The Surface Mining and Reclamation Act of 1977, PL 95-87 (The Act) granted the Office of Surface Mining (OSM) the duty of collecting fees from the active coal mining activities to be used in abating the hazards associated with abandoned coal mines. Since the passage of the Act, OSM has been instrumental in closing a multiple of mine hazards and in full cooperation with the states involved. Complete mine closures range from simply filling a subsidence hole to exodic designs costing thousands of dollars, such as in the case of the Portal Park swimming pool in Colorado Springs, Colorado. The Portal Park olympic sized swimming pool was built over an abandoned coal mine by a group of local citizens and given to the city of Colorado Springs. This pool receives the largest number of users each year. During the past four years, OSM has abated six mine related hazards in and around the pool. During the summer of 1982, the pool started tipping causing the pool waters to run out the west end. This pool tipping and the associated cave-in problems caused great concern to the city and the local users. This citizens concern generated a request from the city for OSM to assist in checking out the pool problems. Early in 1983, OSM initiated a driling program to investigate the subsurface voids. This drilling effort revealed several large voids within a few feet of the pool deck, with all voids inundated with ground water. Therefore, the void filling method favored the hydraulic backfilling needed to be confined to the area under the pool. This confining problem lead to the development of the gravel bulkhead cutoff walls to confine the backfilling effort to the areas under the swimming pool.

In planning an underground room and pillar mine, the selection of the shaft or portal location and the orientation of the main haulage arteries is of paramount importance, particularly in view of the high dependence of the cost of truck haulage on the proper definition of these parameters. In an effort to facilitate this selection a computer program was written which, by relating the truck characteristics to the areal configuration of the property or ore-body, derives the volume-weighted total fuel and time requirements for hauling ore from every panel within the property to a specified portal or shaft location through a predetermined gridwork of haulage drifts. By varying the size and orientation of the gridwork and the location of the portal or shaft access, an infinite number of configurations can be investigated. The results of this analysis can be plotted to indicate the optimum conditions.

For the environmentally safe management of the sulphidic waste rock produced from the Stratoni mining facilities, TVX Hellas has examined, within the frame of the funded European research program ROLCOSMOS, the effectiveness of an alternative rehabilitation scheme involving the segregation of the sulphide rich components of waste rock and the engineered application of alkaline additives. The examined waste rock management scheme was evaluated with laboratory test work followed by pilot-scale field applications. In this paper, the results from the two-year monitoring period of the pilot scale application are presented.

Two types of factors direct the search for gypsum deposits-geologic factors and economic factors. The prime control and major economic factor is the market for the possible products. The major geologic factor is the control of the depositional environment, which determines whether or not a deposit exists within a given market area. After discovery of a deposit, the distinction between economic and geologic factors is not as clear as before, and the geologic characteristics of the deposit become the economic factors in evaluating the deposit for production and processing. The geologic characteristics are concerned with 1) the gypsum rock, 2) the host or country rock, and 3) geologic fluids, such as gas and water. Prospecting includes both original discovery and the continuing information-gathering period. During this time the above three characteristics of the deposit are determined, usually from core drilling, from phenomena observed during drilling, and from the core and hole. Important information and means of gathering it include sample analyses, sample volume, impurities and their distribution, water levels, aquifer tests, permeability measurements, rock strength tests, rock and overburden thicknesses, rock types, and direct observations of water and gas. Data gathered or inferred from all of these determine the mining or quarrying geometry and environment: which in turn determine the equipment, development, production, and processing costs. Impurities in gypsum deposits are very important in manufacturing processes. The impurities and their effects vary widely from inert minerals with little effect to reactive minerals with strong and mostly detrimental effects.

In this paper, we consider open pit optimization. At present, most methods specify the economic parameters and then find the corresponding optimal pit. But as the economic environment varies (which it does regularly these days), the "optimal" pit changes and quite often changes markedly. The questions are: by how much does it change and which parameters are most influential? The functional approach of Technical Parameterization of Reserves, devised by Matheron in 1975, gives the set of all the different optimal pits, under any economic condition. It separates technical design and economic assumptions and thus permits the use of several optimality criteria when choosing the final pit, and not just the maximization of an additive profit formula. Very efficient specific algorithms are presented to obtain all the potentially optimal pits. Fluctuations in the parameters induce changes in the optimum design. Inclusion relations that exist generate very tight bounds and hence very quickly detect optima, even when using a classical adaptation of maximization techniques (graph theory, moving cone, dynamic programming ...). The advantage of Technical Parameterization of Reserves over other methods is that it provides a nested sequence of optimal pits which can then be used for mine scheduling. Many possible mining schedules can be obtained by using the family of technically optimal projects to split up the orebody. The "optimal" schedule, which is in fact a compromise between the different requirements of the economists, the mine planner and the metallurgist, can be chosen from within the wide scope of possibilities. A practical example of mine scheduling for a chromite mine is presented in detail.

In 1982, the US Congress passed the Nuclear Waste Policy Act (NWPA) to provide for the development of an underground repository for spent nuclear fuel. This development will be managed by the US Department of Energy. In 1986, the President selected three areas for site characterization to determine their suitability for the development of an underground repository. Those sites were: (1) a site in volcanic tuff located at Yucca Mountain in Nevada, (2) a site in bedded salt located in Deaf Smith County in Texas, and (3) a site in basalt located in Hanford, WA. At present, conceptual repository designs are being developed for each site. A key element of a repository design is the underground ventilation system required to support construction, nuclear waste emplacement, and potential waste retrieval. This paper describes the preliminary ventilation system designed for the repository in tuff. The concept provides separate ventilation systems for the construction and waste emplacement activities. The paper further describes the means by which acceptable environmental conditions will be reestablished to allow reentry into previously closed rooms for the purpose of inspection, maintenance, or retrieval.

The purpose of this study is to obtain carbon dioxide emissions by copper production systems and quantitative merit to use copper scraps in Japan. Electrolytic copper and sulphuric acid originating from the refining gas are produced in the system. In this study, the inventories such as the fuel consumption of the unit processes and the in-house electricity generation were obtained from published papers and public statistical data. The following observations were made based on the Life Cycle Assessment (LCA) method: (1) Carbon dioxide emissions from the production of electrolytic copper and sulphuric acid in the system are about 1.0 kg and 0.4 kg/kg-product respectively. The carbon dioxide emissions attributable to the transportation of copper concentrate correspond to 20% of the total emission. This emission is higher than that of zinc because the metal content in the concentrate is lower than zinc. (2) The carbon dioxide emissions from the system decrease with the recycling of copper scrap to the converting process because the consumption of copper concentrate is reduced. The reduction is estimated to be 0.18 kg-CO2/kg-Cu at the point of 0.1 kg-scrap/kg-blister Cu. This corresponds to 9% reduction for the present system. However, this recycling leads to the decrease of sulphuric acid by 450x103 tonne at the point. The recycling of scrap should be evaluated not only from the reduction of carbon dioxide emissions, but also in terms of sulphuric acid demands as well as advantage of waste management.

Agglomeration for the heap leaching of gold and silver ores is the process of attaching fine ore particles-less than 150 µm (100 mesh)-to coarser particles. The fines are thus immobilized and uniformly distributed throughout the heap. This is needed to make heaps more porous and uniformly permeable to the flow of a leaching solution. This article describes liquids and binders used to form agglomerates. Agglomeration techniques and equipment are also described. These include drum and disk agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse-running conveyors. The need for agglomeration The main reason for agglomerating heap leachable ores is to prevent percolation problems in a heap. This is different than pelletizing iron ore. In the latter case, the purpose is to bond very finely ground material into coarser, strong particles. These particles can then withstand the rigors of transportation and the loading forces in a blast furnace. Most percolation problems in heaps are caused by the segregation of coarse and fine particles during heap construction. This segregation creates areas with significantly lower permeability because fines plug the channels between coarse particles. Consequently, the leach solutions are subject to channeling, following the path of least resistance. They percolate downward through the coarse ore areas and bypass or barely wet areas that contain large amounts of fines. This results in lower extraction, longer leach time, and higher reagent consumption. Permeability problems in heap leaching are compounded because of the vertical migration of fine particles after the heap has been built. These fines eventually accumulate in pockets or layers and impede uniform solution flow. The fines move because they are not attached to a coarser particle. Moreover, the sluicing action of leach solution flowing over the surface of particles may break the bond between fine and coarse particles. Some fines are also created by the decomposition of ores after being wetted. Percolation problems are minimized if the fines can be attached to the coarser particles. Fines are thus uniformly distributed and rendered immobile within the heap. Heinen (1979) conducted comparative tests of nonagglomerated and agglomerated gold and silver ores. He showed that percolation rates through agglomerated material usually are improved by 10 to 100 times. This reduces leach time for economic recovery to less than one-third of that for nonagglomerated material, and total recovery may be increased. Cyanide consumption is also reduced in most cases because of the shortened leach time. Even run of mine (ROM) ore should be agglomerated. This can be achieved with moderate success by passing each truckload of ore under a water spray to bring total moisture of the ore up to about 8% to 10%. The ROM ore will mix when the ore is dumped, when it cascades down the slope of a heap, or when it is pushed up with a dozer. Overall, agglomeration allows low-cost heap leaching technology be applied to gold and silver ores and tailings that could not be economically processed by conventional methods, according to Phariss (1982). How agglomeration works Agglomeration means that the clays and fine particles contained in the ore adhere to the coarser particles. This creates a coating of fines around the coarse particles. When the ore has few fines and the percolation problems are not severe, the addition of a liquid may be all that is necessary to make the few fines adhere to coarser particles. However, when the quantity of fines is substantial, e.g., +10% -75 µm (-200 mesh), a binding agent may be needed. A novel principle for a waste repository, based on a backfilled thermosyphon as the functional unit, is proposed. Such a unit reduces temperatures and temperature gradients in the vicinity of a waste package and in the repository near field, reducing leach rates from packages and thermomechanical disturbance of the rock mass. Preliminary analyses confirm the mode of performance of the system, and reveal some interesting features of material transport and sealing in backfill and rock fissures. The thermosyphon combines attractively with the prospect of developing a near-field geochemical trap with chemical specificity for radionuclides. It is proposed that a thermosyphon repository may provide superior performance of engineered and natural barriers compared with conventional designs. The achievement of the ability to predict accurately the performance of the thermosyphon, relative to other isolation schemes, will represent a benchmark in the understanding of the absolute performance of any repository.

In conventional electrolytic copper production, looped copper starter sheets, on which the copper is deposited, are supported by hard-drawn copper bars. These bars have cross-sectional areas of between 1 and 1.4 in2. The suspension bars serve two purposes: firstly to support the cathode, which can weigh up to 150 kg, and secondly to introduce the electric current. IYI examined these two requirements in detail to see whether a better design could be achieved. Considering firstly the current carrying requirement, it wee noted that under normal refinery conditions, each cathode carries between 400 and soak. If one applies the generally accepted rule that 1 in of copper can carry 1000A4 a suspension bar need theoretically contain only 1/2 in2 of copper. This contention is supported by the fact that the 500A current passed through the cathode also appears to pass quite satisfactorily through the two support loops, which have a cross-sectional area of approximately 0.35 in 2. Turning now to the strength requirements, the cross-section of hard-drawn copper bar required to support a 150 kg cathode is relatively small, and easily met by the present designs. It is not, however, the static load applied by the 150 kg cathode immersed in the electrolyte which causes the damage to the hard-drawn copper, or even the increased static load of a 100 kg man standing on one foot in the centre of the bar; the damage is actually caused by the dynamic loads applied to the bare when they are dropped, thrown into containers, lowered too rapidly into the cell, or otherwise mistreated. The important requirement is therefore that the bar does not permanently bend. Its proof stress of limit of proportionality, rather than the amount that it deflects under static loading, should be the strength criterion. With the hard-drawn copper normally used for the manufacture of suspension bars, it has been observed that the copper becomes annealed during use, particularly at the end of the bar where the current is introduced. Thus, after a relatively short time, the cathodes are in effect being supported by annealed copper bars.

The Pacific Northwest Laboratory (PNL) is developing cover technology for uranium mill tailings that will inhibit the diffusion of radon to the atmosphere. As part of this cover program, an improved radon flux measurement system has been developed. The radon measurement system is a recirculating, pressure-balanced, flow-through system that uses activated carbon at ambient temperatures to collect the radon. With the system, an area of 0.93 m2 is sampled for periods ranging from 1 to 12 h. The activated carbon is removed from the radon trap and the collected radon is determined by counting the 214Bi daughter product. Development of the system included studies to determine the efficiency of activated carbon, relative calibration measurements and field measurements made during 1980 at the inactive tailings pile in Grand Junction, Colorado. Results of these studies are presented.

Introduction Inorganic depressants are chemicals added to the froth flotation process to maintain or produce hydrophylic surfaces on one or more minerals so they will remain in the pulp rather than attach to the air bubbles. Whether a depressant will be effective in depressing a given mineral depends on how it is used and the environment in which it is used. Some depressants must be added and conditioned into the pulp before the collector is added. Other depressants can be added in the presence of previously added collectors and effectively depress the desired minerals. Often the concentration of depressant relative to the collector concentration is critical to making an economic separation. It should be noted that some depressants will only work when specific collectors have been used. Some reagents such as sulfuric acid and hydrogen peroxide essentially act as depressants by altering the previously added collectors so that they are no longer effective. Some depressants such as sodium ferrocyanide are only effective in a very limited pH range and an essentially collector free environment. Major Depressants CaO Milk of Lime is by far the most used depressant both in tonnage and dollar value. Although it is most commonly listed as a pH modifier, it is also an important depressant for pyrite in copper and copper molybdenite flotation plants. Although a simple pH adjustment will often depress pyrite, there are times when grinding with fresh milk of lime is required to obtain optimum depression. Lime is also a molybdenite and gold depressant. NaSH Sodium hydrosulfide is by far the most commonly used reagent to depress copper and iron sulfide minerals in by-product molybdenite flotation plants. NaSH also depresses gold, silver sulfides and silver chloride. ZnSO4 Zinc sulfate is commonly used to depress sphalerite in lead-zinc and copper-lead- zinc flotation plants. It has also been used to effectively depress talc in by-product molybdenite circuits at a pH of 6.5.

When planning for the required amount of storage capacity at a proposed open-pit coal mine or determining when additional storage capacity should be added to an existing operation, the decision must be based on a breakeven- analysis relating the discounted cost of capital for storage capacity to the marginal costs incurred for additional crew call-outs on weekends and demurrage charges. The model developed in this paper uses simulation techniques applied to two coal mines in the Powder-River Basin to determine how much storage capacity is needed and when it is needed. The paper also generalizes the simulation model so that it can be applied to any type of open-pit mining operation. Two important results of the model are (1) all of the mines in the Powder River Basin have excessive amounts of storage capacity, and (2) management is provided with estimates of the total number of hours that crews will have to work on the weekends as annual tonnage increases, and the levels of demurrage costs incurred.

"Built in 1940’s to provide a key roadway arterial between New York and Boston, the Heroes Tunnel is the only highway rock tunnel in the state of Connecticut and is part of the Wilbur Cross Parkway. This 365.0 m long tunnel consists of two barrels, each with two lanes of traffic, and carries over 71,000 vehicles per day. For nearly 70 years, the tunnel has seen millions of vehicles pass through but time has taken its toll and now the tunnel lining, ventilation system and radial section joints are significantly deteriorated and in need of rehabilitation. Owned and maintained by the Connecticut Department of Transportation (CTDOT), CTDOT initiated a unique managed approach to mitigate the risk, social impacts and financial implications associated with rehabilitation of this tunnel. This new approach consists of performing field inspection and conducting a comprehensive study to explore six rehabilitation options, including construction of new tunnels and enlarging the existing tunnels. The main criteria for this study are: Impact on traffic and the resulting delay cost; Construction cost; Construction duration; and Construction complexity. This paper will present the results of the alternative study. PROJECT BACKGROUND Location and Importance Heroes Tunnel is located in the State of Connecticut within the Town of Woodbridge and the City of New Haven near the Town of Hamden border. Heroes Tunnel is the only true highway tunnel in the State of Connecticut. The tunnel is part of the Wilbur Cross Parkway (Route 15), a scenic connection between Hartford and New York. Originally constructed and opened to traffic in 1949, the tunneled portion of the parkway passes through the West Rock Ridge. The tunnel was originally named West Rock Tunnel, but was re-designated as Heroes Tunnel in 2003. Route 15 is a vital roadway within the State transportation infrastructure. In the vicinity of Heroes Tunnel, Route 15 carries approximately 71,000 vehicles daily. Locally, Route 15 provides access to residences, shopping centers, and points of interest, as well as other state roadways. Regionally, Route 15 connects New York to the Hartford area and serves as an alternate expressway route to I-95 and I-91. The tunnel is approximately 365.0 m long and passes through the West Rock Ridge. West Rock Ridge is an 11.3 km long rock ridge located on the west side of New Haven. A network of suburban streets abuts the mountain on all sides and a seasonal paved park road climbs to the crest of the ridge. Figure 1 depicts the tunnel topography and location."

For 30 years, mining operations worldwide have used diesel-powered mobile machinery to mechanize the mining process. South African diamond mines and some US coal mines have 15 years of experience with this type of equipment. During the past eight years, most of the new gold production from underground mines outside of South Africa has been mined by bulk methods using diesel-powered machinery. The underground mining industry, then, has secured and institutionalized the larger benefits created by a technology that was new to mining engineers in the early 1960s. The state of mechanized diesel-powered underground mining is now mature. To survive, though, mine operators -regardless of commodity mined and position in the commodity cycle-must maximize the benefits of diesel technology. The benefits gained in the next seven to 10 years will be realized by tweaking this component, fine tuning that piece of machinery and demanding optimum use of the technology. Manufacturers of diesel-powered machinery share the condition of maturity with their customers. Larger scale and easy market development have occurred. Much has been made of the potential size of the US coal segment as well as markets in China and the Confederation of Independent States (CIS). Indeed, opportunities do exist in these regions. However, these market development opportunities do not imply the market size trend line remains unchanged. They simply mean the potential market size is within reach. In fact, the market size for the product is shrinking.

There has been greatly renewed interest throughout the gold mining industry over the last few years in cyanide recovery from gold and silver plant tailings. This interest has been spmred by two factors. Firstly, the increasing cost of destroying cyanide to levels that meet more and more stringent regulations for tailings impoundment or discharge to the environment. Secondly, many gold ore bodies suffer high cyanide consumption costs as a result of the presence of base metals (principally copper) that react with and consume cyanide during the gold leach. In most cases, the cost of recovering and recycling this cyanide from the tailings is signif­icantly lower than the cost of purchasing new cyanide. When this cost benefit is added to the lower costs of tailings detoxification, a compelling case can frequently be made for cyanide recove1y. A number of processes for recovering cyanide from gold plant barren solutions or pulps have been developed. Most of the processes require that the recoverable cyanide is first converted to the highly toxic hydrocyanic acid gas (HCN) and fears surrounding the handling of this compound have probably presented the great­est impediment to implementation of these processes.

PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. Continuous mining machines are extensively used in the underground coal mining industry. These machines are typically remote-controlled, and severe injuries and fatalities occur every year when a miner is struck or pinned by the machine. Proximity detection systems offer a means to prevent these types of injuries and fatalities by sensing the presence of a miner and disabling machine motion. Researchers at the National Institute for Occupational Safety and Health (NIOSH)have developed the Intelligent Proximity Detection (iPD) system to provide enhanced protection while minimizing false alarms. The iPD system uses a set of pre-defined rules to determine which machine motions are safe and which would present a potential hazard, and automatically disables only the potentially hazardous motions. This system has been installed and tested on a Joy 14CM continuous mining machine at the NIOSH Office of Mine Safety and Health Research in Pittsburgh. Under laboratory conditions, the achievable accuracy and performance of the iPD system has been quantified with respect to a number of variables including position of the conveyor boom, presence of the machine?s trailing cable, and orientation of the miner-wearable component. Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

A general form of pore pressure in a saturated porous medium, which is subject to external forces it has the pressurization of a borehole in hydraulic fracturing, is derived. The pore pressure consists of two parts: the preexisting initial pore pressure and the pressure induced by fluid flow due to the pressure difference caused by pressurizing the borehole The initial pore pressure associates with the effective stresses in the stress, fields of crustal stresses and a thick hollow cylinder subjected to internal and external pressures. The pure pressure weaned by fluid flow is implied in Biot's (1941) constitutive equation for three-dimensional consolidation and proved to be the exact effective pore pressure (Nur and Byerlee, 1971). Using this general form of pore pressure, a general poroelastic model for hydraulic-fracturing breakdown (fracture-initiation) pressure was derived. This model was validated by laboratory experimental results on Indiana limestone. Three sets of tests were conducted under the conditions of preexisting pore pressures of 6, 21 and 28 MPa, respectively. The equal horizontal (confining) pressures applied in the tests ranged from 6 to 60 MPa. Hainison and Fairhurst's (1967) model appear to be applicable to rocks having microcracks or flows. Experimental results of fracture reopening pressures on Indiana limestone supported this assertion. The test results also demonstrated that, when the pressure difference between the confining and the initial pore pressure grows larger than 14 to 21 MPa, the breakdown pressures agree well with the general poroelastic model developed in this paper. This indicates that the developed model will be superior when hydrofacturing stress measurements are conducted at great depth.
