Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

This paper deals with the search for the best practical means of storing sulphide bearing tailings, where there is no residual excess of carbonate material. It is the common experience that the sulphide content decomposes, with the aid of bacterial action, and the resulting sulphuric acid escapes, along with any heavy metal solutes, through embankments that are usually porous to some degree. The problem is typified in the tailings of the uranium operations of Elliot Lake, Ontario, where mining started some 20 years ago. The approach to tailings disposal paralleled the practice for other hydrometallurgical plants treating gold and base metal ores. Impoundment areas were designed to retain solids, and a clear and neutral overflow was considered satisfactory practice. Now experience has shown that these areas, some idle for over a dozen years, release acids, in seepage and overflows, to an unacceptable degree. To protect natural water courses neutralizing plants are operated wherever required. Lime slurry is fed continuously into the tailings outflows in a quantity sufficient to raise the pH to 8.5 and precipitate heavy metals that may be in solution. The objection to this procedure is that the plants will require servicing indefinitely, unless a better remedy is found.

"Freeport-McMoRan’s Sierrita operations refines molybdenum disulfide in a ferric chloride leach to remove impurities. To understand bottlenecks in the leach process and the true capacity of the leach system, a cross-functional team was established to look at theoretical models, kinetics of the leaching process, equipment limitations and operational strategies. A series of in-plant tests were run which resulted in a road map for improved throughput. INTRODUCTION Molybdenum, a vital component in the steel industry, is often found in nature as molybdenum disulfide (MoS2). Molybdenum disulfide deposits can exist as standalone components in an ore body, or can also be found within copper porphyry nodes. Processing for these copper/molybdenum porphyry ore bodies involves a first stage of flotation to produce a bulk concentrate before separation of the copper and molybdenum concentrates in a second stage of flotation. In this second stage of flotation, a reagent is added to suppress the copper particles, while allowing the molybdenum disulfide particles to remain hydrophobic and continue to float. This separation is very good at keeping the molybdenum out of the copper concentrate; however a portion of the copper continues to float through the circuit. As a result, there is typically some amount of copper in the final molybdenum concentrate. This copper must be removed in order for the molybdenum disulfide product to meet product quality specifications. Once the raw molybdenum disulfide product has been made, a separate process must be applied to remove any copper, lead, or other impurities remaining in the concentrate. This process usually involves the selective leaching of impurities out of the bulk solid. Gupta mentions three specific types of leaching agents, sodium cyanide, ferric chloride, and hydrochloric acid for the removal of sulfide impurities. Sodium cyanide is useful for the removal of copper compounds such as bornite, covellite, and chalcocite.1 Sodium cyanide solution dissolves these copper compounds, and the remaining molybdenum solids are filtered to produce a pure molybdenum concentrate. Ferric chloride works similar to that of sodium cyanide, but is particularly efficient in removing chalcopyrite and galena compounds. Rock engineering tasks like tunnelling, dam and building construction, and rock slope stability rely heavily on properly estimating the rock’s uniaxial compressive strength (UCS), a crucial rock geomechanical characteristic. As high-quality specimen are not always possible, scientists often estimate UCS indirectly. The primary objective of this paper is to assess the efficacy of long short-term memory (LSTM), K-nearest neighbour (KNN), a combination of particle swarm optimisation (PSO) with an artificial neural network (ANN), and adaptive neuro-fuzzy inference system (ANFIS) to estimate the UCS of sandstones from Jharia, Dhanbad, India. Point load index (PLI), porosity (n), P-wave velocity (Vp), density (ρ), and moisture content (%) are the parameters used for the present study. Finally, a comparison was made between the various prediction algorithms outputs. The findings of the study validated the effectiveness of computational intelligence methods in forecasting UCS compared to other models used in this paper. The KNN achieves overall the best results, with an R2 of 0.95 for training, 0.94 for testing, and an RMSE of 0.03 for training and 0.05 for testing.

The smelter is the heart of a copper producing operation. Its principal function is to reduce and convert raw copper concentrates and/or leach plant precipitates into blister copper before it is refined. In addition to concentrates and precipitates, typical feed to a smelter also encompasses matte chips, flue dust, flux and lime. By nature, the characteristics of these materials are extremely variable, ranging from sub-micron to lumps, from slurry to dust, from abrasive to corrosive and free-flowing to adhesive. Furthermore, as a result of geological formation, most of the world's open pit copper mines are located in a semi-arid zone, where precipitation is minimal. This particular climate compounds the problem of handling these materials.

Searles Lake is an evaporite basin located near the community of Trona in northwestern San Bernardino County, CA. Searles Valley Minerals Operations Inc. (SVM), a subsidiary of Nirma Limited, currently manufactures more than 1.58 Mt/a (1.75 million stpy) of industrial minerals from natural brines produced from several lakebeds within the basin. The chemical manufacturing facilities in Searles Valley represent extremely complex operations involving solution mining and mineral extraction processes.

My comments today are directed toward western coal and its impact on Burlington Northern. I will be discussing three major topics. These are: location and extent of mining activities, the flows of this coal traffic into the various market territories, and finally the interaction of this western coal with coals found in the balance of the United States. When we at BN speak of western coal, we refer to those substantial deposits lying in southeastern Montana and north-eastern Wyoming. This territory covers many different coal formations. For the sake of simplicity, I will be referring to this general area as the Powder River Basin (or the "western" coal fields). This slide highlights the area overlayed by a map of the BN rail system. The U.S. Bureau of Mines estimates the demonstrated reserve base of Montana and Wyoming to be approximately 176 billion tons. Of this figure, about 73 billion tons is minable by surface methods. This is roughly 72% of the total strippable reserves in the western united states, BN does not have sole access to this coal for there are deposits in southern Wyoming near the union pacific railroad. I will say more about this later.

Existing acid mine drainage treatment techniques are not remedial In nature, i.e. though heavy metals can be removed from acid mine water, their presence in tailings and large quantities of these tailings tend to increase capital and operating cost for tailing management. This paper presents the results of a series of systematic tests which finally resulted In the development of the "ferrite" process for mine drainage of coal operations at ambient temperature. The role of pH, temperature, quantity of ferrous salt addition and degree of oxidation is investigated targeting the production of high emu spinel ferrites and effluent water complying regulatory standards with respect to Iron. manganese suspended solids and pH.

In this study, with the primary goal of capturing ongoing digital transformation and automation impacts on the mining industry and its workforce, we conduct several interviews with mining industry experts in the United States and analyze our survey reports qualitatively and quantitatively through exploratory analysis. After the interpretation of the insights of industry experts, we proceed to generate a personalized and customized data analysis through a novel metric based on skills, knowledge, competencies and occupational requirements, which quantifies the job similarities for occupations in the mining industry based on the publicly available database of the U.S. Department of Labor. We use text analytics to tokenize and classify the interviews to capture a better understanding of major response categories. The temporal analysis shows that the critical competency needs in the data science and autonomy category increases from 28 percent in current demands to 43 percent. In defining our metric, we also calculate Kullback–Leibler (KL) divergence for each job profile that enables determining whether and to what extent that job is transitionary in our test set based on the mean, standard deviation and kurtosis of each job of interest. Our analysis reveals that the in-group job transitions are significantly easier than the between-group transitions, proving our initial assumptions and common sense. The generated heat maps provide the opportunity to present the gap between the current job and desired job profiles that provide feasible career change options, among others, offering individualized career paths for job seekers and promoting potential job transitions. Through the collection of industry-specific individual employee data, the AI system is envisaged to continue to learn as end users engage with the system, thus creating a central data hub specifically for the future workforce in the mining industry. Although the study has limitations on generalizability for qualitative assessments, it presents itself as a valuable application of how qualitative and quantitative approaches could be of value for future worker training in the mining sector.

Byproducts are more important to the copper mining companies than to the copper market. Copper ores frequently contain gold, silver, molbydenum and cobalt. With the increase in the prices of these metals copper mining has become more profitable. If byproduct prices remain high, additional firms will be attracted to the copper industry; the increased supply of copper will reduce the long-run copper price. However, this is unlikely to happen because the markets for the copper byproducts, especially molybdenum and cobalt, are small. Increased recovery from copper and other sources will depress the prices of these byproducts before the copper price is significantly affected. Should byproduct prices remain high the copper market will both settle at a lower long-run price and be more unstable in the short run. Since changes in the copper price do not affect the entire earnings of a multi-metal mine, the copper price must fall further before such mines reduce output in the short run. Higher byproduct revenues will make copper supply less responsive to copper price; shifts in copper demand will result in greater copper price fluctuations in the short run than they did before.

In many parts of the country, electric utilities use spot market coal to make up the difference between the amount of contract coal and the total amount burned. The utilities involved will normally have a structured contract for those companies supplying that spot coal. These contracts will often involve a pricing schedule with bonuses or penalties for coal above or below the specified coal quality goals. Normally, penalties will be assessed on the sulfur, ash, and other coal quality variables. This paper deals with some aspects of the pricing schedule of one of the eastern utilities that buys coal on the spot market. This utility has a number of plants that a supplier can attempt to supply through bidding procedures. The existence of the pricing schedule gives the supplier a number of different options. To the single-mine producer, options are available to send the coal to any demand site and to clean all, part, or none of the coal. In other words, he can ship to a number of different sites and can send different coal qualities to each site depending upon the level of preparation. In addition, the options to deliver blended coal to any given site will provide an additional level of complexity to the problem.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. In the UK as existing face capacity is replaced, many of the new faces will have higher installed powers and be located in zones of higher strata temperature. These factors coupled with the need to increase production will result in more faces experiencing environmental difficulies, especially with respect to climatic conditions. In many cases these problems are unlikely to be solved, as in the past, by simply increasing the face air quantity. Therefore other techniques including refrigeration will be necessary, possibly requiring major capital and operational expenditure. It is easy to spend large capital sums and incur high operational expenditure without achieving the desired amount of climatic control. There is therefore a great need for reliable prediction techniques to aid in the making of sound, informed decisions which will have a significant influence in the long term on the level of production costs. A computer program able to predict the heat flows and resultant climatic conditions on a long¬wall coalfaces has been developed. Throughout it's development underground measurements have been used to validate the computer model and it has been shown that for an advancing coalface under normal production conditions that the program predicts the climate to within 1°C of the measured conditions. This paper outlines a number of methods available to improve climatic conditions on longwall faces. The coalface temperature prediction program is used to quantify the effects of these methods on the climatic conditions for a model coalface and a comparison is given. In conclusion a cool¬ing strategy for longwall faces is outlined.

The angular spiral lining system reduces energy consumption and grinding media consumption in grate discharge ball mills. This paper discusses the effect of this lining system on mill product size distribution. Performance comparisons of a grinding circuit outfitted with angular spiral liners in the ball mills are made with respect to standard double-wave liner installations. The angular spiral lining system was developed by Waagner-Biro of Austria. The installation of this lining system at Magma Copper Company, San Manuel, Arizona, is the first of its kind in a grate discharge ball mill used for wet grinding.

The following is a summary of the Robert E. Murray Innovation Lecture on “Sustainable Copper Mining Flowsheets and the MissionZero Mine” presented as part of the keynote session on Feb. 23, 2026 during the MINEXCHANGE 2026 SME Annual Conference & Expo in Salt Lake City, UT. As the world accelerates its transition to renewable energy, the appetite for critical minerals such as copper, lithium, nickel, rare earths and graphite has never been greater. Forecasts suggest that global mineral demand will double by 2050, driven by the proliferation of electric vehicles, renewable power infrastructure and digital technologies. This surge presents not only an immense opportunity but also an unprecedented challenge. In a world where every ton of ore processed and every liter of water used is scrutinized, how can mining deliver more with less, while meeting tightening environmental and social expectations? Traditional mining methods, developed for an era of abundant, high-grade ore and looser regulations, are struggling to meet today’s demands. Declining ore grades, volatile markets and the imperative to shrink environmental footprints have rendered traditional mineral processing practices unsustainable. The sector thus finds itself at a decisive juncture, caught between the need to fuel the green economy, defense and artificial intelligence (AI) infrastructure, without compromising the planet’s future. Balancing these competing demands requires a paradigm shift in technologies and processes. FLS has responded to this challenge with MissionZero: an ambitious, holistic initiative to develop flowsheets for the future of mineral processing. This systemic approach aligns operational excellence with environmental responsibility. Integrating innovative technologies, digital intelligence and commodityspecific process designs, it offers mining professionals a roadmap to meet both production targets and sustainability goals. At the center of this approach is the belief that a more sustainable mining requires more than incremental improvement; it demands a fundamental shift in how we extract, process and manage resources. By developing tailored flowsheets for copper, gold, lithium and tailings reprocessing, FLS aims to set a new standard for efficiency, circularity and environmental stewardship. The message is clear. We must achieve more with less: less energy, less water, less waste.

As manufacturers and mine operators develop and implement proximity detection systems (PDSs), they need to be mindful of the systems’ compatibility with mineworkers’ tasks, and possible unintended consequences. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed mineworkers at mine sites that currently use or previously have used PDSs on mobile equipment, including shuttle cars, battery haulers and scoops. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure and risk. Mineworkers also suggested that improved system task compatibility, training, logistics and PDS performance might help address these issues. Manufacturers and mine operators implementing this or similar technologies may also consider mitigating task incompatibilities up front, performing additional site-specific usability testing and restricting the use cases of the system to improve performance.

Saturated and unsaturated fatty acids are used in the flotation of iron values present in iron ore. Among the several fatty acids, oleic acid and its sodium salt are widely used. To substantiate the flotation results, the quantum chemical calculations of a few such acids have been carried out by adopting the semi-empirical AM1 method. These acids have been further optimized in the presence of an iron atom. The electronic interaction of the polar carboxylic head group of oleic acid with the iron atom is higher compared to the other acids. I cannot help but be reminded, as I stand here today, of my boyhood years and heritage, both of which are inextricably tied to this very valley and are, in a: bay, apropos of the theme of this Keynote Session. I remember the scarcity of people. For example, 48, 000 in Phoenix and 436, 000 in the State in 1930 and 65,000 in Phoenix and 499, 000 in the State in 1940. Today Phoenix boasts a population of over 500, 000 and the State a population of 1, 500,000. I remember the' lack of facilities, goods and services, including gas and electric power. I recall stories of my grandfather who had the freighting or teaming contract to haul all the supplies and generating equipment, by wagon mind you, up the old Apache Trail to Roosevelt Dam. . .a three day trip from the nearest railhead which, by the way, was not Phoenix, for it did not merit a railhead on those days, but the village of Maricopa approximately 25 miles south of Phoenix. I remember chopping firewood, heating wash water on an open fire in a No. 3 wash tub at the rear of the house and doing my school homework by the light of a kerosene lamp just 25 to 35 years ago within what is now a large metropolitan area

Calcium-based scale precipitation is a common problem in mill reclaim waters. An accumulation of these adherent deposits can result in a rapid reduction in water flow, loss of pump efficiency and eventual interruption in ore production. Heap leach applications can also experience the added problems of plugged sprinkler heads, blinded leach pads and fouled carbon columns when scale control is not maintained. The primary cause of scaling in precious metal recovery is the relative insolubility of calcium carbonate. The presence of the calcium ion and bicarbonate alkalinity is common in almost every water source. If the temperature or pH of the water is allowed to increase, the bicarbonate breaks down to carbonate and combines with calcium by the following reaction: Ca +2 +2HCO3 ? CaCO3 + H2 + CO2

A mobile-modular carbon adsorption mill design and operation for small to medium sized heap leach precious metal mines is presented. In the mobile-modular strategy, charcoal columns with adsorbed metal move from small strategically located carbon adsorption loading stations to a central stripping facility and back. The design has many advantages: 1) It scales-up from pilot plant to full production. 2) It has low capital requirements. 3) Operational costs are competitive with other systems. 4) Mill production can react quickly to changes in ore grade or property area. 5) The solution circuits are simple and easy to maintain. 6) Charcoal damage is reduced.
