A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.

Coal is deposited at a mine site in several thin seams which outcrop in rolling hills and dip at about 8° to the northeast. The deposit is located in the northeast area of the State of New Mexico in the Southwest of the United States. A drilling program was undertaken and was quite irregular. Not all of the seams appear in all of the drill holes. Some of the holes did not go deep enough, while others were drilled below the outcrop of some seams. Occasionally a seam would pinch out and not be seen in a drill hole. Also, the outcrops of the seams are buried in many places by several feet of alluvium. All of these factors make correlation of the seams between drill holes difficult. The drawing of cross sections in three directions and at many locations across the mining area have been necessary to assure the accuracy of the input data.

"An acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2•4H2O, PbSO4 and Cu0.47Fe0.53SO4•H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 hours with a sulfuric acid-toconcentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different concentrations. The purpose of this paper is to present our examination of the effects of sulfuric acid dosage on the extractions of Cu, Fe, and As from an enargite concentrate. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.IntroductionThe occurrence of enargite (Cu3AsS4) in copper ores and concentrates and the associated high arsenic values in such resources have resulted in a considerable decrease in the demand for such concentrates because they cannot be economically processed using conventional technologies such as smelting and atmospheric leaching (Mihajlovic et al., 2011). The exploitation of such problematic deposits through competitive treatment strategies will be required in the near future in order to satisfy increasing pressure from the copper market. It is expected that the average arsenic grade of copper concentrates will increase from 0.17% in 2008 to 0.22% by 2020 (Mayhew et al., 2011).The acid bake-leach process was identified and selected for further investigation at the University of Utah as a possible process alternative for the treatment of enargite concentrates. In this case, adequate amounts of concentrated sulfuric acid are mixed with the concentrate and heated to the temperature range 150-300°C. Subsequently, the baked material is leached with water/weak acid and the acid bake-leach process has some advantages over conventional sulfuric acid leaching (Prater et al., 1970). During water leaching, metal sulfates are released in solution, after which they can be extracted through well-known hydrometallurgical techniques. While the majority of the work has been done on oxide minerals, there is a limited record of sulfuric acid baking of sulfides."

The Environmental Impact Statement (EIS) has become a routine requirement for mining operations on federal lands. A similar document is being required in developing countries. Baseline studies are needed prior to writing an EIS and these studies involve surface water, groundwater, air quality, and wildlife/ native plant evaluations. The required baseline hydrology and geochemical studies are often the most expensive and lengthy evaluations. This paper summarizes the hydrology and geochemical baseline studies required for .An EIS and presents suggested methods to expedite these studies and to shorten the time and the cost to complete the studies and the EIS.

"INTRODUCTION The vision for a “Mine Escape Vehicle” (MEV) is to provide capabilities to better enable underground travel to allow miners to escape to safety in the event of a major mine emergency such as a fire or explosion. Enhanced transportation and survival capability such as a MEV may have minimized or eliminated the loss of life associated with several of the mine disasters that occurred in 2006, which together resulted in the deaths of 19 miners. Although the most desirable response in an emergency is for the miners exit the mine, if escape proved to be impossible, the miners could use the vehicle to proceed to an underground point of refuge to await rescue. Under a NIOSH contract issued in April 2008, Raytheon developed a conceptual vehicle design including (1) the capacity to provide life support functions for a number of miners, (2) operate in a reduced oxygen atmosphere with little or no visibility, and (3) travel at speeds faster than miners could walk out of the mine. The proposed MEV concept envisioned modification of a personnel carrier (a.k.a. a “mantrip”) that would be used every day during normal mine operations, not a specialized vehicle reserved only for or dedicated solely to escape. The MEV concept also included escape aids that are detachable from the vehicle in the event that the vehicle must be abandoned on the way out of the mine and the dismounted miners had to proceed on foot. To advance MEV development, NIOSH awarded a second contract in 2010 to Raytheon to build, test, and evaluate the performance of a proof-of-concept MEV that culminated in a 7-month performance evaluation of vehicle in an Eastern Kentucky coal mine (Figure 1). User feedback and lessons learned from the proof-of-concept vehicle evaluation provided support for the general MEV approach, guidance related to the practicality of MEV capabilities, and indication of specific technology shortcomings for this application."

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. Solvent Extraction (SX) technology has undergone significant refinements including outright process changes to achieve greater copper production rates with lower organic entrainment levels. LIGHTNIN has completed a detailed study aimed at improving on the conventional Holmes & Narver and Davy Power Gas type impeller designs1 by optimizing the mixing through the use of high efficiency pumper turbines instead of making system changes as others are doing. Since each individual installation requires a different design head and flow, LIGHTNIN has developed the R320 "family" of high efficiency, curved blade pumper turbines. These impellers are designed to maximize head and flow while reducing entrainment through lower power consumption, less shear generation and turbulence, elimination of air incorporation, production of the optimum droplet distribution, and lower tip speeds. These improvements also maintain the required mass transfer and copper recovery of the traditional impeller designs. The R320 impeller benefits have been quantified using Laser Doppler Velocimetry (LDV) and proven in multiple domestic and foreign installations at flow rates exceeding 15,000 GPM. Design comparisons of this improved impeller type versus traditional technology impellers in head, flow, power and entrainment are presented for review. In addition, the inherent benefits of axial flow, high efficiency impellers like the A3 1 0 and A6000 in auxiliary mix chambers will be discussed. The high flow, low shear characteristics of these patented impellers provide the necessary dispersion stability for mass transfer while speeding phase disengagement in the settlers due to low power and low shear input.

Public Service Company of Oklahoma began burning sub-bituminous coal in December, 1979. Initially PSO had a single source coal supply from Jacobs Ranch Mine, and in 1982 added deliveries from Clovis Point mine. Both are Powder River Basin (Wyoming) coal mines. In 1986 PSO began burning Oklahoma coal to meet Oklahoma&apos;s 10% native use law. PSO experienced random s lagging during certain blends of these coals. PSO installed a boiler performance system to help control the slagging problems from the various coal blends, to improve boiler efficiency, and increase total coal consumption.

The Conda Partnership&apos;s Dry Valley Phosphate mine is a thinly bedded, multiple seam, open pit mining operation where selective mining techniques are used to recover phosphatic shales. The mining methods used are truck/shovel and scraper/ dozer operations. The ore that is mined is shipped 32 km (20 miles) by rail to a beneficiation facility which upgrades the ore via washing and calcining. The mine and beneficiation complexes are owned by the Conda Partnership. The Conda Partnership is a joint venture between Beker Industries Corp. of Greenwich, Connecticut, and Western Co-Operative Fertilizers (U.S.) Inc. of Alberta, Canada. The Conda Partnership operates as a separate entity from the two partners.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business&apos; success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed&apos; both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.

The development of slurries of coal and water as a boiler fuel replacing No. 6 fuel oil has been actively pursued at the Atlantic Research Corporation since 1976. Funding for this effort has been provided by the U.S. Department of Energy, the Electric Power Research Institute, and by corporate funds. The name ARC-COALTM has been selected for these slurries. Stable coal-water slurries with bone-dry coal loadings between 62% and 77% have been prepared, evaluated rheologically, and successfully burned in an experimental furnace without the assistance of other fuels. The advantages and properties of these slurries, including combustion results, are reviewed. Also discussed is the pilot line used for processing barrel quantities of fuel and a pilot plant capable of processing 600 bbl/day, currently being designed.

Risk assessment of mining projects is a requirement in the mineral industries. In this process, many risk variables are timedependent, and the only available data are historical time series. Moreover, in the case of a multivariate scenario, conventional forecasting methods fail to capture conditional dependency across the variables, which is important when there is an underlying causal relationship that needs to be modeled for accurate project evaluation. Thus, we investigated the use of copulas to capture the conditional distribution of the factors involved in a mine risk assessment study. We employed a multivariate copula-based time-series approach to model several uncertain variables. The Autoregressive Fractionally Integrated Moving Average - Generalized Autoregressive Conditional Heteroscedasticity (ARFIMA-GARCH) model was used for the conditional mean and copulas were used to model the error distribution, thus capturing the collective variation and dependence pattern across the variables. The method was implemented to model gold prices, copper prices, and the 10-year US Treasury bond yields and to determine the project’s net present value and probability of being economically feasible. The proposed approach can be used for cases where simulation of multivariate time-series is conducted.

The "Athabasca oil sands" of the McMurray formation in northeastern Alberta cover an area of about 21,000 square miles and contain the world&apos;s largest reserve of oil. Fort McMurray, a small town in the heart of the oil sands area, is about 235 air miles north- east of Edmonton. A railway serves the town but no year-round roads connect the town with the rest of Alberta. (Figure 1). The McMurray formation is of early Cretaceous age, deposited unconformably on a limestone surface of Devonian age. The sediments appear to have originated from the Canadian Shield to the east and were deposited in bays and deltas of large fresh water lakes. The lakes were later replaced by marine seas in which t the overlying Clearwater shale was deposited. (Figure 2).

If it was all so clear I would not have been "asked" to write this article. For those of us on the contractors’ side of the fence, joint venture business relationships have been a part of life for a long time. But even for contractors, there can be a bit of confusion, and it normally begins on bid day.How often have you received bid results and wondered (out loud, usually), "Who the hell are the Lake Mead Intake Constructors"? or the "Regional Connector Constructors"? Once you get past the name, you see that there is nothing behind Oz’s curtain other than a couple of contractors bidding and building work in an attempt to make a profit. So take a few minutes to read the rest of this, and I’ll do my best to dispel a few mythWhat is a joint venture?In some form or fashion, joint ventures are as old as industry itself. In the United States, some of the earliest (and largest) joint ventures involved the railroads and oil companies in the late 1800s. In the United States’ underground construction industry, joint venture names such as, Healy-Greenfield, Green and Winston, Gates & Fox and Walsh, Shea-Ball, Kenny-Paschen and S&M-Traylor bring back memories of successful joint ventures that operated over many projects.There are nearly as many definitions for joint ventures (JVs) as there are attorneys. A short and simple definition is, "an association of two or more companies engaged in a singular, for-profit business enterprise without actual partnership or incorporation." That’s it. Two or more contractors decide to partner up for one or more projects. One benefit of the JV relationship is that the partners typically do not need to file incorporation documents, or articles of organization within the state where they intend to operate. So it is a relatively easy business arrangement to pull together. Other benefits of the JV arrangement include: • Oportunities to gain new expertise and capacity.• The ability for firms to move into new geographic markets.• JV agreements are not long-term commitments.• Sharing of financial support for a project.• Sharing of financial risks within a project. between the partners.• Can complicate dispute resolutions with the owner and between partners"

To reduce the number of injuries resulting from fires on mobile, diesel-powered mine equipment, it is crucial to promptly suppress a fire once it is detected. The focus of this research was to determine the effectiveness of fire suppression agents. Large-scale tests were conducted using five different fire suppression systems based on: dry chemical, wet chemical, dual agent (dry and wet chemical), carbon dioxide, and water mist. Suppression nozzles were placed around the diesel engine where diesel fuel, engine motor oil, and hydraulic circulating oil spray fires were ignited. The results of this study can help mining companies and manufacturers by providing scientifically based data on the capabilities of the different fire suppression systems.

Located in the Santa Cruz Mountains eight miles north of the City of Santa Cruz and inland from the coast, lies a typical beach sand consisting of quartz and feldspar grains of the Santa Harguerita formation of the middle tertiary age, Reserves of over twenty-five million tons of this sand form the deposit presently being harvested by Pacific Cement & Aggregates, a Division of Lone Star Cement Corporation. The deposit ranges from 350 to 700 feet above sea level and varies from two percent passing a 200 mesh screen to ten percent retained on a ¼ inch screen (see Figure &apos;#l) In 1929 the first sand plant went into operation at this site. It was replaced by a new plant in 1937. This plant continued operation until the middle of 1965 when replaced by the modern plant described in this paper.

Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

"INTRODUCTION AND BACKGROUND The world needs visionary people to break new ground and bring development forward. The human race has an inherent power and lust to explore and push borders, but also to connect and bring people together. Transport of people and goods has through history been a key factor to develop societies and increase collaboration between people and regions. Today, in the era of globalization, efficient transport systems are still vital for further development. Often, ideas of bold projects, like long bridges or tunnels, have been raised long before those projects are realized and actually built. This shows that visions must gradually be transformed into feasible business cases and sustainable political solutions. In some cases also technological development is necessary to make visions come true. Isambard Kingdom Brunel, indeed a visionary engineer, completed the oldest underwater tunnel in the world when the Thames Tunnel in London was opened in 1843. This tunnel is still in operation and now part of London’s rail transport system. Another milestone for the tunnelling industry was passed when the 54 km long Seikan tunnel in Japan was opened in 1988 after more than 15 years of construction. This tunnel is presently the world’s longest railway tunnel. Together with the 50.5 km long Channel tunnel between the UK and France, which has the longest undersea portion 37.9 km, they constitute examples of pioneering engineering projects that bring the industry forward. In 2016, the Gotthard Base Tunnel will be opened and then becomes the longest railway tunnel in the world with its 57.1 km. The trend is obvious that tunnels throughout the world are getting longer and longer. The Brenner Basis Tunnel presently under construction will yet again break the record being 64 km long. Presently, a number of even longer tunnels are planned and under design, some of these also have very long subsea portions, e.g. Bohai Straight Tunnel (123 km), Irish Sea Tunnel (around 100 km) and the Helsinki – Tallin fixed link (approximately 90 km). Northern Europe sees an increasing demand on efficient transport corridors to meet the growth of freight transportation between the Scandinavian Peninsula and central-Eastern Europe. Sustainable solutions will be required, and a shift from road/maritime transports to rail is imperative. Consequently, this paper describes yet another visionary project, a fixed railway link between Sweden and Germany, the Shortcut, to enhance traffic between these regions and to make it greener. It is true that this project still requires some work from politicians, economists and engineers to be realized, however, building a 100 km long tunnel under the Baltic Sea may become reality sooner than we think."

This paper summarizes the results of a research project whose goal was to provide the Australian coal industry with a longwall installation roadway (faceroad) design methodology that could be utilized by suitably qualified colliery personnel. This goal was achieved in 2012 and the design methodology (and software package) is referred to as Analysis and Design of Faceroad Roof Support (ADFRS). The intended benefits to underground operations, in the provision of this information and resource, are a safer and more productive workplace.
