information from a multitude of data generating agents, creating COA, selecting the appropriate and turning it into a plan. The paper will discuss the implementation and suggest a path.

A reliable estimate of radon emissions to the environment from underground uranium mines was obtained through measurements of radon in ventilation air at 24 mines and from estimates of radon release from other mine sources. The total production of U308 from the mines sampled represents about 63% of the total U.S. production from underground mines (1978 statistics). Wide variation in the radon emission rate per unit of production was found from mine to mine. Using the total radon emitted and U308 produced by all mines sampled, an average of 26.7 Ci of radon was emitted per ton of U309 produced. The investigation includes a brief study of the sources of variation of the emission rates. A statistically significant relationship was found between the measured radon release rate and the cumulative ore production at several mines.

 This research project explored the viability of a new mining technology — thermal fragmentation — in narrow-vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation as well as one of an existing method used for narrow-vein mining. Comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs as well as increased productivity and ore recovery meant that the new method would improve the financial performance of any operation.

The concrete masonry industry, represented by the National Concrete Masonry Association has significantly expanded its markets since the industry's inception. The concrete masonry industry has developed and refined concrete masonry units by producing a variety of quality products on automated machines. In the sixties, architectural concrete masonry units gained popularity. In the seventies, the concrete paver market expanded. In the eighties, segmental retaining wall units became popular. The industry continues to research and develop new products and applications for concrete masonry to satisfy the needs of designers, specifiers, installers and owners. Both existing and innovative technologies in the concrete masonry industry are discussed.

"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life. A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the NPDES permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L. The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis, RO reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a “Zero Liquid Waste” (ZLW) facility. INTRODUCTION The advanced water treatment system was built to meet a new 218 mg/l regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 5 million gallons per day (795 m3/h) of mine water. The treatment process utilizes reverse osmosis (RO) membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A Water Impact Index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an on-site landfill."

MOCCA is a Multivariable Optimal Constrained Control Algorithm developed specifically for non-square industrial control applications with practical difficulties such as interactions, time delays, constraints, modelling development, etc. MOCCA consists of an off-line simulation/translation module, for tuning the control parameters, and an on-line module that implements the designed control law. This paper describes an evaluation of MOCCA on the Hemlo grinding circuit which comprises one open circuit ball mill and two closed circuit ball mills in series. In this case a 4x4 unconstrained control problem was considered. The manipulated variables included the fresh ore feed rate and three pump box water additions. The controlled variables were the grinding circuit product particle size and three pump box levels. In this application soft constraints were implemented through control action and control error weighting. The feedforward capability of MOCCA was used to compensate for a measured water flow disturbance to one of the pump boxes. MOCCA performed very well during plant evaluations when compared to the original classical multi-loop control strategy and proved to be quite robust. Perhaps most importantly, the process engineers and plant operators have a high level of comfort both in understanding MOCCA's general operating principles, and with its demonstrated performance.

The King-Beaver mine of Asbestos Corporation Limited operates an open pit in the city of Thetford Mines, Quebec. The approximate loca-tion of the open pit is at Latitude 46° 02' North and Longitude 71° 20' West. The general topography is 1020 feet above sea level. Thirty-six percent of the company's scheduled asbestos ore production, for the Thetford Mines area, comes from the King-Beaver pit. The pit operates 24 hours a day, six days a week. Normal production is 10,500 tons of ore per day at a waste to ore ratio of 2 to 1. The remaining ore requirements are mined from the King-Beaver underground mine and the British-Canadian mine.

INTRODUCTION For overland conveyors of several kilometres length and as well as wide for conveyors designed for high mass flows, the cost for the conveyor belting share is 40% to 50% of the invested cost 173. The German Standard DIN 22101 is used for calculation and dimensioning of - conveyor belts and belt conveyor components. Developments in rubber technology and conveyor belt design required a revision of the standard released in 1982 121, which was published in August 2001 131. New research results and publications 16-9, 13-15] led to a better understanding of the material behaviour and their influences on conveyor belts. Test and calculation methods have been established to determine the most important parameters which are related to the performance of a conveyor belt line. These parameters are • The running resistance of the idlers • The indentation resistance of the belt • The dynamic splice efficiency • The distribution of belt load in the splices, transition zones and on pulleys. As a result, new rubber compounds with low indentation losses allow the use of reduced friction coefficients and thus lead to reduced power consumption, smaller drives and lower belt tensions. The deeper understanding of the flux of forces within belt splices led to both optimised splice design and optimised rubber compounds which significantly improve the dynamic splice efficiency. Therefore, in accordance with the standard, the benefits of these technologies and the better understanding of material behaviour allow a reduction of belt strength still maintaining sufficient safety factors. Thus engineers are enabled to calculate belt tensions more exactly and users are encouraged to pay more attention to starting and braking techniques. DETERMINATION OF DRIVE FORCE According to the DIN standards the resistance to motion generally has to be determined for each different section of the belt conveyor including upper and lower run separately. The necessary drive power P is calculated as [ ] with v as the conveying speed. The total of all resistances to motion of carry and return run can be determined as [ ] FHo and FHu are the primary resistances consisting of the running resistances of the idlers, the indentation resistance of the belt, the fulling of the conveyed material and the flexure of the belt. While indentation resistance and idler resistance are measurable, they have been deter- mined to be responsible for up to 70% of the primary resistances covered by FH. Further FN is the secondary resistance that covers, for example, the resistance of feeding points and scrapers. Fa are the total slope resistances and Fs is the total of all special resistances, resulting, for example, from belt steering devices. These three resistances should be neglected in the following discussion. For conveyors where a determination of the substantial parts of the resistances to motion is not possible, according to the new DIN standard [31 a determination of the drive power is acceptable by using the fictitious friction factor) [ ] In this formula the index i identifies the individual section of the conveyor, 1 is the length of the section and MR, MG and ML are the related masses of the idlers, the belt and the load in kg/m. Up until ten years ago the industry had arrived at a relatively conventional, and consistent design of coke ovens. Through the years the designers and builders were not being heavily taxed to come up with revolutionary new designs. However, the stimulus for design change was ever present. These stimuli for change are quite important and they are the driving force which produce improvements. The most obvious stimulus to change a design is commercial. To "build a better mouse trap and the world will beat a path to your door" is the well used cliche which best befits this philosophy. As in all businesses, coke oven designs require that all of the considerations, which affect the cost or the desirability of the design, be optimized. One way to increase the desirability of the particular design, 1s to make the design in- expensive to operate. Or, put another way, to increase production for the same operating cost

"INTRODUCTION What is the primary responsibility for geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer – ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geo-engineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this paper will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face. WHAT IS OUR PURPOSE? A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question above. I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor groundwater levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: SAFETY. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or groundwater. The objective of a hydrogeologist is to ensure the soil or rock around an open pit or underground mine is dewatered; this specific objective will reduce pore pressures which could lead to a possible ground failure. They ensure a working bench/UG level is dry, so operations are not dealing with adverse conditions while mining. A geotechnical engineer is expected to use all available information and engineering judgement to provide design recommendations, so that the mine will not catastrophically fail. Additionally, they will implement the monitoring systems to identify hazards in advance in the event that the design is flawed and people need to be evacuated. We all know that safety is important to everyone; however, our particular set of technical skills play a significant role in ensuring the safety of a large portion of the global mining workforce."

This paper presents a preliminary phase of a study being conducted by the Department of Geochemistry of the Consejo de Recursos Naturales No Renovables in the vicinity of the Pachuca-Real del Monte Mining District. This district is located in central Mexico, about 100 km northeast of Mexico City. It has been in operation for the past 450 years and has produced about 38 million kg of silver and about 190 thousand kg of gold. At the present it is being worked by the state owned mining company of Real del Monte and Pachuca. The rocks of the area consist mainly of Tertiary volcanics, ranging in age from early Oligocene to late Pliocene. Ore bodies are recognized as epithermal, vein type fracture fillings. The main ore minerals are argentite and acanthite normally accompanied by base metal sulphides, Gold is present in small amounts as native gold and in other minerals. Orientation geochemical studies performed on soil and rocks over known veins in the district, showed zinc to be the best indicator. Lead and silver anomalies are restricted to the immediate vicinity of the veins, mercury shows the mineralized structures only when the "C" horizon is sampled, while antimony gave erratic values. The El Chico area is about 10 km north of the Pachuca-Real del Monte district and covers approximately 400 sq km. Geological evidence indicated the possibility of an extension of the Pachuca ore bodies in this area. Results obtained from soil and rock samples from El Chico, showed several anomalous area. Detailed investigations proved these anomalies to be related to faults and fractures which in several cases have been found to be mineralized. Drilling is planned with preliminary results expected by late 1974.

Der in Jahrzehnten erworbene Schatz an Glaubwürdig-keit ist eine Basis, auf der die Braunkohlenindustrie ihre Zukunft gestalten kann. Darüber hinaus sind politische Rahmenvorgaben erforderlich. Das öffentliche Interesse an einer sicheren und preiswerten Energieversorgung unter Einschluss der Braunkohle ist unverzichtbar. In diesem Kon-text kann dann die Braunkohle die an sie gerichteten Fragen der Ökonomie, der Ökologie und der Sozialverträglichkeit auch mit Hilfe von Indikatoren beantworten.ABSTRACTThe discussion of the sustainability of lignite mining can only be continued successfully if the indus-try acts in a practical manner and demonstrates trustworthiness by responding fairly and reliably to open questions. This includes new and innovative technical solutions as well as the sensitive management of interests. The lignite industry has learned that openness and the constant effort to exchange viewpoints within their environment are all essential elements. The credibility that has been gained over the decades is the foundation on which the lignite industry can build its future. Beyond that a framework of political guidelines is necessary. Public interest in a secure and inex-pensive energy supply that also includes lignite is indispensable. In this context, the lignite industry will then be able to answer the questions which are directed at them and concern the economy, ecology, and social tolerability also by indicators."

As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

The Henderson mine has more than 20 years experience and has placed a combined total of more than 400,000 m3 (520,000 cy) of shotcrete and concrete. Over the last 20 years the mine has used a variety of equipment for placing concrete, wet shotcrete and dry shotcrete and is constantly trying to cut costs and increase efficiencies. Henderson has recently received a state of the art wet shotcrete placer, automated its batch plant, fabricated a mobile concrete form jumbo and is soon to receive a new concrete transport truck.

Reliable prediction of dynamic deformations is important when planning to undermine important structures that cannot tolerate large relative deformations and or large horizontal strains. This paper presents examples of dynamic deformation profiles that include subsidence, horizontal displacements, and horizontal strain for a number of points over a retreating longwall panel in the eastern United States. The prediction points are located at different distances from the excavation rib and therefore present a different response in terms of dynamic movements. The formulation is based on the influence function method as implemented in the Surface Deformation Prediction System (SDPS). Results show that the subsidence development curve may be reliably predicted for surface points in the middle of the panel. However, in cases where points may be affected by the magnitude of the edge effect offset, subsidence predictions may be very conservative, that is, higher than actual movements.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. Escanaba, Michigan, is located on the South¬ern shore of the Upper Peninsula on a sheltered area of Lake Michigan called Little Bay de Noquet. The Chicago and North Western Transportation Company has operated a rail-to-ship ore transfer facility at this location for well over 100-years. It is the only terminal of its type on Take Michigan and thus can offer a longer navigation season to lower lake markets than other upper lake ports. It all started in 1864 when the Peninsula Railroad of Michigan, now a part of the C&NW, completed a 100 km rail line from Little Bay de Noquet to the Jackson Mines at Negnauee, Michigan. During that first year of operation approximately 31 000t of ore were loaded onto ships at Escanaba from what was then called the Merchants Dock. By 1871 demand had already exceeded capacity and it was necessary to build a larger dock, which in turn was replaced with a still larger pocket dock in 1903. There are no plans or records available to indicate how the ore was handled from rail to ship prior to the construction of the pocket dock.

The values of saturated water vapor pressure from steam tables have been found to be inaccurate for mine ventilation usage because the effect of air on the saturated water vapor was disregarded. Presented here are the newest and most accurate currently available tables from the National Bureau of Standards (NBS). Also included are: (1) a formula for correcting the saturated water vapor pressure for temperature and altitude. (2) a formula for computing unsaturated water vapor pressure, and (3) a formula for air density. Because Systeme International (SI) units are used in the formulas, conversions are given from U. S. conventional units to SI units. The intent of this paper is to show by means of six steps the accurate calculation of mine air density for use on modern computers.
