It doesn't take any special acumen to note that US engineering and construction firms are busier than ever with mining projects in this mineral conscious world. This special issue of Mining Engineering takes a look at E&C companies-their expanding role, their special capabilities, and their challenges and problems. ME sent a questionnaire to a representative sample of E&C firms. Information was sought about officers, ownership, and amount of business. ME also asked about types of projects and commodities dealt in as well as market distribution and forms of payment. The accomnanying charts show how the 17 responding E&C firms answered these and other questions. Other ME survey questions, and a review of company literature, yielded information about financing techniques and special challenges for E&C firms. Insights were gained concerning government impacts, customer-generated problems, and promising areas for development-including synfuels-in the minerals industry. These areas are discussed later in this article. Accompanying articles in the special issue discuss the E&C company's role in mining projects, research and development in E&C firms, one approach to contract work used by an E&C firm, and an E&C project case study.

The floatation of niobite was studied using a number of collectors at various dosages and solution pH’s. Octyl diphosphonic acid was found to be an effective collector for niobite flotation with good selectivity. A flotation recovery of 91.2% was obtained with 140 mg/l octyl diphosphonic acid at pH’s less than 5.0. Infrared absorption spectroscopy (IAS) and X-ray photoelectron spectroscopy (XPS) were used to characterize the interactions of niobite with octyl diphosphonic acid. Species distribution diagram of octyl diphosphonic acid and niobium species was used to elucidate the flotation behavior of the mineral with octyl diphosphonic acid. The concept of hypochlorite treatment prior to cyanidation in the heap leaching of low grade carbonaceous gold ores is discussed. Laboratory column leach tests using a low grade carbonaceous ore were performed to investigate the effects of pH, concentration, hypochlorite consumption, and bed height on the total gold extraction. At high pH, the hypochlorite stability increases and thus, hypochlorite consumption is decreased. At room temperature, the total gold extraction is proportional to the hypochlorite consumption. However, at some point additional hypochlorite consumption does not increase gold extraction. Gold recoveries of 10 and 80 percent are obtained for 12 and 167 lbs/ton hypochlorite consumption, respectively. Increasing hypochlorite concentration increases the rate of extraction. For a given hypochlorite consumption gold extraction was increased by shortening the ore column height. Finally, calcium hypochlorite is more effective than sodium hypochlorite.

"A computer-based approach to online supervisory control and operations management of bulk materials handling terminals". This paper describes an integrated computer facility supporting the functions and responsibilities of shift operations, scheduling, maintenance and management using real-time interactive techniques. The functions and responsibilities as related to coal export terminals are specifically addressed, although these functions would be equally applicable to other terminal configurations and other commodities. The design of solvent extraction plants has been generally based on the assumption of steady operating conditions in both the settler and the mixer units. However, recent experience in both large and small plants has shown this not to be the case. Mixer transients include start up aqueous locking and partial phase separation in secondary mixers, which both lead to reduced plant capacity or overflow of upstream mixers. Analysis of the hydraulic pressure profiles has generated new design methods to eliminate the effects of the partial or complete phase separation. Changes to the method of specification and selection of primary and secondary mixers have been made to eliminate the onset of partial separation during operation. The observation of settler operation has shown that it is also a dynamic process, even under "steady-state" conditions. Four transient phenomena have been identified that lead to internal circulating flows, poor disengagement of fine secondary haze and erratic and high entrainment levels in the discharges. A, first approximation analysis has shown that there are significant pressure differentials within settlers, and these change along the length and with the phase separation rates. A technique to control the effects of these transients was developed that allows plant performance to be improved beyond "standard" expectations. The haulage of muck from mines was first illustrated by Georg Agricola in De Re Metallica in the year 1556. In many of his ancient wood cuts he showed a crude car running on wooden rails. These wheels had no flanges. There were four pins sticking down from the car to guide it along the rails. Eventually they made the wheels of cast iron with flanges on them. In England, coal was hauled from the pit mouth to the nearest river or canal in "wains", or wagons, running on the common highways. These wains carried one chaldron of coal, weighing 2500 lbs and it took six horses to haul these wains over the atrocious roads of that day. Somebody, about 1760, invented a cast iron rail. These were cast iron troughs, 4 ft long laid on wooden sleepers. With these iron rails they found that one horse could do the work of six. But this U-shaped groove trapped all the dirt and grit. Somebody had the brilliant idea of attaching a flange to the inside of the wheel and from then on the rails were of timber protected against wear by a strap of iron. Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind-backfilling process has been particularly successful for stabilizing ground over abandoned and inaccessible underground coal mines. Using this newer technology, vast quantities of backfill material can be distributed over wide areas in underground openings from a small number of injection boreholes. The rapid and successful development of this backfilling method, however, has outstripped technology for monitoring and controlling backfill placement. Surface or borehole remote sensing methods are needed to determine where fill material is being distributed underground and how effectively the material is packed in the voids. In search for improvements in backfill monitoring and control technology, potential remote geophysical sensing, process monitoring, and tracer methods were evaluated to select candidate systems for monitoring backfill placement under the constraints imposed by the injection process and the surface and subsurface conditions. ' A multiple objective ranking matrix, based on theoretical considerations as well as pragmatic experience with systems working in related or similar conditions, was used to narrow down potential methods to several most-favored candidates. Two of the candidates were field tested under actual operating conditions at a backfilling site in the Wilkes-Barre-Scranton region of northeastern Pennsylvania. Although process and acoustic emission monitoring indicated promise for improving existing backfill monitoring technology, more extensive testing under different conditions at various sites is required to establish the validity and utility of these methods. Results indicate that no single method is adequate in itself for backfill monitoring, and that a successful system will require the Integration of several methodologies.

There was a tendency several years ago for the average coal producer to more or less sit back satisfied with the big utility and metallurgical mar¬kets with long term contracts, not realizing, or possibly not evaluating correctly the importance of the growing industrial market Even the companies which were producing coal for the industrial market were primarily interested in the larger industrial customer, not fully realizing that a large percent of the industrial coal sold was to plants using less than 15,000 tons per year. As a result, possibly, the greatest inroad made by competitive fuel was made in this group. The situation mentioned previously cannot be blamed entirely on the fact that the coal markets were not evaluated in their proper perspective. Some of the responsibility would have to be due to the situation that existed during the last war' and the period immediately following, when most of the coal was put to markets of higher realization, leaving the relatively small -industrial user-to get his fuel wherever he could. This usually would mean coal from some 'gopher hole" with fluxuating quality and supply. Therefore, it was not uncommon for some industrial customers to go to competitive fuels as soon as equipment and fuel were available. Fortunately, before this situation got completely out of control, the coal producers, realizing the seriousness of the problem, made available, usually through their sales department, combustion engineers and other specialists, to help the industrial user with his problems; The engineers usually found several problems, old equipment, use of incorrect size con¬sist, ash and fusion coals, lack of automation, fly ash and dust problems which increased cost and jeopardized the customer's relations with his employees and the public.

Pulmonary responses to coal mine dust exposure were investigated by analysis of bronchoalveolar lavage specimens from non-smoking coal miners (n-12, mean age-43 ± 2 years, mean underground exposure-17 ± 2 years) and from non-smoking normal volunteers (n-18, mean age-43 ± 2 years). Spirometric and diffusion capacity indices were monitored as part of a physical exam. Lavage was performed in a subsegment of the right middle lobe by instillation of 200 ml of warmed saline solution in 50 ml aliquots and recovery by gentle suction. Specimens were centrifuged at 500g for 5 minutes at 2°C. Total and differential cell counts were recorded. Secretion of oxidants measured by chemiluminescence, surface morphology (spreading and ruffling), and lymphocyte parameters were determined. Lavage fluid was analyzed for the presence and quantity of acute phase reactants and immunoglobulins. Pulmonary function measurements as well as recovered lavage volume, total lavagable cells, and differential cell counts were similar in both miners and controls. Both resting and phorbol myristate acetate-stimulated chemiluminescence were also similar in miners and controls. In contrast, particle-stimulated chemiluminescence was significantly decreased in the alveolar macrophages from the miners (48% of control values). Morphometric analysis of scanning electron micrographs indicate that phagocyte surface spreading was similar in miners and controls. However, surface ruffling was 127% greater in the miners compared to controls. Lymphocyte subpopulations were similar in miners and controls. Protein analysis of the lavage fluid revealed lower total protein content in the lavage fluid of miners. However, the concentration of albumin, IgG, and IgA were similar in miners and controls. We conclude that most indices were normal in underground miners working under the current dust standard of 2 mg/m3. The decrease in particlestimulated chemiluminescence and the increase in surface ruffling in miners may suggest the beginnings of particle overload and activation of the macrophages. In addition, a decrease in total protein was noted in lavage fluid from miners.

Cyanidation tailings which are disposed in a surface impoundment experience a loss of cyanide due to natural degradation, frequently reducing the cyanide concentration to very low levels. Quantifying cyanide losses in terms of pond geometry, local weather conditions and feed solution chemistry has been largely empirical though in many cases mining operations rely on surface impoundments to reduce cyanide to below an internally regulated concentration or an effluent limitation. To permit a more quantitative evaluation of cyanide losses in an impoundment, a computer simulation was developed to estimate the losses of free, WAD and total cyanide due to dissociation, photolysis and volatilization. Results of the model are compared against data collected for a North American tailings impoundment during 1998.

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. As part of a cooperative effort between the U.S. Bureau of Mines and the Florida Institute of Phosphate Research (FIPR), with input-from the phosphate industry, the conversion of phosphor-gypsum to sulfur is being investigated. The proposed process incorporates a thermal reduction of phosphogypsum to calcium sulfide (CaS) and a hydrometallurgical treatment to convert calcium sulfide to ammonium bisulfide (NH4SH), which is then oxidized using a catalyst to produce elemental sulfur. The paper summarizes the results of continuing laboratory studies using an activated carbon catalyst which was loaded with sulfur through oxidation of ammonium bisulfide solution. The extraction of the sulfur that forms in situ on the catalyst is a key area in the development of the sulfur recovery process. Two approaches for removing the sulfur are being investigated: 1) thermal treatment to volatilize sulfur, and 2) leaching the sulfur using liquid anhydrous ammonia. The research has shown that it is technically feasible to recover over 90% of the sulfur from the carbon by either volatilization or ammonia leaching. Locked-cycle testing has demonstrated that the carbon has the potential to be recycled after ammonia leaching.

As part of the 3RPORT Project, a 5-mile tunnel is being excavated underneath the three rivers of Fort Wayne using a 19-foot diameter Slurry Tunnel Boring Machine. The groundwater pressure at the tunnel axis ranges from 4.5 to 5.3 bar. The rock mass hydraulic conductivity is very high with water inflows up to 10,000gpm imposing significant challenges to the project. After excavating 1,550-feet of the TBM tunnel, major leaks between the tailskin and the segmental lining were observed, indicating the potential deterioration of the tailskin brushes and the need for inspection and eventual replacement. The first part of the paper describes the planning of the intervention, including the design of the polyurethane grouting campaign, the procedures developed for the execution and the controls established during construction to timely assess the presence of potential hazards. The second part of the paper focuses on the experience gained during execution and lesson learned to prevent future occurrences of this nature.

The NC State University Minerals Research Laboratory (MRL) and Waste Reduction Partners (WRP) of the Land of Sky Regional Council joined efforts in 2000 to initiate a technically sound and practical program for the management of high-volume coal combustion by-products (CCBs) in North Carolina. The accumulation of CCBs from coal burning boilers throughout the state of North Carolina posed a substantial storage problem, and the area was overripe for an effective management program, which would be environmentally sustainable. In particular, the public utility generators had filled storage ponds on their properties, and the storage overload had grown to critical proportions. Much the same situation existed for paper mill biosolids, which were stored on site in landfill cells along with daily output of CCBs from the mill boilers. A conversion process via the patented pyro-process12 (US Patent No. 5,342,442) to produce synthetic light weight aggregates (LWA) from CCBs and paper mill sludge was conceived to process large quantities of both these waste materials. MRL and WRP initiated and formed a consortium that brought together academia, private industry and state agencies to evaluate the production of LWA by the pyro-process. The industry partners included representatives from the power companies, industrial ash generators, expediters for coal ash products, as well as concrete block manufacturers. It was important to welcome interested parties from not only the western North Carolina area and other parts of the state but also from neighboring states including Tennessee, South Carolina and Georgia. Membership of this consortium evolved during the intervening years to include the following participants and supporters: Progress Energy Carolinas; Duke Energy; Santee Cooper; Full Circle Solutions; Land-of-Sky Regional Council; NC Department of Pollution Prevention and Environmental Assistance; Ecusta Business Development Center; Blue Ridge Paper Products; Jackson Paper and Manufacturing Company; Miller Perlite; Appalachian Products; General Shale Brick; Metromont Materials; Small Business Technology Development Center of the University of North Carolina system and North Carolina State University The initial development program conducted at the Minerals Research Laboratory (MRL) was to formulate an acceptable LWA product, which fulfilled user specifications for light weight concrete block and structural concrete application. Support work and program coordination efforts were furnished by retired technical volunteers in WRP. The work advanced steadily, using proven technologies well established in the mineral industry, to generate a very satisfactory LWA. The consortium then concluded that a more comprehensive CCB conversion program would have more appeal for full scale manufacture and commercialization, if a variety of products from CCB separation were generated. This product assortment would include bottom ash, low carbon fly ash, recovered carbon of high purity, as well as the synthetic LWA. The bottom ash would serve the concrete block market, the fly ash was in demand for ready-mix concrete, and the high carbon product could be pelletized and used as a fuel for reburn or by the steel industry, and the LWA was a sought-after component for light weight concrete applications. After scouting all these potential markets and finding them to be viable, the consortium then inaugurated an integrated pilot plant program for the CCB separation and conversion. The plan was organized in three (3) parts: (1) Phase I ? bench scale evaluation studies (2) Phase II continuous pilot plant evaluation and (3) Phase III ? conceptual commercial plant design including marketing efforts and attraction of business entrepreneurs to build a full scale manufacturing plant. Phase II would serve to validate the process in a continuous mode and produce substantial quantities of products for preliminary marketing efforts and for demonstration-of-use purposes. The consortium agreed to the name, CAROLINA ASH PRODUCTS, (CAP), for the integrated pilot plant program. The products generated might be designated with the CAP label as: bottom ash would be named CAP Granules, low carbon fly ash would become CAP Ash, recovered high carbon product would be CAP Carbon, and LWA would have the name CAP Stone. Phase II of the program processed 20 tons (18 t) of ponded ash from Progress Energy storage at a rate of 600 lb (271 kg) of raw ash per hour with favorable results. PRELIMINARY STUDIES Prior to committing laboratory research and development effort as well as support and coordination activities to this program, it was necessary to determine (1) the level of need for a freshly launched CCB reutilization program in this state and (2) what degree of versatility was necessary for such a process. State agency records and a survey of recent boiler operations indicated that in the state of North Carolina at least 77 facilities manage CCBs from their boiler operations. Despite continuing development efforts in more eastern parts of the state, the use of CCBs for commercial applications has not increased to a level which alleviates the need to store vast quantities in private monofills on the generator?s property. More than 1.25 million tons (1.13 million t) of CCBs are landfilled in NC annually, with 300,000 tons (271,985 t) per year generated in western NC alone. Many different boiler types, which span both very old units and those that are modern and efficient, were to be found. These included stoker-fired units, pulverized coal boilers, slag-tap furnaces, and fluidized bed combustion boilers covering a range of sizes. Any systems designed to separate CCB components from all these sources and convert them to useful secondary products would need broad processing latitude and flexibility. Up to the present there has been a paucity of research done in the western part of the state to find productive alternatives to storage in landfills. With tipping fees in our largest landfill now approaching $40 per ton ($44 per t) and escalating transportation fees (about $200 per truckload up to 40 tons, traveling a distance of 25 miles), the problem has become urgent both economically and ecologically. A well-designed, integrated wet process for CCB separation into value-added products had much potential to be less expensive than landfilling as well as to provide saleable materials with acceptable profit margins. These preliminary investigations also revealed that other major waste streams, in particular paper mill sludge and municipal and animal waste biosolids were important candidates for priority attention. Since these biosolids could furnish the organic component of a synthetic LWA product, they could be consumed as part of the same program. This added interest value to a growing list of partners to support and participate in the program.

Ground control is critical to the success of a safe and productive underground stone mining operation. The primary focus of the ground control engineer is the stability of the roof or back; development and benched pillar stability; stability of the sill pillar between vertically adjacent mining levels; and floor stability. Roof stability begins with the selection of a stable back horizon based on the presence of a thin shale parting, stylolite or other discontinuity from which the production shot can easily peel away, leaving a stable back stratum. Bed thickness, fracture spacing, jointing and the material properties of the roof strata control the room width; the decision whether to bolt the roof; the bolt length, type and diameter; and the spacing of the roof support. Horizontal stress controls the header and crosscut azimuth. The mine operator should avoid driving perpendicular to the maximum horizontal stress direction. Where this is unavoidable, narrowing the opening width, narrowing pillar centers, increasing the support density and using three-way intersections are alternatives to remediate shearing along the roof-rib interface. Stable pillar dimensions depend upon the interaction of the vertical stress resulting from overburden thickness and multiple-level interaction of overlying level or levels; the mining height during development and the final mining height after floor shots are taken during benching; the presence of faults, folds or joints passing through the pillar; and limestone lithology, recognizing that the presence of oolitic bands, shale partings, joints and bentonite beds creates zones of weakness that can destabilize an otherwise competent pillar. Floor stability is typically not a significant issue for underground stone mines because the bearing capacity of the stone typically exceeds the vertical pressure transferred through the pillar. However, floor heave can be a ground control issue where shale partings, moisture-sensitive strata, weak stone bands or horizontal stress is present. Roof stability and pillar stability problems can be initiated as the floor heave enables the pillar and roof to settle. To illustrate these ground control issues, this paper presents four case histories that are a mix of ground failures and successful mining. The focus is on the geotechnical data required for roof, pillar and floor design and stability analysis.

"Fluorspar is one of the most important industrial minerals. It has a wide range of applications, for example it is used in the steel and aluminum industry, and is also the raw material to produce hydrofluoric acid, Teflon or Gore-Tex. There are only a few major fluorspar mines worldwide, with China being the most important fluorspar producer (U.S. Geological Survey National Minerals Information Center, 2017). At Okorusu, Namibia, fluorspar has been mined with conventional open pit mining methods from 1955 until 2014 from a large scale metasomatic fluorspar deposit with seven identified orebodies. There are about 7 million tons of measured resources left with an average grade of 27.5 % CaF2. This paper is based at an MSc thesis at Technical University Freiberg and describes the design of an underground mine for the A and D orebodies with an annual production rate of 100,000 t acid-grade fluorspar product. By comparing different mining methods and adapting variants of access to the underground orebodies the paper will emphasize on the selection of a suitable mining technology, with a special focus on the economic considerations to decide about the most profitable operation. INTRODUCTION Mining holds an important part in the economy of Namibia. In 2016 11.1 % of the GDP was made through mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists an underground mining operation. The global annual production of fluorspar is approximately 6 to 7 million t (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu produced on average about 50.000 t annually in recent years (U.S. Geological Survey National Minerals In-formation Center, 2015). Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an open pit mine with four individual pits (A-D) since 1980. In 2014 the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village. The intent is to develop a concept for the further underground development of the mine. There are still about 7 million t of measured resources left in the deposit, with an average grade of 27.5 % CaF2. This study focusses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged."

Modeling uranium mine radiation control methods and natural environmental radon variations is an extremely complex endeavor. A number of authors have examined particular facets of the problem and have proposed models for their area of interest. Bureau of Mines personnel brought together many of these individual studies, and from them have attempted to develop a coordinated plan for modeling radon daughter concentrations in the uranium mine environment. This approach is described.

Abstract: Action of certain strains of bacteria has been implicated as a significant factor in the oxidation of ore deposits. Other bacteria are thought to be significant in the formation of syngenetic sedimentary ores and in supergene enrichment processes. A normal soil/ground-water regime provides all of the necessary pH and Eh conditions for several groups of bacteria which influence the sulfur cycle in nature. Limiting concentrations of nutrients such as sulfate ions can determine whether a particular microbial species is active at a given place. In the present study, ground water was analyzed from a mineralized area and from a presumed barren area. Trace metal content of the ground water gave no well defined clue as to the presence of a sulfide ore deposit. Sulfide producing bacteria (presumably sulfate users) were found in water from about 50% of wells sampled in the mineralized area and in about 30% of samples from the barren area. These bacteria are readily detected and may provide a useful tool for regional geochemical recon-naissance. Bacterially produced sulfide ions can remove metals such as copper and zinc from solution thus complicating the interpretation of hydrogeochemical prospecting.

Specialty chemicals are widely used in the industrial minerals process industry for many different purposes including beneficiation, filtration, flocculation, dispersion and biological control. Optimal use of such chemicals can confer benefits both in terms of cost efficiency and end product attributes. In this paper we will review recent progress in the fundamental understanding of mineral additive interactions and present data which show how optimization can lead to improved products.
