Since 1998, environmental extremists have waged war with the central Appalachian coal industry in West Virginia and Kentucky. In particular, they have filed three lawsuits challenging the legality of excess spoil ‘valley fills’ under CWA, NEPA and SMCRA: 1) Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D.W.Va. 1999), rev’d. 248 F.3d 275 (4th Cir. 2001); 2) Kentuckians for the Commonwealth v. Rivenburgh, 204 F.Supp. 2d 927 and 206 F. Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. INTRODUCTION AND SUMMARY This short paper deals with the history of the Nickel Plate Mine from 1898 to 1987, with the major focus on the time period 1984 to 1987. Operations from 1898 to 1955 are reviewed in a cursory manner with the emphasis on some interesting points in the early 20th century. A review of the major exploration work carried out in 1984 to 1987 is presented and the process of moving the project through feasibility, government permitting and construction is described. The Hedley gold camp is situated approximately 40 kilometres east-southeast of Princeton, in southern British Columbia. The area has had a long history of gold mining and between 1902 and 1955 approximately 1.5 million ounces of gold were won from several mineralized skarn orebodies. Most production came from the Nickel Plate and Hedley Mascot mines. AN EARLY TO MID 20TH CENTURY SUMMARY The Nickel Plate is one of the oldest mines in the province. The mine had operated from 1904 to 1930 and, after a period of shutdown, from 1934 to 1955. The mine was revived in 1967 for exploration and. will resume production during the first half of 1987. In the first period the Yale Mining Company and Daly Reduction Company operated for six years and Hedley Gold Mining Company for twenty-one. In the second period the mine was operated by the Kelowna Exploration Company Limited and Kelowna Mines Hedley Limited for twenty-one years. In the present period the mine has been revived by Mascot Gold Mines Limited.

The AZTEC is an automated instrument, for the non-destructive analysis of gold ore samples, which uses energy dispersive X-ray fluorescence (XRF), This is achieved by X­ray tube excitation of gold K X-rays. The first production instrument was commissioned at Vaal Reefs Chemical Laboratory (VRCL) in November 1987, followed by two second generation instruments in 1989. AZTECs have also been installed at Western Deep Levels and at Anglo American Research Laboratories (AARL). A further unit is being assembled at Ashanti mine, Ghana. At VRCL the AZTECs are used primarily for the evaluation of mine (stope) samples. Each of the production instruments can routinely analyse 650-700 samples per day, with the aid of a robotic sample transfer system. Various techniques have been evaluated for increasing sample throughput. For example, higher value samples can be counted for a shorter time to obtain the necessary relative precision.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL'CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol'chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol'chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol'chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. It has been approximately four years since the International Agency for Research on Cancer (IARC) reclassified crystalline silica as a "group one" substance. Since then, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease, and several aggressive campaigns have been developed to increase awareness of silica-dust-related problems in the industrial environment. New analytical techniques are now being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper discusses the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

About 45-50% of the coal mined in the U.S. passes through coal preparation plants; east of the Mississippi River this number increases to about 75-80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation, as commercially practiced today, is an effective process achieving 75-803 ash reduction, 15-8m trace element reduction, and 85-90% Btu recovery; it is less effective for pyrite reduction (35-70%), and on-line operating time (40-60%), and suffers from obsolete control systems. Methods will be discussed for reducing costs of coal preparation and improving the performance of coal preparation plants. Comments are included on equipment selection, especially for -28 mesh coal, and prep plant operation and control practices. Btu recovery, ash and pyrite reduction, fines processing including dewatering and slurry fuel use options are emphasized. Trace element removal and expert control systems for maximization of prep plant operation also will be highlighted.

This paper presents the excavation of the Roosevelt Island Valve Chamber, the final of three chambers in Stage One of New York City's Third Water Tunnel. The valve chamber and passageways 13 379.7 cu m (17 500 cu yd) are drilled and blasted. The rock is stabilized by grouted rock anchors. The 6.1 m (20 ft) diameter shaft is drilled, blasted, rock bolted and wire meshed for a depth of 70.7 m (232 ft). Then shaft excavation proceeds with immediate concrete lining for another 120.7 m (396 ft). Two 6.1m (20 ft) diameter manifolds are excavated using heading and bench. The raise drilling of eight 3.7 m (12 ft) diameter laterals occurs during lower shaft sinking.

A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent.

"This article explains the ways in which investment on mining infrastructure is a geopolitical issue. It discusses the effect of installing sufficient infra structure to get the product to the world market, and argues that there is a risk involved in depending on traditional suppliers who wish to invest in the infrastructure. It explains how to make a distinction between dedicated purpose infrastructure and general use infrastructure by examining the positions of the main actors in mining projects. It argues that these positions can not be understood as analogous to projects in developed countries. To conclude, infrastructure is a crucial link in the supply chain to market but the relative size of such projects in relation to the economy means that investors decisions in developing countries have quite different implications from those in developed countries."

The “Eggequerung” is an important part of the German Railway’s (Deutsche BahnAG) modernized Dortmund—Kassel line. The heart of this 13-km-long (8 miles)construction lot is the double-track Egge Tunnel with a total length of 2,880 m(9,450 ft.). The tunnel was driven using the New Austrian Tunnelling Method (NATM).The construction contract also called for a reinforced concrete secondary lining, guaranteed for a full water pressure of 30 m (100 ft.) water column. Preliminary geological study already showed that very problematic geological-hydrological conditions would have to be expected. This talk describes the chosen NATM driving concept that was adapted to the prevailing geological and hydrological conditions, the special driving method applied in geologically difficult zones as well as the water control concept used during driving. The flexibility and the limits of the NATM under exceptional hydrological conditions are illustrated. Also described are reinforced concrete lining works for the watertight secondary vault (reinforced concrete secondary lining without water-proofing membrane).

The Flotaire Flotation Cell is a simple, efficient hydraulic/pneumatic Flotation Cell that has no moving parts. It is normally used in conjunction with a surfactant (frother) in which case the combination is known as "The Flotaire System". On many ores, metallurgical efficiencies are substantially increased and operating costs reduce. For example, in floating phosphate rock, it is not unusual for BPL recovery to be increased more than 10%, the major increase being due to floating coarse phosphate, up to 14 mesh, and the difficult to float phosphate. Substantial improvements have also been made on coal, mica, vermiculite, kaolin, barite, copper, etc.

The presentation named 'Dewatering of fines by Rotary Vacuum Disc Filters' has an opening why the filtration process is important to the Iron Ore Industry. It goes on to describe the various types of dewatering machines which have been used in this industry in the last 30-40 years, and where the vacuum disc filters now dominates. It presents also the most important design changes which have been made during this period to enhance performance. Further are discussed the principles of filtration and the factors and parameters which influence performance and operating costs. As a closing is presented today's ideas and thoughts about what can be foreseen of design modifications and improvements in disc filter design in the coming ten years.

Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

The purpose of this study is to investgate the coal dust explosion characteristics and to search for the prevention methods of the coal dust explosion as well as the propagation of the explosion flame of the middle-bearing coal formation in Taiwan by an open type coal dust explosion apparatus in laboratory. The coal samples were taken from the typical middle-bearing formations of the Sam-Ming,Tai-Ho and Lee-Fong coal mines The rock dusts, the free water mixture with coal dust samples and the interval clean out the coal dust in the testing chambers were applied for preventing the coal dust explosion and the propagation of the explosion flame.

The Endeavour Colliery is operated by Powercoal Pty Ltd. It is located in the Central Coast of New South Wales, Australia. The mine has been in operation for about 30 years, producing around 600,000 tons of export coal annually from two production sections. On June 28. 1995, an explosion occurred underground in the 300 Panel at approximately 9:50 a.m.. There were thirty miners underground at the time of the explosion, all of whom were safely evacuated. From June 29 through July 10, personnel did not enter the mine. However, gas samples of the mine atmosphere were obtained from underground monitoring stations and analyzed. Samples were also obtained from boreholes that were drilled from an adjacent mine. On July 10, the atmosphere at the underground monitoring locations and at the boreholes appeared stable with minimal risk of combustion occurring underground. Plans were developed to begin the recovery of the underground workings. The recovery of the underground workings was completed on July 13. The underground investigation of the explosion began on July 14. The investigation was conducted by the New South Wales Department of Mineral Resources. Technical assistance was pro- vided by the United States Department of Labor's Mine Safety and Health Administration (MSHA).

This new chemistry is based guanidine functionality - (R2R2N) 2 C = N R2 on the In developing the use of the guanidine functionality for the recovery of gold as the aurocyanide anion from leach solutions and pulps, Henkel has, as its objective, the development of an effective gold selective ion exchange resin. As will be seen, the initial investigation of the properties of the guanidine functionality in the solvent form for gold recovery lead to some significant metallurgical developments of their own but, the foremost objective was, and remains, the development of a resin for gold recovery. As a part of this development project, Henkel has entered into association with Mintek, South Africa, and this ongoing association has the potential to develop RIP/RIS technology for the gold industry. More details on Henkel's gold recovery technology and Mintek's role in this programme are given in (1). an The application of ion exchange resins to gold recovery is not new and many reviews have been published on the advantages of this process, and on the current state of the art of gold recovery by ion exchange resins. (2)(3)(4) Widespread application of ion exchange resin based processes for gold recovery has, however, not occurred to date. Fleming and Cromberge (5), described some significant pilot plant RIP trials in South Africa and the partial success of these pilot plant trials held out the tantalising possibility of a breakthrough in gold recovery based on RIP technology. Despite this pioneering work, only two really significant applications of RIP technology for gold recovery exist today. These are the Golden Jubilee Plant in the Eastern Transvaal South Africa and the widespread, although in some respects technically backward, use of ion exchange for gold recovery in the former USSR. There are two main reasons for the current scarcity of RIP and RIS plants used for gold recovery. These are: 1. 2. The perceived problems of engineering RIP plants The lack of a resin having suitable chemistry for both gold loading and gold elution The problems of engineering RIP plants have been largely overcome in the last 25 years. Much of the development in RIP plant design took place in the uranium industry during the rapid expansion of that industry in the mid 1970's. In addition, the development of CIP engineering systems has lead to the development of in-pulp solid extractant based metallurgical plant designs which can, with limited modification, be adopted to RIP. The lack of a resin having suitable chemical properties has almost certainly been the main reason for RIP/RIS not being introduced into the gold industry over the past decade. "The MINER Act requires the installation of post-accident, two-way communications and electronic tracking systems for all coal mines. One communication system which can satisfy this requirement is an electrode-based, through-the-earth (TTE) communication system, which sends signal directly through the overburden of a mine. The performance of these types of systems relies on several controlling factors such as earth conductivity, overburden depth, operating frequency, TX/RX antenna length, TX/RX offset, TX/RX orientation angle and TX current. In an effort to estimate attenuation through the earth, NIOSH researchers developed an analytic solution for the electrical field distribution of an electrode-based TTE communication system for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source. The analytic model was then validated using test data measured at an operating coal mine. The validated model can be used to optimize the operating frequency, estimate the required transmitting current, choose appropriate TX/RX orientation, and predict the performance of an electrode-based TTE system at a coal mine. INTRODUCTION One of the requirements of the Mine Improvement and New Emergency Response Act (MINER Act) of 2006 is the installation of post-accident, two-way communications and electronic tracking systems for all underground coal mines. As one of the through-the-earth (TTE) wireless communication methods available for the mining industry, the electrode-based, or linear, TTE systems establish communication by inducing a current within the earth medium by use of a pair of current probes. The resultant current is detected as a voltage by a similar set of distant probes. These probes could be an insulated piece of wire tied to two electrodes grounded at distant ends, or the grounded ends could be rails, roof bolts, or grounded electric rods. The analytical solution developed in a homogenous half-space, for this form for various transmitter/receiver (TX/RX) configurations, will be presented in this paper. The communication signals can be sent either from underground to surface (uplink) or from surface to underground (downlink). In order to achieve a successful communication link, it is necessary to understand the electric fields within the earth so that the appropriate size of transmitting antenna, TX/RX relative orientation, and operating frequency can be chosen. Hill and Wait gave the explicit forms of partial magnetic fields and partial electric fields of electrode-based TTE downlink communication with finite cable length [1]. In prior research, the E-fields of electric line transmitter were obtained for a static TX current [2] [3]. In this paper, the general and explicit forms for electrode-based TTE electric fields are developed and presented. The solutions for the extremely low-frequency (ELF) range (< 30 Hz) or DC excitation source obtained from these forms are presented. Also, factors that affect the E-field strength at RX are discussed."
