Gravity based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets; but, because of historic control problems, recovery is frequently sacrificed to achieve quality resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grab-sample on-the-spot sink-float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is both serious economic as well as environmental losses. While the economic losses are obvious, less obvious environmental losses, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. A control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has until recently escaped technology.

Commissioning of a 150 tpd continuous vat leaching pilot plant at Ariel Resource's San Martin Mine began in October, 1995. Functioning of the systems proved to be as designed. Initial tri­als, however, were besieged with problems associated with clay fractions that were much higher than in the ore originally tested. Nevertheless, leach rates were good in the initial and subsequent trials. Difficulties with the viscous solutions generated by the clay fraction continued, requiring modifications to the solution collection methods and investigation of flocculant types and mixing points. Trials with deslimed ore and sand feed demon­strated continuous flow. Current modifications will be tried in late May, 1996, along with selected flocculants, with the objec­tive of leaching continuously without the need to deslime.

Mine operation managers are constantly tasked with identifying new ways to produce more, while using less. Mine effectiveness and reliability is the foundation of improving operational performance. Timely decisions need to be made in order to identify production waste. Intelligent data needs to be visualized in real-time. Operational events need to be captured with impacts quantified and root causes identified. Unfortunately, complex information technology solutions often have a very poor success rate, with some reports suggesting 30 percent of complex projects are canceled before completion.

NICOR Mineral Ventures, Inc. retained Neyer, Tiseo and Hindo, Ltd. to evaluate the potential effects of a planned dewatering operation at NICOR's proposed, 258-acre silica sand mining facility near South Rockwood, Michigan. The ?orebody? is a horizontally extensive, friable, quartz sandstone from the Sylvania Formation which also serves as an aquifer for some of the rural, residential development near the site. We conducted an aquifer test on the site which identified the important aquifer properties. Using these data and an analytical model, we determined that the radius of influence would be expected to range up to 6000 feet from the quarry during its final development stage. An inventory of water supply wells revealed that most wells had sufficient available drawdown and would not be adversely affected. A long-term groundwater monitoring program was recommended to monitor the possible effects at some of the closest wells.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

The mineral bastnasite is utilized to describe alternate processes for the extraction and separation of the rare-earth elements by solvent extraction. The rare earths can be acid-leached directly or fused with NaOH before acid leaching. Cerium, the major constituent, can be recovered by fractional precipitation, fractional leaching, or solvent extraction with tri-nbutyl phosphate. The latter process is capable of producing 99.5-percent pure CeO2 at 98+ percent recovery. Lanthanum is subsequently recovered by fractional precipitation or solvent extraction with a nitrogen-based extractant. A 20-stage mixer-settler operation with a primary amine extractant results in a 95-percent pure La203 fraction at 96 percent recovery. Europium is amenable to extraction from most of the remaining rare earths with an organophosphate extractant. Selective stripping of the europium, followed by reductive precipitation, produces high-purity Eu203. Another possibility for europium purification involves the differential extraction of europium with an amine followed by a sub- sequent reducing strip. Separation of the remaining elements is more difficult but can be accomplished with amine or quaternary ammonium extracts. Typical separation factors achieved are 3. 8 for praseodymium-neodymium and 10. 5 for neodymium-samarium.

INTRODUCTION Volcanic tuffs on and adjacent to the Nevada Test Site (NTS) are being considered by the Department of Energy (DOE) for the possible geo- logic disposal of high-level radioactive wastes. The Nevada Nuclear Waste Storage Investigations (NNWSI) project was established in 1977 to evaluate such disposal. Sandia National Laboratories (SNL), one of the participants in the NNWSI project, has as one of its responsibilities the development of a rock mechanics program for the Nevada site. SNL conducted three small-diameter heater experiments in welded and nonwelded tuffs in G-Tunnel on the NTS, to investigate the thermal (heat transfer) and hydrothermal (thermal- induced water migration) behavior as part of the rock mechanics program. These two aspects were investigated to increase knowledge about the behavior of tuff so that predictive capabilities are available for use by repository designers, waste-package designers, and performance analysts. Also, knowledge of the behavior of the tuff is invaluable for planning and designing future in situ experiments at Yucca Mountain, the candidate site for the repository. The evaluations of these three experiments is the subject of this paper. Designers, analysts, and experimenters are seeking a better understanding of the behavior of tuffs under the influence of thermal loads expected from radioactive-waste storage, because of two physical features peculiar to tuffs. First, tuffs are inherently porous because of the manner in which they are deposited (Smith, 1960). Tuffs utilized in G-Tunnel testing have porosities ranging from 15 to 46%, which cover the ranges of expected porosities in the target horizon at Yucca Mountain. It has been established that the G-Tunnel tuffs have similar bulk, thermal, and mechanical material properties to those at Yucca Mountain (Zimmerman et al., 1984), thus, G-Tunnel testing can be used to evaluate the effects of porosity on the thermal and mechanical behavior. The second feature is that tuffs above the water table contain pore water that influences the thermal properties of the rock; displacement of the water must be accounted for in repository designs and analyses. For example, G-Tunnel tuffs, located some 600 m above the static water level, have saturations in excess of 60%. Similar percentages are expected at the target horizon in Yucca Mountain (Zimmerman et al., 1984). The presence of and the removal of the pore water affects the thermal behavior of the tuffs, and these three experiments were designed first to determine the phenomenological behavior and then assess influences on predictive capabilities. The focus in this paper is to present the results and evaluations of the experiments as they apply to improving predictive capabilities. The thermal aspects are emphasized by comparing the measured temperatures (in and around heater emplacement holes) with calculations of predicted temperatures using numerical models, so that the effects of significant parameters can be evaluated and integrated into future predictive models. Observation of the hydrothermal aspects is needed to assess the effects of loss of pore water and subsequent migrations on the temperature fields during the heating, and also to define the expected environment in the vicinity of the outer metallic surface around the waste. The metallic boundary can be either the outer shell of the waste package system, which is the main engineered barrier for waste containment, or the borehole liner. A final decision has not been made as yet about the necessity for lining boreholes; thus, the emphasis is on predicting the characteristics of the environment around the outer metallic surface. A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10'6" to 14'6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. "The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. Since the 1974 introduction of catalytic converters to automobiles in the United States, more than 150,000 kg (5,000,000 oz) of platinum, palladium, and rhodium have been used in the converters. An estimated 8 to 10 million converters are being used annually in the United States, each containing from $5 to $15 of PGM metals. In addition, use of converters is beginning in Europe which will significantly increase the quantity of PGM used. Two basic types of catalysts for converters are being used: pellet and monolithic. The pellets are small, discrete spheres or cylinders of gamma-alumina coated with platinum group metals, Figure 1. The monolithic are honeycombs of a cordierite, A13(Mg,Fe)2Si5AlO18, base coated with gamma-alumina and subsequently with platinum group metals, Figure 2. Pellet catalysts are being used by General Motors and American Motors; whereas Ford and Chrysler are using monolithic catalysts. The table below compares the PGM content and value of the catalysts.

Before going into this subject, I would very much like to call to your attention some past history on patents granted by the United States Patent office that involved ammonium nitrate. On February 10, 1885, a patent was granted to Russell S. Penniman. "The object of this invention is to securely protect ammonium nitrate against deliquescent and to maintain it in substantially its normal disintegrated condition, so as to afford a new product suited for ready use in the manufacture of high explosives, and enable the immediate admixture thereof with any of the well known explosive substances or compounds heretofore employed. 'Whether the nitrate be thus granulated or otherwise reduced to a granular or divided condition, it is then thoroughly mixed with about twelve (12) percent of the fluid or semi-fluid carbonaceous protecting medium, which forms a readily applied jacket or coating for the granules of nitrate and also serves as a carbonaceous element in such explosive compounds as it may thereafter be employed in."

In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

The Morenci Open Pit Mine, located in south-eastern Arizona, is owned and operated by Phelps Dodge Morenci, Inc. The Mine has been predominantly a rail mine since its origin in 1937. However, beginning in early 1986, a program was initiated to phase out the rail mining operation and replace it with a more flexible and productive truck haulage scheme. This transformation from rail to truck haulage will be accomplished when the current in-pit crushing and conveying project is completed in late 1988.

Coal is a major source of energy in the world today and will, undoubtedly, continue to be so for the next few centuries. Naturally, a great number of studies has been made of its physical and chemical properties. Unfortunately, the work on technical properties which influence the mining of coal and the consequent yield of inflammable gases and respirable dust particles has not progressed at a comparable pace. Coal is a brittle material. Irrespective of the mechanism of breaking coal, some dust is always produced. In mining parlance dust is defined as solid particle, smaller than 100 microns (micron = 10-6 meter), in size Coal dust, when raised into a cloud, creates two well known hazards in mines, namely, the coal dust explosion and Coal Workers' Pneumoconiosis (CMP). The latter is, perhaps, the greatest environmental hazard in U.S. coal mines today. In this context it is not only natural but also necessary to investigate the proneness of a coal seam to respirable dust production. It has been established that the amount of dust produced is a function of two groups of variables (1), (2), viz. (1) Material dependent variables, e.g., moisture content, compressive strength, hardness, etc. (ii) Breaking mechanism dependent variables, e.g., type of machine, depth of cut, etc.

As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

The Kurve mixed-use development project including a 22-story tower at 2801 Sunset Place was constructed on a site consisting of a roughly rectangular-shaped lot at the intersection of Wilshire Boulevard and Hoover Street in Los Angeles. Two Metro Red Line tunnels, with depths of approximately 30 feet and 58 feet, respectively, cross below the building at distances of approximately 1 foot to over 63 feet from the site. This paper presents numerical modeling performed to evaluate the ground and tunnel behavior in response to building construction. Results of geotechnical instrumentation and monitoring undertaken during the building construction are also discussed.

Various countries around the world have testing and manufacturing standards in place for steel cord belting. These standards are very comprehensive in what they allow the end user to specify, however, their practical significance in terms of belt life is more difficult to quantify. Such testing standards will be briefly reviewed in this paper in relation to the implication for end user expectancy. Since there is no US standard of manufacture, the end user is left with writing their own specifications. In addition, such standards do not address the effect on belt life of manufacturing faults, such as cord plane buckles, or lateral cord movement. Some new technology used to test steel cord belting will be described as an aid to both manufacturer and end user. Deficient surface disposal systems of sulfidic mine waste often cause severe contamination of surface streams and groundwater reservoirs due to the oxidation of sulfide phases. The subsequent generation of leachates characterized by high acidity and elevated concentrations of toxic elements (commonly known as acid mine drainage) jeopardize the health of contiguous ecosystem. Stabilization/solidification (S/S) is recognized as a promising solution for treating such wastes. S/S processes generally mobilize alkaline and/or cementing materials/additives that act as neutralizing and/or binding agents. In the present research, industrial byproducts, namely, cement kiln dust (CKD) and Class C fly ash (FAC) have been used as candidate materials along with the partial addition of sulfate-resistant cement (SRC) in the S/S of polymetallic sulfidic mine tailings (MT). The effectiveness of S/S was assessed by comparing laboratory experimental values obtained from unconfined compressive strength, hydraulic conductivity and leaching propensity tests of S/S samples with regulatory standards for safe surface disposal of such wastes. Despite general regulatory compliance of compressive strength and hydraulic conductivity, some solidified/stabilized-cured matrices were found unable to provide the required immobilization of pollutants. Solidified/stabilized and 90-day cured mine tailings specimens made with composite binders containing (10% CKD + 10% FAC), (5% SRC + 15% FAC) and (5% SRC + 5% CKD + 10% FAC) significantly impaired the solubility of all contaminants investigated and proved successful in fixing metals within the matrix, in addition to achieving adequate unconfined compressive strength and hydraulic conductivity values, thus satisfying U.S. EPA regulations. Laboratory investigations revealed that, for polymetallic mining waste, leachate concentrations are the most critical factor in assessing the effectiveness of S/S technology.
