Laboratory and pilot plant investigations have indicated that copper recoveries of 50% can be achieved with fine grinding and flotation of a copper reverberatory furnace slag, Microscopic and microprobe studies indicate that the recoverable copper is in the form of matte, chalcocite, and metallic copper; the percentage of copper in particles appearing to be copper-free was from 0.23 - 0.54%.

There is an ever-increasing need for quality construction materials to provide the necessary housing and transportation facilities required for the protection and movement of people and goods. By the year 2000, requirements for housing in the United States will have doubled due to population growth. Requirements for transportation facilities in this same period will also have increased substantially. Further, all existing facilities for both housing and transportation will require substantial maintenance of one form or another. Aggregate is the basic material of the construction industry. There is some occurrence of aggregate source material in virtually every state of the United States, and in every country in the world. United States reserves of commercially useable aggregate have never been systematically estimated and are probably so vast as to be incalculable.1 However, in many areas its existence is largely negated by inaccessibility. Often it is lodged deeply or intricately in the earth or it is too distant from markets to offer a desirable "return on investment" under the present economic structure. Other factors that prevent its utility are the occurrence of small scattered deposits that individually are too small to justify the necessary capital investment for exploitation and collectively are too widely disseminated; also, the aggregate nay be deficient in certain desired chemical or physical qualitites.1

The Carr Fork mine is located approximately 50 kilometers southwest of Salt Lake City, Utah, in the Bingham or West Mountain District, adjacent to the Bingham open pit copper mine. Applied geology at Carr Fork, by Anaconda Minerals Company personnel, includes detailed geologic mapping and sampling of underground workings, logging and sampling of drill core and cuttings, and the preparation and posting of geologic maps and cross sections for geologic interpretation, ore reserve calculation, mine operations, and long range planning. Accurate and easily understood graphic recording of Carr Fork geology is essential for optimum use by operating and engineering personnel. The design and implementation of exploration, development and definition drilling programs, research into geological spatial relationships, and analysis of structural complexities of the Carr Fork deposit are also integral parts of the applied geology program.

Microorganisms have been widely used for hydrometallurgical operation and effluent treatments(Smith, et. al., 1991a; Gadd, et. al., 1986; Darnall, 1986; Paponettis, et. al., 1991; Mihaylov, et. al., 1991; Rusin, et. al., 1991; Noble, et. al., 1991; Yang, et. al., 1991). In recent years there is a growing interest in using microorganism for flocculation of minerals fines and flotation collector (Smith, et. al., 1991b, 1991c; Misra, et. al., 1991a, 1991b, 1992a, 1992b). It is envisioned that the utilization of nonpathogenic microorganism and/or extracellular surfactant derived from microorganism as a flotation collector will replace some of the environmentally toxic flotation collectors and at the sometime improve flotation efficiency. The selection screening, and judicious selection of appropriate microorganism as flotation collector has been a challenge to process engineers. Over the past five years, continued research at the University of Nevada has shown that certain microorganism Mycobacterium phlei (M. phlei) can be a good flocculating agent and has potential to be used as a flotation collector (Dubel, et. al., 1992; Misra, et. al., 1991a, 1991b, 1992a, 1992b; Smith, et. al., 1991d; Chen, et. al., 1992a, 1992b)).

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). All experiments were performed at constant temperature conditions. The leaching residues were analyzed for silver and manganese. The term clay is somewhat ambiguous unless specifically defined, because it is used in three ways: 1) as a diverse group of fine-grained minerals, 2) as a rock term, and 3) as a particle size term. As a rock term, clay is difficult to define because of the wide variety of materials that comprise it; therefore, the definition must be general. Clay is a natural, earthy, fine grained material comprised largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates comprised mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many definitions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic, e.g., halloysite and flint clay. As a particle size term, clay is used for the category that includes the smallest particles. The maximum size particles in the clay size grade are defined differently on various grade scales. Soil investigators and mineralogists generally use 2 pm. as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than approximately 4 pm. Some authorities find it convenient to use the term clay for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or argillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally understood by those who use it. Clay is an abundant natural raw material, and it has an amazing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial minerals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1988, 1989, and 1990 productions according to the US Bureau of Mines (Ampian, 1992). As industrial minerals, clays are a complex group that consists of several mineral commodities, each having somewhat different mineralogy, geologic occurrence, technology, and uses. In this section these commodities are organized as follows: 1) bentonite, 2) common clay, 3) hormites, and 4) kaolin. Fuller's earth is discussed in both the bentonite and hormite chapters. Fuller's earth is a term based on use, and both bentonites and hormites are sold as fuller's earth. The overlapping is particularly evident where both bentonite and non-bentonite fuller's earth are used for the same purposes or products, such as in drilling mud, bleaching or clarifying fats and oils, and carriers for insecticides and fertilizers. Kaolin, ball clay, halloysite, and refractory clays are grouped together because they consist mainly of minerals of the kaolin group. INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. The Haber Gold Process (HGP) is a proprietary. hydrometallurgical extraction methodology that was developed in 1983-1984 by Norman Haber and Dr. John Lee of Haber, Inc., a small public company in Towaco, New Jersey specializing in hydrochemical process development for precious metals. It was pilot tested repeatedly in 1985 at our pilot plant in Tombstone, Arizona, with different types of gold bearing mineralization. Both Pincock, Allen and Holt (USA), and PA Technology (Australia) were involved with some of these pilot tests. The ores tested included easily cyanide-extractable oxide type gold ore from Australia, marginal heap-leach type ore from Cripple Creek, USA, and a hematite bearing ore from California. In all cases, extraction time was 6 hours or less yielding 90-99% recoveries of assayed gold values. The HGP operates as a lixivient which parts the gold from the rock matrix, yielding gold in solution in a fully recoverable form. Both precipitation methods, such as zinc participation or Carbon in Leach systems ( or Carbon in Pulp) have been shown to be feasible with this technology for the recovery of gold from the pregnant solution. Both batch vat leaching as well as continuous processing are realistic for use with the HGP. It has also been considered that the HGP might also benefit heap leaching due to several advantageous factors over cyanide. One such consideration is that the HGP can operate effectively with acidic ore types. The use of cyanide with such ores often requires attention to pH and neutralization with lime. This tends to reduce and even clog the permeability of the leach bed.

Selective Agglomeration experiments carried out to clean ultra-fine coal are examined. Effect of feed size, pulp density, coalescing agent dosage, and mixing intensity and duration on the kinetics of agglomeration are principally evaluated. A computer coded population balance model governing agglomerate size distribution and composition utilizing coalescence and breakage mechanisms is developed. Model calibration, verification and extension are analyzed.

"The Sheppard East Light Rail Transit (SELRT) project comprises approximately 13 km of new light rail, which will be constructed along Sheppard Avenue East in Toronto. There is a 380 metre long section of the route that will be constructed as tunnel below Highway 404, which is owned by the Ministry of Transportation Ontario (MTO). MTO has published guidelines for tunneling under its highways. An impact analysis was undertaken to predict the surface settlement and angular distortion of Highway 404 resulting from the construction of the twin tunnels. The results were then compared to the performance criteria defined in MTO’s guidelines. As a result of this analysis, it was necessary to request an adjustment to MTO’s current performance criteria. This paper presents details and results of the impact assessment, approaches taken to satisfy the requirements defined by MTO, and provides details of the adjustment permitted by MTO. INTRODUCTION Several major rapid transit projects are planned for the Greater Toronto and Hamilton Area (GTHA) located in southern Ontario, Canada. These projects are part of The Big Move (Metrolinx 2008) initiative, a 25-year, and $50 billion plan aimed at improving regional transportation. Metrolinx, an agency of the Government of Ontario, is now working collaboratively across the region to deliver major Toronto rapid transit projects to the GTHA. One such project is the SELRT. The line will largely run along Sheppard Avenue East on the surface, except for a crossing of Highway 404 where it will be constructed using a combination of open cut and bored tunneling methods. AECOM has been retained by Metrolinx as the Technical Advisor (TA) to develop the Reference Conceptual Design (RCD) and Project Specific Output Specifications (PSOS) for the project. Also, Infrastructure Ontario (IO) is the Co-Sponsor and CH2M HILL is Metrolinx’s Owner’s Engineer (OE) & Project Management Support (PMS) for the new LRT lines. This paper presents information on the tunneling settlement analysis and further work undertaken to satisfy the MTO’s requirements."

Bureau of Mines research has addressed improved operator protection for thin-seam shuttle cars. Because of working height restrictions in thin-seam mines (1.22 m or 48 in), MSHA regulations require that-canopy protection on shuttle cars be provided only in mines 1.07 m (42 in) and greater; however, variances are given to mines 1.22 m (48 in) and below. This paper reviews past Bureau efforts to develop protective structures for thin-seam shuttle car operators. The paper also discusses recent research leading to a novel method of protecting shuttle car operators, in mines as low as 1.02 m (40 in), through the use of a cross-car, end-mounted operator compartment.

Beneficiation of-low-grade nonmetalliferous mineral deposits by electronic color sorting is currently undergoing a period of rapid development. For those deposits in which the specific gravity, strength, soundness, electric and magnetic properties of the ore and gangue are similar the possibility of separation by color, reflectivity, or fluorescence offers hope for utilization of much poorer quality ore than previously thought possible. For those ores in which consistency of color is required or for which a dry process is preferred, the electronic color sorter is particularly adaptable. Electronic color sorters were first designed to process agricultural products and were small low-capacity units. However, the recent introduction of larger machines designed to process 6-in, diameter ore at a rate of 30 to 50 tph (Anonymous, 1966a), has brought color sorting into the capacity range required by many mineral producers.

"Mining is an important part of the economy of Namibia. In 2016, 11.1 percent of the GDP was the result of mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists of an underground mining operation.The global annual production of fluorspar is approximately 5.4 to 6.3 Mt (6 to 7 million st) (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu has produced on average about 45 kt/a (50,000 stpy) in recent years (U.S. Geological Survey National Minerals Information Center, 2015).The Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an openpit mine with four individual pits (A-D) since 1980. In 2014, the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently, Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village.The intent is to develop a concept for the further underground development of the mine. There are still about 6.3 Mt (7 million st) of measured resources left in the deposit, with an average grade of 27.5 percent CaF2. This study focuses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged.For solving the task to design the mine, a site visit for data collecting was conducted. Resource estimations were calculated based on existing drill data, and consequently, block models were created. The development of the mine design included the selection of the most suitable mining method, mining technology and mine organization. Moreover, some economic considerations are pointed out, followed by a profitability assessment."

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? Mine closure and cover design. ? Strides toward sustainability in mining. ? High-density tailings, paste and filtered tailings. Acid rock drainage for engineers and environmental scientists.

The South Lake Union Pipelines contract for King County Wastewater Treatment Division and Seattle Public Utilities in Seattle, Washington included three 1.8 m (72-in)inside diameter microtunneled pipeline segments totaling about 793 m (2,600 lf).Tunnel alignments were within street right-of-way of heavily traveled urban roadways. Project challenges recognized in the design included: high groundwater levels; contaminated soil and groundwater; variable soil conditions, including fill; and timber piles and other obstructions remaining from historic land uses. The tunnels were built using a Lovat MTS Microtunneling machine, beginning in spring 2003. Conditions encountered during construction presented additional challenges beyond those anticipated in the design process, and were successfully addressed by the owners, designer, and construction management consultant all working with the contractor. Problems included highly variable soil conditions, cracking of reinforced concrete pipe joints during pipe jacking, a timber pile trestle uncovered during shaft construction, and obstructions encountered in the second and third microtunnel runs.

The kinetics of green pelletization in a laboratory balling drum have been studied, using pulverized limestone as a model system. The growth characteristics of green pellets were found to be extremely sensitive to the moisture content of the material. Empirical kinetic equations, which incorporate a function of specific surface of the pellets as the criterion for growth potential, have been found to describe growth in a nucleation region and in a ball growth region. The rate constants in the kinetic equations are strongly dependent on the moisture content of the material being pelletized. Size distributions of the halls at different stages of pelletizing are also discussed.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. In Alaska?s southwest corner, in the Bristol Bay region, 476 holes have been drilled to help define the size of the Pebble Project. The results indicate that the deposit holds close to 32 Mt (72 billion lbs) of copper and 2.9 Gt (94 million oz) of gold. The Pebble Partnership, an Alaskan limited partnership of Anglo American and Northern Dynasty Minerals, owns the project that consists of two world-class mineral deposits. Currently in the prefeasibility and prepermitting stage of development, the Pebble Project is one of the largest and highest profile exploration projects in North America. History The Pebble West Project was originally discovered in 1988 by Cominco (now Teck Cominco). Drilling programs in 1997 defined a near-surface mineral deposit of 1 Gt (1.01 billion st). Minerals found included copper, gold and molybdenum. Northern Dynasty Minerals acquired the property in 2001 and, by 2005, it had confirmed a measured and indicated resource of 4.1 Gt (4.5 billion st) containing 1.2 kt (42.1 million oz) of gold, 11.2 Mt (24.7 billion lbs) of copper and 612 kt (1.35 billion lbs) of molybdenum and additional silver. By September 2005, Pebble East, a deeper, but richer deposit had been found. Drill data by the end of 2005 confirmed a 3.4-Gt (3.7-billion st) inferred resource containing 19 Mt (42.6 billion lbs) of copper, 1.2 Mt (39.6 million oz) of gold and 1.2 Mt (2.7 billion lbs) of molybdenum.

The term "diatomite" implies the nearly pure sedimentary accumulation of diatoms. Sedimentary and chemical purity, low density, inertness, intricate fine structure, high brightness and other properties give the diatom and diatomite unique industrial usefulness and commercial value in high value functional filler and specialty filter aid products. Although diatomite deposits occur commonly throughout the world in Miocene and younger marine and lacustrine sediments, deposits that contain significant reserves of crude suitable for these quality sensitive markets are uncommon. U.S. production is centered on exceptional deposits located in Arizona, Nevada, Oregon, Washington and California. Evaluation of deposits requires understanding of geology, mining, production and end use. As crude quality in deposits varies within and between strata, ore suitable for quality sensitive end uses must be identified through sampling and evaluation programs tailored to permit recognition of critical variations.

The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.
