INTRODUCTION Background Early in 1972 our firm was asked by Cominco, managers of Arvik Mines Limited, to carry out an underground exploration programme referred to as the "Polaris Project" on a zinc-lead deposit in Canada's High Arctic. We had carried out numerous projects in the far north but this was to be the first long decline driven in perma-frost. Despite the short notice it was possible to meet the quickly approaching summer shipping deadline. We were able to do this by drawing heavily on our own and Cominco's background in Arctic operations. The project was an excellent example of owner-contractor co-operation and this spirit was responsible for the success of the project. Unusual Aspects There were a number of unusual aspects of the Polaris Project which are discussed in this paper. The extremely remote location, the short shipping season, and the fact that the work was carried out in permanently frozen ground, when combined with the lack of handy fresh water and a very severe climate, make it unique in many respects. Despite these handicaps, a record was set during the driving of the exploration decline.

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

As the Powder River Basin coal industry has grown, many changes have occurred in the coal market, the economy and the Basin's methods of dealing with competition in the coal mining business. This article notes the mines that have changed to draglines as the major overburden-stripping tool. The Powder River Basin is defined as those mines within a 97 km (60 mile) radius of Gillette, WY. Mines to the north and south of this area - Decker, Spring Creek, Glenrock - have used draglines more extensively. The reasons for the conversions to draglines at each mine, and the specific timing of these changes, were different. However, the driving factor was economics. As coal production increases, strip ratios increase and coal sales prices decrease, mines must find ways to deal with rising costs and falling revenues. The primary method used has been conversion of overburden stripping to dragline operations. Stripping ratio equals the bank cubic yards of overburden removed for every ton of coal mined.

It is hypothesized that the Hotelling valuation principle (HVP) can determine the value of developed gold reserves using simple methods and easily obtainable data. This paper reports the results of an empirical test of this hypothesis. The model for the HVP is given by [V R=Cp-0(1) or V - CP-0' R(2)] where p = current spot price of gold per oz, [c] = average extraction cost of gold per oz, V = current market value of the gold in the ground (dollars) and R = gold reserves (oz). Using publicly available data from North American gold companies, we obtained data for V, R, p and c, and we ran a simple linear regression using Eq. (1) as the definition of the dependent and explanatory variables. By examining the value of the coefficients of the resulting regression equation, we can draw conclusions as to whether or not the HVP can be confidently used as an estimator of the value of developed gold reserves.

High value materials, such as gold, platinum and other precious metals are subject to loss through unauthorized removal from mines, smelters, refiners, and other places where such materials are processed. A study published in 20011 determined that between 1994 and 1998 an average of 603 kilograms of gold per year was stolen from South African miners and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kilograms of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered2. Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum, and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.

In order to provide a reference framework for discussing the applicability of drilling technology to shaft construction in coal mining ventures, it is meaningful to review the history and nature of United States coal mines relative to shafting. Coal mining in the United States is characterized by shallow depths relative to most of the coal mining world. While the trend is toward deeper and deeper mines, many new mines have shaft depth less than 800 feet, and a large number of operating mines are drift or outcrop mines utilizing shafts for ventilation and portals. In the past, shafts of 200-300 feet have been commonly constructed. The use of conventionally sunk shafts at present and in the past is due in part to the shallow shaft length required, favoring conventionally sunk shafts. Another factor is that large shafts are required for multipurpose and production shafts. A third has been the practice of utilizing shaft construction contractors who had been until recently very competitive with raise drilled shafts at shallow to moderate depths. Recently, however, the costs of conventionally sunk shafts have skyrocketed. Too, more shafts are being required. Several factors are responsible among which are: (1) The increasing depth of shaft required for new mines and for shafts in advance of old mines. This significantly affects unit costs, e.g. $/yd3,of conventionally sunk shafts. Moreover, more gas is encountered in the shaft sinking operation.

The movement of radon away from its source in porous media is determined by two key parameters: the fraction of the total radon formed which enters the intergranular pore spaces, termed the emanation coefficient, and the transport processes which exist in these pores such as diffusion and convection. The first parameter, the emanation coefficient, is of primary importance since it is a measure of the actual amount of radon which is free to migrate within the media. The effects of particle size and radium concentration on the emanation coefficient were examined using a quartz-pebble conglomerate ore from the Elliot Lake mining district of Ontario. It was found that the smallest particle size examined (<74 µm) had the highest radium concentration and contributed the most to the radon emanation. A one-to-one correspondence between radium concentrations for the various particle size fractions and radon emanation was not observed. Samples were examined using scanning electron microscopy and very small particulates were observed to be present on the particle surfaces. When these very small particulates were removed from the host particle surfaces by rinsing, the radon emanation decreased by a factor of 17. This result indicates that most of the emanation comes from the very small particles. The effect of moisture on the emanation coefficient was examined qualitatively and a trend of increased radon release with moisture content was noted.

With the end of active copper mining in 1983, the extensive underground mine workings and the Berkeley Pit, one of the largest open-pit mines in the United States, began to flood. Daily in- flow to the pit is about five million gallons per day, with the water level rising at a rate of 30 feet per year. To support the remedial investigation and feasibility study, a six-layer, three-dimensional MODFLOW-based ground water flow model was constructed to simulate the 9,100-acre site. The vertical domain of the model extended over 1,060 feet of elevation difference and consisted of a finite difference grid of 89 rows by 54 columns. All work was PC- based. Model boundaries were assigned to correspond to natural hydrologic features such as geologic contacts, faults, and surface water features. The fully calibrated model was approved by the State of Montana and the U.S. Environmental Protection Agency (EPA) for use in the site remediation. The computer model was used to determine ground water flow velocities and contaminant travel times within the alluvial sediments adjacent to the Berkeley Pit. The purpose of the model was to predict future alluvial ground water flow directions should acid- and heavy metal-laden flood waters filling the Berkeley Pit rise up and enter the Alluvial Aquifer.

Several economic factors have caused the surface mining industry to require large-capacity shovels and trucks for efficient, high-production, low-cost operations. Some of those factors include technological advancements in equipment, commodity market depressions, increased labor and maintenance costs, contractural obligations and harsh operating conditions. The difficult operating conditions in surface mines, however, pose challenges to the use of high-capacity equipment. They include space limitations, weak over-burden, and weathered soils and rocks. So mining companies face major challenges in selecting appropriate shovels to meet the technical, operating, safety, environmental and economic requirements of their mines.

Determination of the pre-mining geochemical baseline in bed sediments in watersheds impacted by historical mining activity is important in establishing watershed restoration goals. We have developed methods to solve this problem in the Animas River watershed, southwestern Colorado, using geomorphologic mapping to identify terraces that contain pre-mining sediments. Following a systematic evaluation of possible sites, we collected samples of pre-mining sediments in gravel deposits from 21 sites throughout the watershed. Geochemical analysis of individual layers has produced a chemical stratigraphy that can be tied to the historical record through geochronological and dendochronological studies. Analysis of geochemical data, when coupled with the historical record, clearly shows that there has been a major impact on the geochemistry in bed sediments in the active stream channel by past mining activities. Historical mining has resulted in a substantial increase in metals in the very fine sand to clay-sized component of the bed sediment of the upper Animas River, and Cement and Mineral Creeks, which are the major tributaries of the Animas River. Enrichment factors for metals in modem bed sediments, relative to the pre-mining sediments, range from 1 to 6 for arsenic, 1 to more than 10 for cadmium, 1 to about 15 for copper, 1 to more than 25 for lead, 1 to more than 10 for silver, and 1.6 to more than 12 for zinc. The pre-mining bed sediment geochemical baseline is high relative to average crustal abundance values of many metals. The Animas River watershed above Silverton, Colorado would be readily identified as a highly mineralized area suitable for mineral exploration if it were not disturbed by mining.

It has recently been discovered that the pH at which gold can be extracted from cyanide solution with primary, secondary, and tertiary amines can be increased 2 to 5 pH units by the addition of modifiers. Under these circumstances gold can be extracted at pH values from 9 to 11, commensurate with the pH range found in cyanide leach liquors. The selectivity of the amines and amine/modifier combinations for AU (CN)[-2] over other metal -cyanide complexes is presented and discussed. In addition, potential applications for the solvent extraction of gold from cyanide solutions are discussed.

To address the problem of grade estimation in a general three-dimensional shape and the uncertainty associated with the estimate, the technique of jackknifing/ block-kriging shortcut is proposed. A new estimator called jackknife kriging is introduced first. Through the jackknife variance, a confidence limit for the reserve-grade estimate can be calculated. Unlike the kriging variance, which is more a measure of data configuration and which is independent of data values, the jackknife variance reflects the true variability of the data. This approach provides a simple way to set a confidence level for global estimation of resources.

Field investigations and office studies were used to develop criteria and cost parameters related to the geologic aspects of the proposed project. These results were employed in optimization of layouts and comparison of alternative schemes, leading to selection of the recommended program. Study of project features included the development of subsurface shafts, tunnels, and mined storage areas, and the utilization of existing surface quarries. These project features were proposed for construction within the bedrock units underlying Chicago. Principal geologic considerations included bedrock structure, stratigraphic sequence of units, rock competence and uniformity, and requirements for aquifer protection. All geologic factors were interrelated with other project considerations such as surface hydrology, hydraulics, and urban setting. Data for analyses was acquired through an exploration program conducted intermittently between 1967 and 1971, in addition to that already available through numerous explorations and well constructions in the project area. The exploration program included seismic surveying, core drilling, geophysical borehole logging, and water pressure testing of boreholes, and water well drilling and testing. Extensive laboratory tests were conducted on core samples. The data formed the basis of studies enabling the formulation of preliminary design and siting criteria resulting in construction cost evaluation.

In a joint exercise, the European Commission, (led by DG Enterprise), the EU Member States, the various sectors of the Extractive Industry, and WWF have developed a set of Sustainable Development Indicators specific to the non-energy extractive industries. Of equal significance, a Voluntary Scheme for publicly reporting the data has been created. This paper presents these indicators at the company level and explains the role of companies and trade federations in establishing the reporting process. This has been achieved in just 18 months and the paper identifies 6 Success Factors, which have made this possible. It is believed this is the first Scheme of its kind to be put into place and to have begun operation. It is a model for co-operation between government, the NGO sector and industry. The first set of data, based on the reference year 2001, has been gathered. The SD performances of the European Minerals Industry will be publicly reported on for the first time, on the basis of these 2001 data by industry sub-sector. The Member State level Indicators will follow to complete the picture.

A conference attended by a limited number of invited participants was held last September in Denver under the auspices of the Underground Construction Research Council of ASCE funded by the National Science Foundation (RANN) to explore the problem of accelerating the transfer of advanced geophysical technology, used principally in the petroleum exploration industry, into more effective and widespread use in subsurface investigations for underground construction. There are technological problems, but technical difficulties and unfavorable ratios of benefits to costs are not the major obstacles. The problem centers on the complex way in which potential net benefits are translated into effective incentives to innovate for each actor in the complex web of individual, corporate and institutional entities involved in the planning, designing, building, funding, operation and ownership of major underground construction projects. The entities responsible for site investigation, design concepts and specifications do not directly bear the risks of unanticipated costs and failures, nor directly gain from savings. The conventional unit-price construction contract is strongly implicated in blocking innovation. Problems of risks and incentives, more than technical feasibility, must be solved before large investments in technical adaptation and adoption can occur.

The GPS based real time Mine Management and Truck Dispatching System for optimization of productivity is being installed in the Panchpatmali opencast bauxite mines of India. This paper dealt in depth on GIs and GPS and their present roles in the Indian mining scenario.

Introduction Occurrences of platinum group minerals (PGM) in mafic and ultramafic rocks in association with Cu-Ni mineralization are well known. Yet for the Duluth Complex, a large body of dominantly mafic igneous rocks in northeastern Minnesota with significant Cu-Ni mineralization (Bonnichsen, 1972; Boucher, 1975; Watowich, 1978; Weiblen and Morey, 1980), little has been published concerning its platinum group element (PGE) contents and mineralogy. In a previous study of massive sulfide rock, sperrylite (PtAs2) was found in nickel arsenide and recovery of arsenide minerals by flotation has been investigated (Iwasaki et al., 1986; Ryan and Weiblen, 1984). Recently, an announcement was made of the discovery of significant quantities of platinum and palladium [peak assay values of 9 g/t (0.27 oz per st)] in an interval of a drill core with disseminated sulfide mineralization 16 km (10 miles) southeast of Ely, MN (Anon, 1985; Sabelin, 1985). This paper describes PGM from the Pt-Pd-enriched zone and evaluates their potential for concentration. Geologic setting The Pt-Pd zone occurs in the South Kawishiwi in¬trusion near its basal contact at 734 to 737 m (2408 to 2418 ft) depth. The South Kawishiwi is one of several minor mafic intrusions that constitute the western margin of the Duluth Complex near Ely, MN (Fig. 1). It is com¬prised of a 70.1- to 350.5-m (230- to 1150-ft) thick sul¬fide-bearing basal unit of troctolite with minor amounts of anorthosite, norite, picrite, and oxide layers overlain by a troctolite unit with interlayered anorthosite (Bonnichsen et al., 1980; Foose, 1984; and Foose and Weiblen, 1986). The basal unit, in which the Pt-Pd zone is found, is markedly heterogeneous in rock type, lacking any coherent internal stratigraphy, and shows evidence of both pre- and post-consolidation faulting (Foose and Weiblen, 1986). Geochemistry Chemical analyses were made on 0.3-m (1-ft) intervals of crushed drill core material (1/4 core, BX size) at 731.5 to 740.7 m (2400 to 2430 ft) depth and the results are presented in Fig. 2. The analytical techniques used were atomic absorption spectrometry for silver, chromium, copper, and nickel; a coulometric titration method for sulfur; and a combined fire assay-DC plasma technique for gold, palladium, and platinum. Figure 2 shows the significant enrichment of platinum and palladium at 734 to 737 m (2408 to 2418 ft) depth; it corresponds to a stratigraphic interval rich in oxide minerals. Average values for platinum and palladium contents over the 3-m (10-ft) interval are 2520 and 2580 ppb, respectively, or 5.1 g/t (0.15 oz per st) platinum plus palladium. Platinum plus palladium contents from individual 0.3-m (1-ft) intervals are as high as 9120 ppb or 9.1 g/t (0.27 oz per st) and average 7.4 g/t (0.22 oz per st) in a 1.5-m (5-ft) interval in the richest part of the zone. The Pt-to-Pd ratio is nearly 1:1 over the entire 9.1-m (30-ft) interval and the platinum and palladium correlate closely with chromium, which ranges from 1.9% to 5.3%. Copper, nickel, and sulfur contents for the drill core interval are also given in Fig. 2. In¬terestingly, the Pt-Pd high corresponds to a depletion in copper, nickel, and sulfur. Prospectors and small scale mmmg companies have long expressed the wish for a highly mobile mineral processing plant. This is especially so in the case of gold mining as relatively small deposits can be highly profitable due to the relative ease of producing a marketable product when compared with the refming and marketing costs incurred with base metals. This paper will concentrate on gold ore treatment in fitting with the theme of the 1996 Randol Gold Forum but the principles may also be applied to base metal ores. The development and application of the Atomaer Filblast Gas Shear Reactor as a cyanidation tool has removed the con­straints of plant size in pulp cyanidation applications. KC Dodd and Associates, Consulting Engineers and Australian Mining Advisers, Pty Ltd, have designed a 1,000,000 and a 250,000 tpa fully modularised ore treatment plant. Various module configu­rations can be arranged to treat a wide variety of ores ranging from simple gold ores to gold-copper and base metal ores. This paper will limit the discussion to comparing the capital and operating costs of a conventional and a modularised 1 million tpa gold treatment employing a number ofnovel concepts which complement the compact, high capacity Filblast Cyanidation Process and the AARL pump Cell Adsorbers. The design described in the paper not only reduces equip­ment sizes and allows for rapid deployment of a sizeable capac­ity plant but also offers significant capital and operating cost benefits.

Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of chemical additives and metal ions present either added or present as contaminants, on the flotation. Fuerstenau and Palmer (1976) have studied in detail the adsorption of multivalent cations onto oxide and silicate minerals. It was observed that the adsorption of a multivalent metal species exhibits a sharp pH dependence which is related to the formation of hydroxy complexes of the metal ions in solution. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances cations such as Ca2+, Mg2+, Fe2+ and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions.

This paper describes in detail the economic forces affecting cobalt supply, demand, and prices. The major factors that will determine the growth or decline in the use of cobalt in each of its applications are discussed. The flows of cobalt from mine to refinery are described on a company-by-company basis. The paper concludes with a discussion of how the characteristics of the supply and demand sides of market interact to determine cobalt prices.
