It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Pre-mining identification of acid forming mine and waste materials is of concern to the mining industry because of the potential for the generation of acid mine drainage, acid rock drainage, and soil acidity problems. Accurate identification of acid forming material is essential for developing appropriate waste management strategies to reduce environmental problems related to acid generation from sulphide containing wastes. The acid-base accounting procedure, in its various forms , is commonly used for pre-mining screening of mine and mine waste materials. The procedure is generally effective when used and applied correctly but is prone to incorrect interpretation of results which can have significant financial and environmental implications. This paper examines the acid-base accounting Procedure and the possibility of misuse of this method with special emphasis on the sampling method, the sulphide forms, the acid neutralization capacity, and the interpretation of results. Data from numerous coal, base metal, and gold mining operations are used to illustrate the application of the acid-base account. The data base indicates that overall, approximately 1/3 of all waste generated by mining and mineral processing is potentially acid forming indicating the need for correct identification and management. Problems associated with simple application of 'absolute' acid-base criteria for classifying acid forming material are highlighted and the need for developing site specific or 'relative' criteria is discussed and illustrated by case study.

EIA is a procedure aiming the elimination of adverse impacts to the environment from undertaken projects. Historically, it starts in 1969 when NEPA (Nat.Env.Prot.Agency) in the US initiated the EIA ? EIStatement. The EIA procedure was adapted by the European Union with the directive 337/85 and in Greece the Common Ministerial Decision 69269/90 enforced it to the Greek legislation. However, mining enterprises in Greece long before the implementation of the European Directive and in accordance to the legislation of the Public Law 998/79 for the protection of the forested lands were obliged to submit EIA?s and get an approval in order to operate in forested areas. The submitted and approved EIA?s and their implementation by the mining companies were among the positive aspects of the EIA procedures. This paper is examining the impacts of EIA?s in the Greek mining industry its positive aspects as well as their difficulties and their role for the reclamation procedure. The technical and procedural aspects which EIA presents for the mining industry are commented, while proposals, for a more flexible EIA implementation for the Greek Environment are also presented.

Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce the cut point and improve separation efficiency. Preliminary economic analysis show that the new circuit provides an attractive payback on capital investment.

The concept of subsystem characteristic curves for multiple-fan ventilation networks is presented through the construction of characteristic curves for two-fan, series-parallel networks. By considering fans as the individual network branches, the multiple-fan network is viewed as consisting of two components: any one fan branch, which is called the reference fan branch, and its associated subsystem. Thus, F subsystems can be designated for the network with F fan branches. Each subsystem contains one or more fan branches. The subsystem characteristic curve is the pressure-vs.-quantity curve of the subsystem. As illustrated in the example networks, the subsystem characteristic curve is not a strictly increasing curve and does not pass through the origin. The intersection of the characteristic curves for the subsystem and the reference fan branch represents an operating point. Multiple intersections therefore represent multiple operating points.

The characteristics of mine airstreams, such as their magnitude in the time and frequency domain and their spatial distribution, as defined by isovels, must be considered when making a measurement. The possibility for erroneous measurements is greatly increased when fixed- point sensors for mine monitoring systems are used. However, an a priori understanding of the airstream characteristics can be used to reduce the possibility of erroneous readings. This paper describes the problem, presents data to illustrate the nature of the problem, and provides recommendations for alleviating the problem.

This paper presents a strategic plan for automation, plant integration and process management being implemented at the Chuquicamata mining and metallurgical complex of Codelco-Chile. This five-year plan considers different levels of process control and plant integration, which include instrumentation and direct control, process models and supervisory control, plant information integration, and real time process and plant wide management. The conceptual solution developed defines an architecture for the overall system and the projects to be implemented by each production unit, as part of the proposed solution for the division wide process control, plant integration and real time process management. An estimate of the cost benefit relation of the plan is also given.

This paper will discuss the value of cream a common information model for the mining industry. Information models are a proven technique for quantifying diverse information in a non-proprietary and easily understood manner. Combining information models with emergent data exchange technologies such as XML and SOAP, the mining industry could substantially reduce the costs of sharing information, reduce dependence on proprietary information systems, leverage inexpensive PC desktop technology, and provide a solid foundation for simplifying mine information systems. The paper will provide an overview of information modeling, discuss practical and proven applications of the modeling technique in the mining industry, propose how such a model could be developed in a collaborative manner and discuss the benefits of such an effort.

The large open pit areas of surface mining as well as the huge quantities of residues generated during the digestion of bauxite with sodium hydroxide solution to produce alumina are considered as the most important environmental problems associated with the exploitation of bauxites. Aluminum of Greece, which is the only aluminum refinery in the country, located in Agios Nicolaos, Paralia Distomou, Viotia, produces almost 680.000 tones of bauxite residue annually which is pumped through pipes from the refinery to the sea bed of Antikira gulf. In order to avoid any kind of environmental problems related to this disposal method and to reduce the total volume of bauxite residue disposed of in the environment, Aluminium of Greece investigates several alternatives for bauxite residue utilization. In this framework, it also examines the potential use of bauxite residues as a filler in abandoned mining open pits. Bauxite residues are mainly composed of fine particles of silica, aluminum, iron, calcium and titanium oxides and hydroxides. Furthermore, the material presents low hydraulic conductivity, slightly higher than the limit posed for low permeability layers by the EC landfill directive. Based on these properties the dry disposal method was selected for disposing bauxite residues in mining open pits since it has many advantages such as reduced overall disposal cost, effective use of land and minimum environmental impacts. The results obtained for this method, which is investigated at demonstration scale, are presented in this paper.

Existing process technologies for the production of soda ash from trona involves dissolution in hot brine, sedimentation and filtration for the removal of impurities, and subsequent crystallization for the recovery of soda ash. In this regard, mining and operating costs, particularly energy costs, are higher than desired. A preferred processing strategy might be to remove gangue mineral contaminants from the plant feed prior to dissolution in hot brine. Such a preprocessing strategy at ambient temperature and pressure has been limited by the lack of satisfactory process technology. Now based on recent results from laboratory research at the University of Utah it seems that the run-of-mine trona ore can be treated at ambient temperature and pressure using a special flotation procedure to separate the gangue minerals and make a trona concentrate with a purity of almost 99% trona at a recovery of more than 97%. The concept of such a new processing strategy is discussed with respect to current plant practice.

Ion-exchange fibres (IEF) were prepared by the ir­radiation grafting of styrene onto polypropylene, which was then subsequently functionalized. Strong- and weak-base exchangers were prepared and evaluated Tor their ability to extract gold cyanide selectively. The IEF prepared had loading capacities similar to those of the corresponding resins and they had good selectivities for gold cyanide when contacted with a mixed metal-cyanide solution. The expected advantage of IEF over granular exchangers, that of faster kinetics, was illustrated. The strong-base Iibre in particular seemed to be very effective for the extraction of gold cyanide from dilute solutions such as return-dam waters.

The Mine Injury Reporting System (MIRS) allows users to access accident and production data prepared by the Health and Safety Technology Center of the Mine Safety and Health Administration of the US Department of Labor for any particular state and to generate a simple, yet informative, report.

'IM existing predictive methods were chosen for evaluation; an influence function (Bals Theory) and a profile function (hyperbolic). These ere applied to several field measured subsidence profiles over United States coal mines. The effect of homogeneous versus non-homogeneous overburden on surface subsidence is demonstrated and the utilization of Bals Theory as a subsidence predictive method for both types of overburden is examined. The major factor affecting subsidence profile characteristics is the migration of the inflection point toward the centerline of the longwall panel. A computer program was written to aid in the analysis.

High Pressure Grinding Rolls (HPGR) was introduced to the mineral processing industries in the mid-SO's as a tool for comminuting raw and processed materials. This tool made its an impact in the Cement Industry where it was used as a pre-grinder on existing ball mills, raw and finish grinding in a mill circuit and other various applications. This concept was a big success where the cost of power was high along with the desire to increase capacity. The HPGR reduced the power requirement and increased the capacity in the ball mill due to the finished product produced by the HPGR and the micro fractures in the coarse rock, which reduces the power required to finish grind the rock. This unit has found acceptance in many other industries including diamonds, iron and other selective applications. The diamond industry uses this tool for selective grinding purposes since the kimberlite rock is considerably softer than the actual diamonds. Therefore within a bed of material, kimberlite is crushed to fines and the diamonds are liberated and unharmed. The iron industry primarily uses this tool for concentrate comminution; however, there are installations using this tool as a pebble crusher and in an AG-pebble mill circuit.

The optimum flow of materials through a smelter is an extremely important phase of the mining cycle. A typical copper smelter will have up to $US 1,000,000 per day of copper being processed. The motion of the overhead cranes in moving the ladles filled with copper matte and slag from furnace to furnace is prescribed but there can be numerous variables to consider. Some of these variables to the system can be: the speed of the overhead cranes, the number of cranes, the size of the ladles, the size of the furnaces, the number of furnaces and the sequence in loading the furnaces. A simulation model was constructed of a working smelter in the SW of the United States. The model has been used to study the effect of varying parameters of the system. The program runs as follows: an input menu appears on the PC screen and the user can navigate through it and change any of the data; the simulation takes place and the results of the simulation sent to a data file. Animation of the system then is shown on the screen in "cartoon" fashion. The software chosen for the simulation was GPSSI H (') and PROOF Professional (') for the animation. The model presented here is believed to be the first reported simulation and animation model for a complete, working smelter.

High brightness clays are produced from Georgia kaolin by flotation. Fatty acids are used commonly as collectors for anatase, which represents the major colored impurity in the crude. This process requires activation of the minerals with divalent cations such as Ca2+, in which case proper control of the activation step is crucial to the success of the flotation process. In the present work, laboratory tests have been conducted using alkyl hydroxamates as the collector for anatase. A major advantage of using hydroxamate is that this new collector requires no activator. The laboratory tests show also that the hydroxamate collectors produce consistently better products with higher yields from a variety of kaolin clays.

1.1 GENERALIZED METHODS OF SUPPRESSING THE INFLOW OF GROUND WATER DURING THE CONSTRUCTION OF SHAFTS, DRIFTS AND TUNNELS Various methods are used to prevent or minimize the inflow of ground water into underground workings during their excavation. The two most common methods include freezing the saturated rock and grouting using cement, sodium silicate, polyurethane and/or other chemicals. Each of these technologies for combatting the inflow of ground water is effective only under specific hydrogeological conditions. For example, although the freezing of saturated ground is among the more universally adopted methods, it is designed to provide only temporary protection during construction. Before the saturated rock thaws it is necessary to emplace a waterproof liner which is labor intensive, time consuming, and expensive. Consequently, freezing is used only in exceptionally complex hydrogeological conditions, namely in those cases where the water-bearing strata consist of unstable rock or the ground water has an anomalous hydrochemistry. The classical grouting of saturated rock, carried out from the surface or from the face of the underground workings for the purpose of limiting the inflow of ground water during excavation, utilizes both cement and a variety of chemical grouts. Cement grouting has been regarded as the main method of combatting the inflow of ground water in fractured rock throughout the world. In such countries as the Federal Republic of Germany (FRG), Canada, the Republic of South Africa and Great Britain, cement grouting is the main method of reducing the inflow of ground water during the excavation of mine openings. In Great Britain and the FRG, cement grouting has been used in 80% of all shaft excavations. In the Republic of South Africa cement grouting has been used in almost 100% of all the shafts that have been constructed. The installation of grout curtains into permeable water- bearing strata significantly reduces their permeability and increases the rock strength. Grouting has the greatest effect in fractured sandstones, certain well indurated shales, fractured granites, fractured quartzites, and karstic limestones or dolomites. The following principal factors must be considered when assessing the expediency of grouting rock with cement: the geometry of the network of fracture openings, the saturated hydraulic conductivity of the fractured rock, the hydraulic head acting on the water in the rock, and the chemical composition of the ground water. On the basis of the geometry of the fractures and the thickness of each hydrostratigraphic unit, the characteristics of the cement grout are selected. As a rule, the cementing of large fractured zones with high ground water velocities is carried out using inert fillers (sand, mill slag, loam, loess, crushed limestone), special types of cement, setting accelerators, and high cement concentrations in water. Calcium chloride, soda ash, sodium silicate, sodium nitrate, amino alcohols, tin bichloride, trisulphate nitrate, and lumnite are used extensively as the setting accelerators for cement grouts. In the FRG and Poland, special cement injection compounds that embody a mixture of cement and active cement metal salts, water additives and binding substances are being used for the cementing of saturated zones with rapid ground water velocities. These reagents accelerate the rate of structure-forming reactions. In spite of the wide variety of additives used for cement grouts, the effectiveness of the method in large fractures below the water table is either poor or it leads to a very large consumption of cement due to the erosion of the grout through the cracks before it hardens. At the present time, a large number of cement types and brands are being produced by various countries. These variations permit cementing to be employed in a variety of geological conditions. However, both pure cement grout and grouts with fillers constitute unstable systems with a high water loss rate. Therefore during the grouting of finely fractured rock the cement grout's premature loss of a large amount of free water causes its consistency to increase, whereupon the grout solidifies. Consequently, it inadequately penetrates into the fine fractures of the stratum. In addition the high water loss rate in the cement grout causes unreacted cement particles to remain, which greatly reduces the grout hardness and the resulting rock strength characteristics are weakened. As a result, the binding properties of the cement are utilized perhaps up to 60%. The remaining portion is left in the grout as a filler. All these conditions significantly decrease the efficiency of the isolation effort both with respect to strength and cost. In order to expand the cement grouting method, re- search is being conducted to improve the quality of cement grout, to increase its range of application with respect to permeability control, to reduce its water loss rate and to increase its capacity to withstand the erosive and corrosive effects of poor quality ground water. Analytical costs are a major part of exploration programs in developing nations which may lack adequate laboratories. Laser-Induced Breakdown Spectroscopy (LIBS), a variant of atomic emission spectroscopy, can reduce exploration analytical costs and can provide the analytical results in <1minute. CPI is now marketing battery-powered, backpack mounted analyzers, using LIBS to analyze for many elements of interest to the explorationist. LIBS is well suited to the analysis of elements in industrial minerals. Limits of detection in ppm for some of these are: Li-1, Be-2, Na-100,B-33, Sr-10, Ba-300, Cs-1, K-500, Fe-500, Mg-500, andTi-500.
