Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

INTRODUCTION This paper summarizes an investigation conducted to determine the relationship, if any, between reported occurrences of abnormal levels of carbon dioxide (C02) gas and the construction of a 2.44meter diameter main sewer tunnel under South Eighty-Fourth Street, West Allis, Milwaukee, Wisconsin. Specific objectives of the study were to determine: (1) the sources of C02, (2) the significance of each C02 source, (3) how C02 could move to areas where it was reported to occur in abnormal concentrations, and (4) what actions could be implemented to eliminate elevated C02 levels associated with the tunneling operation. To accomplish study objectives, expertise from several scientific and engineering disciplines was required including chemistry, geochemistry, microbiology, hydraulics, and hydrology. Pertinent documents were reviewed and field data pertaining to each aspect of the study were collected as required and examined to evaluate existing conditions. Background On or about February 1, 1971, gas with a composition different from normal atmospheric air was reported to enter basements and wells of residences in the vicinity of South Eighty-Fourth Street, West Allis, Wisconsin. Examination of the gas composition revealed that it possessed an elevated concentration of C02 and a depleted concentration of oxygen (02). Public health officials who investigated the appearance of the objectionable gas concluded within reasonable certainty that the elevated C02 concentrations were associated with the tunnel construction under Eighty-Fourth Street.

The U.S. Bureau of Mines and the U.S. Mine Safety and Health Administration (MSHA) are participating jointly in a research program to evaluate strength characteristics and air-leakage resistance of various proposed seal designs for use in underground coal mines. Over 20 full-scale seals were constructed in the Bureau's experimental mine at the Lake Lynn Laboratory, air-leakage tested, then subjected to pressure pulses of 0.14 MPa or greater. A discussion on the experimental procedure, construction techniques, and the explosion and air-leakage test results is presented. Four types of construction material were used during this seal testing program: solid-concrete-blocks, low-density foam blocks, cementitious foam, and wood blocks. Only one of the solid-concrete block designs using a mortared thick wall survived the explosion and air-leakage tests. Most of the low-density foam block and cementitious foam seal designs were judged to meet the requirements to be considered a coal mine seal. One of the wood block convergence seal designs failed explosion testing. Based, in part, on these research findings, several alternative seal design constructions using low-density foam blocks, cementitious foam, or wood have been approved by MSHA for use in coal mines.

INTRODUCTION The Lake Merced Transport is being constructed as part of San Francisco's Clean Water Program. The Clean Water Program, which began in the early 1970's, is designed to control wet weather, storm sewage overflows into the Pacific Ocean and San Francisco Bay. To accomplish this goal, a system of large underground storage and transport facilities, pump stations, modernized treatment plants, and outfalls is being built. By 1991, eighty percent of the system had been completed and was in operation. One of the remaining projects for the Clean Water Program is the Lake Merced Transport. The Lake Merced Transport is located in the extreme southwestern portion of San Francisco, as shown in Figure 1, Project Location. The transport will convey dry weather flow from the existing Lake Merced Pump Station to the Westside Pump Station. During wet weather, the transport will fill with sewage and runoff, with a storage capacity of 36 million liters. The Lake Merced Transport was expected to be excavated entirely within the Colma Formation, an alluvial deposit consisting of weakly cemented sand. Once excavation of the access portal at the Sloat/Great Highway parking lot began, it became evident that a portion of the tunnel would be excavated through beach/dune sand. Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill-and-blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at 345 kt/a (380,000 stpy) generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This article presents how data were collected and design standards reviewed, and the opportunities that were found to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71 percent on the mine’s highwalls.

Underground mining of coal by longwall mining methods has not been a predominant technique in Ohio. To date, only five mines in the state utilize this method, however, the technique has sparked a certain amount of controversy. As a mining technique, longwalling was introduced into southeastern Ohio in the early 1970's but it did not attract public attention until the mines began moving into privately held surface lands. This occurred coincidentally at about the same time that the state of Ohio began to regulate the environmental impacts of underground mining. Prior to the passage of the Surface Mining Control and Reclamation Act in 1977, (SMCRA), Ohio's reclamation law, Chapter 1513 Ohio Revised Code (O.R.C. 1513) did not regulate underground coal mines. As a result of SMCRA, the Ohio Statute was amended in 1978, to include regulation of the surface effects of subsidence. The inevitable result was that existing mines were immediately subject to regulations that were not considered during the initial mine planning process. (For an excellent survey of Ohio Laws that deal with coal mine subsidence, see Zima, 1985. ) The problem faced at that time by both the coal industry and the Ohio Division of Reclamation (the agency within ODNR charged with implementing O.R.C. Ch. 1513.1, was that of attempting to superimpose permitting requirements, and design performance standards onto mines that' had been operational for a number of years.

Newmont Mining Corp. has been producing gold from the Carlin Trend for more than 45 years. Naturally, the focus, scale and complexity of the operations have changed considerably during this time. Newmont discovered and developed the Carlin Main orebody that is located about 32 km (20 miles) north of Carlin, NV. The property was developed as a one-mine, one-gold mill treatment plant operation, which produced about 6.2 t/a (200,000 oz/year) of doré gold bars. The initial mine, mill and gold refining facilities were relatively small in comparison to today?s standards. The milling circuit used the Merrill-Crowe zinc precipitation process to recover dissolved gold and prepare a concentrated precious metal ?precipitate? to be melted into a doré bar for sale.

"Groundwater with elevated sulfate and metals was treated using a sulfate-reducing pilot PRB consisting of a series of six 55-gallon drums filled with ZVI (Fe0), wood chips, brewer’s grain, limestone, and emulsified vegetable oil (EVO). Sulfate was reduced from >3000 to <250 mg/L and Cd, Cu, Mn, Ni, and Zn concentrations declined up to 3 orders of magnitude in 2 months. After 6 months of operation at a 7.5-day retention time, sulfate broke through. The system was then rejuvenated by injecting EVO in each drum and operated for 5 more months at a 9-day retention time. Sulfate-reducing bacteria in the pilot system grew by 3 to 4 orders of magnitude in 2 months. Some cementation of the PRB media was observed in the first 2 drums after processing 25 pore volumes of water, due to preferential upstream precipitation of sulfides; this can be avoided through operational modifications. Resulting permeability losses were estimated at 0.1% to 1% per year. Absorption/desorption was tested at bench scale to evaluate the use of various oil-soaked sorbents as a slow-release source of dissolved carbon. The tests show that oil sorbents can increase the useful life of a PRB between oil refills to over 100 pore volumes. INTRODUCTION High sulfate concentrations, low pH, and dissolved metal exceedances are common characteristics of mining-influenced water (MIW). Above-ground such MIW is commonly treated using biochemical reactors (BCR). In a BCR, water generally flows vertically downward through a layer of biomass, such as wood chips, manure, etc. The dissolved organics resulting from the decay of this material are oxidized first by microbes using oxygen; when oxygen is exhausted, other bacteria can use nitrate, and then sulfate to oxidize organics. Sulfate-reducing bacteria (SRB) reduce sulfate to sulfide, which quickly reacts with metals to form largely insoluble and stable metal sulfides. These reactions can be summarized as follows:"

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R and TGA testing setups in our ventilation laboratory, samples from US coal mines have been collected and tested. 70 The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal which is a good indicator for potential of self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential of coal self-ignition. The trend of activation energies determined using TGA techniques and adiabatic tests are reasonably consistent with each other. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal are easier to be activated with a small amount of activation energy at a relatively low temperature, the coal will has a higher potential of self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with low potential of self-ignition has low self-heating rate, high activation energy and high minimum self-heating temperature.

We in Kennecott are well aware that Alaskans are interested in the progress of our project at Ruby Creek. We would very much like to be able to present you with a final report at this time and tell you about a new mine. I&apos;m afraid, however, that it will be several years at best before such a report can be made. This, then, is an interim report to describe briefly some of our findings to date, and to acquaint you with some of the problems, both geologic and economic, which must 5e resolved favorably before we can talk about a mine. There are several things about this project which make it unusual and interesting to those of us who have been connected with it. Firstly, there is the fundamental importance to Alaska, in the present stage of its economic history, of any undertaking which offers promise of turning a natural resource into a competitive export product. I am sure all of us would get a lot more satisfaction out of having a part in bringing in a new mine in Alaska than we would out of adding another one to the long list in, say, Arizona.

The penetration of rock fragments of overlying strata causes advanced ore dilution during drawing. The results of numerical and physical experiments showed that the proposed numerical simulation was applicable and the microscopic parameters of the model were reliable. The penetration under the variables of particle diameter ratio, density ratio, overlying strata thickness, and particle morphology was clarified. The penetration was quantitatively characterized by the discharge amount and the dilution rate. The experimental results showed that the diameter ratio and density ratio had a significant influence on the penetration. On the irregular shape of particles, the penetration is weakened. The overlying strata thickness had little effect on the penetration. This study could provide a theoretical basis for the full section uniform drawing, avoiding advanced ore dilution and further optimization of recovery rate.

In this paper a new method for the arresting of tunnel explosions is presented. In the proposed technique, the on coming explosion is detected by a pressure sensitive device by a pre-determined rise in static pressure. The sensor then triggers a mechanism which causes the explosion door to be closed in a specially constructed concrete barrier zone. The doors are of a special construction and consist of perforated steel plates that allow part of the blast wave to be transmitted but do not allow the passage of the flame. A number of design parameters have been identified, including: the likely amplitudes of the transmitted/reflected pressure waves that would govern the explosion door pressure loading; thickness of the perforated steel packages; perforation dimensions; heat transfer across the door and other factors.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4&apos;S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. Pressure relief borehole is one of the most effective methods to treat coal burst in deep-buried coal seams. However, due to the large amount of randomly distributed fractures in the coal body and the varying stress environments in underground coal mines, there is no practical method to assess relief boreholes by far, which brings problems for borehole design and construction. This study focuses on the assessment of relief boreholes in a single driving entry wherein the impact of mining panels on relief boreholes is eliminated. A practical method, focusing on field monitoring of borehole deformation with a new device, is developed to evaluate the single driving entry’s relief boreholes. This method is applied to a Chinese coal mine. The application results showed that the convergence process of the boreholes showed a three-phase characteristic. Phase one involves the fastest deformation, reaching up to 8% in the first 3 to 4 days. Phase two lasts longer and converges more, reaching up to 30% in 4 months. Phase three stays balanced until the excavating face moves. The three-phase characteristic indicates that a large diameter of the borehole ensures relief efficiency because the borehole provides adequate space for deformation throughout its life span. In addition, it is verified that long boreholes and slow footage improve relief efficiency by providing adequate time for the boreholes to work. The application proposes that boreholes in the test coal mine need to be drilled larger and longer for optimization.

Humic-acid-rich deposits exist in Arkansas, Florida, Louisiana, New York, North Dakota, Michigan, Minnesota, Texas, and Wyoming (Burdick, 1965) and in New Mexico (Shomaker and Hiss, 1974). New Mexico humic deposits are associated with coal in the northwestern part of the state where humate and weathered coal are presently mined. Discussion of the humic -acid industry in New Mexico requires an understanding of complex terminology and coal geology. TERMINOLOGY Humic material is not a pure substance so an ambiguous and complex terminology is in use by geologists, chemists, soil scientists, agronomists, and producers. Material mined for its humic-acid content is an extremely variable mixture of base-soluble humic, fulvic, and ulvic acids and their salts, formed during partial or complete decay of organic matter. This decay releases a high-molecular-weight organic material which is darkly colored, partly colloidal, and weakly acidic.

Injury Prevention: Dependent, Independent and Interdependent In recent years, management-directed (dependent)safety programs have lost ground to the more successful self-directed (independent) programs, where employees take responsibility for their own safety. Today, with the growth of the team concept in industry, a mutual-caring (interdependent) approach to workplace safety is gaining wide acceptance. This presentation compares characteristics and results of the three progressive levels of safety responsibility and explains how to develop a successful interdependent program. The presentation will also detail the common principals that are necessary for safety excellence under any of the management styles.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners’ activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly understand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985. This report describes an alternative method of analyzing and presenting MSHA data for the purpose of identifying high-cost, high-severity injuries and illnesses. Researchers at the NIOSH Spokane Research Laboratory (SRL) developed programs to find the top five most frequent accident classes, natures of injury, types of accidents and other selected variables from the MSHA database. Studying these variables gives a cross-sectional snapshot of the most frequent groups of injuries within a commodity, regional group or time period, and allows researchers to quickly understand developing patterns for new research projects. A mathematical model of the industrial hydrocyclone based on fluid dynamics is a better alternative to the currently existing empirical models. The swirling-flow velocities are determined by solving the Navier-Stokes equations with an appropriate turbulence model. The solution of the momentum-balance equations yields the flow field inside the hydrocyclone which determines the particle trajectories, and subsequently the classification curve. The essence of the model is that the physical dimensions of the hydrocyclone and the slurry characteristics can be incorporated, and the influence of these parameters reflects on the flow predictions. The predicted tangential and axial velocities in a 250-mm hydrocyclone are in good agreement with the laser-Doppler velocimetry measurements. Finally, the predicted classification curves show good agreement with experimental data measured on a KREBS Dl0B hydrocyclone.
