INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. INTRODUCTION Sublevel long-hole stoping is a large tonnage stoping method that may be used when there is a fairly com¬petent straight vein and the walls will stand with little support. It is a method that lends itself to a high degree of mechanization. Two variations of the method are illustrated in Figs. 1 and 2. Fig. 1 illustrates development typical for a 3-m (10-ft) wide vein. Initial development is by a lower haulageway, which may be either track or trackless. A two-compartment raise is driven in the footwall of the vein. At about 12 m (40 ft) above the main head¬ing, a footwall scram is driven and pockets through the vein are cut on 7.6-m (25-ft) centers. Each of the sub¬level blocks selected in this example is 45.7 m (150 ft) long by 12 m (40 ft) high. Stoping starts at the slot raises at stope endlines and retreats to the timbered raise. This retreat sequence starts on the lowest sublevel and the opening cut is blasted into the slot raise. This retreating system is used in order to provide a good safe back over the miners working in any given sublevel. A crawler-mounted down-the-hole or conventional pneumatic drill puts the holes down from one sublevel to the next on any desired drill pattern. Gravity flow brings the broken ore down to the scram level. The illustration shows a large slusher mounted at the timbered raise and slushing from the pockets back to the raise chute. Development of the ore block in Fig. 2 is typical for a 5.5-m (18-ft) wide vein. Initial development is by a trackless heading driven in the footwall of the vein. Pockets are then put into and through the vein on 7.6-m (25-ft) centers. For ease in using trackless rubber tired mucking equipment, these pockets are crosscut to the vein at approximately 1.04 rad (60°) rather than per¬pendicular. A two-compartment timbered raise is driven down from one level to the next. Endline slot raises are again put through from level to level. Each of the sub¬level blocks selected in this example is 40-m (130 ft) long by 33.5 m (110 ft) high. Stoping starts at the slot raises and retreats back to the timbered raise. Long holes are drilled from one sub¬level down to the next by starting between the lowest pair of sublevels and then working up the ore block. Mucking out of the pocket drawpoints is accomplished by rubber-tired load-haul-dump (LHD) units which then dump into a centrally located orepass.

Power generation systems that promote energy security and environmental benefits are highly desired and pursued by a number of government and industry programs. Gasification of coal, other fossil fuels, or biomass has the technical promise of high efficiency and low or zero emission. Gasification for the purpose of electrical power generation has been researched, developed and demonstrated over the last 20 years, but for many reasons is not viewed as economically competitive. This paper describes a coal-based gasification technology well suited to mid and long-term goals of secure, environmentally clean energy. The technology should be adaptable for use with other carbon-based fuels including biomass and a full range of fossil fuels. The new zero emission gasification process is sponsored by ZECA Corporation, a continuation of the Zero Emission Coal Alliance (ZECA). ZECA has completed process design and engineering to assess the viability of a concept originated at Los Alamos National Laboratory, and the creation of a business plan to define paths for advancing the technology toward a near-term goal pilot plant. The zero emission carbon (ZEC) technology includes hydrogasification, the production of hydrogen and the carbonation of lime with CO2. For the power generation base case, the hydrogen is used in high temperature coal compatible fuel cells to produce electricity and the carbonate is calcined to produce a pure stream of CO2for sequestration. This paper provides the status of work with the ZEC technology and the availability of crucial equipment, materials and required testing. Discussions are presented for future actions to accelerate the technology assessment, testing and demonstration of a ZEC plant. Brief remarks are provided on complementary projects dealing withCO2separation and gasification costs.

The starting powders' physicochemical properties and consistency are essential for technical ceramic products to meet their performance specifications. The need for finer and more consistent powders has opened new technologies for synthesizing powders from atoms and molecules. However, submicron and near-micron powders obtained from conventional comminution and classification techniques are still competitive. This paper shows several examples from electronic ceramic applications of how we can use powder characteristics for micromanaging by design the ceramic properties such as the green and fired densities, slurry rheology, shrinkage during sintering, and the microstructure of the sintered bodies. The cross-disciplinary nature of the technology requires that the researcher not only should have a firm grip on the fundamentals of one or more disciplines, but also should be generally aware of the intricacies of other disciplines as well.

The leaching characteristics of non-homogeneous ores have traditionally been difficult to assess in laboratory tests. A result of the large sample size necessary to ensure representativity, this difficulty is most acute for ores containing nuggets or other irregular occurrences of precious minerals. Consequently, small-scale leaching tests are often regarded as indicative rather than conclusive. The predictive nature of leaching tests can be improved by applying the experimental design concepts of blocking and randomization. In the case of column leaching, experimental 'blocks" are constructed with the same number of columns as there are separate test conditions. These blocks are treated identically throughout the test, with differences between columns within each block being the variables of interest. To maximize the uniformity of the blocks, randomization procedures are employed in the preparation of the sample and conduct of the test. The initial ore sample is screened and individual column charges composited from randomly selected increments from each size fraction. The leaching order, daily solution analyses, and processing of leach residues are similarly randomized. The observed differences in leaching performance between the columns in each block are compared to determine the over-all outcome of the test. A statistical analysis using t distributions gives a quantitative measure of the reproducibility of the outcome.

A subsystem-based approach to the characteristic curves for a multiple fan ventilation system is presented. The ventilation variables and their relationships associated with a fan branch are considered as a subsystem of the multiple fan system. For each subsystem, the solution curve is generated by replacing the fan with a hypothetical pressure source or, alternatively, by adding a hypothetical pressure source without removing the fan. The projection of the solution curve onto the coordinate planes results in two classes of subsystem characteristic curves: pressure-vs.-quantity and quantity-vs.-quantity. The subsystem characteristic curves are described and illustrated through example ventilation systems. These curves are also discussed using the network equations of a general multiple-fan system.

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

An attempt has been made to parameterize the population balance model for a ball mill based on measurements of the elementary breakage process obtained using an ultrafast load cell device. Detailed insight obtained concerning the fragmentation of particle assemblies with the ultrafast load cell leads to a better understanding of ball mill grinding. The ball mill breakage function and specific selection function are derived from an average single event representing the multiple breakage events which occur in ball mill grinding. Since both the breakage function and the specific selection function depend on the loading mode in the mill, predictions of breakage mechanisms in ball mills are possible by using data obtained in various elementary loading modes. The application of this model to the description of batch ball milling behavior has resulted in reasonably accurate predictions of product size distributions for various energy inputs.

Phosphate mines in Florida are continuing to encounter higher dolomitic content host rock with the phosphate pebbles(1) necessitating a change in grinding conditions and/or circuits, One of these changes is to install hydrocyclones and close circuit the mill as opposed to the traditional open circuit grinding plant. Close circuiting of the grinding mill with hydrocyclones allows one to take advantage of reduced process mill power requirements by circulating the coarse mill discharge back into the mill for multiple chances of particle breakage. Additionally, as in this case, the hydrocyclones de-slime the pebbles, allowing for more efficient use of grinding power by reducing the amount of dolomitic material recycled to the mill.

Roller presses were first invented in the middle of the 19th century, for the economical size enlargement of coal fines as fuels. Coal briquettes became quickly accepted for industrial and domestic use giving rise to a large and sucessful industry, particularly in Europe, Japan, and North America. When, towards the middle of the 20th century, coal was more and more replaced by other energy sources, such as electricity, gas, and oil, roller press manufacturers searched for alternate applications of this equipment. In addition to contemporary coal briquetting, in fields such as smokeless fuel and form-coke, it was found that redesigned and modernized roller presses, which are now capable of exerting high forces, are versatile machines for many tasks in mineral processing. Today they are used for: - the "classic" pressure agglomeration and - the "new" high pressure comminution. In pressure agglomeration, the characteristics of fine minerals are improved by forming briquettes or granulated products from compacts. During size enlargement with roller presses briquettes are directly obtained while granular materials are produced by crushing and sizing of compacted sheets. The processes are carried-out essentially dry and often do not require binders other than those inherently contained in the feed and "activated" by the high forces and/or elevated feed temperatures (e.g. hot briquetting). Therefore, no foreign materials (impurities) are added. Another advantage of the technology is, that wide particle size distributions are acceptable or desirable as feed materials, including millimeter or even centimeter sized particles. Plastic particles deform and brittle materials are crushed during pressure agglomeration. A relatively new application of roller presses in mineral processing is the utilization of the crushing effect when brittle materials pass the nip area between the rollers. It was found that this crushing mechanism is very efficient thus saving energy, particularly in grinding circuits handling large capacities. The paper introduces the fundamentals of the process and describes the design as well as applications of modern roller presses in mineral processing.

The rapid advancements in information technology, the increasing complexity of systems, and the growing dependence of mining companies on these information systems have emphasized the need for more comprehensive I/S planning. This subsection explores this need, the role I/S planning can play within a mining company, and finally describes a methodology for development of an I/S plan.

Due to the availability of user-friendly microcomputer based packages, the use of simulation is increasing.. Users have however encountered problems inherent to the structure of sequential-modular simulators. These are the difficulties associated with estimating parameters for arbitrary' models and the solution of design and optimization problems. The implementation of an optimization routine in the simulator MicroSim has facilitated the solution of such problems. The literature indicates that more efficient numerical techniques for solving optimization problems than those presently used in MicroSim are available. These techniques, together with user-interfaces which allow such problems to be specified easily by users, will result in the development of simulators much more powerful than existing ones.

This paper review s several new applications of solvent extraction developed in conjunction with a research project carried out under the AEC Raw Materials Division by the Dow Western Division laboratories during the last two years. A process for recovery of uranium from ores by contacting the solid directly with organic solvent without a prior aqueous leach and a process for uranium recovery by contacting thick, unfiltered leach slurry with the solvent were studied in an attempt to simplify ad reduce the cost of ore treatment procedures. Processes to produce pure UF4 products at the concentrate mills thus eliminating the production and subsequent dissolution of the concentrate were investigated. Since many of the leach liquors contained vanadium as well as uranium, solvent extraction processes for by-product vanadium were also studied.

SCOTT COULTER: Thanks, Eric. Thank you all for coming. Our first speaker today is Claude Bazin. Claude received a degree in metallurgical engineering in 1980 from Laval University in Quebec. He worked for a short time in a mineral processing plant and then returned to Laval to complete graduate studies in the field of process modeling and control. He obtained his master's degree in 1983 and his Ph.D. in 1990. In 1987 he joined Brunswick Mining, New Brunswick, as research metallurgist and subsequently process control engineer. In 1990 he joined Helzfield Mines, New Brunswick, as senior metallurgist. In 1991 he accepted a position of professor at the department of mining and metallurgy at Laval University, a position he is still holding. He's a member of the CIM, TMS, and the Society for Mining, Metallurgy, and Exploration. Claude's topic today is "On-Line Material Balance for Flotation Plants." INTRODUCTION CLAUDE BAZIN: During the last two decades, the on-stream analyzer (OSA) has gained the stat& of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant (Leroux and Franklin 1994), and its application to oxide mineral flotation plants is increasing. The OSA assays are sent to the flotation operators via an operator console or to control loops of various degrees of complexity (McKee 1991) implemented in a distributed control system (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one could ask, "Could we get more from the OSA?" Some plants reported the use of OSA measurements for process optimization (McKee 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2-product formula (Wills 1992, p. 124). The 2-product formula is sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al. 1993). Least squares algorithms provide a robust alternative to filter out measurement errors (Spring 1992). This paper presents some applications of a recursive least squares algorithm that provides real-time estimates of the mass flow rates within a flotation plant using OSA and mass flow rate measurements.

This paper reviews the results of the subsidence research prop ram at Sandia National Laboratories. The manuscript highlights the following: the application of empirical methods (profile functions) to the subsidence above longwall panels in the U.S.; the use of the "rubble model" to describe the behavior of broken strata as it distends when it falls to the Mine floor (or top of the rubble pile) and then is subsequently compacted as it is loaded by overlying elements of strata; and, the application of physical modeling techniques (centrifuge simulations) and numerical techniques to study the failure mechanisms in highly structured stratigraphy. The capabilities of the latter two are illustrated ')y comparing their predictions to the results of a field case that has complicated stratigraphy.

Waterjet assist of mechanical cutters has been demonstrated in a variety of laboratory studies as well as on field equipment. As this technique becomes more widely accepted, it will be necessary to develop methods of minimizing the horsepower and water requirements. In machines such as roadheaders, continuous miners, and longwall shearers, the use of waterjet assist can be optimized through the development of phasing valves. Phasing valves will allow only the cutters in contact with the rock to be assisted. Since only 30 - 40% of the cutters are in contact with the rock, the saving power is significant. Flow Industries has developed a phasing system for use on roadheading machines. This system allows the operator extensive control of the angle of assist as well as the quadrant being assisted. This system could be greatly simplified for production machines and adapted for use in continuous miners and longwall machines.

In view of the increasing use of heap leach operations in the mining industry and the critically important performance of the leach pad liner in both the economic and environmental aspects of the design, it has become essential that the designer fully understand the factors affecting the performance of the liner. Minimizing the loss of pregnant solution through the leach pad liner is obviously of paramount importance to the economic efficiency and environmental compliance of the heap leach operation. Losses through the liner are a function of the hydraulic conductivity of the liner material and the hydraulic gradient across the liner. This applies to both natural and synthetic materials. The hydraulic gradient across the liner is a function of the build-up of solution above the liner, which in turn is determined by the permeability of the heap material, the slope of the liner, the drainage path length and the leachate infiltration rate. A relationship incorporating each of these parameters and their effect on the hydraulic head acting on the liner has been developed in terms of the Dupuit criterion, assuming one- dimensional flow with vertical accretion.

Introduction The endeavours to mechanise the shaft sinking operations have led to the development of shaft boring using a V-Mole. The method implies competent ground and a pilot hole of sufficient verticality. This connects the top and the bottom of the shaft and serves for air ventilation and the transport of mullock. The shaft boring machine - nick name V-Mole - with a general pattern similar to a tunnel-borer reames the pilot hole to the designed diameter of the shaft. (Figure 1) The excavating of the rock, the removal of the mullock from the face and the lining of the shaft wall are done simultaneously. If they can be done also continuously this than creates a high potential of productivity. The verticality of the shaft can be garanteed due to the laser beam guided steering system. The diameter of the shaft is variable in steps of 0.5 m between 6.0 and 10 m in accordance with the need. It decides the capacity of the V-Mole to be applied. The depth of the shaft does not depend on the machine. It is practically unlimited as long as a suitable pilot hole is available. Up to 1988 almost 12.656 m of shaft have been drilled on 40 individual projects in Germany and the U.S.A. using a V-Mole. The rocks penetrated were Carboniferous sediments consisting of Sandstones, Shales, Conglomerates and Coal seams. The average uniaxial compressive strength was in the range of 300 - 700 Mpa with a maximum of 1700 Mpa in some singular sandstones.

The Advisory Conference on Tunnelling of the OECD, held in Washington, D.C. in June 1970, has established the following definition: "Tunnelling refers to the construction by any method of a covered cavity of predesigned geometry whose final location and use are under the surface, whose cross-sectional area is greater than 2 square metres". (1) The definition makes clear that the term includes all types of underground construction, be it in hard rock, soft ground, under mixed conditions, underwater, etc. Small-sized tunnels in rock therefore constitute but one part of the tunnelling scene. With an ever-growing urbanisation taking place in industrialized as well as developing countries, the demand for small-sized tunnels is, however, rapidly increasing and requires a far-reaching mechanization of excavation and support functions. This trend is accentuated by the fact that small-sized tunnels are far more labor-intensive than large ones, and, with wages raising at a much faster rate than costs for plant and equipment, this will accelerate the introduction of new tunnelling systems.
