Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. "The European aluminium industry, through its member organisation the European Aluminium Association (EAA), initiated a program on sustainable development for the aluminium industry in 2001. The first step involved the development of a set of sustainable development (SD) indicators for the industry, taking into account of the different interests involved and also the different existing conventions. The indicator set was developed during 2001 and 2002 with the assistance of recognised partners, including Wuppertal Institute from Germany and Versailles University from France. As well, both internal and external stakeholder groups were involved in order to validate the indicators. This has resulted in a set of thirty-four indicators used in the first survey exercise. In the survey the EAA, together with the national aluminium associations, attempted to cover all European plants producing alumina, primary aluminium, rolling ingots, extrusion ingots, foil and recycled aluminium -covering approximately 800 plants. The survey used two points in time, 1997 and 2002, in order to start developing a trend for the individual indicators and to measure progress over time. The industry response to the survey was very positive, with a total industry coverage based on tonnage reported of over 80% for 2002 data and 70% for 1997 data. The results also show a solid progress for most indicators and particularly for social indicators such as training performance, community involvement and employees health programmes. The EAA is committed to conducting this as a regular exercise and is engaged in a number of stakeholder workshops in order to present the survey results, to review the indicators used and to also consider adjustments of these based on feedback from stakeholders and experiences from the first data collection."

Increasing depth in vertical mine shafts penalises conventional hoists in at least four distinct ways: rope weight becomes limiting; travel time increases; the obstruction of ventilation becomes more serious; and with friction drives, rope wear due to torque is aggravated. Travel speed is limited by instability of poorly sprung conveyances on inaccurately aligned flexible rails, and also by the cost of installed power to meet an inherently peaky demand. These problems call for a review of existing designs, firstly in respect of the furniture (Buntons and guides) obstructing the air flow, and secondly in regard to the hoist running in the shaft.

Commercial scale in-situ leach uranium facilities (i.e., solution mining) have operated since late 1975, and have begun to appear in increasing numbers in the last few years. Solution mining involves the pumping of ground water, fortified with oxidizing and complexing agents, into an ore body, leaching and solubilizing the uranium in-situ, and then pumping the solutions to the surface where they are fed to a mill. Milling is by conventional means, involving ion exchange, precipitation, calcining and packaging processes. This paper presents an overview of the solution mining process, and discusses an empirical method that has been used to determine the radon gas release rate in Bq (curies) per year for the overall operation of the facility including wellfields, milling processes and waste storage reservoirs. In addition to radon generation on the surface from radium decay, it has been determined that the major component of radon release is associated with the dynamic generation of radon from solutions returning from underground. Process parameters impacting this evaluation and the mathematical expressions developed are discussed. The preliminary data accrued is presented.

Kennecott Corporation, in joint venture with Galactic Resources Ltd., recently began operation of an open pit gold mining and milling facility near Columbia, South Carolina. The deposit consists of two ore bodies (North and South deposits) hosted in deformed and altered meta-volcanics and meta-sediments of the Carolina Slate Belt. This paper describes the rock mechanics and engineering geology investigations conducted for design of interim, ultimate and final reclamation slopes for the South Pit. Emphasis includes the successful use of drill core orientation techniques to confirm complex geologic structure at depth; the development of a three-dimensional rock mass competency model, incorporating surface mapping data, results of bench mapping documentation, field index testing and laboratory testing; and kinematic assessments for design of optimum slopes.

There is a plethora of former industrial sites where coal mining operations have left large slurry impoundments. These contain raw washed fines, which have previously been too expensive to process to requisite grades for commercial use. New technology has been developed for fine material processing, namely the Imhoflot pneumatic flotation G-Cell. This froth flotation technique is a highly efficient means of concentrating coal and is particularly appropriate to the nature of materials encountered in tailings ponds. The high volumetric throughput resulting from the vastly reduced residence time in the cell allows for drastically reduced equipment sizes when compared to conventional flotation cells. This means the process, when combined with innovative pre treatment and filtration equipment can be developed as a mobile plant concept. This is seen as a minimum requirement when re-treating and rehabilitating fine coal ponds.

In 2015, the Subtropolis Mine in Petersburg, OH, experienced a massive ground collapse that continues to grow over time. Horizontal stress effects have affected the roof at this operation in the past and may have played a large role in this collapse. Horizontal stress can impact the roof and floor stability and endanger the health and safety of underground stone miners. Mines experiencing damaging effects from horizontal stress typically find that the principal stress direction is the same throughout the mine and the region. At the Subtropolis Mine the principal horizontal stress direction appears to change as conditions change and differs from the regional horizontal stress, particularly near the collapse or other roof fall areas. The growth over time of this collapse and other roof falls have been captured and analyzed using geologic mapping, 3D LiDAR scanning, numerical modeling and geographic information systems like ArcGIS. Utilizing these tools to better understand sitespecific conditions can be critical to reducing the potential of massive ground collapses in the underground limestone industry.

This topic addresses historic and current techniques of excavating, supporting and lining tunnels of 4 m (13.1 ft) and smaller. Special considerations relate to the economics of working in close quarters and the sizes of tunnel which achieve the required facility in the optimum economic manner are discussed. The excavation discussion includes TBM, conventional and special techniques for hard rock, soft ground, subaqueous, free and compressed air tunnels. Internal and external support methods discusses timbering, steel ribs, bolting, strapping, shotcreting, grouting, and freezing. Lining methods include cast-in-place concrete, concrete pipe, segmented linings, shotcrete, and others.

From the MAP3S Precipitation Chemistry Network data bank five years of data from January 1, 1977 to December 31, 1981 have been analyzed. No definite trend has been observed in the concentrations and the total depositions in the analyzed period. Comparison between the weekly and event samples show that the weekly samples could underestimate the total deposition. Preliminary results show that there is a reasonably good correlation between the precipitation composition and the emissions feeding the air in which the precipitation is formed.

The project is located in the northern region of the People’s Republic of China and was awarded to Impregilo, as sponsor of the Wan Long Joint Venture, in September1997. The project consists of four tunnels for a total length of 88,700 m, with an excavation diameter of about 4.9 m. The lining is made of honeycomb pre-cast segments, connected by PVC dowels and the joints are sealed with elastomeric gaskets. The geology is mainly Limestone, Dolomite and Sandstone. Karst cavities are abundant and are often in-filled with plastic red clay. This has adversely affected the TBM’s progress. Four double shield telescopic TBMs were mobilized to cope with the very tight construction schedule and, at the end of November 2000, more than 80% of the tunnel has been bored. The article analyses the TBMs’ productions in the various geological conditions and the results of different technical solutions adopted at the project.

The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and AC impedance spectroscopy techniques. Analysis of the impedance spectra using equivalent circuit models has made it possible to suggest layerwise growth of surface films. From the value of equivalent circuit parameters, properties of the surface layers are inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution and give rise to changes In contact angle and flotation response. In agreement with prior investigations, the present study shows that flotation recoveries alone cannot be used to determine the effect of collector on flotation of chalcopyrite. The rate of flotation is a more sensitive parameter to determine the role of collector on floatability of chalcopyrite.

Glenrock, WY is underlain by two abondoned coal mines. Subsidence events have been recorded over the years, with the frequency increasing in recent years. As part of Wyoming's Abondoned Wins Lands Program, investigations including mining history/methods/mappings, subsurface drilling and material site searches were performed. Portions of the mines less than eighty feet from the surface, were identified as probable for subsidence. Subsidence control by hydraulic backfill was selected. Design included search and injection boreholes, water supply from the mines and the slurry mixing, transport and injection system. Injection system performance and backfill success is king monitored during construction.

The purpose of this paper is to summarize some of the author's experiences in applying population balance models to a variety of industrial grinding circuits. Over 26 separate industrial circuits have been studied in detail during the last 10 years, each unique in its equipment type and layout as well as in the material (s) being ground. The success of the population balance approach during these studies was variable. Fourteen of the circuits were shown to be very amenable to such an approach while the remainder had conditions present that sufficiently violated the standard population balance assumptions so that the analysis was of less than optimal utility. Some discussion of the importance of standard population balance assumptions will be given. It is increasingly becoming this author's opinion that the use of population balance models has its greatest utility in defining logically and cheaply (in contrast to actual physical testing), the relative limits and comparisons of different proposed circuit configurations and changes in equipment types and/or operating conditions. As far as specific quantitative predictions and actual optimization of existing plant performance, the results of applying the population balance approach have been often disappointing and need to be coupled at the plant level with other engineering quantification techniques in order to achieve desired improvements.

Routine core drilling at the Cove deposit failed to confirm gold-silver grades and length of intercepts observed in reverse circulation drilling. A drilling program was designed to ascertain whether the disparity was due to problems with reverse circulation drilling techniques, core drilling techniques, or the erratic nature of the gold-silver mineralization. Special sampling devices and core drilling methods were employed. Data obtained from core-reverse circulation twins showed that down-hole contamination during reverse circulation drilling accounted for much of the variation between reverse circulation and core drill results. Down-hole contamination occurred as a result of high ground-water inflows eroding friable vein material from hole walls.

The DEAREX knowledge acquisition and engineering system is a teaching and exploration tool designed to facilitate the under- standing and development of expert systems by explorationists without the aid of a knowledge engineer and without recourse to expert system languages. To fulfill its objective, the DEAREX system considers the selection of exploration methods in desert areas. The system consists of three parts: 1. A tutorial which introduces the basic and selected advanced concepts of expert systems, 2. A sample program illustrating how an expert system works and can be used, and, most importantly, 3. A knowledge acqusition and engineering program which enables users to develop their own expert systems. The tutorial provides a brief and concise introduction to expert systems, a 10 rule exploration example which defines, explains and illustrates the basic concepts and design of expert systems, and a glossary of expert system terms including cross references. The sample program is a larger, self contained example of an expert system with some commentary illustrating addition- al expert system concepts and the role of the knowledge engineer in particularizing rules and ascertaining the knowledge base. Restricting itself to the selection of exploration methods in desert areas, the knowledge acquisition and engineering program questions the user and converts the answers into an expert system. Questions pertain to geology, infrastructure, availability of instrumentation, personnel, etc. Additional information may also included. In conclusion, some salient points concerning knowledge engineering toolkits, shells and knowledge acquisition capabilities such as contained in DEAREX are discussed.

Five sewer connections were required to divert Combined Sewer Overflow (CSO)from existing outfalls to an old underutilized large diameter brick sewer (the Easterly Interceptor). The connections were part of an on-going CSO control program by the Northeast Ohio Regional Sewer District (NEORSD) in the City of Cleveland, Ohio. Each connection was made by pipejacking and hand-mining a fiberglass-reinforced polymer (FRP) pipe through soft glaciolacustrine clays and silts. Jet grouting was utilized to stabilize the soils and fill the voids surrounding the interceptor prior to making the underground connection. Reinforced concrete liners were constructed inside the aging brick sewer to provide structural stability during ground improvements and connection work. The project also involved micro tunneling two approximately400 foot lengths of FRP pipe through soft ground using a slurry pressure balanced machine.

The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. Mining equipment maintenance costs account for a major portion of a mine’s total operating expense. A reduction of maintenance costs while providing required equipment availability translates directly into increased profit for a mine. Therefore, having in place a successful maintenance program can be management’s most direct route to increased profits. One key element of a successful maintenance program is a practical and effective recordkeeping and information system. In recent years, many mining operations have invested in the development or purchase of computerized maintenance information systems. Computerized maintenance information systems can serve as a valuable tool in managing mining-equipment maintenance. They can also be a costly, frustrating waste of time. Why are some systems successful at one operation but a failure at others? Should all mines use computerized maintenance information systems? How does management decide what maintenance software is best for their operation? In an effort to to answer these questions and to better understand what is required to make a mining maintenance information system successful, a study was recently conducted on maintenance information systems used in the mining industry.

The Hong Gai coal field in northeast Vietnam has been the main coal mining area of Vietnam for more than 150 years. Anthracite coal is produced from several open pit and underground mines situated close to the UNESCO world natural heritage site Ha Long Bay. The mining-induced environmental impacts such as dust emissions, acid mine drainage, and visual impairments due to waste dumps resulted in severe conflicts of interests regarding future land use and the protection of the world natural heritage site Ha Long Bay. Within the RAME project (Research Association Mining and Environment in Vietnam), Brenk Systemplanung is contributing to an improved environmental and sustainable planning in Vietnam's mining industry and the reduction of environmental impacts on Ha Long Bay by developing suitable and sustainable technology and planning measures (e.g. for dump construction/rehabilitation, predictive modelling, and/or monitoring) for Vietnam's leading coal producer.

INTRODUCTION Site characterization using oriented borehole core is the subject of this paper. Borehole core is a standard source of data for rock mechanics investigations. Oriented borehole core provides data whereby the geometric orientation of various geologic discontinuities (faults, joints, bedding, etc.) may be determined. The orientation and strength characteristics of discontinuities are important in many engineering investigations and in particular, in slope stability analyses. In heavily vegetated or soil covered situations, oriented borehole core may provide the only means of assessing the subsurface planes of weakness which characterize the site. The purpose of this paper is to briefly describe various methods or orienting core, core characteristics which may be logged and the methods of processing and using the data for site characterization.
