Domestic mining will not produce a significant portion of the manganese consumed in the United States unless new mining and processing techniques are implemented that will enable domestic lean ores to economically compete with rich foreign ores. One mining-processing technique that appears promising for certain deposits is in situ and/or heap leaching with aqueous SO2. Since leaching offers economic advantages of low capital costs, low operating costs, and short start-up times as well as environmental and safety improvements over conventional mining-processing, the Bureau of Mines studied the leachability of manganese deposits from several districts. Manganese oxides, hydroxides, and carbonates were leached to 80 to 90 pct recovery in 7 to 40 days of leaching with a solution containing 5 pct SO2 in column leaching tests. Preliminary cost analyses of surface mining-heap leaching, block caving-in situ leaching, and shrinkage stoping-in situ leaching indicate that the products of manganese leaching may be economically produced for the chemical and electrolytic manganese industries. The easiest marketable product to obtain would be a manganese sulfate commonly used as a fertilizer amendment. Manganese carbonates and hydroxides could also be precipitated from the pregnant leach solutions.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

The U. S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography at the Pittsburgh Research Center. These gas results were analyzed for explosibility. Personal exposure to carbon monoxide was also monitored. The highest methane level observed was 9.55 pct. The Inert gas levels, (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were non-explosive. The maximum personal time weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for preventing explosions during auger mining. INTRODUCTION The auger highwall mining method is an effective method to recover coal from a reserve when removal of the overburden by surface mining equipment becomes uneconomical. In this method of mining, a horizontal auger enters the coal seam from the surface mine bench under the highwall and the coal is drilled in a series of parallel holes. Historically, coal mined from the surface is relatively shallow, and over time, methane associated with the coal has dissipated through the surface. In most circumstances, little methane has been found associated with auger mining. However, mining technology has enabled surface mining of deeper reserves of coal. Furthermore, environmental constraints have forced the highwall extraction method to be used to remove coal under wetlands, further increasing the chances of encountering methane. Recently incidents of methane explosions at a few auger mining operations have resulted in injuries and increased testing for methane at the collars of auger holes. The fuel source of the reported explosions was not necessarily limited to methane, but may also have involved coal dust. The Mine Safety and Health Administration (MSHA) met with the Bureau to discuss what technology might be available to enable the safe resumption of mining. The discussion included the difficulty of ventilating through the solid shafts of the augers, that steel bits probably created the ignition source, and that perhaps inerting the holes with low oxygen and high carbon dioxide concentrations from the machine's diesel exhaust was a potential solution. Considering the ventilation aspects of the problem, it was not clear If ventilation could be reliably established. If some degree of ventilation to the front of the mining head is achieved, it may combine with methane to bring the hole atmosphere from a rich, nonexplosive mixture to an explosive mixture. Furthermore, it may not prevent a dust explosion in such a mining configuration. Lack of access through the shafts of auger type mining machines further limits the ability to add water or air to cool bits to prevent an ignition source from developing. Either of these approaches would also be expensive. The process of mining coal In an inert atmosphere has been considered in the past, but to our knowledge, never implemented (Department of Interior, 1970). Clearly, implementation in underground mining would be more complicated. On a mine bench open to the atmosphere, however, adding inert gas to the mining head could provide a quick, feasible method to prevent explosions at auger highwall mining operations. Also the problem of how to move the inert gas to the cutting head of the machine had to be considered. Preventing explosions on auger mining machines using inert gas requires three primary considerations: first is the source of inert gas; second, placing the inert gas at the cutter head; and third, monitoring the hole atmosphere. Any gas source having an effective inert gas concentration of 34 volume pct or greater will prevent methane from Igniting (Zabetakis, 1965). Sources of inert gas considered for this application included liquid nitrogen, modified shipboard inert gas generators (for hydrocarbon shipping and transfer), jet turbine engine (Paczkowski, et. al., 1982), the auger's diesel engine and a gasoline engine. Operation cost, purchase cost and availability limited our testing to the diesel and gasoline engines. This work tested each engine, separately and combined. To ensure effectiveness, both company and enforcement personnel need to know how to monitor the condition of the inerted hole. Measurements at depth inside the hole are possible by remote sampling through rigid tubing, but this method is Impractical for routine monitoring. Continuous monitoring of the exhaust gas stream is an alternative. The U. S. Bureau of Mines evaluated an inert gas system at an auger mining operation at a surface mine near Owensboro, KY. Coal was mined from the Number 9 Coalbed in Henderson Co. KY. Tests were conducted in January and March of 1992.

The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber's activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners' training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

The first significant studies of problems related to the handling and storage of bulk solids were reported at the end of the nineteenth century. Early work originated from the necessity to store large quantities of grain and was concerned mainly with pressures affecting the structural design of silos and bins. The Janssen formula (about 1898) and the work of Ketchum [1] form the highlights of that period. In more recent years, progress in mechanization, increasing plant capacities, and rising costs of labor have focused the attention of engineers on the problem of gravity flow of bulk solids. A great deal of work has been done with models, and flow patterns obtained in small scale bins have been described in several publications, for example [2, 3]. An attempt to develop a theory of flow of bulk solids was reported in 1954 [4, 5, 61 and presented to the in a paper [7] in the same year. AIME recommended the continuation of this work and, as a result, Engineering Foundation granted a sum of money to set up a Bulk Solids Flow Laboratory. Two and a half years ago the project gained the support of the University of Utah and a laboratory was set up on the campus of the University. This project is now in progress, it has received the support of the American Iron and Steel Institute and of Kaiser Engineers, Division of Henry J. Kaiser Company. The results obtained to date are summarized in this report.

Newmont has a large integrated operation in Northern Nevada with numerous mines, stockpiles, and processing facilities. There are over ninety defined metallurgical ore types and over sixty defined gold recovery process options. To take better advantage of the available synergies, a complete Nevada wide mine plan and process model along with a mixed Integer and Linear Programming optimization tool has been developed and implemented. This system is maintained and operated by a Nevada Planning Group. Standard in-house planning software tools and methods have been implemented at all mine sites. While increasing the effectiveness of planning in Nevada, these changes have allowed a significant reduction in overall Mine Engineering staff.

This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. In addition, the conference?s exhibit attracted 125 equipment and service providers. The next Rapid Excavation and Tunneling Conference is set for June 14-17, 2009 at Caesar?s Palace, Las Vegas, NV.

"Longwall top-coal caving (LTCC) mining technique is one of the important methods for underground thick seam extraction in China. The coal seam in LTCC panel is divided into two parts: bottom-coal and top-coal. The bottom-coal is mined by conventional longwall method while the top-coal is mined by caving method. The top-coal caving process in LTCC and block caving process in metal mine are both gravity flow of loose ore/coal blocks. However, the presence of caving shield in LTCC makes the characteristics of drawing body shape in the two caving processes differ a lot. This paper discusses the influence of caving shields on the characteristics of drawing body shapes in light of recent studies of the top-coal drawing process. The theoretical model for describing the drawing body shape in LTCC is proposed both along the seam strike and seam inclination. Then, the experimental data are used to validate the correctness of the theoretical model. Furthermore, two examples of how the theoretical findings assist LTCC mining are given and discussed.INTRODUCTIONLongwall top-coal caving (LTCC) mining technique and large-cutting-height mining technique have been widely used for extracting thick coal seams in China. About 0.6–0.7 billion metric tons of coal come from longwall top-coal caving panels every year. This paper presents an algorithm for optimizing the classification of surface mine material subject to excavating constraints. High-resolution expected profit models are input and optimized to classification maps subject to site-specific rectangular excavating constraints. This optimization problem defies traditional closed-form analytical solutions; a practical heuristic algorithm has been developed to quickly determine the optimal final destination for the material subject to realistic constraints. The optimization is fast and generates results that achieve up to 98–99% of the total expected profit achieved with free selection. This algorithm provides a fast viable option for practical application in short-term grade control and in managing multiple realizations in long-term resource estimation.

The lean, but extensive iron ore deposits of the Dunderland Valley north of Mo i Rana, Norway, is the raw material for the Rana Mines which is a division of the state owned steel mill A/S Norsk Jernverk. Activities for the exploitation of the orebodies were commenced in 1902 by the English Dunderland Iron Ore Company. During its operating period the company constructed a total of two large scale concentrating plants. The activities were strongly marked by technical problems and labor disputes. Thus actual production was limited to the years 1904-1908, 1928-1931 and 1937-1939. During these periods a total of 1.9 million tons of crude ore was mined and 0.6 million tons of concentrates produced for export. The present plant commenced operations in late fall of 1964. Up to and including 1976 about 26.6 million tons of crude have been put through the concentrating plant and about 10.7 million tons of concentrate produced.

In the fall of 1988 it became evident that the accuracy of sulfur forecasts for Monterey Coal's No.1 Mine needed to be improved. In addition, it became necessary to predict if any individual train shipments during a month would exceed a contract sulfur limit. The challenge was to develop a forecasting process that would take into account the variability of the coal in the ground as well as the difference between laboratory and preparation plant sulfur reduction efficiency, and the effects of mining coal with multiple units. This paper describes how geostatistics and simulation techniques were used to meet this challenge.

Toxic metals entering surface or ground water from sources such as metal finishing shop spills and abandoned mines can pose a significant threat to public health and the environment. Ion flotation and similar foam separation techniques show great promise for treating dilute, metal-contaminated solutions, and could also be used to treat effluents from many minerals and metallurgical processing operations prior to discharge. In ion flotation, an appropriate collector is added to the solution to form hydrophobic complexes with the metal ions. These metal-bearing species are then removed by flotation, usually with trace addition of a frother to stabilize the foam. In an effort to better understand the underlying scientific and engineering principles that determine the performance of ion flotation, the removal of Cu(II), Pb(II), Cd(II), Cr(II) and Cr(VI) has been studied using laboratory scale flotation columns in batch mode. The effects of the superficial air velocity, solution and froth height, nature of the collector, collector: metal-ion ratio, ionic strength and several frothers at low concentrations on the flotation kinetics are reported. Finally, results are presented on methods that might allow regeneration of collector and recovery of by-product metal from the foam product.

INTRODUCTION Tunnel boring machines in non-abrasive competent rock with little or no water have set new performance standards in the driving of tunnels. However, when the machines have hit blocky or running ground, they have encountered difficulties. The success of a tunnelling machine is usually due to a thorough geological investigation which accurately describes the rock conditions, a well designed tunnel support system, and a tunnel boring machine designed to cope with these conditions. In some cases machines have had to be modified in the tunnel after the machine had commenced boring, because geological conditions were not correctly anticipated before tunnelling began. The features described herein are not a panacea for all conditons, and some of them, like an auxiliary thrust system that thrusts off a precast invert segment requires pre-planning of work on the part of the contractor. CUTTERHEAD DESIGN Figure 1 shows typical cutterheads of ten to fifteen years ago. Note the large buckets and large openings between the buckets. These large openings were considered necessary to gain easier access through the cutterhead for cutter changes. The standard cutter in those days was an 11 inch or 12 inch cutter with small bearings, and was generally a delicate tool for the duty it was to perform. MINExpo International is billed as the largest exposition for the mining and mineral processing industry. And the 2012 edition, scheduled for Sept. 24-26 in Las Vegas, NV, is no exception. Put on by the National Mining Association (NMA), attendance at this year?s show is expected to be significantly more than the 38,500 who attended the last MINExpo in 2008. The exhibit will also be quite a bit larger in 2012 than it was at the previous MINExpo. More than 1,800 companies, representing more than 30 countries, will fill the Las Vegas Convention Center. The more than 850,000 sq ft of exhibit space will include the North and Central halls as well as South Halls Nos. 3 and 4. And the Silver Lot outside of the front door, under construction in 2008, will be filled with more exhibitors. The 2008 show attracted about 1,220 exhibitors occupying more than 600,000 sq ft of exhibit space.

DR iron') is a generic term for metallized product that results from the direct or solid state reduction of iron ore. In direct reduction, iron oxides are reduced to metallic iron in the solid state without an intermediate melting step. MIDREX ® Iron is the DR iron material produced in the MIDREX ® Direct Reduction Process. Except for some thermal and mechanical degradation, the external physical form of as-reduced DR iron is the same as the feed material. Chemically, oxygen associated with iron is removed leaving a very porous structure. Figure 1 is the scanning electron micrograph (SEM) of the internal surface of a MIDREX Iron pellet obtained from a Swedish oxide pellet during reduction at 760 °C. Figure 2 is the SEM of a polished and etched cross-section through the same pellet showing the amount of intraparticle porosity. As a result of this high porosity, apparent density of DR iron is relatively low, typically a¬round 2 g/cm3, and specific surface is extremely high, typically around 1.0 m2/g or more. Both density and specific surface depend on the raw materi¬al and the operating conditions of the direct reduction plant. Normally, more than 97% of the available iron is reduced into metallic iron with the rest mainly in the form of wustite (FeO). During direct reduction, the gangue in the iron remains essentially unchanged. Removal of oxygen and the corre¬sponding reduction in weight result in a slightly higher percentage gangue in the product than in the raw material.

Calcium carbonate is one of the most widely used industrial minerals in applications like cement, lime, agriculture, power plant fluegas desulfurization (FGD) and construction aggregates. Most applications are generally high-volume and low value ($9/t or $10/st) or less free-on-board (f.o.b.) mine site) uses of this material. Specialty uses of ground calcium carbonate (GCC) are typically referred to as ?performance mineral? or ?extender and ?ller? applications. Primary specialty markets for GCC include paper and plastics as well as a number of construction applications including joint compounds, carpet backing, paint, and adhesives, caulks and sealants (ACS). Other important specialty applications for GCC include rubber, food and personal care products. A new and growing application for GCC is in nonwoven fabrics, where this mineral replaces a small percentage of the polymer. Typical specialty applications for GCC are color sensitive and require extremely white/bright materials. Although deposits of limestone are located in most states, high brightness resources are relatively rare and controlled by a limited group of suppliers.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. Since 1986, we have developed a series of electromagnetic (EM) sounding systems at the Laboratory for Advanced Subsurface Imaging (LASI). These may be categorized by their frequency ranges: low frequency (LF, 30 Hz to 30 kHz), medium frequency (MF, 1 kHz to 1 MHz), and high frequency (HF, 30 kHz to 30 MHz). We have applied these EM systems to a variety of targets, including: mapping of plumes of contaminated groundwater, tracing leachate for an in-situ leaching operation, locating buried hazardous waste, identifying subsidence-prone zones and detecting buried voids. These systems are also applicable to exploration for ore bodies. Currently, our sounding system uses a vertical magnetic field vector. Previous systems of this type required a slow and relatively inaccurate manual rotation of the sensing coils. The systems also used occasional calibrations of the measuring system. We have developed a 3-dimensional mathematical rotation procedure for the data, as well as a simultaneous, high-accuracy, calibration method. These new developments have greatly increased the speed of the measurements, as well as improving the accuracy of the ellipticity data. We use stepped-frequency measurements along with narrow-band filtering to allow accurate measurements, even in high-noise areas. We typically obtain ellipticity measurements at eleven frequencies and along densely sampled profile lines. We use neural networks to help interpret the measured ellipticity patterns. Neural networks can be trained to relate the measured ellipticity patterns to earth resistivities or to discrete targets buried in the earth. The neural network training may use theoretical EM responses calculated from computer codes for relatively simple structures. The theoretical EM response for many complex targets that are of interest cannot currently be reliably calculated, even with the largest supercomputers available. We have therefore chosen to do some of the training using theoretical EM responses generated in a full-scale modeling tank located at our Avra Valley Geophysical Test Site. We have also developed data-visualization software to help interpret the large data sets produced by this system.

The Bureau of Mines designed, constructed, and operated an 18-inch- diameter, fluidized-bed combustor for highly caking coals to evaluate the method for possible application to power generation. In initial tests, combustion was carried on successfully, with carbon losses as low as 0.8 percent. Coal ash was not satisfactory as a bed material, but mullite proved to be acceptable. Overall heat-transfer coefficients from the bed (-20 + 50 mesh mullite) to a water-cooled tube were about 75 Btu/hr-ft2- °F.

The Mount Gunnison No. 1 Mine of the West Elk Coal Company (wholly owned subsidiary of ARCO Coal) had secured contracts to provide low sulfur, high Btu steam coal to various utility companies. This called for the development of the B-Seam at the Mount Gunnison Mine located some 400 feet below the operating F-Seam workings being mined with conventional room and pillar techniques. The B-Seam, to meet production goals, will be mined by a new 600-foot longwall machine making a 13-foot high cut. American Mine Services was awarded a competitively bid contract to drive two 2000-foot, 13-foot by 16-foot slopes at -15 percent, sink a 16-foot diameter ventilation shaft 400 feet between the F- and B-Seams, install a 60-inch conveyor in one of the slopes, remove 7000 feet of existing conveyor and rehabilitate 7000 feet in two entries to accommodate the placement of the longwall machinery. The slope portals were located 7000 feet in by the surface portal. Unique to the project was the placement of work shops and other infrastructure 7000 feet underground with an entry height of 6 feet. The $7 million contract was completed in less than one year using a mix of permissible (Schedule 31) and standard (Schedule 24) LHD equipment, all pneumatic jumbos and shaft sinking gear.
