Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management's problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

The phenomenon of zero order production of fines associated with the batch comminution of monosize feeds in tumbling mills has been examined in the context of the size discretized population balance model. It has been shown that the model admits zero order production kinetics only in an approximate sense. The necessary and sufficient conditions for approximate zero order production of fines have been obtained. As these conditions cannot be expressed in terms of the model parameters Sj and Bi,j alone,. several examples have been used to illustrate some of the important characteristics of the zero order production systems. One of the important characteristics of these systems has been identified as a "weak necessary condition", and the other as a " favourable condition ".

The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). The Brightwater regional wastewater treatment facility, under construction in King County, WA, includes an extensive conveyance system that will feature deep, soft-ground tunnels and shafts. Excavation of the Ballinger Way Receiving Portal to 65.8 m (216 ft) below grade through challenging geology was accomplished by means of artificial ground freezing. This paper discusses freeze design development, system installation and monitoring, and the contractual and construction challenges that were overcome, including work sequencing and excavation means and methods, together with lessons learned.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

Despite the controversies that have surrounded asbestos over the past 20 to 30 years, no knowledgeable authority has doubted the usefulness of this material. Were it not for the health risks associated with the manufacture and use of asbestos products, its physical and chemical characteristics would continue to be hailed as an undeniable boon to mankind. However, it has become clear over the past 30 years that like other major contributors to our modern industrialized society, asbestos must be handled responsibly and with the full understanding that lack of care can lead to injury, suffering and death. In this sense, asbestos shares characteristics with nuclear power, pesticides and even motor vehicle usage. It is unlikely that modern society would be willing to walk away from the benefits bestowed by any of these valuable resources. Rather, the appropriate response to the identification of danger is to define the type of risk, quantify its incidence, search for methods of decreasing the risk and implement programs to achieve the goal of minimization of risk. We should recognize at the outset that the risk cannot be diminished to zero without elimination of the material entirely from our midst. The concept of acceptable risk is a complex issue involving medical, legal, financial, moral and even psychological factors that defy precise quantification. In essence, the major danger produced by exposure to asbestos is its potential effects on the respiratory system. Despite the fact that asbestos workers have constant skin contact with the material and porbably swallow it in the course of their activities, inhalation of the fibers is recognized as the major health risk associated with its use. Aerosols of asbestos are inhaled not only by miners, millers and fabricators but also by urban dwellers who have no direct occupational contact with the material. This occurs because asbestos has been applied to our buildings and has been used in a wide variety of products that touch our daily lives. While it is estimated that three to four million people in the United States have been occupationally exposed to asbestos, the number who have been non-occupationally exposed is many times that number.

This report will be given in two sections. The first sec¬tion outlines techniques and equipment to form almond shaped fluorspar briquettes by means of briquet presses, and the second section outlines techniques of the balling disc. PART I - BRIQUET PRESSES Fluorspar has been briquetted for a number of years and the so called "peach pit" briquet is known to many steelmen. Present production is estimated at over 100,000 tons annually. Slide 1 shows an assortment of various sizes and shapes of briquettes. It is possible to form fluorspar into almost any configuration of briquet. For safety on the melting floor, pillow type briquets are preferred. Ease of mechanical handling and durability of the product are facil¬itated by an almond shape. The dimensions of the almond can vary from 1-in. to 1-1/2-in. in length, from 13/16-in. to 1-in. in width and from 1/2-in. to 1-in. in thickness. The type of equipment to pro¬duce almond shaped fluorspar briquettes is shown in Slide 2. Here we have a Komarek-Greaves and Company 300 ton briquettor equipped with almond rolls. This machine is capable of producing fluorspar briquettes at a rats of 30 tons per hour with power consumption of 35 hp per ton par hour.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

A comprehensive understanding of the effects of autoclave configuration (batch, semi-batch, continuous) on the residence time necessary to achieve a target conversion is a prerequisite for design of commercial scale autoclaves. Particle size distribution, mineral and reagent concentrations, temperature and mixing also influence the conversion. This paper outlines the bases of using test data to predict performance of commercial scale autoclaves. Recommendations for coordinating test program design with selection of scale-up method are provided. Examples are given to illustrate the different levels of engineering effort needed to meet corresponding levels of design optimization and accuracy.

The paper highlights development of tunneling methodology in the UK during the years 1990-2000 using the example of two major tunneling contracts where there solution of difficult tunneling problems during construction has benefited the industry as a whole. The paper deals with specific difficulties on two Contracts. The London Water Ring Main 80 kms (50 miles) long tunnel average internal diameter 2.54 m (9 ft4 in) and the Brighton Stormwater Tunnel 5.2 km (3.2 miles) long tunnel with an internal diameter of 6 m (19 ft 8 in). The results of human endeavour and technological innovations will demonstrate the giant strides made in tunneling methodology in the last decade of the 20th Century.

Recovery of iron and copper from acid mine drainage was studied in pilot scale at a continuous treatment plant at the mine site of the King's mine in Roeros, Norway. The average load on the plant was 1 m3/h. The process tested in this project is a three-step process consisting of: 1) Fe(OH)3 precipitation at pH 3.5, dewatering of iron sludge and transport to ferric chloride plant; 2) after filtration precipitation of residual metals at pH 9, concentration of metal sludge by flotation; 3) extraction of metals from the sludge with sulphuric acid followed by recovery of copper by electrolysis. The copper could be used for local production of different crafts, but this condition needs a further evaluation. The process economy at a full scale plant is evaluated.

This paper presents an engineering approach to solve a complex ground control problem at reduced cost, allowing the mine to be operated safely and economically. The mine has experienced serious and complicated cutter roof problem in the entries. This cutler roof problem has delayed the advance of the entry development considerably and cost of these entries is very high due to the requirement of very heavy artificial supports. The analysis includes assessment of the cause of cutter roof and step by step action taken to improve the entry condition through appropriate longwall panel entry design and roof support system. The approach for solving the problem was two-fold: 1) to apply yield pillar concept in order to reduce the effects of in-situ horizontal stress in the roof strata and 2) to find an effective way to reinforce the roof strata and to support the fractured roof and avoid caving.

A first-order flotation rate equation was derived by incorporating both hydrodynamic and surface forces involved in bubble-particle interactions. The hydrodynamic forces were calculated using an appropriate stream function, while the surface forces calculated using the extended DL VO theory. The equation was used to predict flotation results as functions of several important parameters such as contact angle, Zeta potentials of air bubbles and particles, and bubble size. The predictions are consistent with experience, and can be explained in view of the various sub-processes considered in the model.

Early in 1972, Rocky Mountain Energy Company approached MARCONAFLO with a unique request for assistance. They controlled a series of scattered ore deposits in a remote section of Wyoming which had become increasingly valuable despite their relatively small size, great depth and low grade. At the time, MARCONAFLO was in the process of developing a tailings reclaim system which was based on the use of submersible capsules. It appeared that this basic concept might be adapted to slurry uranium ores and pump them to the surface through a bored hole. This presentation will review for you the development of this unique and potentially very important application of MARCONAFLO technology. This first slide (SLIDE 1) depicts the total mining concept envisioned by MARCONAFLO and Rocky Mountain Energy Company. A series of six self-contained mining units would be positioned through boreholes into the ore strata. An oscillating MARCONAJET would direct a high pressure jet stream into the orebody and put it into a slurry which would flow back to a slurry pump. The slurry would then be pumped to the surface and to a collection tank from which it would be transferred to processing. Both the MARCONAJET and the slurry pump would be actuated and controlled by means of a hydraulic power console mounted on the trailer behind the service tower. By means of a high pressure water pump also mounted on the trailer, return water from processing would be delivered to the MARCONAJET to slurry the ore. Tailings would be returned to a backfill unit for redepositing in the mined-out cavities. A drill rig would precede the mining, and it was estimated that this configuration would represent an optimum system for most effective equipment utilization.

The topic I would like to throw out for discussion this morning concerns the metallurgical solution management of operating a valley fill leach facility where ore depths approach 250 feet and deeper. We are currently beginning to experience solution transport times through our heaps on the order of 60 to 70 days as our heaps approach 250 feet. Incorporating a two-stage leach scenario, or solution enrichment, these times are nearly doubled. Concurrent with the increased solution transport times, the solution tenors being produced by our heaps are being diluted slightly as percolation occurs through the lower lifts. I feel the best way to handle these situations is to closely monitor solution application rates, and carefully manage ore stacking. Also, as heaps become deeper, metallurgical and hydrologic characteristics of the ore become inter-related, i.e. if channeling or preferential flow is taking place, lowering cross-sectional flow rates to older leach panels with help re­institute capillary flow while helping to prevent solution tenor dilution.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers and recirculation have been attempted with some success. This paper reports on a novel (patent applied for) approach to retreating spiral middlings in a heavymedia cyclone circuit.

A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

"An innovative method to reduce acid rock drainage (ARD) and sediment loading of a recreational lake was used in the Red River watershed in northern New Mexico. The Red River drains a mining district that contains multiple naturally occurring hydrothermal alteration zones that release ARD and sediment to the river during episodic summer rain storms. A lake is near the mouth of the watershed and is filled with water from the river through a sluice gate and diversion. An automated actuator was installed on the sluice gate to close when the river is impacted by high-suspended sediment. Water quality probes were installed at the sluice gate to monitor the river water for turbidity, specific conductivity and water depth. If high turbidity is measured, the sluice gate closes automatically. Remote access is setup with a computer view screen to review the real-time system status. Once the turbidity drops below a threshold, the sluice gate is reopened remotely. The automated sluice gate has successfully reduced the amount of ARD and suspended sediment entering the lake. This reduction has resulted in an improved aquatic habitat for the fishery and benthic macroinvertebrate community. BACKGROUND The Red River is located within the Sangre De Cristo Mountain Range in northern New Mexico. The river drains an area of approximately 190 square miles and spans elevations from 6,600 feet at its confluence with the Rio Grande to its headwaters near 12,000 feet (Figure 1). The river generally flows to the west along most if its length.The Red River watershed includes several hydrothermal alteration zones. The alteration zones were created by intrusion of high-silica granites and subvolcanic porphyries, with associated hydrothermal fluids, into the volcanic rocks of the Questa Caldera. The hydrothermal alteration is also responsible for the molybdenum deposits in the area. Rapid chemical weathering and physical erosion of pyrite-rich hydrothermally altered rocks has resulted in the formation of alteration scars. The alteration scars are characterized by steep, erodible slopes with little vegetation and incised gullies. Debris fans from the drainages containing active alteration scars have formed and typically consist of poorly sorted sand and gravel that is distinctly pale yellow in color. Some of the more prominent scars are located in the Hansen, Straight and Hottentot Creek drainages downstream of the town of Red River."
