Restoration of a wetland which was initially disturbed at the turn­of-the-century will be undertaken to compensate for the temporary loss of wetlands associated with future mining operations. The proposed mitigation area exhibits xeric conditions as a result of past dredging and gravel mining operations which had the effect of lowering the flood plain surface and wasting the fine surface sediments. Together these mining activities resulted in complete alteration of the surface and subsurface water systems. Water which had inundated the soil profile, now flows on the basalt bedrock, surfacing only for a relatively short time during high flow periods. The conventional approach to wetland restoration in this type of area is to remove surface material in an attempt to bring the surface nearer to the underground water. These operations would require the removal and redistribution of large quantities of gravel, cobbles and boulders and the attendant destruction of existing wetland areas. Rather than lowering the surface elevation to the water level, the mitigation plan conceptualized for this project involves forcing the water to the surface by creating subsurface ponds behind four impermeable barriers. The barriers will extend vertically from the bedrock to the surface. Surface berms will be constructed along the length of each groundwater barrier to enhance sediment deposition and encourage the development of wetland vegetation. This is the least expensive and least invasive method of creating a wetland which will remain saturated to the requisite degree and for the amount of time required for classification as a wetland as defined by the 1989 Federal Manual for Identifying and Delineating Jurisdictional Wetlands.

Svedala started a development program in 1997 to develop a process to convert waste tires into valuable commodities. A review of numerous approaches revealed short-comings in the various approaches either process, mechanical, combination of factors, or trying to emphasis the production of low value products. A market study revealed that a process that could produce a good grade of carbon black would be economically feasible. This paper discusses the laboratory and pilot plant development and commercial plant design.

This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Gold ores containing high levels of cyanide-leachable copper minerals, such as covellite, chalcocite, bornite, malachite, azurite, and cuprite have traditionally been difficult to treat economically. A novel hydrometallurgical process for efficient treatment of cyanidation effluents obtained by leaching high copper gold ores (or concentrates) based on the use of Cherokee Chemical organo-sulfur reagents (OSR-A, OSR-B and OSR-C) is described. The process may be modified to selectively precipitate silver, or completely recover silver, copper and zinc, as well as regenerate significant amounts of cyanide. For example, data obtained demonstrate that 100 % of silver and zinc, and 98 % of copper were removed from the solution, while 80 % of cyanide was recovered. The treated barren solutions exhibit enhanced gold and silver leaching kinetics compared to the untreated controls.

The world's reserve base is adequate for at least 100 years at the current consumption rate. China, India, and the U.S. are expected to remain the leading producing countries. The U.S. will continue to be the largest consumer of the production. None of the known substitutes for barium sulfate are expected to impact existing applications. World production in 1995 was 4,410Mt. This is about 50% of the projected capacity. Consumption is directly proportional to hydro-carbon well installation activity. Imports are expected to continue to supply more than half of the U.S. requirements.

Before and during in situ mining at the Santa Cruz In Situ Copper Mining Research Project test site, hydraulic testing was conducted at injection and recovery test wells to characterize patterns of fluid movement in the 5-spot well field. Testing included borehole spinner flow meter surveys, single-well and multiple-well injection and recovery tests, straddle packer injection tests, and bromide pulse tracer tests. Results of hydraulic testing for determination of fluid flow regimes were used to modify well and mining zone hydraulics for the purpose of increasing fluid migration in flow pathways of the mining zone with higher copper grade.

Ultra high density underflow is required in many thickener applications and in mineral processing is typically required for tailings to improve the thickened slurry rheology for either tailings dam development or for paste backfill applications. The improved liquid-solid separation resulting from the production ofultra high density underflow has both environmental and process benefits in the gold industry. Additional cyanide is recovered in the thickener overflow thus reducing plant cyanide costs and perhaps more significantly, a reduced quantity of cyanide is discharged to the tailings thus reducing either the toxic effect on the environment or the costs of cyanide destruction. Many gold and other mineral processing plants are situated in arid regions where the cost of water is high and the quantity often very restricted. Ultra high density thickened underflow results in increased recycle of tailings process water to the plant. In Countercurrent Decantation circuits, the wash efficiency is very dependent on the degree of liquid-solid separation in each thickener stage and the benefits ofultra high density underflow are either increased efficiency or decreased equipment costs as it may be possible to reduce the number of stages in the circuit.

Construction projects may be delivered under one contract package or multiple packages divided by discipline, geographic location, or other characteristics. Dividing the construction into contract bid packages is called contract packaging, and is a vital and strategic aspect of effectively delivering tunneling projects. The process of contract packaging considers many factors, including the type of project, location, and owner?s priorities. This paper describes the key facets of the contract packaging process used recently on several tunnel projects, reports, where possible, on the success of the process, and concludes with recommendations for applying this process to achieve the right contract package.

Following the completion of the 7,600 m primary access tunnel by Kiewit/Parsons Brinckerhoff (K/PB) in April 1997, an exploratory East-West Cross Drift Tunnel was constructed at the Yucca Mountain Project over the proposed future repository block for high level nuclear wastes. The 2,681 m (8,796 LF) East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a re-built Robbins 5.000 m (16’-5”) hardrock TBM with a special arrangement of supporting equipment. Details of the unusual site and contract conditions will be discussed as well as with the unique tunnel equipment specified by the Owner. This portion of the Yucca Mountain project required eight months to complete.

The U.S. Bureau of Mines performed engineering and economic analyses on 130 domestic phosphate mines and deposits, all containing demonstrated resources, of which 73 are in the Southeastern states of Florida and North Carolina, to determine the domestic availability of phosphate rock. Of the total domestic resources studied (6.4 billion tons of recoverable rock) over 60 percent is found in these two Southeastern states. At an estimated cost of $30 per ton, in January 1981 dollars, approximately 1 billion tons of rock is potentially recoverable from Southeastern deposits, increasing to 3 billion tons at $45. In addition, there is nearly 6 billion tons of recoverable rock at the inferred level (some presently unmineable) in Florida and Georgia.

INTRODUCTION The Empire Mine is an iron ore mining, concentrating and pelletizing facility operated by The Cleveland-Cliffs Iron Company in the Upper Peninsula of Michigan. Owners of the mine are Inland Steel, LTV Steel, Wheeling-Pittsburgh Steel and Cleveland-Cliff s. The orebody is a fine-grained, low grade iron formation with magnetite as the primary constituent. Also present are iron carbonates, iron silicates, chert, hematite, goethite and quartz. The original six concentrating lines were started in late 1963. Successive expansions of ten lines in 1967, five lines in 1974 and 3 lines in 1979 have resulted in Empire reaching a present annual capacity of 8.0 million long tons of pellets. The Empire flowsheet was developed over several years of laboratory bench testing, pilot plant testing and testing of a full-scale primary autogenous grinding circuit. Since the original flowsheet was established, modifications have been made based on pilot plant and full-scale plant tests. The present flowsheet for three sections of the concentrator consists of one stage of crushing, two stages of closed circuit autogenous grinding, two stages of magnetic separation, one stage of hydraulic concentration and two stages of flotation (rougher and scavenger). The flowsheet for the fourth section of the concentrator (Empire 4) is the same as the first three sections, except a crusher has been added to crush excess pebbles. The Empire 4 flowsheet appears in the at- tached figure. PRIMARY GRINDING CIRCUIT FLOWSHEET Empire has a total of 24 individual grinding lines. However, at the present time, Line 1 is not being used for processing crude ore. The primary mill on Line 1 is now grinding flux stone for fluxed pellet production and the secondary mill is being used as a ball mill to grind rougher flotation tailings prior to a scavenger flotation circuit.

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. The Leeville underground mine has been in operation since 2006 and currently produces 3,500 tons of ore per day with an average gold grade of 0.34 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, a long-hole stope and cut-and-fill mining methods are used at the deposits which are divided into several mining zones. Cemented rock fill (CRF) is used as the backfill in the open stope. CRF design includes the aggregate design, the ratio of cement and fly ash design, and strengths for the long-hole stope and cut-and-fill. In the aggregate design, the particle size distribution is one of the most influential aggregate characteristics in determining how it will perform as a basic backfill material. Gradation helps determine durability, porosity, cement and water requirements, strength, and shrinkage. To cut the backfill cost, fly ash usually is added into the binder to replace some part of cement. However, adding fly ash can affect the strength of the backfill. The reasonable percentage of fly ash is also important for making a good and low cost backfill. Based on the different mining method, the different backfill with different strength is designed. A systematic quality control procedure for aggregate and backfill is followed. After four yeas application, CRF system in Leeville achieved very good results.

Location Xiaolangdi is located in the Henan province of the People’s Republic of China. The distance between Xiaolangdi and the capital of Henan, Zhengzhou, is about200 km. Xiaolangdi is located on the Yellow River at the end of its big characteristic knee. It can be easily found on the map by locating Luoyang. The closest big city to Xiaolangdi is Luoyang (about 45 km). This city has about1 million inhabitants and is well known also to foreigners for its famous historical past. It has been the capital of China through 10 dynasties in former times. Overview The Xiaolangdi Multipurpose Dam Project is located at the last gorge of the middle reach of the Yellow River. The main purposes of the project are: -flood control, - ice jam control, - sediment control, - irrigation, - water supply, - hydroelectric power generation. The project consists of many structures, these are 10 intake towers, 9 flood &sediment tunnels, 6 power tunnels, 1 underground powerhouse, and 1 zone dearth and rockfill dam with a sloping impervious core, 154m high, with a crest length of 1317m. The powerhouse mainly features 6 turbine and generator units of 300 MW, totalling installed capacity of 1800 MW and annual energy output of5.1 GWH. The total storage capacity of the reservoir is 12.65 billion m³ of which 5.1billion m³ is live storage. Of the Yellow River drainage basin, 694,000 km2 or 92,3percent is located upstream of Xiaolangdi Dam Site. Xiaolangdi is located in a key position for flood and sediment control of the Yellow River. Upon completion, Xiaolangdi Dam and Reservoir will effectively mitigate catastrophic floods, the control level will be increased from the present less than 100-year return period up to 10,000 years. It is appropriate that this opening session of HAZPAC '91 and Randol Gold Forum CAIRNS '91 should address the question of what the two industries can learn from each other. The panel is made up of members with experience in both industry. Several are experts on managing both hazardous waste and the mine/mineral processing environment. There is a marked difference in the regulatory needs with respect to treating and disposing of mining and mineral processing wastes, and "hazardous" or industrial waste materials. The topic of this paper is on the things that the two industries have in common: Many of the processes and technologies that are being used or are currently being developed for treatment of hazardous waste are the same or similar to the processes that have been used for decades or k,nger in the mineral processing industry. Hazardous waste treatment and remediation of contaminated solid and/or groundwater is a relatively new industry. Many of the practitioners in this new industry are relatively inexperienced in most of the "new" technologies that are being applied or developed.

The more than 40,000 mining industry professionals that are expected to attend the National Mining Association’s(NMA) MINExpo International2000 trade show and conference will be treated to the exhibition’s largest display ever. The exhibit is expected to cover more than 60,385 m2(650,000 sq ft) and feature more than 1,300 exhibitors. The event is set for Oct. 9-12, 2000 at the Las Vegas Convention Center in Las Vegas, NV. Richard L. Lawson, NMA’s president and chief executive officer, said, “MINExpo 2000 will showcase everything that mining is proudest of. This is the largest premier mining exposition in the world.” MINExpo is held every four years.
