The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

The synthetic rock mass (SRM) approach and discrete fracture network (DFN) model, generated from the field surveys, are novel methodologies to study fracture rock mass behavior. In this paper, SRM and DFN methodologies were used to understand the influence of natural fractures on the mechanical response and failure mechanisms of stone mine pillars. First, a multi-stage up-scaling procedure with the homogenization process is established. Later, a stochastic sampling process on the SRM model to have further insight on the stone mine pillar mechanics is performed. Two-dimensional Universal Distinct Element Code (UDEC) is utilized to represent intact rock with the Voronoi-Trigon discretized blocks and to capture fractured rock mass behavior. The laboratory-size limestone mine rock specimens are systematically up-scaled to the average width of the field-size stone mine pillars. Then, the DFN model, generated from field data, is sampled to construct the SRM of the field-size pillars. By doing so, the effect of discrete discontinuities on pillar stability is studied by assessing the pillar strengths and failure mechanisms in various width-to-height ratios.

The scrutiny given to model predictions of pit-lake water quality has focused attention on the uncertainty associated with long-term predictions. Although comparison of probabilistic predictive modeling of water quality in existing pit lakes indicates that short-term predictions can bracket most parameters, uncertainties in wall-rock reactions and the stability of groundwater composition and climate remain unquantified. This overview of the uncertainties associated with longer-term predictions is presented as support for those considering policy decisions that must be made in the absence of reliable estimates of future conditions.

Industrial Mineral Fillers, LLC. is in the initial stages of mining and processing Anorthosite (CASPAR TM) at its CASPAR mine located in Soledad Canyon, Los Angeles County, California The CASPAR is being mined from the Precambrian San Gabriel Anorthosite Complex of the western San Gabriel Mountains. Preliminary results suggest that CASPAR is a desirable alternative to silica sand used in construction applications, such as, stucco, grout, abrasives, and other uses including filtration and golf course recreation sands. With the use of standard ore dressing techniques, CASPAR is suitable for use as a filler in paint, plastics and rubber. Environmentally, CASPAR has advantages over silica sand, in that, there is no detectable Free Silca.

New and developing communication systems en-able underground miners to, not only connect to the surface from an increased communication coverage area, but also to be discovered in the event of an emergency. Communication and tracking systems are required by the U.S. Mine Safety and Health Ad-ministration (MSHA) regulations, aiming to enhance health and safety and routine production in underground operations. Modeling a mine?s potential communication coverage area will increase overall coverage and efficiency of the communication network itself. Modeling the propagation of wireless communications enables ideal broadcast locations to be found when designing a communications network. Strategic placement of broad-cast devices results in a reliable communication network that can better withstand disruption in daily operation and during a time of emergencies. Research on wireless communication in mines has been ongoing since 1922, when the U.S. Bureau of Mines performed experiments in its experimental mine in Bruceton, PA (Schiffbauer & Brune, 2006a). Ac cording to Dobroski and Stolarczyk (1982), ?as early as 1922, Bureau of Mines experiments showed that radio propagation in mines was possible but not practical.? In 2006, the underground communication technologies available to the mining industry had inherent problems that limited communication capabilities. Because harsh underground mine environments significantly reduce line of sight and propagation range and introduce power and safety concerns, the overall effectiveness of underground communication technologies were limited. "As the bulk handling sector continues its transformation to Industry 4.0, the mining industry, and its harsh working and environmental conditions, provides a perfect spot to study the feasibility of remote analysis and maintenance of the components used for bulk handling. The most important and expensive tools have been adapted to the digital era in recent years, from remotely controlled haul trucks to monitored conveyor belts.However, the big items of the installations rely on smaller parts that have been leftaside, mainly due to the difficultyof adapting them to the Internet ofThings (IoT).The paradigmatic example is the lack of monitored rollers, while all the other components of the conveyorbelt installations (the belt itself, motors, drums, etc.) were monitored some time ago. The main problem is that a failure of a single roller can cause the stoppage of the entire conveyor, due to possible damage to the belt. Thus, the implementation of an integral monitoring system of all the components of the conveyor is a must.The research and development department of ULMA Conveyor Components has been working since early 2012 on the development of monitored rollers, testing all the problems until their final installation in different demanding conditions, from the extreme heat in Australia to the freezing cold of Norway. All the tests have been done under actual working conditions, in real installations and have provided valuable knowledge in the identification of problems, their solutions and the final advantages of a roller monitoring system.Background and current stateThe malfunction of a single roller in certain conveyor belts can force the standstill of the entire installation until its replacement, due to the risk of greater and more expensive failures, such as a rip in the belt. In the case of a bulk handling installation, where a continuous supply of material is necessary, an unexpected stop of one hour could result in huge economic losses."

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia's underground coal mining industry has reported few new cases of pneumoconiosis for more than 20 years. Mortality from coal workers' pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in X-ray surveillance programs are also lower in Australia. The U.S. National Institute for Occupational Safety and Health (NIOSH) was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among U.S. coal miners. A number of factors, including coal dust exposure, silica exposure and coal rank were examined as potential contributors to the above noted differences. Comparison of coal rank data from each country did not illuminate the issue. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. If quartz is contributing to the greater number of cases of pneumoconiosis in the United States, more effective dust control measures, as well as an independent exposure standard for respirable quartz in coal mining, should be implemented to reduce this potentially disabling condition.

The surface heat transfer coefficient is measure of the rate of heat transfer from exposed rock surfaces to the ventilating air. Knowledge of its value is of particular importance to accurately simulate the early stages of rock cooling after the opening of an excavation. A number of theoretical formulae for the calculation of the coefficient are available for use in mine climate simulation. However, direct determination by in situ measurement is preferred. Instrumentation, which has been developed for in situ mine measurement, and experimental procedures involving measurement at varying air velocities, are described. In a major study covering four Australian underground mines, the system has been used to determine surface heat transfer coefficients. A direct relationship was clearly established between the measured surface heat transfer coefficient and air velocity. Comparison is made between experimental results and those previously measured or calculated by others. The relationship established can be described by an equation and holds for air velocities above 0.4 mls. The derived relationship was con- firmed at all mines tested and is independent of geology and tunnel dimensions found in modern mines.

"Underground refuge alternatives (RAs) require an air source to supply breathable air to the occupants. This requires pressure relief valves (PRVs) to prevent unsafe pressures from building up within the RA. The Mine Safety and Health Administration (MSHA) mandates that PRVs prevent pressure from exceeding 1.25 kPa (0.18 psi or 5 in H2O), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. Research to date by the National Institute for Occupational Safety and Health (NIOSH) suggests that the design and implementation of PRVs used in RAs has not yet had sufficient performance analysis or technical development. In response to this need, NIOSH tested a variety of PRVs using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork, and various sensors to determine if subject PRVs meet the MSHA requirement. Relief pressures and flow characteristics including opening pressure and flow rate were measured for five different PRVs under a variety of conditions. Subject PRVs included two off-the-shelf modified check valves, two check valves used in MSHA-approved built-in-place (BIP) RAs, and a commercially available valve that was designed for a steel RA and is currently being used in some BIP RAs. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.8 to 6.1 in H2O) and flow rates up to 19.3 m3/min (683 SCFM). INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement [1]. Section 13 of the MINER Act specifically directed NIOSH to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines. This mandate culminated in the 2009 adoption of changes to 30 CFR mining health and safety regulations, requiring underground coal mines to provide mine emergency RAs and associated components, to provide a life-sustaining environment for persons trapped underground. Such RAs can be either self-contained mobile units or built-in-place (BIP) facilities. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One specific criterion for maintaining a safe RA atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi or 5.0 in. H2O), or at a pressure above mine atmospheric pressure in the RA as specified by the manufacturer when the breathable air is supplied by a fan or compressor [2]."

Most electric motor predictive maintenance methods have drawbacks that limit their effectiveness in the mining environment. The U.S. Bureau of Mines is developing an alternative approach to detect winding insulation breakdown in advance of complete motor failure. In order to evaluate the analysis algorithms necessary for this approach, the USBM has designed and installed a system to monitor 120 electric motors in a coal preparation plant. The computer-based experimental system continuously gathers, stores, and analyzes electrical parameters for each motor. The results are then correlated to data from conventional motor-maintenance methods and in-service failures to determine if the analysis algorithms can detect signs of insulation deterioration and impending failure. This paper describes system design and implementation. At this writing, however, installation is still underway, and field data analysis results are not yet available.

Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.

Silver has been a much maligned metal in recent years. In the last three and a half years the price has fallen from around US$7.00 -$7.80 to as low as $3.50 this spring. It has consistently under-performed most other precious metals in the past few years, and has fallen to its lowest levels since the late 1940s in inflation-adjusted terms. Perhaps this is beginning to change. Since April, silver prices have outperformed gold and platinum. While this may continue in the years ahead, key questions remain regarding the pace and timing of any future silver price advances. I want to talk about the supply and demand factors that have led silver to its recent position. Also, I will outline a possible path for silver supply, demand, and prices for the next several years. Before I dive into my discussion of the silver market, allow me to explain who I am. One of the points we always make to clients early in a relationship is that, when you are listening to someone's opinions, you always must remember who it is you are listening to, and why he might be saying whatever it is he wants you to hear. So often, people take opinions from brokers, traders, or investment advisors as gospel truth, never stopping to ask themselves two key questions: Is there any reason to believe that this person knows what he is talking about, and, second, is he trying to sell me something, in telling me this.

Spontaneous heating of coal continues to present a health and safety hazard in underground coal mines. The influence of seam gas composition on gas flow dynamics and distribution characteristics in the active longwall goaf has not been studied in-depth, and corresponding effective proactive goaf inertization strategies for preventing potential spontaneous heating from occurring have limited investigation. To advance this knowledge, an 80-m-height goaf model was constructed and developed based on specific conditions of an Australian underground coal mine, and onsite gas monitoring data was collated to verify base model results, which allowed for various scenarios of seam gas composition to be simulated and investigated with confidence. This study involved modeling five different gas composition scenarios for the goaf atmosphere, namely, 100% CO2 (case 1), 80% CO2 and 20% CH4 (case 2), 50% CO2 and 50% CH4 (case 3), 20% CO2 and 80% CH4 (case 4), and 100% CH4 (case 5). Simulation results show that O2 is primarily distributed at the middle and upper part of the CO2- dominant goaf model, while it is mainly layered at the floor level of the CH4- dominant goaf model. N2 is superior to CO2 in the goaf inertization for the CO2- dominant goaf model, whereas CO2 performs better than N2 for the CH4- dominant goaf model. The optimal inert gas flowrates for case 1 to case 5 are 1.5, 1.75, 0.75, 0.5, and 1.0 m3/ s, and the oxidation zone area is reduced by 55.76%, 67.21%, 58.04%, 78.17%, and 81.82%, respectively. The simulation results allow for increased insight and understanding of the gas distribution patterns in the active goaf with different seam gas composition and the development of corresponding proactive goaf inertization practices, thus minimizing potential spontaneous-heating-related hazards and improving mining safety.
