The advent of the process control computer with its capabilities of monitoring, storage, and real-time control has revolutionized control technology in the mineral industry. Initial efforts to introduce the computer into process control began in the early 1960's. However, it wasn't until the last decade with the introduction of integrated circuits and minicomputers that truly successful applications became visible. Computer hardware and real-time operating software have improved to the point that they rarely provide major problems in the implementation of successful control systems. At this time the most prevalent problems and obstacles affecting the successful implementation of a control system are as follows: (1) reliable and representative sampling systems; (2) rugged and reliable process sensors; (3) the availability of well-defined control strategies; (4) the willingness of plant management to provide the continuous support necessary to acquire and/or train appropriate personnel in the operation and maintenance of advanced control systems. Discussion of these problems and of the instrumentation required for the successful application of computers in minerals processing plants follows. In order to enhance this discussion the remainder of this subsection is broken up into individual mineral processing categories.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

Longwall mining appears very attractive from an engineering standpoint because of its simplicity. The use of one long, continuous face can simplify power distribution, ventilation, and supervision, and minimizes or prevents lost time associated with the tramming of equipment in room-and-pillar systems. Since the longwall system is more amenable to automation, it is inherently safer than room and pillar. Remote control of all face equipment from gate roads will obviate the exposure of men in the face area. Considering what has been said, it seems a paradox that more longwall installations are not found in the United States. However, with favorable mining conditions in relatively level seams of adequate height under shallow cover, it has been possible to develop highly productive, mechanized, room-and-pillar systems. Thus there has been no real incentive to employ longwall in the United States. In Europe, mining companies usually have very little choice between the two systems. Pitching seams of low height located at great depth dictate the use of longwall methods. With depletion of its readily accessible reserves, mining conditions will be similar to those now prevailing in Europe, and an increase in the use of longwall in the United States can be anticipated.

A research program is currently in progress at the University of British Columbia to determine the potential of composite cable bolt reinforcement in Canadian mines. Several prototypes of glass fibre cable bolts have been tested. Their evaluation consisted of lab testing at the University of British Columbia, United States Bureau of Mines (Spokane) and trial installations at Detour Lake, Winston Lake, and Myra Falls Mines. A market analysis of cable bolts within the Canadian mining industry has been completed. Fibre reinforced polymer composites have a high potential as cable bolt reinforcement in mining applications. They prove to be a viable alternative to steel cable bolting.

Over the next two decades there will be significant trade and development opportunities in China for mining, engineering, equipment, and construction companies interested in becoming part of the development of China's chemical and fertilizer industries. At last count, China's phosphate ore reserves of 11.8 Gt (13 billion st), ranked fourth in the world behind the US, the USSR, and Sahara-Morocco. However, a recent statement by the head of the Ministry of Geology and Minerals, Sun Daguang, claims that with increased prospecting in the last few years, China's phosphate reserves now rank first in the world. Whatever the actual size of its known and potential reserves, China's present phosphate processing capabilities fall far short of demand, while the substantial progress that has been made in this area points out the severity of the problems that still remain. Since 1949 China has developed 181 mines and increased its phosphate concentrate production from 10 kt (11,000 st) to 10.86 Mt (11.97 million st). By the 1980s, China was the third largest chemical fertilizer producer in the world-although this claim is slightly misleading as China's nitrogen/phosphate potassium ratios are far from average world ratios and even further from US standards. According to the Sixth Five Year Plan promulgated in 1982, the country's development plans emphasize the expansion and upgrading of key energy and industrial sectors, including that of fertilizer production-specifically phosphate and potash. Within the framework of the plan, the Ministry of Chemical Industry's development priorities are to: • Increase potash production by 150% to 50 kt (55,115 st). • Raise phosphate fertilizer production 21.2% to 2.8 Mt (3.1 million st), 46 kt (50,705 st) of which will come from new projects constructed and completed within the Sixth Five Year Plan, with projected new production of phosphate concentrate and complex fertilizer in the next decades totaling 500 kt (551,146 st). • Commence work to increase phosphate ore production by 8.33 Mt (9.18 million st). Facilities for 2.43 Mt (2.68 million st) will be completed and come on stream by 1985. • Commence work to increase iron pyrite ore production by 3.69 Mt (4.07 million st), facilities for 2.9 Mt (3.2 million st) will be completed and come on stream by 1985. • Verify 600 Mt (661 million st) of new phosphate ore reserves. Since the promulgation of the Sixth Five Year Plan, Chinese authorities have announced that 70 key construction projects will receive top priority in the implementation of the plan. These projects include five in the chemical industry area, including the construction of four fertilizer plants in Urumqi (Xinjiang), Zhenhai (Zhejiang), Beijing, and Lucheng (Shanxi), and a pyrite mine in Yunfu (Guangdong). In addition, by 1985 the state will expand or construct three major phosphate mines: Wangji in Hubei, Kaiyang in Guizhou, and Kunyang in Yunnan. Fertilizer Ratios In 1982, China's fertilizer production was slightly higher than 12 Mt (13.2 million st) and consisted of 80% nitrogen, 19% phosphate, and 0.19% potassium. By 1985, state officials project that fertilizer production will reach 13.4 Mt (14.8 million st) and consist of 78.4% nitrogen (10.5 Mt or 11.6 million st), 21.2% phosphate (2.8 Mt or 3 million st), and 0.39% potassium (52.3 kt or 57,605 st). To attain the world average using the country's 1985 projected production level for nitrogen, China will have to double its 1985 phosphate production to 5.76 Mt (6.35 million st) and increase its 1985 potassium production almost 80 times to 4.1 Mt (4.5 million st). These numbers demonstrate the seriousness of the fertilizer production problem in China today and the long-term nature of the problem's solution. Development Examples Yunnan is the third largest phosphate-rich province in China with verified deposits of 1.9 Gt (2.1 billion st). Despite this abundance, the province only mines around 3 Mt (3.3 million st) of phosphate rock annually. In June of this year, Yunnan announced its intention to initiate 39 development projects within the next two and a half years, requiring an estimated $200 million worth of foreign investment. INTRODUCTION In the fall of 1983, the fourth new Rapid Transit System constructed in this country in the last forty years will go into revenue service. The Baltimore Metro will bring to this major Mid-Atlantic seaport the first phase of a planned intermodal transit system, serving a metropolitan area with a population in excess of four million people. Originally, the Mass Transit Administration (MTA) considered construction of a twenty-eight mile system known as Phase 1. Its two lines would run from the center of Baltimore City, one going northwest to Owings Mills and the other south to Anne Arundel County. Legislative approval was granted in April, 1976; however, funding was limited to constructing a segment fewer than eight miles in length, along the northwest corridor from Charles Center to the Baltimore City county line. This segment is known as Section A. The project is 80% federally funded and 20% state funded, with a capital cost estimate of $797,000,000 to complete. This report addresses the development and implementation of a Coordinated Insurance Program for the construction phase of Section A, and includes a description of the associated risk management process. GENERAL DESCRIPTION OF SECTION A Section A of the Baltimore Metro is composed of a rapid transit line eight miles in length which serves the northwest corridor between Charles Center in downtown Baltimore and Reisterstown Plaza at the Baltimore City county boundary. The countries of Southeast Europe are rich in aggregates, but neither management nor supply are coordinated within or across this area. There are open issues in SEE on the local scale as well as on regional/national and transnational scales that will need to be addressed in order to meet societal expectations related not only to the security of aggregates supply for economy, but also those linked to environmental concerns and social issues. The Sustainable Aggregates Resource Management project (SARMa), an EU Southeast Europe (SEE) activity, has as its objectives the development of common approaches to sustainable aggregate resource management (SARM) and sustainable supply mix (SSM) planning in SEE. In this paper we describe the SARMa project structure and report results for Work Package 3 activities pertaining to best practices for environmental management, the reduction of illegal quarrying, and the promotion of recycling of quarry wastes, construction and demolition wastes and other materials.

This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

Net Present Value (NPV) derived from Discounted Cash Flow (DCF) analysis remains the dominant metric for evaluating mining projects despite its well-documented inability to capture managerial flexibility under uncertainty. DCF assumes that all risks are perfectly priced by financial markets. This is an unlikely assumption for volatile commodity prices, geological variability, or the array of mining technical and operational risks present on all mine sites. Real Options Analysis (ROA) was developed to remedy this limitation by explicitly valuing the ability of managers to defer, expand, scale, switch, or abandon investments as new information emerges, and to capture upside and mitigate downside risks. While ROA is philosophically correct and routinely shows an uplift in project value compared with DCF, its practical application at industrial scale is severely constrained, ROA faces the reality of a combinatorial explosion in complexity of decision trees, Monte Carlo simulations and other models required when multiple interdependent or sequential options exist across numerous mining zones and time periods. The AMC Hill of Value® (HoV) process adopts the same intellectual foundation as ROA, that flexibility has economic value, but operationalizes it through a far more robust and scalable architecture. It is built on parametric relationships, rapid scheduling, and multi-objective evolutionary optimisation. HoV can evaluate millions of compound, interdependent real options in a single optimisation run, delivering resilient, adaptive strategies that preserve managerial flexibility while simultaneously optimising NPV, mine life, risk exposure, and other corporate objectives. This paper demonstrates that HoV is the practical, industrial-scale embodiment of real options thinking in mining: it discovers, ranks, and translates the most valuable real options into strategic mine plans, overcoming the scalability barriers that have prevented widespread adoption of classical ROA.

The Ireland Mine is located some seven miles South of Moundsville West Virginia, along the bank of the Ohio River. We are mining the Pittsburgh #8 seam. This seam is approximately 60" in thickness, and is immediately overlain by some 10 feet of a conglommerate material. The roof is difficult to control, due to the fact that it frequently is composed of substances not hard enough to be held together with 6-foot roof bolts. In many cases, we must use 10-foot roof bolts, in order to get bolt anchorage in the limestone above the conglommerate. Due to the elasticity of the limestone and its tendency to bend rather than to break, we have been unable to maintain a pillar line. Thus, we have found it necessary to mine by the room and pillar system. Belt haulage is used on room entries to automatic loading stations, thence into 15-ton mine cars, controlled at the loading point by car spotters. The maximum belt length is 2,000 feet. Rail haulage to the slope-bottom dump is by 27- and 50-ton locomotives. The mine produces coal two shifts per day, with 7 production crews on each shift. Mine and machinery maintenance is performed on the Midnight shift. We handle an average of 660 tons per machine shift.

In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

A fluid mining process has been developed by the writer whereby phosphate deposits are leached in place through the injection of a weak and recoverable acid solution much in the same manner as in the recovery of oil by water-flooding. The phosphate mineralization is dissolved In place, selectively treated in a surface plant and a high grade diacalcium phosphate substatially free of fluorine (hence of feed grade quality) is recovered. Because of its finely divided and powdery state, the plant product is highly desirable as stock material for the manufacture of triple-superphosphate and of high grade phosphatic chemicals. Details of well completion, fluid injection, areal sweep and solution efficiency, plant design and economics are presented The rate of return on investment is particularly attractive under conditions of shallow occurrence of the phosphate mineralization such as in the Bone Valley formation of Florida. The process may also be applied economically to the Phosphoria formation of wide- spread occurrence in the Northwest United States through the application of selective formation fracturing (or Hydrofrac) previous to fluid mining operations.

The fundamental error associated to the sampling of heterogeneous ore particles is unavoidable and can only be minimized by an adequate selection of the sample mass and/or size reduction of the sample before division into sub samples for testing or assaying. The preparation of ore batches to carry out the mineral processing evaluation of an ore is a sampling process. The fundamental error associated with the division of the ore into batches is responsible for the differences in the composition of the batches. This paper attempts by various means to assess the reproducibility of the gold content of test batches prepared from a gold ore sample. The results of the investigation shows that for fine gold grain sizes the variability in the composition of the batches is less than that predicted by Gy?s formula and that the gold grain size is a strategic information in the assessment of the gold content variability of test batches.

The $980m (€750m) Dublin Port Tunnel, Europe’s biggest urban highway tunnel project, was opened in December 2006. The culmination of this immense scheme is set to transform the environment, mobility and road safety of Ireland’s capital city. This paper summarizes the key aspects of a project linking both sequential and parallel construction of individual tunnels and describes various approaches to bored, mined and pre-support cut-and-cover tunneling in a wide variety of ground types and depth of cover. Examples of innovative approaches to deal with structural and geotechnical problems while maintaining full operation of both road and rail traffic and the integrity of properties in a dense urban corridor are described.

The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter ratio. This is in spite of the fact that practice varies substantially in this area: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia; historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to/the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills; on the occurrence of the overload phenomenon; and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape face or is of major importance in this area; and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type.

The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

"Climax Molybdenum Company’s Henderson Mine, owned by Freeport McMoRan Inc., is a panel caving molybdenum mine located 69 km west of Denver, Colorado. The mine utilizes long interconnected ore passes as part of the ore flow system. Knowing the approximate level of ore in these ore passes is beneficial for preventing increased dust concentrations in various production areas, as well as scheduling truck loading operations. Level monitoring has been achieved by using a strain gauge placed on the steel structure of the truck chute, an amplifier and a Programmable Logic Controller. This paper explains the concepts and limitations associated with using strain gauges for ore pass monitoring as well as applying proactive dust prevention and level monitoring interfaces. INTRODUCTION The Henderson Mine, located 69 km west of Denver, Colorado, is an underground molybdenum mine which uses a panel caving process to produce 18,000 tonnes per day currently. This process involves dumping ore down a series of interconnected ore passes leading to truck chutes. Trucks use these chutes to load ore and deliver this ore to an underground crusher. If ore is pulled below the lowest intercept of these ore passes, a ventilation pressure imbalance occurs which generates a large amount of dust on the levels where ore is being loaded into the tops of the ore pass. When a dust event occurs, work must be stopped until the dust settles. Once the dust settles the ore passes must be filled significantly before trucks can start pulling from the corresponding chute. This downtime and unplanned work due to dust can be avoided if the approximate ore pass levels are known. Strain gauges have been installed and tested on a truck chute at the Henderson Mine and the results of these tests have led to a series of concepts in using strain gauges to monitor ore pass levels. This paper explores these concepts and corresponding limitations and explains how the application of ore pass monitoring can be achieved with the use of strain gauges. Ore Pass and Ventilation Pressure Imbalance Overview At the Henderson Mine, there are typically two or four ore passes in different drifts that combine into one bin to create an ore pass complex as shown in Figure 1. When the level of ore is at or below the 7210 intercept (I82W), four drifts have a ventilation connection to each other and the 7655 exhaust level. A “piston effect” is created each time a bucket of muck is dumped down the ore pass. Figure 2 illustrates this phenomenon: as the loader in 621 dumps a bucket down the ore pass, the muck pushes the air in the ore pass down the 82A leg and back up the 82B leg which generates a large amount of dust. The bin regulators on 7655 cannot be opened enough to allow for this surge of air to be relieved onto the exhaust level and the dust ends up exhausting into the 625 and 627 drifts."

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.
