As opposed to a prescriptive-based design, a performance-based fire-protection system design allows the system planner the flexibility in choosing specific method, materials and design tools to achieve a preset goal. A different approach in fire protection and a powerful addition to existing method, the system has been around for many years, and has gone through numerous improvements. Despite its popularity in the building industry, it has not been introduced to the mining industry yet. As mines get deeper, increases in size and complication, mine fire safety system will also become increasingly challenging, a new and proven system should be able to great potential to eradicate many of the problems that are either unsolvable or cost-prohibitive with the traditional method. With increasing globalization and international exchange with other major mining countries a common language/practice also make the performance-based design method a desirable feature in mine fire safety system. This paper will first define a performance-based system, step-by-step design methods, likely impacts on fire-protection practices and possible challenges in implementing the system in US underground mines.

Optimization has been defined as the procedure of locating the best of something or the best way of doing something (Mular, 1971). Several texts (Himmelblau, 1972; Ray and Szekeley, 1973; Box and Draper, 1969; and Lee, Adams, and Gaines, 1968) on the subject are available. Such techniques have been placed in two categories, namely, off-line optimization and on-line optimization. For the former, an optimization model is employed; for the latter, a black box approach is involved. The essence of an optimization problem becomes obvious, when a response surface is considered. Suppose that a response (in this case, a criterion of improvement such as profit per day; grade of concentrate per day) denoted by Y, depends only on two variables, X1 and X2, which can be manipulated and controlled. The relationship between Y, X1 and X2 may be represented graphically as shown in Fig. 1. The diagram is called a response surface and its height, Y, is determined by X1 and X2. Points associated with equal responses constitute response contours. The shape is that of a hill, and optimization is the procedure of ascending the hill to reach the top (maximum). In practice, a response surface is subject to disturbances which distort its shape and shift its location from time to time, so that the exact location of a maximum is imprecise. Generally, constraints (restrictions of some sort) on responses and manipulable variables serve to define a region of permissible operation.

The key objective of forming a cartel is to increase profits to members of the cartel by taking the following action: a) control output; and b) control price. However, while attempting to obtain monopoly profits the cartel members have to contend with costs associated with cartelization and such costs include the following: political costs; the cost of coordinating output and price; organizational costs (such as cheating); and administrative costs (such as the cost of attending cartel meetings). The objective of commodity exchanges is to provide an open, free market where buyers and sellers may openly complete transactions and pricing information can be immediately disseminated. These transactions include the following: a) to provide facilities for "hedging", or transferring price risk from buyers and sellers of physical commodities to "speculators" through the medium of buying and selling futures contracts, and b) taking physical delivery of metal on due dates.

Introduction Coal has been mined in the western United States since the mid-1800s. The resource is abundant in the West. Despite recent economic conditions, it remains an important part of the nation's energy warehouse. Many of the seams that comprise the western resource base are thick, some exceeding 61 m (200 ft). Multiple, closely-spaced seams or thick coals that split into two or more minable seams are also common. Historically, subsurface development recovered from less than 15% to 50% of these deposits (Matson and White, 1975). This resulted in a substantial loss of inplace reserve due to the limited height that could be mined using the available technology. In an effort to increase future recovery from such deposits, the US Bureau of Mines analyzed the potential for incorporating three thick-seam mining methods into western coal mines. These methods are high-face longwall, multislice longwall, and longwall caving. They were developed in Europe and are being used to mine thick coal seams in Europe and Asia. One aspect that will determine their success in the US is the geology of the individual deposit; namely, are the methods adaptable to the geologic conditions characteristic of western coal? This paper analyzes some of the geologic factors that would affect development of thick or closely-spaced seams using these mining methods. Occurrence of thick and closely-spaced seams Since mining conditions and methods differ around the world, a thick seam is often defined as a seam whose total thickness cannot be extracted using the available equipment. In the western US, the maximum extractable mining height is about 4.3 m (14 ft). For this research, a thick seam was defined as a minable seam 4.6 m (15 ft) thick or more. Since one of the seams is usually lost using standard mining methods, closely-spaced or split seams were also addressed. These were defined as two minable seams 1.5 m (5 ft) thick or more separated by 9 m (30 ft) of interburden. Thick or closely-spaced coal seams are common in the West. Their importance has not been documented due, in part, to the methods used to measure resources. In the past, all reserves greater than 1.1 m (42 in.) thick for bituminous seams and greater than 3 m (10 ft) thick for subbituminous seams were grouped together and were differentiated only by rank. Further differentiation by seam thickness or minability was not done. For this reason, reserve figures for thick or split seams are difficult to determine. By analyzing available published resource data, Ferm and Muthig (1982) addressed thick seam resources. They estimated a resource of 90 Gt (99 billion st) of coal (16% of the Western resource base) in seams 4.6 (15 ft) or greater at less than 610 m (2000 ft) overburden. Yet, a later study of Pierce and others (1982) on one thick seam deposit in the Powder River Basin estimated a resource of 103 Gt (113 billion st). Pierce (1986) reported that the overburden reached a maximum of 731 m (2400 ft). The resources in this single deposit exceeded the 90 Gt (99 billion st) total projected for the entire western US by 12.7 Gt (14 billion st). Due to such differences, this author chose to look at reported occurrences of thick or closely-spaced minable seams in place of resource figures, to verify the need to research thick seam mining in the West. An occurrence was defined as an isolated site where a thick seam or two or more closely-spaced seams were reported. The occurrences were derived from published material - mostly mine descriptions, measured sections, coal exploration logs, and oil and gas logs. Due to time constraints, the reserves associated with each occurrence were not determined. All data points were random. The analysis was limited to occurrences in Colorado, Wyoming, and Utah. If you build a big truck, build a big tire to match it. Let that haulage synergy aid the economics, productivity and lessened maintenance for the unit. Now, Cater-pillar and Michelin have done just that. Discussions began in 1996. Caterpillar was making plans for its 797 ultra-class haul truck. The development team realized the need for a tire that could withstand extreme loads. The 797 would weigh 558 t (615 st) and be capable of 64 km/h (40 mph) speeds. So Caterpillar approached Michelin. The two companies realized the benefits of jointly developing a tire for the 797.

Coal that meets customer specifications is often stored in silos before being loaded into cars. It is often found that coal in a particular car does not meet customer specifications due to the mixing of coal inside the silo. Some new contracts require meeting specifications on a per car basis. Silo flow models are used to predict quality in such cases. However, coming up with an accurate silo flow model for each case is very difficult and time consuming. This paper examines the viability of using an online analyzer at the loading end of the silo in conjunction with a feedback circuit, to optimize the quality of the coal being loaded into trains, so that each car meets quality specifications.

This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

The fall of small pieces of rock between roof bolts causes over 80 pct of the ground fall injuries in underground coal mines. Roof screen, if installed on the bolting cycle, can significantly reduce the number of these injuries. As the surface of the roof fails, the screen will have to retain the broken rock without failing or excessive deformation. Welded wire screen is the most common type of screen material used for roof surface control in underground coal mines. The load-deformation characteristics and the load capacity of welded wire screen were evaluated in the laboratory in a specially built test frame. In the frame, the square screen sections were held in place by bolts and bearing plates at the four corners while a center load was applied to the screen. The parameters evaluated included the wire gauge and configuration, the bearing plate loads and bolt spacing. The wire gauge of the tested screen was 4, 6, 8, 9 and 10. Maximum screen capacities for both load and displacement were developed for each of the wire gauge sizes along with the screen stiffness. This information can be used for screen selection and for the evaluation and determination of screen performance. At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant (Shankar and Ramani, 1991). Therefore, as part of the Respirable Dust Center's ongoing research, the following three-part study was undertaken: •a study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities; •a study of the same in the Lake Lynn Laboratory Mine of the USBM with both air flow and walking by personnel causing re-entrainment; and •the mathematical modeling and computer simulation of the re-entrainment phenomenon. In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory mine are presented. Comparing the results from the two studies, it was observed that increasing the air velocity increased the rate of re-entrainment (Shankar and Ramani, 1994a) and the rate of re-entrainment decreased with the time of exposure of the source dust to the flowing air. In addition, when the source dust was composed of particles of different sizes, the airborne dust concentrations due to re-entrainment were higher than when the source dust was composed of particles of the same size. The contribution of airborne dust concentration due to airflow was negligible compared to the contribution due to walking.

"A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor extensometers were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.To an area-wide failure (Zipf, 2001). In that case, it appears that the pillars had actually remained intact. However, moisture-related yield of the weak floor caused deformations which passed through pillars and into the roof, triggering roof collapse around the intact pillars (Esterhuizen et al., 2011). This previous case and the case presented in this study, while not identical, both demonstrate that weak floor and/or bands within pillars can be a significant factor leading to instability."

Magnesium is listed as a key critical raw material in a report by the European Commission that evaluated raw materials based on supply risk versus economic importance [1]. It has extraordinary properties, such as nontoxicity, inertness, high melting point, stability, low weight, chemical resistance, electrical insulation, optical transparency, corrosion-resistant behavior and refractory nature. It is widely used in the areas of agriculture; the environment, for antibacterial and water-purification purposes; electronics; automotive; drug delivery; ceramics; construction, as filler in brick; and concrete production, in the forms of magnesium oxychloride and magnesium oxysulfate. Magnesium oxide (MgO) particles can be produced through the calcination of magnesite ore at different calcination conditions depending on the desired quality of the product, classified as fused (2,800 °C), dead-burned (>1,400 °C), hard-burned (1,000–1,400 °C), or light-burned MgO (700–1,000 °C) [2]. However, the global availability of magnesite ore is limited.

The success of any industrial mineral project requires an accurate forecast of the demand for the material. This paper develops a general method of evaluating these needs and applies it to the case of graphite. The basic method is to explain graphite consumption in each of its major uses by the output and manufacturing technology of the using industry. Once these underlying factors are determined, they can be projected to establish future requirements. This demand forecast is critical to the evaluation of a new source of supply, such as the graphite resources of upper Michigan.

The disposal of sludges and other similar industrial wastes is a major problem. Liquid wastes from industrial operations, when treated, produce significant volumes of sludge which are difficult to dispose of, because of the chemical and physical properties of the sludge. In the mining industry sludge is produced from various water treatment operations, in particular mine drainage neutralization. Waste water from coal preparation plants also produces a sludge however the sludge is in fact a slurry containing clays, coal fines and coal impurities. In many areas the disposal of these sludges is producing a serious problem. This paper reviews the technical advice available to support companies in the delivery of social aspects of sustainable development. It will draw on diverse experience from the sparsely populated plains of the Central African Republic, one of the poorest countries in the world, to the densely populated villages of the Carpathian Mountains in Slovakia. It will review basic requirements for the consideration of social issues, as well as guidance on international best practice. It will review: the legal basis; coverage; consideration of alternatives; scope; inclusive decision-making; indicator development; impact monitoring and evaluation. The paper will discuss the breadth and depth of social issues for consideration, including the realms of responsibility of a company in terms of social development in different operating environments. The extractive industries invest substantial amounts of money which typically dwarfs local development, health or education budgets. Capacity building for local authorities is not directly the role of the company, but when understood as a strategy for risk management, it can play a vital part of sustainable development that benefits the local community and reduces the risk of social problems impacting profits. The paper will argue that social impact assessment is most effective when the outcomes are in line with a company?s principles and support core business practices. It is important that social impact assessment is viewed as an integral part of project decision-making and moves away from mistrusted PR and unsustainable philanthropy toward partnership, which finds suitable and appropriate solutions delivering ?win-win? outcomes. While development should not be seen as a direct company objective, engaging with development actors to better understand the operating context can ensure that social investment complements existing initiatives. The paper will also present different mechanisms for engaging with local actors, as well as developing successful social programmes.

Mine closure and reclamation issues have evolved over the past several years becoming further complicated by stricter standards and by the cmrent economic climate and price of gold. Many mine permits are calling for more stringent remediation of spent ore heaps and tailings. Leachate solution water quality must meet strict discharge criteria for multiple parameters besides cyanide at mine closure. Closure standards are more difficult to meet and most mines do not have an increased budget at the end of mine life to deal with the falling standards. These issues make additional gold recove1y at the end of mine life a critical problem in financing some closure operations. Another issue is the length of time that must be budgeted for heap rinsing operations. Innovative biological processes developed and applied by Pintail Systems, Inc. at numerous mine closures have indicated that bio-processes can significantly enhance gold recovery dur­ing heap cyanide bio-detox over the recoveries expected from rinse operations. If heap rinsing can be eliminated or reduced and if gold recovery can be improved at the end of mine life, many mine closures may be possible with processes that pay for themselves or generate profit. Additional advantages of the bio­detox technology is that it can be engineered to treat multiple contaminants besides Weak Acid Dissociable (WAD) cyanide. Other contaminants treated in heap process solutions include nitrates, ammonia, heavy metals, thiocyanate and total cyanide. At the Cripple Creek and Victor Mining Company Ironclad Mine near Victor, CO, 5 million tons ofrinsed, heap leached spent ore were biologically detoxified to reduce cyanide content, enhance gold recovery during bio-detox and to reduce dissolved metals in heap leachate solutions. During the bio-detox treatment period a substantial improvement in gold recovery allowed the detox oper­ation to operate as a profit center. Final gold recovery was at least twice what was expected from a normal rinse operation.

Fluorine is a lively element in both its chemical and economic behavior. It was not isolated as an element until 1886 by Moissan. However, its principal source to this day, fluorspar, was known and its special merits recognized long before that time. Our own mining brother, Agricola, is credited with having named fluorite, the mineral name, in 1546 from the Latin, "fluere", to flow. It made things melt and was already being used as a flux. Because fluorspar has been found as a relatively common gangue mineral in metal ore veins, it has long attracted the attention of geological thinkers seeking to, explain the whys and wherefores of veins. Fluorine has been thought of as one of the principal mineralizers, holding metals in ascending vein solutions for deposition close enough to the eventual surface to be accessible for profitable mining.

The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour(acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec(50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average mill-wide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. TMVS is not a stand-alone system. It is a supplemental technique to assist other localized dust control systems (Mody et al.,1987).
