MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

The thermal draught within ventilation networks of underground mines depends to a great extent on the shafts depths and degree of change of ventilating air density. When the topology and space orientation of a ventilation network are constant, the dynamics of thermal draught is determined mainly by the variations of the heat- and mass-transfer processes in the openings. This conclusion follows from the well known basic theoretical notions about the thermal draught-aerostatics and thermodynamics [1]. Quantitative evaluation about the influence of heat- and mass-transfer processes on dynamics of thermal draught could be made through: direct mine measurements, special experiments and with the aid of mathematical models. The first two methods produce sufficiently accurative results, however it is very difficult to perform such studies, particularly when these processes are evaluated within a large scope and multifactor aspects. Mathematical models of thermal draught allow to overcome easily these difficulties. The degree of accuracy of results, obtained by this method, depends to a great extent on the degree of approximation achieved by the model to the real heat- and mass-transfer processes. In this paper, with the aid of Bulgarian developed method, algorithm and computer program V WT-4 - for complex evaluation of ventilation parameters in active mine ventilation networks [2], the authors investigate some changes in the thermal draught. The Grants uranium region of northwest New Mexico is the largest uranium district in the United States (approximately 50% of U.S. production plus reserves) and one of the largest In the world, with approximately 900 million pounds U308 production plus reserves. Deposits of the region are unusual among sandstone deposits for their high content of epigenetic carbonaceous material, generally interpreted but not proved to be of humic origin--that is, co-extensive with uranium in the primary deposits. Virtually all production in the region has been from the Jackpile Sandstone and Westwater Canyon Member of the Jurassic Morrison Formation. The tabular uranium deposits contain, in addition to humate and uranium, significant authigenic phyllosilicates, quartz overgrowths, humate-replaced detrital silicates, and a trace-metal assemblage typical of other sandstone uranium deposit types. Surrounding the deposits in the two sandstone units of the Morrison Formation is an alteration zone within which iron leaching has altered detrital ilmenite-magnetite to residual masses of titanium oxides. Feldspar alteration is locally present within this zone, below deposits in the Jackpile Sandstone, and above those in the Westwater Canyon Member. The feldspar alteration increases in inten¬sity toward the Brushy Basin Member which separates the two sandstone units, ranging from partial replacement to replacement and dissolution of plagioclase and sanidine. Spatial relations among the epigenetic humate, authigenic silicates, and the broad alteration zones that extend from the Brushy Basin Member to and including the uranium deposits suggest that (a) the organic material was involved in the unusual silicate alteration, transport, and authigenesis, and (b) that the humates originated in shales of the Brushy Basin Member. Stratigraphic relations among the Brushy Basin Member and the overlying Jackpile Sandstone and underlying Westwater Canyon Member suggest [in turn] that there was continuous, interfingering deposition controlled in part by contemporaneous basement subsidence along northwest- and northeast-trending zones. Following minor erosion of upper Jackpile Sandstone and deposition of basal organic-rich Cretaceous sediments, the silicates of the Jackpile Sandstone were once again altered by organic-bearing fluids, this time permeating down from Cretaceous sediments and partly obliterated ore-stage alteration.

An atomic force microscopy (AFM) image analysis has been applied to study in situ the adsorption of hydroxamic acid collector, i.e., octanohydroxamic acid (OHA), on malachite in aqueous solutions. AFM images show that hydroxamic acid collector adsorbs strongly on malachite mainly in the form of insoluble copper hydroxamate complex. Increasing the collectors’ concentration and the adsorption time both increase the adsorption of hydroxamic collectors on malachite. Results from the attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that the collector adsorbs strongly onto malachite, with strong absorbance spectra being detected, and the ATR-FTIR results confirm those as obtained by AFM. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of malachite. The findings of present study also show that AFM image analysis is a powerful tool for the study of the hydroxamic acid collectors’ adsorption on malachite surface and it can help with the development of novel collectors for malachite flotation.

The Davis magnetic tube concentrator is a laboratory machine designed to separate a small sample of pulverized magnetic iron ore into magnetic and non-magnetic fractions. It was developed in 1921 by mechanization of a test previously performed manually. (1)(2)(3)(1) No significant changes have been made in the design of the apparatus since that time. The Davis magnetic tube test continues to serve as a practical basis for judging the amenability of an ore to magnetic separation and for controlling magnetic separation plant operations. The apparatus consists of an inclined cylindrical glass tube supported adjacent to closely spaced pointed poles of a powerful C-magnet. (Figure 1). To conduct a tube test, a sample of a suitably prepared ore is poured into the water-filled tube. With wash water flowing through, the tube is oscillated to gradually reject the weakly magnetic ore particles until the desired degree of separation is attained. Both the magnetic concentrate and the tailings may be recovered for examination.

"Bi- and multilateral banks as well as export credit agencies in the OECD countries, but also numerous commercial banks, last year committed themselves to compliance with the World Bank’s standards. These environmental and social guidelines, also known as the Safeguard Policies, are the strictest international standards in the area of financing of major investment projects. The Safeguard Policies are procedural and quality guidelines by means of which socially and environmentally relevant impacts can be taken into account in the planning and implementation phase of a project. Objectives of the Bank Safeguard Policies are to ensure that environmental and social issues are evaluated in decision-making, to reduce and manage risk of projects and programs, and to provide a mechanism for consultation and disclosure of information. They are often referred to as the "10+1 Safeguard Policies," since ten of the guidelines address environmentally and socially relevant issues, while one guideline is exclusively concerned with public participation ("Public Disclosure"). In the presentation, the transparency of risk management measures and emergency response plans in pipeline projects will be discussed as an indicator of sustainability. The discussion is to be carried out on the basis of the results of an evaluation of several major pipeline projects, which have been financed at least in part by multilateral banks over the past few years. The controversies surrounding some of these projects due environmentally and socially relevant impairments connected with the investments have also been addressed by the Extractive Industry Report of the World Bank. Pipeline construction was the investment type chosen for the examination to be presented here, since pipelines frequently start in remote, unspoiled regions, and their routes often cross various natural zones and areas with various social structures. The question of safety during construction and operation of the line is always central to these projects; not only for the responsible authorities but also for other societal groups involved, such as environmental associations."

The Northwest Mining Association (NWMA) has been an advocate for the U.S. mining industry since 1895. For several decades, the organization has represented mining members located mostly in the Northwest and some southwestern Canadian provinces. Today, though, the NWMA?s membership is located in 42 states and seven provinces and has become a national voice for the mining industry. So, during the association?s 119th and final meeting as the NWMA, a name change was announced. The organization is now called the American Exploration and Mining Association (AEMA). But that?s not all that has changed, according to the association. The new name reflects more closely the diversity and location of the AEMA?s membership. It will still be an advocate for the mining industry, dealing with land, environmental and community issues on state and federal levels. The conference, held in December 2013 in Reno, NV, attracted about 2,500 attendees. And the accompanying exhibit included 230 equipment and service suppliers in 246 booths. Technical programming ran the gamut of mining industry issues and technologies, including surface and underground mining; high technology systems and automation in mining, metallurgy and exploration; along with social issues, finance and safety. The conveyor belt is the basic building block of a broad range of material handling applications in modern mining systems. The mining plans and site conditions dictate basic system requirements but this is only a part of total design evaluation. The total system in the typical mining situation can encompass all the activities from the excavators at the mining face to the processing plant, site loadout facilities and/or a power plant. The number of alternative configurations which must be evaluated including subsystems and components is limited only by analytical time and creativity. The constraints and issues which must be addressed continue to expand, driven by reliability, environmental impact and cost competitiveness. All of the system requirements must be translated into specifications for costing, final design and construction.

This paper describes a practical technique to estimate the size distribution of large volumes of rock fragments, including blasted benches, waste dumps and heap leach sites. Images are obtained from a site using a standard video camera and downloaded onto the computer. Image processing algorithms are used to delineate the individual rock fragments in the images, followed by the calculation of the area and shape of each fragment. Statistical calculations are then performed to estimate the complete size distribution of the fragments. The accuracy of the technique has been assessed with a number of field validation studies.

In January, 1969, the Central Research Division of Continental Oil Company initiated a research program on roof control. The purpose of the research was to improve roof stability. Toward this end, it was necessary to determine which of the many geological and geometrical variables have a significant effect on roof stability. The isolation of these significant variables would allow research effort to be concentrated where it would be most effective in improving roof control. The research effort was directed toward two major objectives. One was to de-fine the geological and/or geometrical parameters that affect the severity of roof conditions in any particular area of the mine. This study was concerned with roof fall intensity. The second was to define why roof falls in Humphrey No. mine (and in northern West Virginia-south-western Pennsylvania coal mining areas) are oriented so that they occur primarily in north-south rooms or entries. This study was concerned with roof fall orientation. To provide a reference framework for further discussion, a geological description of the area is presented in Part II. In Parts III and IV, the procedures, methods, and 'results of the research applied toward the afore-mentioned major objectives are presented. Part V contains the conclusions and recommendations for-warded by this study.

The proposed Second Avenue Subway Project in New York City is approximately 8.5 miles long, up to a depth of 120 feet beneath grade and runs the length of the eastern side of the island of Manhattan from Harlem in the north to the financial district in the south. It will reduce overcrowding and delays on the existing parallel line, improving travel for both city and suburban commuters, and upgrading access to mass transit for residents of the East Side of Manhattan. This subway line will have 16 new stations providing transfers to the existing Metro-North commuter rail service and to New York City Transit subway lines and bus services. The first phase of construction includes two TBM rock tunnels 2.4 miles long and two new large and shallow rock cavern stations with clear span openings ranging from 70 to 100 feet and length in excess of 1000 feet with 615 feet center platform, coupled with low rock cover ranging from 20 feet to 40 feet. The design methodology for these large and shallow rock caverns consists of using well known empirical methods for initial estimate of support requirements and then two and three dimensional continuum and discontinuum analyses for verification of the selected excavation sequence and support system. This paper describes the analysis and design methodologies used for the two large and shallow rock caverns with insight into how to overcome the design complexities and construction challenges of the urban underground.

The FMC Westvaco Trona Mine is located near Green River, Wyoming and has an annual production of 4.5M tons. Trona is an evaporite mineral that is processed into several products, mostly soda ash. The underground mine has two active development panels and one longwall (LW) panel. The mining horizon is about 500m below surface and the surrounding strata liberates methane. Three surface-based, blowing fans provide ventilation air as a positive pressure system. The mine operates a 225m long LW face, built by Joy Mining Machinery. Headgate and Tailgate developments are driven with four entries. The recovery room, at the end of each panel, is 8m wide with three access chutes. Additional recovery room support comes for concrete blocks used with a center to center spacing of 1.5m. As the LW enters this pre-driven recovery room there are notable responses and shifting ground stresses. This study was undertaken to measure the ground response using seven vibrating wire displacement transducers. These devices were used to monitor the convergence as the LW approached the recovery room. The methane concentration in the air ventilating the recovery room was also monitored. The correlation between convergence and gas liberation was then studied. The results show that the convergence varies from 0.1m to 0.25m along the length of the recovery room. Ventilating the recovery room becomes critical as methane is liberated from oil shale as the more plastic floor material is disrupted. Appropriate methods are employed to ventilate the recovery room.

In recent years, tunnelling activities in Singapore have increased considerably with the construction of extensions to the existing sub-surface transport system, a deep tunnel sewerage disposal system, and tunnels for the laying power cables and other utilities. These tunnels are excavated through urban areas, adjacent to high-rise buildings, depressed road structures, beneath other tunnels, and buried services. Earth pressure balance (EPB) tunnel boring machines (TBM) have been used extensively in Singapore with great success. The risk associated with soft ground tunnelling, including tunnelling through Old Alluvium, can be minimized with an understanding of the geology, geotechnical parameters, and the tunnelling-induced behaviour of Old Alluvium (OA The purpose of this paper is to present some design and construction aspects of EPB TBM tunnelling through Old Alluvium.

A new separator, known as the Hydrofloat cell, has been developed to overcome limitations of traditional flotation cells in recovering coarse particles. In this process, small air bubbles are introduced into a hindered "teeter" bed of fluidized solids to create light bubble-particle aggregates that can be separated based on differences in density. Laboratory tests conducted with coarse phosphate feeds indicate that the Hydrofloat cell is capable of increasing BPL recoveries by nearly 20% over conventional flotation methods. Based on these encouraging results, a pilot-scale Hydrofloat cell was fabricated and installed at a central Florida phosphate plant. Test data collected using the pilot-scale unit suggest that the BPL recovery of the plus 35 mesh plant feed can be increased by more than 40% through the application of this new technology. This improvement is particularly beneficial due to the very high grade (-73% BPL) of the plus 16 mesh particles in the Hydrofloat concentrate. This article describes the theoretical basis for the development of the Hydrofloat cell and provides an overview of recent laboratory and pilot-scale test results.

The complex nature of the carboniferous measures prevailing in the U.K. has dictated the types of mining required to exploit the coal seams. Most mines in Britain are referred to as deep mines in the sense that they operate at depths of 1800 - 3000 feet. The main system of coal transport to the surface is by vertical shafts which intersect the workable seams which at times number between 4 and 5. As mining has been practiced in most of the major coalfields in the U.K. for well over 100 years, with the initial extraction of the shallower and more profitable seams, the present management have been left a legacy of indiscriminate extraction which severely hampers their efforts to maximise the mine layouts. There is no single standard design of mining layout capable of meeting the wide variety of conditions which exist in the British coalfields. Mining layouts are subject to fixed and variable parameters. In discussing multi-seam working, the main parameter must be the effect of old workings above and below the seam to be extracted. There is a distinct lack of reliable information which would enable layouts to be designed to completely avoid or control these destructive forces. The guidelines are, therefore, mostly empirical.

For many years, the combined efforts of machinery manufacturers and mine operators have endeavored to achieve greater productivity from the men involved and the machinery and capital invested, by developing methods to drill blast holes more effectively. Obviously, this means much more than simply developing a drill that will drill a single hole faster. Considerable attention over these years has also been given to methods of carrying and positioning the drilling machine on versatile jumbos, whereby the man's time can he better utilized by the faster drilling machines. Likewise, the art of blasting to utilize the holes that were drilled to achieve the maximum amount of fragmented ore and the methods of moving the broken ore have also progressed. But each phase of the production cycle just described must be made to balance with the other phases of the work. Obviously, major breakthroughs in only one phase don't always generate more "rock in the box" per manshift. Yet, through the persistent effort of the machinery developers and the researchers, the progressive attitudes of mine managers, backed by corporate capital investments, and battle after battle at the operating level, progress is made. Then, if the innovated system is good enough to "stick", in a few years it becomes the system that the newer method must replace, after the same repeated struggle. This is the situation that many mine operators find themselves in today, Looking at their production cycle, which is assumed to be efficient and balanced between drilling, blasting and materials moving capabilities, they tend to guard any visable disruption of the balance of that day's production, and many would prefer to maintain the status quo indefinitely. Zinc ores were first discovered in Tennessee in 1856 at Jefferson City where a deposit of oxidized ore became known as the Mossy Creek Mine. From that time until 1913 small scale attempts at prospecting and mining were made in various parts of the district. The actual systematic development of the zinc deposits dates from 1913 when the American Zinc Company started operations at Mascot. Six mines are in operation by three companies and a seventh mine is being developed by a fourth company. The total daily production from the field is 11,000 tons of crude ore, which grades from 3 to 6 per cent zinc. Most of the ore bodies are large and ramiform, resembling asyrmetrical networks in which the ore shoots form channel like branches with areas of non-comercia1 rock, called blank islands. Most of the orebodies are adapted to large scale mechanization.

When coal in an oil/water slurry is ground to minus-200-mesh in a ball mill, some of the mill energy, normally wasted as heat, can be usefully recovered to help emulsify the oil. If the discharge flows onto a suitable sized trommel screen, water and ash material are rejected through the screen while coal and oil ball together to give a clean coal product. A small (6-lb/hr) continuous plant has demonstrated the feasibility and the limitations of this process for New Mexico coals.

There are huge benefits for mining operations that have a well-defined maintenance program that is understood and followed across the total operation. But for operations lacking a quality maintenance program, there is equal assurance that nearly every major maintenance problem can be traced to this omission. Few problems will be permanently corrected until such a program is implemented. Definition The maintenance program re-quires the interaction of all mine departments. Initially, the production department will request work and the maintenance department will identify work, principally through preventive maintenance inspection and testing efforts. Maintenance will then classify the new work to determine the best way to respond. Maintenance will plan selected major jobs to enable its crews to carry them out more effectively. Maintenance will schedule the planned work with operations. Supervisors will assign all types of work to their crews then, control the work through effective supervision. As work is completed, maintenance will measure the work using an accurate information system. Next, it will assess overall accomplishments against goals such as performance standards or budgets. In addition, the pro-gram would prescribe a means to evaluate every aspect of the operation as it affects maintenance so that necessary improvements or changes can be identified, prioritized and acted on. Such evaluations should be part of a mine-wide continuous improvement effort. A well-defined maintenance program is one of the best investments a mining operation can make to assure its profitability. Educating the total operation on the pro-gram assures long-term dividends from the investment.

Mining in Peru is mainly concentrated on metallic and polymetallic ores of gold, copper, lead, zinc, silver, tin, iron, etc. However, little has been done to develop extensive and rich non-metallic or Industrial Minerals deposits with the exception of some silica and phosphate deposits. This paper presents the characterization and metallurgical studies for the development of a feldspar deposit. These studies showed that the special characteristics of the ore, such as high porosity, high Al2O3 content, low clays content, and sized material allowed us to obtain commercial products applying relatively simple and low cost concentrating unit operations. The characterization studies showed that the feldspar products contained no quartz and about 90% of albite (NaAlSi3O8). The 14x40-mesh size fraction product analyzed 5.91% Na2O, 22.56% Al2O3, 65.73% SiO2, 0.65% K2O, 6.50% CaO, and 0.40% Fe2O3; whereas, the 40x150-mesh size fraction product analyzed 6.22% Na2O, 24.30% Al2O3, 60.80% SiO2, 0.91% K2O, 7.06% CaO, and 0.54% Fe2O3. These products could be used for manufacturing glass, ceramics, refractory, and filters in different applications. In addition, Middlings, could be used as insulation material due to its porosity (bulk density of 0.828 Kg/dm3), analyzing 4.46% Na2O, 15.7% Al2O3, 67.2% SiO2, 2.57% K2O, 3.94% CaO, and 4.24% Fe2O3. The material showed a sphericity of 0.77, a roundness of 0.68, and acid solubility of 13.3025% on only washed and 2.72% effective for clean material suitable for use in these applications. No selective accumulation of the valuable mineral was observed at any specific size fraction. However, iron and titanium bearing impurities trended to concentrate in fine fractions (minus 70 mesh -212 µm-). Metallurgical studies demonstrated that this feldspar ore required sizing at 14x40 mesh and 40x150 mesh to render commercial products. In the case of the 14x40-mesh size fraction, the process involved magnetic separation, gravity separation, and flotation for feldspar (direct flotation) using a blend of primary and condensate amines. However, the reverse flotation for mica-biotite and iron bearing minerals was also possible using petroleum sulfonate. The metallurgical process for the 40x150-mesh size fraction required magnetic separation and reverse flotation of iron and titanium bearing minerals, the feldspar being reported in the sink material. Commercial products from this feldspar deposit for glass, ceramics, refractory, and filtration; and for the manufacturing of insulation material were obtained.
