Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

The crude materials generally contain less moisture than required for wet grinding, and the products are usually marketed or used in the dry form, most of them as powders. To grind wet would therefore entail the addition of water and the expense for drying the product, which is not justified. This section includes examples of discoveries of Kuroko- and Anyoz-type massive sulfides, and shale-hosted, zinc-lead deposits, and describes exploration models for each group of case histories. Exploration or empirical models can differ from genetic models, because ore guides and controls are emphasized in exploration models. Genetic models may form the scientific basis for exploration or prospecting models, although factors that are important to the localization of ore are stressed in exploration models. The paper by Sato (abstracted herein) on Kuroko deposits can be used as a general exploration guide for that type of deposit. It is clear, however, that no unambiguous stratigraphic control for Kuroko-type ore is given in the Sato paper. The paper by MacIntyre (an excerpt herein) describing Gataga, Midway, and Windy Craggy includes most of the elements of the shale-hosted and Anyox models. Although more recent work by the Geological Survey of Canada has modified the Windy Craggy stratigraphy, the Anyox model as applied to Windy Craggy is well described in the MacIntyre (1983) paper. Discoveries of ophiolite-, Ducktown-, volcanic-associated Ni- Cu-, and Besshi-type deposits are not included in this section. Conformable massive sulfide deposits are generally assumed to be syngenetic. Sulfides in the crosscutting feeder zones, however, are classed as epigenetic. Therefore, volcanogenic massive sulfides can contain both a syngenetic and an epigenetic component. Vital to the development of the epigenetic component is a heat source that propels the convection cycle that forms both components. In all massive sulfide discoveries described in this section, it is assumed that a volcanic magma fueled the hydrothermal fluids.

Underground mining accidents in the USA in recent times have prompted the Mine Safety and Health Administration (MSHA) to review emergency and tracking systems for underground mines. Several communication and tracking systems are available on the market and various systems have been installed in mines around the world. In addition, MSHA?s standard on Diesel Particulate Matter (DPM) requires mines to comply with the final PEL of 160µg/m3 by May 20, 2008. Barrick Goldstrike Mines Inc., Underground Division, has been in operation since 1995 and an extensive control and monitoring network, and a leaky feeder voice network is in place. Enhancements to the communication and control system are currently being implemented to include a PED emergency notification system, wireless LAN with tracking of personnel and equipment in the mine, and a ventilation control system that will use the tracking information and ventilation data to automate much of the mine ventilation system. Expected benefits from such a system would be enhanced communication with miners, emergency notification, location of miners and equipment, energy savings, improved ventilation control, and improved atmospheric conditions in the mine including reduction of diesel particulate matter (DPM).

A number of famous studies have shown that house damage relates better to peak particle velocity than to acceleration or displacement. The relationship is true but doesn't go far enough. Why, for example, can construction shots go well above 1.0 or 2.0 inches per second without reportable damage? Recent studies have shown that vie must look at frequency and duration of an event in addition to amplitude. The complexity of measuring frequency, duration, and amplitude makes the average blaster in the field shudder. An even more excruciating problem is the need to obtain such data inside the building or residence in order to accurately predict the damage potential or human response to nearby blasting. The author reviews current research programs and suggests new areas of research necessary to help maintain a balance between complicated research requirements and simple field measurements.

Laterite ores, rich in essential metals like nickel, iron and cobalt, are a crucial resource for modern technology. However, the extraction of nickel from laterite ores is a complex process due to their intricate mineral compositions and low nickel concentrations. This paper presents the results of a study to understand the leaching behavior of preroasted laterite ore and the impact of roasting on leaching kinetics. The ore was subjected to roasting at 280 and 610 °C for a duration of three hours, followed by leaching in sulfuric acid (H2SO4) under atmospheric conditions. The results show that preroasting the ore at 610 °C significantly improved the recovery of nickel during leaching, with recovery rate of up to 93 percent, and the leaching process of the preroasted ore was primarily controlled by diffusion through the ash layer. The activation energy values were found to be 20.97 kJ/mol for the ore roasted at 280 °C, and 18.97 kJ/mol for the ore roasted at 610°C. These findings suggest that preroasting can enhance the leaching performance of laterite ore, potentially paving the way for more efficient and sustainable nickel extraction processes.

Despite the severe drought conditions that reduced farm requirements for industrial mineral products, most industrial minerals markets in 1988 continued their growth or, at worst, remained flat. Earlier projections of output declines did not materialize in most segments. Preliminary estimates of demand in Europe and Asia show strong growth for most industrial minerals. Profitability in industrial minerals in North America was best in those minerals that had a significant export market or were not strongly regional. Growth and price trends in the more regional industrial minerals markets in the US such as sand and gravel, crushed stone, and cement, more closely followed the broadly disparate regional economic conditions. For example, sand and gravel and crushed stone grew strongly in the Pacific Coast and northeastern markets but not as much as in the Southeast. Total growth for sand and gravel in 1988 is projected at about 3% above 1987 levels. Combined production is up about 27 Mt (30 million st) to 2 Gt (2.2 billion st). Following the relentless trend of foreign acquisition of US cement companies (currently about two-thirds are owned by foreign interests), several aggregate operations have been purchased by foreign companies. Notable among these in 1988 was the acquisition of Rinker Materials Corp. by CSR of Australia. The acquisition of this Florida-based aggregate and concrete operation will expand the current holdings of CSR in the southeastern US, with operations consolidated under the Rinker logo. In addition, Pike Industries of New England and J.L. Shiely Co. of Minnesota were significant aggregate producers that were acquired by foreign firms. New England's only cement manufacturer, Dragon Products, was acquired by a subsidiary of Cementes del Norte of Spain. Dravo continued to expand its influence in the lime and limestone markets. It became the major supplier of construction aggregates on the inland river system with its purchase of Cyprus Minerals' limestone aggregate operations in Kentucky, Louisiana, and Texas. Although lime production continued to grow from 14 to 15 Mt (15.7 to 16.7 million st) in 1988, lime imports decreased for the fifth consecutive year to 145 kt (160,000 st). In the more export-oriented industrial minerals markets, performance was generally very good for 1988. Soda ash enjoyed an excellent year, with its price up to $102.50/t ($93 per st). This reflected the tight market situation for soda ash, particularly in late 1988. Soda ash production in 1988 was 8.6 Mt (9.5 million st), reflecting the industry's improved efficiency. Particularly significant was the increase in caustic soda prices that led to increased substitution by soda ash. The export market remained at 2.1 Mt (2.3 million st). Phosphate production recovered to the 42 Mt (46 million st) level, a 12% increase despite a soft export market. The price, however, remained soft throughout the year. W.R. Grace sold its interest in its Florida phosphate mine and its phosphoric acid complex as part of its divestiture of the agrichemicals business. The strengthening of the major producers has continued as lower cost capacity has been idled. Future permitting of phosphoric acid facilities and development of reserves will be necessary to maintain current production levels beyond the mid- to late 1990s. Despite new developments worldwide in the titanium minerals market, strong demand has continued to apply pressure to price, with concentrate and slag prices going up. The demand for high quality slag as feedstock for pigment production has resulted in process improvements in South Africa (Richard's Bay) and in plans by Canada to import high quality ilmenite by 1991 to produce a 90% TiO2 slag. Although growth in industrial silica sand applications was small in 1988, concentration in the industry continued. Unimin continued to acquire silica operations. Unimin is now the nation's leading producer of granular silica. The end users of silica have consolidated further. Owens-Illinois purchased Brockway Inc., a leading container glass producer. Three companies now control 75% of the container glass industry. ECC continued to be an aggressive purchaser of industrial minerals operations throughout the world. It acquired Cyprus Minerals' calcium carbonate business as well as two operations in Italy. In addition, ECC continued its aggressive acquisition of kaolin (Australia) and aggregate producers. 1988 was a good year for industrial minerals markets worldwide. More importantly, though, it was a year that showed continuing consolidations of reserve ownership in the industry around the world. Barite AN. Castelli, Baroid Drilling Fluids Inc. US mine production of barite decreased 9.4% during 1988. Consumption (sold or used by grinding plants) increased by 37.9%. Imports are estimated to have increased by 21.2%. World mine production decreased by 9.8%, according to the US Bureau of Mines. The value of domestically produced barite, fob mine, decreased 4.6%, according to the Bureau. The declared value cif US port of all imported ground barite during the first 10 months of 1988 increased from $37.16/t ($33.71 per st) in 1987 to $37.92/t ($34.40 per st), according to Bureau figures. Nevada continued to be the leading producer of barite with 72% of the total, followed by Georgia and Missouri. The Bureau of Mines estimates 69% of US mine production was used as a weighting agent in drilling fluids. The other 31% was used in barium chemicals, glass, or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. Of the total consumption used by grinding plants and chemical manufac-

Longwall mining is considered to be the most efficient underground coal-mining technique in terms of coal extraction ratio, production rate and safety standards. Due to the increasing demand for higher coal production, the recent trends have been to use wider panels and to maintain a faster face movement. For these reasons, longwall mining can result in unexpected roof falls, excessive face convergence, shield damage and numerous maintenance problems, which can cause sudden interruption of coal production as well as serious safety hazards. Recent work at the University of Alabama has been dedicated to the development of a longwall strata-control and maintenance system that can integrate real-time shield monitoring, data presentation, analysis, forecasting and warning modules. This integrated system has been called LoSCoMS. The main objective of the system is to provide minute-by-minute stability and maintenance information such as the following: high-load, low-setting pressure, leg leakage, etc.; the analysis of various mining and geological parameters to determine past and present roof characteristics; and the forecasting of loading patterns for the following mining cycles, the next periodic weighting, etc. By using this unique system, mine operations personnel are well aware of past, present and future roof-loading patterns at the longwall face and, thus, proper safety measures can be taken ahead of time.

The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

The mining industry appears to be slowly rebounding. But many individuals and company officials are still smarting from the beating they received during the recent recession. As a result, companies have taken the "lean and mean" approach. As pointed out at the Oct. 24-26, 1984 SME-AIME Fall Meeting in Denver, CO, companies are placing more emphasis on optimizing their operations through more efficient mining and processing technologies and equipment. Empathizing with the mining industry's woes was the meeting's welcoming luncheon speaker, John D. Withrow, Jr., executive vice president product development for Chrysler Corp. Withrow paralleled Chrysler's problems of a few years ago with the current problems facing the US mining industry. He said Chrysler's come-back centered around its engineering and technical personnel, who regained "their seat at the head table." "In short," Withrow said, "we had lost the competitive edge. By cutting costs and people and improving our products we got everybody to believe we could." The 2700 participants at the Fall Meeting attended technical sessions geared toward turning mining back into a productive and profitable industry. Sessions and symposia included papers on precious metals extraction, crushing and grinding innovations, geomechanics, environmental control, health and safety, and various commodities. This article briefly highlights some of the papers presented. To order preprints of these technical papers, see ME, December 1984, pages 1620 and 1621. Computers Gain Mining Acceptance High tech has reached mining. As evidenced by many papers, computers have become valuable tools in many applications. These include tailings ponds operation and waste management; truck dispatching; mine design, simulation, and scheduling; monitoring; and reclamation. Mine planning is generally labor intensive and requires a considerable amount of the planner's time. P. K. Chatterjee, X. Chung, and Y. Jianjy described a computer-generated interactive graphics approach to under-ground coal mine planning that lessens the manhours involved in producing plans. The computer program examined exploratory borehole information. This included coal seam thickness, tonnage, quality constraints, and the nature of their distribution. Layout designs were then initiated and a probabilistic simulation performed to determine production levels of different extraction strategies. The interactive graphics approach gives planners the ability to quickly evaluate several layout alternatives and select the best one. For surface coal mines, M. A. White, of Arch Minerals Corp., explained several computer programs that aided in his company's surface mine plans. Several drill hole database and modeling pack¬ages are available. But Arch tech¬nicians developed specific pro¬grams for model strip areas. They were used to form long-term pro¬jections for various area and semi¬area stripping operations. They also generated reports on yard¬age, tonnage, quality, and ratio in¬formation. The information is used in budgeting, to compare mine plans, and to analyze acqui¬sition candidates. While computer-based truck dispatching systems have been used in mining for some time, earlier systems were run on ex¬pensive mainframe or high per¬formance minicomputers. As such, computer-based truck dis¬patching systems have been too expensive for all but the largest mines. Recently, however, a microcomputer-based system, af¬fordable to smaller mine opera¬tors, has become technologically feasible. Y. C. Kim and W. E. Kolb re¬ported on a simulated microcom¬puter system that uses strategi¬cally placed signposts in the pit area to automatically detect truck movements. A microprocessor in the signpost sends information to the microcomputer. The computer determines the truck's assign¬ment and alerts the dispatcher. He radios the driver his assign¬ment. In addition to the technical pa¬pers, an introductory short course on microcomputers was offered at the meeting. L. M. Kass and J. P. C. W. Hunt I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

The United States has long been recognized for its ability to marshall the many tools of its scientists and engineers to meet national threats or crises. Two major World Wars, the Dust Bowl, the Soviet Missile threat, Sputnik, and more recently the Energy Crisis have stimulated military weapons development, massive land reclamation and water management programs, NASA, and the Space Program, Project Independence, and soon a new agency, the Energy Research and Development Administration. While our record of successful responses to these major national concerns lends support to the expectation that we will succeed in dealing with the current energy problem and potential future crises as well, the crisis mode of response is becoming increasingly wasteful of funds and human and natural resources. This waste, while always of a concern, is a more important factor than previously because of the accelerating pace at which the world has been shrinking, relatively, in comparison to its human population and that population's increasing demand for resources, both renewable and nonrenewable. If present growth patterns continue, in the year 2000 there will be two people to feed, clothe, house, and satisfy for every one person that existed in 1970. On a finite planet, with finite land areas, limited resources, and only partial understanding of the means by which future problems can be addressed, one of the major threats to mankind will be scarcity and one of our major challenges will be better management of our resources. Although temperature is known to have a substantial effect on many processes, this parameter has been widely dismissed as insignificant for mineral comminution. For this reason, temperature effects on grinding have largely escaped notice. However, it has been observed that processing plants which are subjected to large seasonal temperature variations show a change in performance which appears to be due to changing feed temperatures. The general effect is an increase of the specific energy consumption as the temperature decreases. In autogenous mills, an increased rate of production of critical-size material has also been observed. This is due, at least in part, to changing rheological conditions in the mill, with the slurry viscosity increasing markedly at low temperatures. Mechanical changes in the rock with temperature, such as increased brittle fracture, is also responsible for a portion of the observed seasonal effect, and may account for this phenomenon being observed only in certain plants.

After a decade of high copper prices, major mining companies are renewing their interest in purchasing operating properties and/or developing ore bodies. An existing operation carries with it a history that can present unique opportunities, while a greenfield operation allows for the establishment of a defined culture. Capital investments are distinctly different. A comparison of BHP Copper's Robinson operation, a greenfield property, and BHP Copper's Tintaya operation, a government owned Peruvian property, will provide insights into mining, concentrating and cultural differences between North and South America operations. The Broken Hill Proprietary Co. Ltd. (BHP) is Australia's second-largest company. Fiscal year 1996 sales were US$16 billion, profits were more than US$1 billion and total market capitalization was about US25 billion. In 1885, BHP began mining silver, lead and zinc at Broken Hill, New South Wales, Australia. Throughout its 112-year history, BHP achieved an impressive record of performance and expansion. Today, BHP is one of the world's leading companies (66th on the Standard and Poors 500), having diversified into steel, petroleum and mining with more than 65,000 employees in 70 countries.

The Albany Research Center (ARC) conducted studies of mechanical activation by conventional and ultra-fine grinding techniques to enhance olivine reactivity in mineral carbonation reactions. Activated olivine is one of several solid feed materials used at ARC in reactions with carbon dioxide to form carbonate minerals. This paper compares grinding techniques via energy demand data and product characteristics, including particle size distributions, surface areas, full width at half maximum (FWHM) XRD analyses, and particle morphology by SEM analyses. Reactivity was gauged by percent conversion to carbonate in subsequent carbonation tests.

Most copper mines produce both ore and low-grade "leach" rock or acid waters that contain recoverable copper. The sulfide ores pre¬dominate, and a portion that is too low grade for milling to produce concentrates for smelting, but has to be mined and trucked away anyhow, may be leached successfully with acid in dumps. Most of this leach material consists of sulfides and silicates or carbonates, and if the gangue is such that it consumes a high quantity of acid, this factor may rule out a leach operation. There are also valuable deposits that contain mostly acid-soluble copper, or occasional sulfide ores from which a sulfide concentrate can be roasted and acid-leached to produce a copper-bearing solution. Finally, there are milling ores in which the lesser part of the copper is acid-soluble and can be precipitated with iron or synthetic inorganic precipitants that produce metallic copper or copper sulfides that will float with the sulfides. Ordinarily, ores that contain copper associated with the sulfur ion, such as in the minerals chalcopyrite, chalcocite, bornite (and others), are milled to produce a 25-30% Cu concentrate for smelting, while a lesser amount of acid-soluble copper may be converted from solution to cement copper on iron scrap. A fast-growing percentage of such copper, however, is removed from solution with exchange resins or organic compounds in organic carriers such as kerosene (solvent extraction), then eluted with strong acid and subjected to electrolytic precipitation either in marketable form or as anodes that can be refined further. From the point of view of conventional copper smelting, copper flotation concentrates and cement copper are of chief interest in this chapter. Table I is a condensed open schedule for concentrates that generally run between 25 and 35% copper, and much less frequently as low as 12-15% or as high as 65-75% copper, the former being due to intimate relationship with pyrite (like the former United Verde Extension), and the latter representing such ores as the Bolivian Coro¬coro ore in which the copper is in the form of chalcocite in sandstone. These extremes are no longer common. When they occur, a special purchase schedule has to be negotiated. Included in Table 1, copper precipitates (cement copper) generally run from 70-85%a copper, and the same basic purchase schedule is used as with flotation concentrates. Sulfide Flotation Concentrates The sulfide copper concentrate produced in the mill as a flotation froth, with water then added for transportation of the heavy mineral particles from the flotation cells to thickeners, may run 60-80% water by weight, and the removal of water down to 25-50% by weight by means of thickeners, followed by further dewatering by continuous vacuum filters to 7-18% moisture by weight (depending on size of solids by screen analysis and also by content of clay) is a critical operation. Mill operators would like to produce a filter cake with 7-9% moisture content, but even with the help of steam on the filter this desirable condition is seldom realized when the concentrate is as fine as 80% -325 mesh. More commonly, the final concentrate is reground in pro- to produce best copper recovery and grade of concentrate (or molybdenite separation). In those cases, increasingly frequent, the filter product may not be a cake at all, but a mud that is hard to handle-even requiring a thermal dryer. Greater difficulty of form¬ing a manageable cake often comes from the copper-molybdenum separation by flotation, because the alkaline sulfides and hydrosulfides, or cyanide, or other similar reagents used for the separation, may leave the now relatively molybdenite-free copper concentrate even more difficult to filter. Handling a wet filter cake is difficult enough when its destination is only a short distance away-a matter of yards rather than miles. In those cases the filter cake may be thermally dried near the point of production, using rotary or multiple hearth, or fluidized-bed dryers. Alternatively, the concentrate may be pumped or carried in slurry form to the smelter and filtered there, or it may be spray-dried and compacted. For transportation to a smelter just a few miles to a few thousand miles away by ship or railroad other factors may be important, such as: in shipping by sea, avoidance of spontaneous combustion; in shipping by rail, losses by leakage if too wet or by wind and sun if too dry. It is the responsibility of the millman-usually the mill superinten¬dent-to make sure that his concentrates are in satisfactory condition when they leave the mill so that they meet these requirements: 1) They must have been accurately sampled and dry-weighed, the latter meaning that a moisture determination and gross weight must have been taken. 2) They must be dried sufficiently when necessary to prepare them for safe transportation. 3) They must arrive at the smelter with reasonable likelihood that they can be check-weighed and sampled fairly and equitably,

This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material. Development of the Northeast Layback of Barrick’s Betze-Post open pit commenced in June 2000 and was successfully completed to a height of 400m (1,300 ft) in January 2003. Following a brief exploration drilling campaign at the toe of the final slope, in-pit waste rock backfilling commenced, which will ultimately buttress the final wall. Instability initially occurred in late 2000, above the 5040 Level, as the slope height approached 120m (400 ft). As mining reached the 4680 Level, significant deformation was experienced over a slope height of 230m (760 ft). Slope stability was managed and targeted reserve recovery was achieved by executing complicated modifications of the mine plan, including splitting layback development, well placed offloading cuts, step-outs and mid-slope waste rock buttresses. Decision on timing of these modifying events was often dictated by review of deformation magnitudes and rates determined from continuous slope monitoring records. Design modifications were developed through continuing interpretive refinement of structural geology controls and groundwater distribution, and through stability re-assessments. This document presents an overview of the geological setting and material and strength conditions of the northeast sector of the Betze-Post open pit, followed by development experience leading to design and development of the Northeast Layback. Rock mechanics modeling, design details and geotechnical performance monitoring are then presented. Development experience, stabilizing adjustments to the original design and safety procedures for development and exploration activities are described. The document is finalized with conclusions and acknowledgements.

Flocculation of fine coal is usually accomplished with the addition of commercially available organic flocculants. Recently it has been shown that biopolymers derived from microorganisms can be used to flocculate coal. The biopolymers flocculate coal efficiently and render the coal surface hydrophobic. The increase in hydrophobicity can be utilized either to separate the coal flocs from mineral matter. It can also be used for reducing the moisture content of fine coal. In this regard, flocculation and settling tests of fine coal with biopolymers and synthetic flocculants was undertaken and the results are discussed here. Also, a transport model was developed for the time-dependent settling tests for fine coal.

Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.
