A resource of low grade good quality diamonds has been discovered through the Diamond Company NL-Moonstone Diamond Corp. Joint Venture. A limited bulk sample diamond test of two large kimberlite pipes on the Kelsey Lake Property, Colorado, has been completed. These kimberlite pipes have petrological and mineralogical indications of the presence of diamond. Small diamonds were recovered from surface samples. Drilling and trenching revealed both pipes were complexes of diatreme facies kimberlite. One pipe contains crater facies kimberlite as well. This is the first reported occurrence of crater facies kimberlite in the Province. Approximately 1000 tonnes of kimberlite rock was excavated and processed through a scrubber -HMS -Sortex -Grease Plant. Significant diamonds were recovered. The diamonds were generally of good color and clarity, with many being in the gem and near gem categories. Grades are considered low however. Additionally, a small potential resource of alluvial diamonds is present.

Presupposition for realizing the vision of SANDVIK for zero harm for working with SANDVIK equipment is the installation of the appropriate processes. Into the product engineering and product development processes of Sandvik Mining and Construction, a specific "Product Safety Process" has been integrated, where all safety related activities like identification of all life cycle hazards, risk management and safety verification / validation are planned, performed and documented. Product safety shall be „designed into" the products. Therefore, specific research activities have been started, to address the safety and health related topics for the development and for the engineering of SANDVIK mining machines."

The paper generally reviews the iron ore occurrences and regional geology of Western Australia, but features in particular the mesa deposits of PJasic Materials - Cliffs International. Initial production is planned from a aeries of mesa deposits of Eocene-Oligocene age. The ore is oölitic to pisolitic goethite and hematite. Source of the iron in the mesa deposits is thought to be from the Precambrian iron-formations. The geology and occurrences of the mesa iron ore deposits are summarized and illustrated.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

INTRODUCTION The heavy risk inherent in all underground construction projects contributes significantly to the high cost of transportation tunnels. First, the knowledge of this risk leads the engineer to design conservatively. Second, the cost overruns are still common with a high proportion of them originating from corrective measures needed when unforeseen problems develop during excavation. These unforeseen problems includes - encountering unexpected objects, materials and water conditions - experiencing an unforeseen behavior of the materials - damaging property beyond the expected range of influence of the tunnel construction. To minimize these expenses, more emphasis is being placed on well planned and interpreted site investigation programs in the final design and planning stages of the project. It is well known that the cost of a planned excavation is less than the cost of dealing with the same conditions when they are encountered unexpectedly. Therefore, the objective of site investigation is to provide a complete set of reliable data for designers and contractors that is continuous along the projected tunnel alignment. Two alternatives axe available to achieve this objective; - for shallow tunnels, it is often feasible to generate continuous data by drilling appropriately spaced, vertical bore holes and applying sensing techniques for interpolation (1, 8). - for deep tunnels, or certain urban tunnels under existing structures, closely spaced, vertical bore holes are not feasible except for narrow zones at the portals. In such cases direct horizontal penetration may be required that may be complemented by radial sensing to extend the range of information.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. Each year with a bigger shopping list and more money to spend the Federal Government went into the marketplace to buy. This action altered the

Abstract. The value of industrial rocks and minerals produced in New Mexico in 1978 exceeded 227 million. 1e state ranked first in the nation in production of potash and perlite and was a leader in pumice production. Other commodities with sizable production in New Mexico include barite, caliche, clay, dimension stone, fluorspar, gypsum, humate, limestone, mica, salt, sand and gravel, scoria, and silica sand Non metallic resources are distributed throw out the state, but development and exploitation is concentrated in western and southeastern New Mexico. The value of industrial rocks and minerals within the state grew about 9 percent to more than $227 million in 1978. Continued growth, however, depends on continued demand, exploration, and development.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of screens were developed for the Coal Cleaning Simulator running under Aspen Plus during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for the size separation and a calculation for moisture content of the oversize product based on particle size and specific gravity distribution. This paper discusses the algorithm for predicting the moisture content of coal dewatered by screens.

Tin has been one of the very few commodities which has been covered by an international commodity agreement. It is the only metal so covered. The reason behind tin's prediliction for an agreement has been the inconsistency of the price pattern for tin during the entire 20th century. It is not surprising in view - of the wide and wild fluctuations in its price that tin has been called the Cinderella metal. An examination, for example, of prices in 1977 alone attests to the erratic behavior of the tin markets. The high was recorded on October 27 at M$1,895 per picul and the low on January 3 at M$l,314 3/8, on the Penang market, a spread in Malaysian dollars of $581 for a picul weighing 133 1/3 pounds. The first steps in international cooperation on tin were taken after the price bonanza of the First World War. Despite a lack of increased consumption, and in spite of the fact there was no shortage of mining production during the war, prices boomed. Shipping shortages and thinning stocks brought about a situation where in the U.S., industrial stocks were only 1/6 of what they had been in 1914. The boom busted early. In 1921 the tinplate industry of the world had cut its output in half and total world consumption of tin fell by 1/3. Tin producers became so concerned that they created what was called the Bandoeng Pool. It accumulated stocks held by countries now known as Indonesia and Malaysia, amounting to 28 percent of the combined production of the two countries and about 15 percent of the total world for 1921. The pool holdings were shortly exhausted and thereafter in the years 1924 to 1928, general boom conditions existed for tin.

The selection of a mining method for a particular deposit must be based on certain technical and economic criteria. This can be interpreted as maximizing extraction and productivity while maintaining safe working conditions and minimum costs. The methodology developed here examines some of these aspects. The proposed methodology was tested on copper deposits that could be mined by underground stoping methods such as sublevel stoping, cut-and-fill stoping and their variants. In general, it provides a practical approach to both method selection and optimum stope design for base-metal deposits.

The activities of Outokumpu Oy in the mining industry span all branches from prospecting to the production of refined metals and the manufacture of semifinished products. Products include copper, zinc, mercury, cadmium, nickel, cobalt, sulfur, gold, silver, iron ore, stainless steel, selenium, ferrochromium, lead and chromium concentrates, as well as chromite foundry sand. In addition, the activities of Outokumpu Oy extend to development and production of instruments, planning of industrial projects and instrumentation as well as the manufacture of specialized machines for ore concentration. The company now operates ten mines, eight of which are underground and all of which are in sulfide deposits except one. The fully automated monitoring and control of underground mine ventilation at the Pyhasalmi mine are an important technological contribution to the industry. Development work on the ventilation control was started in 1969, and since May 1973 it has operated in a fully automated computer-controlled mode. The Pyhasalmi mine has been in production since 1962, having begun as an open-pit operation. Development of underground mining began in 1967. The present annual production is one million tons all from underground mining. The underground mine is equipped with a main shaft and an auxiliary shaft, and two raises for ventilation. There is also a rampway from the surface to a depth of 500 m. The main shaft is for ore hoisting and the auxiliary shaft is used for waste-rock hoisting and for downcast ventilation. One of the raises is for downcast ventilation and the other is for upcast ventilation. The mining methods employed at Pyhasalmi are sublevel stoping with backfill, sublevel caving, and sublevel shrinkage stoping. Copper and zinc concentrates are produced. The Pyhasalmi mine is highly mechanized with about 4000 installed diesel horsepower underground. The maximum capacity of fresh air is 150 m3/s.

When a fire breaks out in a mine access road, the hot smoke, due to heat transfer with the surrounding strata, progressively cools as it moves forward. Depending upon the resulting temperature distribution, the density of the fluid changes. This change will bring about: Firstly, a variation in the resistance of the roads, a static factor which will affect ventilation flow rates; Secondly, the appearance of extensive aerodynamic driving loads in the vertical and angled roads, a dynamic factor which can have an extensive impact on ventilation. Because of the appearance of combustion and distillation products, the vaporization of water, which wets the timbering and strata, and the expansion of gases, fluid rates can at times be increased tenfold in the area of the fire. These disturbances may cause explosions and ventilation inversions, which fill other working areas with smoke toxic to workers, and which can come up upon rescue teams from behind. Due to the progressive heating of the surrounding rocks, which will slow down heat transfer, these dangerous conditions change over time. At the Lorraine Basin Coal Mines, programs have been set up and employed for the computer simulation of these phenomena over time. They serve to anticipate or to understand such phenomena, the input data being the characteristic parameters of the mine ventilation network, the operating curve of the main fans, and measurements or estimates of some temperatures. Two programs, employed together, have been developed for these studies: One program, called RESO, calculates the distribution of flow rates and pressures throughout the entire network; The other, called FEUMIN, determines smoke temperatures over their entire path.

With the advancement of industrial science and technology, more and more catalysts are used. The spent catalysts produced are solid waste products, which cause environmental pollution if they are not treated. At the same time, the spent catalysts contain some precious metals such as platinum in concentrations that are often higher than in their ore resources. Therefore, the recovery of valuable metals in spent catalysts is a hot research topic at present. However, due to the complex structure of the spent catalysts, dealing with them is a lengthy process. The first step of recovery, enrichment of the spent catalyst, becomes particularly important. In this paper, a pressure solution method is investigated for this purpose, in which the alumina carrier is dissolved and platinum is enriched in the leaching residue.

The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

Komatsu America International has introduced two new hydraulic excavators. They can work in congested and confined areas. The tight tail swing radius of the PC128US-2 and PC22-8USLC-2 enables the excavators to minimize the work space. The units can operate in confined work settings that are inaccessible or counterproductive to traditional machines. Even the door is designed for tight working conditions. A convex door slides open along the exterior curve of the cab, rather than swinging out on hinges past tracks. And the excavators’ tight tail swing design allows them to load within the track width of the machine.

Earlier publications from The University of Alabama have indicated that column flotation performance is improved when operating at low pulp levels and when the feed is directed into the froth phase. To validate these early observations a series of tests were performed in which the position of the feed entry to the column and the pulp-froth interface were systematically varied. The optimum grade-recovery relationship was achieved with high feed entry (WA) of column height) and very low pulp levels (<10% of column height). The position of the pulp-froth interface appears to be the more critical variable. When operating in this mode (1. e. at low pulp levels) column flotation becomes. in reality. a froth separation process.

Estimating the risk of lung cancers for workers in uranium mines and defining the resulting dose equivalent limits have been made possible thanks to work carried out in two scientific fields : physics and epidemiology. Theoretical calculations on the basis of physical models for the former and epidemiological surveys on the mortality of uranium miners from lung cancer for the latter. However, even though considerable work has been done in these two areas, the results obtained still remain controversial on several points. The radioactive and physical instability of the aerosols present in the atmosphere of the mines and the biological complexity of the human lung which even the most sophisticated physical models can reproduce only very schematically have often proved to be insurmountable difficulties for physicists, explaining the uncertainties which subsist concerning the dose delivered to the various parts of the respiratory tract from the air breathed by miners during their work. Epidemiological investigations on the other hand, in spite of the high quality of the surveys carried out, remain open to criticism, essentially because of the very approximative estimation of the individual occupational exposure to radon daughters. This is due to the fact that uncertainties arise from the measurement of radon gas if the state of equilibrium with the daughters is not accurately known or, if the active deposit is measured, to the fact that these measurements are insufficient in number. The controversies and discrepancies which subsist with regard to the evaluation of the level of risk, and in particular for low doses, can thus be understood. In addition, epidemiological surveys cannot dissociate the carcinogenic action of radon from the synergistic or potentiating actions of tabacco and of other pollutants present in uranium mine air. Animal experiments have been largely taken into account for evaluating the toxicity of various radionuclides. This type of experiment is necessary when human data do not exist and has provided us with much information. For instance, the relative biological effectiveness of the various types of radiation, the metabolism of radionuclides and the mechanisms of cancer induction have been approached and satisfactorily resolved in this way. Concerning radon and its daughters, however, animal experiments have been used very little even though it seems apparent that they should complement epidemiological studies. For instance, whereas doubt can be cast on the data obtained from human epidemiology because of the uncertainty concerning the individual exposure of miners, those drawn from experiments are indisputable because in this case the dose is as perfectly known as the effect. In addition, the effects of radon can experimentally be appreciated separately whereas in the surveys, they cannot be dissociated from the effects of the other pollutants in the mine. Finally, there are no other means of dealing with the mechanisms of cancer induction. In order to gain any useful knowledge from this method however, the experimental model must necessarily present certain methodological guarantees and the effects seen in the animals must enable a comparison with those which appear in man. For this reason we will present here the animal model we have been using for 15 years, and will give the results obtained and compare them with human data and made a synthesis. Finally the conclusions which can be drawn will be discussed as well as their limitations with respect to the protection of uranium miners. I - MATERIAL AND METHODS Male SPF Sprague-Dawley rats were used. At the onset of the inhalations they were around 3 months old. Their small size makes it possible to expose a large number of animals at the same time. Their life-span is long enough to be able to follow the evolution of the cancers and to estimate the latency time. Finally, they present the advantage of having a very low rate of spontaneous lung cancers (SANDERS, 1979). I.1 - Three inhalation techniques were used. 1.1.1. – [Inhalation of radon decay products.] The inhalation apparatus has been described previously (CHAMEAUD et al. 1971). The first experiments utilized a room of a half cubic meter linked to a source made up of high grade uranium ore. Later on, a large installation was built with a 10 m3 inhalation chamber making it possible to expose up to 500 rats at one time at radon concentrations ranging from 100 to 10 000 WL for variable lengths of time (1 to 10 hours per day). These concentrations are higher than those to which the miners are generally exposed, but in order for the cumulated doses in man and in animal to be similar and delivered for the same fraction of their respective life-spans, the ratio of the concentrations should be approximately that of the life-spans. The concentrations of radon and its daughters during the experiments were carefully controlled thanks to multiple samplings of radon gas associated with measurements of radon decay products. The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.
