Numerous mineral deposits of somewhat limited extent and grade are associated with most of the Tertiary granitic intrusions in the Cascade Mountains of Washington. The Silver Star area in southwestern Washington is typical of many of these small, and at the present time, economically marginal mineralized areas. Small but fairly high grade deposits of copper, lead, and zinc sulfides are found within the borders of a small granodiorite stock, and in surrounding Tertiary volcanics. This paper will discuss these deposits and their genetic relationships with the intrusion.

Consumer preference for ever-higher laptop performance coupled with laptops’ declining lifespans make them a significant contributor to electronic waste. An in-depth evaluation of elemental composition and distribution is important for determining metal recovery potential and sustainable recovery processes. In this work, the characterization of individual components of laptops is studied for the systematic identification of important elements and for streamlined and structured recycling, to reduce processing steps and improve economics. A process flowsheet highlighting various recycling routes by targeting metals and various components is also proposed.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. In this decade mining companies in western Canada have searched for reliable and inexpensive ways to improve mine productivity. Truck dispatching systems, equipment vital sign monitoring and sensing, vehicle guidance systems, have all been considered. In this paper the off -highway vehicle monitoring systems used or planned to be installed at surface coal mines in western Canada are described. The monitoring systems are divided according to their function and application; installation and testing procedures are described, as well as the economic benefits to the mining operation.

"In coal mines, handheld air, electric and hydraulic powered drills are used along belt conveyors, in single entry development, in entries where there are obstructions, and in longwall recovering bolting. In hard rock mines, pneumatically powered jackleg drills are typically used in narrow vein mining. Drilling and bolting in narrow confines has traditionally been performed with pneumatically or hydraulically powered hand-held drills or newer electrically powered hand- held hammer drills due to their low cost, simplicity of operation, and extreme flexibility due to their small size. Mechanized equipment has typically been too large, too expensive, inefficient due to the confined space, and too restrictive due to lack of flexibility for use in narrow confines.Although the handheld equipment is effective, it requires operator exposure to certain inherent hazardous conditions in use. These include falling rock from the roof, rib and face; tripping hazards; bending twisting lifting hazards; high noise levels and chemical fumes from the pneumatic exhaust. The operation of the hand held equipment can adversely affect the long-term health of the operator - continual jackleg operation frequently results in longterm damage to hearing, shoulders, arms and wrist joints and back injuries. This results in a reduction in life style for the operator and higher personnel turnover rates for the mining company.Hand-held drills also typically have limited thrust and torque capability that limits their ability to push long resin bolts, inadequate torque to properly install resin bolts or to properly torque mechanical or tensioned rebar bolts. Hand-held drills do not offer any type of protection for the operator from roof or rib falls. They do not offer any means for handling roof or rib mesh. Since the operator stands on the ground the maximum safe drilling height without use of a ladder or "riding the drill" is limited to 2.44 m (8 ft)."

An accepted approach to open pit mining sequence planning is one of computer aided planning where: the planner works out his mining sequences by trial and error using interactive graphics; This approach gives results that could in- variably be improved given more time for the planning exercise. Increased emphasis on interactive planning reveals a need for simple formalized procedures for improving mining sequence planning practices. This paper discusses a case study in which Dynamic Programming (DP) is used in mining sequence planning. It is shown that DP can be applied to identify various intermediate, pit boundaries. These are then arranged in descending order of economic values and their material contents analysed with respect to tonnages, grades, production requirements, and equipment capacities. Those increments which best satisfy defined conditions are selected and the others discarded. The mining sequence is thus built up as a chain of best- economic valued mining increments satisfying given production requirements and constraints.

The Republic of South Africa is an outstanding example of the benefits to a new land by the application of individual enterprise, capital and know-how. While South Africa was colonized by European and Bantu people some 300 years ago, it was only 70 to 80 years agog when diamonds were discovered at Kimberley and gold on the Witswatersrand, that the mining, industrial and commercial potential of the country began to emerge. South Africa s national income rose from R1, 200 million in 1945 to over R4 billion in 1960 (1R = 10 shillings = $1.40 U. S.) The annual national income per head of population -- including all races -- is currently R254 (£127) This compares with £24 for India., £30 for Nigeria, and £50 for Ghana. Allowing for the increase in population, the increase in real income per head of population was about 40% during the past 15 years.

A dynamic programming algorithm is presented that takes a series of nested phases, a fixed mining rate schedule, a fixed plant production capacity schedule, and finds the mining and cutoff grade sequence that maximizes the Net Present Value. This tool allows the Mining Engineer to quickly look at project sensitivity to various production capacities, commodity prices, and costs. A description of the algorithm is given along with examples of how it has been used at Newmont.

Following a dragline relocation at Agrico's Fort Green phosphate mine in 1986, the recovery plant experienced a significant decrease in flotation performance. Through weeks of trial and error testing, we discovered we could restore recoveries by conditioning feed at pH's higher than we had used historically. The higher pH's essentially increased flotation cell kinetics, although we still do not understand the exact mechanism at work. Armed with new-found appreciation of pH modification, we initiated a program to determine the optimum modifier for us, from both a performance and environmental perspective. Environmental considerations were important because ammonia, the standard industry modifier, is a plant nutrient and higher usage rates could affect the quality, of our recycle process water. This paper describes the research and development work spanning a 3 year period that culminated in making a major change in our reagent suite when we replaced ammonia with soda ash on a permanent full-time basis.

Through the remainder of this century, world consumption of fluorine per ton of primary aluminum produced will continue to be substantially reduced. Growth of the primary industry will offset some of the unit consumption, but demand for new fluorine sources will decline sharply. Continued application of dry fume scrubbing systems will be the most significant factor in reducing demand.

The continuous balling? operation whereby a moist particulate mass is tumbled in a horizontal revolving drum with recirculation of the undersize product can be extremely unstable. Product and recycle rates are subject to wide fluctuations. Although the problem seems to be well-recognized, there is little published information or quantitative data readily available, especially in relation to industrial-scale circuits. Probably the best available published results are in the Russian literature, an illustration of which is given in Figure 1. These data, taken from a study') of some of the factors which influence the stabilization of the pelletizing process, illustrate the wide variations in circulating load and circuit productivity which may be encountered over a period of operation. The problems of balling circuit stability may be traced to random seed or nuclei generation and uncontrolled agglomerate growth. The situation is analogous to that in crystallization processes where (4 considerable attention is given to nucleation control. A mathematical model to simulate spontaneous combustion of coal in goaf was developed. Under the condition of two-dimensional flaw of air through a bed of uniform mixture of coal, gob, stone etc., the model simulates the temperature rise in the air-and-particle system associated with Arrhenius particle surface reaction. The model is developed as a set of coupled non-linear partial differential equations, which include (1)mass conservation equation for oxygen, (2)energy conservation equation for gas, (3)energy conservation for solid, and (4)velocity equation for gas, that are solved numerically. An elaborate parametric analysis is made of effect of leakage air flux and position of source and sink, parameters relating to the coal accumulating character and the kinetic properties of coal on the tendency to spontaneously combust. In addition, the dynamic process of temperature rise within goaf under several conditions is displayed with picture drawn by computer.

Underground coal mining can cause seismic events. There is currently no way to predict such phenomena reliably, in particular stronger events. That is why, according to the current state of the art, empirical methods are employed in this field. Some assessment criteria, which relate to the geological and mining situation and either stimulate or rather help to avoid seismic events, are presented in this paper. These criteria are examined for a practical mining situation in Germany, with a view to estimate possible seismic events.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Historically, the processing function has been regarded as efficiently managed as long as production costs were kept low, recovery was adequate and sufficient plant capacity was avail-able. In this paradigm, processing is viewed as capable of making only a limited contribution to a company?s competitive advantage. However, the processing function can provide a primary vehicle for building critical competitive capabilities. Processing organizations should be encouraged to become so accomplished they generate new opportunities for other functional groups and thereby influence a company?s overall strategy. This requires a deep shift in processing?s role, in its self-image and in the expectations of it held by managers in other functions. Specific plant improvement techniques ? total productive maintenance (TPM), loss control, etc. ? should be viewed primarily as means for building strategically valuable processing capabilities. Different improvement strategies create different kinds of capabilities and present new strategic options. Broadly speaking, a mineral-producing company seeks competitive advantage through two principal activities: the development of new mineral production and reserves and the optimization of existing operations. These lead to increases in ore reserves, production levels and cash flows that are manifested in increased profitability and, hopefully, increases in the price of the firm?s stock. The profitability of a minerals company is a function of the overall profitability of the industry sector in which the company participates and the firm?s competitive position within that sector relative to those of its competitors. Competitive advantage within the industry comes from two sources: the ability to maintain lower prices than competitors for the same product (cost leadership), or from the sale of products with unique properties that justify higher prices (product differentiation; Porter, 1980). Most mineral companies produce fungible commodities that are sold to anonymous customers, and sustainable cost advantage is the only long-run strategy available to these companies to enhance profitability.

Pressure/ ,acuum lysimeters were used to instrument column tests containing several lifts of tailings slurry, and to sample pore water as the tailings lifts dried. The results of the column testwork demonstrated that air oxidation of sulfide minerals associated wilh the tailings residue neutralized the alkalinity of the tailings pore water. Neutralization of the alkaline pH volatilized cyanide which, in turn, destabilized copper-cyanide complexes and caused the precipitation of insoluble copper from solution. Analyses of pore water samples for microbial activity indicated high plate counts. The presence of viable microorganisms in the pore water implied that degradation of cyanide was enhanced by growth and activity of cyanide-consuming microorganisms in the tailings material.

The flotation response to amine collector and its adsorption on the mineral surface was studied as a function of pH and collector concentration. The flotation response increased in the order anorthite + intermediate plagih clases + albite, while adsorption of amine obeyed the Freundlich equation r = A.Cn. This adsorption is proposg to be due to a covalent bonding between the AlOH surface pups of the plagioclase altered outer layer and the amino group of the collector. Finally, the study showed thatmtial dissolution of the solid phase provides the necessary conditions for amine attachment on the mineral particles and consequent flotation.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.
