The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

Introduction There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices . •The time value of invested money was not considered to be important under these "stable" prices, and inflation was assumed to be nonexistent in the planned economy. •An overestimation of the value of social and economic factors such as keeping the local population employed and providing the country with strategic minerals biased the economic evaluations of projects. Sequence of exploration Geological exploration in the CIS countries typically includes two major phases: prospecting and exploration. Prospecting consists of the following: •Regional geological studies. •General prospecting. •Prospecting. •Prospect evaluation. Regional geological studies are conducted within large territories and utilize satellite images, deep seismic zoning and other state-of-the-art methods. Geological and geophysical maps on a scale of from 1:200000 to 1:1000000 are developed to help identify regional anomalies and mineral prospective areas. The areas of primary interest are then subjected to general prospecting, beginning with geological mapping of the area at 1:50000 (1:25000) scale. The prospecting phase determines mineral potential based on further geological mapping (mostly 1:10000 scale), surface geophysics and geochemistry. Finally, the most attractive targets are subjected to further detailed evaluation (prospect evaluation) to help identify "possible" projects by means of trenching and wide-spaced drilling. The results of the prospect evaluation are analyzed and conclusions regarding the economical potential of the project are drawn. If the initial-prospecting phase results are positive and the prospect is recognized as economical, it then moves into preliminary exploration, which is followed by detailed exploration. Preliminary exploration determines the feasibility of the project on the basis of limited data. For example, in some underground projects, the initial exploration drilling and tunneling is done at two or three times wider spacing than would be required by the assumed mining method. Detailed exploration focuses on preparing the project for mining development, such as completing drilling and tunneling, particularly in the portion of the ore body to be first mined. During the project's mining phase, further exploration is usually conducted along the flanks of the mineralized structures and deeper sections of the ore body. Finally, during exploitation, it is sometimes necessary to delineate the ore body within the mining-block limits. A comparison between the United States (US) sequence of exploration activities and the CIS system is given in the Table 1. There is no "additional" and "exploitation" exploration shown in the US system, but it is common knowledge that all mineral projects are subjected to "additional" and "exploitation" exploration while being mined. Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

"INTRODUCTION In carbonate rocks, it is difficult to characterize due to the high degree of heterogeneity in pore geometry. Carbonate rocks have various types of pore systems such as fractures and vugs, and this heterogeneity should be considered for more realistic prediction of oil production in carbonate reservoirs. This study carried out water flooding experiments using five carbonate rock samples in order to observe the change of physical properties. Firstly, qualitative and quantitative analyses were conducted for each carbonate samples by use of XRD and XRF to evaluate the mineral content. All samples are mainly composed of CaCO3 and after that, the ICP experiments were carried out for the water passing through the carbonate. As a result, it was possible to measure the quantity of CaCO3, MgO, Fe2O3 component in water and due to this effect, the permeability of carbonate was altered especially in the front part of the core. Finally, after the carbonate was saturated by 30 API crude oil, water injection to enhance the oil recovery was repeated and it was confirmed that the oil-producing characteristics are different depending on the dissolution characteristics of carbonate rock samples. CORE SAMPLE ANALYSIS Porosity and Permeability Experiment Porosity and permeability were measured. The procedures are as follows (Figure 1). 1. Measure the diameter and length of the dry core using Vernier caliper. 2. Put the core in the core holder, run vacuum pump until the inlet and outlet pressure gauge equal. 3. Saturate the core using ISCO pump to inject water at 650 psi 4. Measure the amount of water and calculate the porosity 5. Set up the outlet pressure at 500 psi. 6. The flow rate measure when the equilibrium 7. Calculate the permeability through Darcy’s Law. 8. Cutting of core upstream and downstream about 13cm, and measure the each of permeability."

The adsorption behavior of silver in ammoniacal solutions on to activated carbon has been studied. The parameters affecting the adsorption of silver on to activated carbon included temperature, agitation speed, concentration of cations and anions as well as that of ammonia. It was found that the adsorption of silver from ammoniacal solutions was dependent upon the initial silver concentration in the solution and other factors. The recovery of silver from ammoniacal solutions was found to be not so effective as the case with gold reported earlier. The adsorption rate was relatively slow overall, despite a rather fast initial adsorption. The apparent activation energy for the adsorption was measured to be 30.2 kJ/mol. It was believed that the kinetics of the silver adsorption on activated carbon was limited by a mixed control mechanism.

The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee's work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. Five-element style deposits are unusual hydrothermal systems that are typically characterized by a nickel-cobalt-arsenic- silver-bismuth metal assemblage. This mineralization is often represented by abundant native silver, arsenic, or bismuth, and followed by nickel, cobalt, and iron arsenides (skutterudite, safflorite, nickeline, rammelsbergite, and lollingite). The Black Hawk district in Grant County, New Mexico is one of the few examples of this mineralization style in the United States. Despite the differences in formation temperature, depth of emplacement, and host rocks between five-element style deposits worldwide, there are commonalities in mineralogy, ore texture, and composition. A detailed exploration of the native metal and arsenide phases will be performed to compare ore forming fluids between systems and the effects on styles of mineralization and paragenesis, as well as to aid in broader classification of the deposit style. Mineralogy and mineral relationships of the Black Hawk District and other five-element deposits worldwide will be characterized by reflected light petrography, scanning electron microscopy, X-ray diffraction, and electron microprobe analysis. Mineralogical phase diagrams will be generated to better understand the driving processes and evolution of the systems through native metal and arsenide precipitation.

Santa Fe Pacific Gold's Lone Tree mine is located in Humboldt County, NV, 45 km (28 miles) east of Winnemucca. The mine currently operates a 1.74-Mt/a (1.92-million stpy) run-of-mine heap-leach operation and a 2.27-kt/d (2500 stpd) refractory gold¬ore-processing plant. Most of the mill-grade ore reserves are refractory, mainly due to pyrite and arsenopyrite encapsulation of the gold. The autoclave pressure-oxidation circuit was commissioned in February 1994 to process the refractory ore. Mineralogy unique to the Lone Tree deposit allowed for the design of a partial-oxidation process. It takes advantage of the heterogeneous nature of the pyrite morphology. Partial oxidation has resulted in an autoclave plant that is able to achieve low operating-unit costs (Figs. 1 and 2).

An emerging technology for sustainable development in mineral development, tailings co-disposal™ is a means to dispose of conventional mill tailings within the void space of a waste rock dump. This method, while not applicable to all tailings systems, can offer a significant reduction in short-term and long-term environmental liability, land disturbance, closure costs, and negative public image. The concept is to dispose of the tailings simultaneously with the waste rock or leach ore, controlling the ratio of tailings to coarse material such that the resulting dump is stable both physically and chemically. The resulting co-disposal dump can be as safe as a conventional waste dump. In the case of alkaline tailings in a potentially acidic waste dump, the acid production can be buffered or slowed.

What prompted the merger of the two long-established American Mining Congress/National Coal Association (AMC/NCA) groups that combine the coal, hard-rock, industrial- and agricultural-minerals sectors of mining? Both associations have been facing similar stresses for several years - structural changes in their respective industries, the changing personality and role of government and well-financed and organized opposition groups. In 1993, the AMC board of directors undertook efforts at reorganizing the association. One board member, who serves on both boards, suggested it might be time to give serious consideration to merging the organizations. This is an idea that had been discussed more or less informally at least three times during my tenure at NCA. Negotiations toward a merger began after that and were consummated in February of this year.

The declaration of bankruptcy by the operator (Summitville Consolidated Mining Company, Inc., SCMCI) of the open pit heap-leach operation at Summitville and the subsequent takeover of the minesite by the USEPA has been a high profile and largely painful event for the mining industry. Shadowed by the ovrall picture has been a continuous effort by technical and operational personnel to treat contaminated water and improve water quality while satisfying various management strategies and budgetary constraints. Summitville's operations history can thus provide a body of knowledge potentially beneficial to operators and managers of present and future mining projects presenting challenges from similar geology, mineralogy, topog­raphy, climate, water chemistry, financial and regulatory ele­ments. This discussion focuses on water treatment operations that occurred at the minesite, initially as part of mining production and reclamation, and later as part of USEPA's emergency response and remedial efforts. All of the treatment efforts have targeted the cyanide and metals contamination associated with process waters from the heap leaching activities, and acid mine drainage (AMD) containing metals such as copper, iron, alu­minum, manganese, and zinc in high concentrations.

What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

Until its closure in 1999, the Antler was North America's only active chlorite mine. The mine is located 25 miles (40 km) southeast of Butte in the Silver Star district - an old Montana gold mining district. In 1975, two prospectors searching for talc re-examined a prospect showing a green, fine-grained mineral resembling talc. Following identification and testing of this magnesian chlorite (variety clinochlore), Cyprus Industrial Minerals began processing ore from this deposit in 1976. Chlorite veins ranging up to 30 feet (9 m) in thickness were formed by essentially complete replacement of Precambrian (Archean?) quartzofeldspathic gneiss. Chlorite replacement was controlled by near- vertical faults. These chlorite veins, typically surrounded by envelopes of sericitic alteration, were formed by the introduction of magnesium-rich hydrothermal fluids, probably related to the Proterozoic talc-forming event in southwestern Montana. Luzenac America, Inc. acquired Cyprus' talc operations in 1992, and continued to mine this deposit until the ore body was mined out in March 1999, and the mine was reclaimed. Total sorted ore production from this deposit is about 250,000 short tons (st) (227,000 metric tons [mt]). Chlorite from this deposit was primarily used in ceramic and paint applications.

In 1981 a Zn-Ag-Pb deposit was discovered in the vicinity of Molai, Greece. Subsequently, it was determined to be of the Kuroko type. The geology of various areas in the southeast Peloponnesean Peninsula is similar to that of the Molai deposit. Since favorable geologic criteria are present, absent, or unknown in varying degrees in all areas, it was deemed necessary to classify and rank the prospective areas according to the level of information available. For each level of information, an ore discovery model based on pragmatic exploration criteria was developed, enabling the favorability of occurrence to be calculated for each area. A Monte Carlo simulation was used to calculate the probabilities, the input data consisting of quantitative and qualitative estimates of the geologic criteria for each area. Three levels of information were modeled : Level A consisted of 9 criteria, level B of 12 criteria, and level C of 20 criteria. The three levels of information were tested on the Molai area. The results exceeded expectations, showing the gen¬eral trends which control mineralization at the lowest level of information. With an increase in the level of information, geological trends become more evident and a differentiation can be made between areas containing Cu mineralization, exhibiting a low probability, and areas likely to contain Zn-Ag-Pb mineralization. The models were then applied to the neighboring areas - only level A and B were available.

The Bureau of Mines is conducting an investigation to develop remediation techniques for residential water wells whose yield has been affected in the long term, by underground mining. Initial work relating to this project was conducted in 1984-1987 at a room and pillar mine in Indiana County, Pennsylvania. Piezometer nest data from the room and pillar mine reveals that a downward gradient in piezometric head exists in shallow strata as a result of drainage into the underlying mine void. The vertical gradient in head in turn results in well bore leakage in open-hole water wells. The relative yield of valley wells is only slightly affected however because the high surficial recharge rate through fractures more than compensates for fracture leakage into the underlying mine. The relative affect of well bore leakage on well yield is greater in certain hillside and hilltop wells that have comparatively low inflow rates at shallow depths. The static water level of such wells is determined to a much greater extent by the chance interception of deep outflow fractures, than is the case for wells drilled in a more intensively fractured valley bottom. The lower static water level of wells that intercept deep fractures does not necessarily reflect the water table conditions outside of a small radius around the affected well. The results suggest that permanently isolating well bore outflow fractures may remediate certain open-hole residential wells that have been affected by high extraction underground mining.

Recently research efforts have been made to obtain a high-purity gibbsite concentrate, suitable for first-class alumina refractories, from a Brazilian bauxite ore containing gibbsite (50%), quartz (35%),and kaolinite (15%). Detailed polished-section microprobe analysis was used to describe the liberation characteristics of the ore. Experimental results suggest that the kaolinite liberation characteristics can be described by King's liberation model and that only about 11% of the kaolinite is expected to be liberated at a particle size of 75 µ. Bench-scale experiments for the flotation of gibbsite/kaolinite from quartz using alkyl sulfates as collectors were particularly successful at pH 2, and under appropriate conditions a concentrate containing 93.0% A1 0 (calcined basis) was obtained 2 3 at a gibbsite recovery of about 96%. Subsequently, the more difficult separation of kaolinite from gibbsite was accomplished by kaolinite flotation from the alumina concentrate with a quaternary ammonium salt at pH 6 to produce a high-purity gibbsite product, 97.4% A12O3 (calcined basis), at an overall gibbsite recovery from the bauxite flotation feed of about 90%.

I. Introduction The free market cash price of aluminium in the third quarter of 1985 is approximately $1000/tonne, well below the short as well as the long run marginal costs of production. The current disparity between marginal costs and price, as well as the pattern of prices since their high level in 1980, has led many economists to question whether prices are governed by the 'fundamentals'. Prices, some would argue, are the result of speculation; and speculation is irrational, little influenced by the fundamentals of the industry. The object of this paper is first to examine the relation between the fundamentals and price. A number of simple models are formulated and some empirical evidence is given to show that prices are not very different from costs. There are good reasons why costs and prices have fallen since 1980. Second, the connection is drawn between the fundamentals and speculation. To do this the concept of 'rational expectations' is defined and applied to a model of the aluminium industry. Then speculation is introduced into the model and the characteristics of the solution are examined. The object is to discover the new factors that determine prices and the basic change in the nature of the solution that is caused by speculation. 2. Prices and the Simple Supply-Demand Model Consider a simple model of the aluminium industry. Demand, D, is determined by economic activity, A, given exogenously, and inversely by the price, P. Supply, Q, is determined by the inverse of the rnarginal cost curve, and so varies inversely with exogenous factor costs, C, and directly with price. Price is determined by the equality of supply and demand. Given the equilibrium level of demand, price in this model is equal to the rnarginal cost of producing the required level of demand, P = MC (Dl. Algebraically, [ ] How well does this simple model explain the change in prices during the last five years? Table I shows the LME cash price and the estimated marginal cost of producing consumption during the second quarters of 1980 through 1985. The figures in the table show that price and the marginal cost of supplying demand both fell between 1980 and 1982, rose in 1983 and by 1985 had fallen again. Only in 1984 is the direction of change different. And during the 1980 to 1985 period, marginal costs fell by approximately $560/tonne while the LME cash price fell by $678/tonne. There is a correspondence between the fundamentals of cost and price over most of the individual years and the period as a whole.

P. T. Pacific Nikkel Indonesia (PTPNI) was incorporated in Jakarta, Indonesia in February, 1969 by a group of Dutch and North American companies. At the same time, a Contract of Work with the Government of the Republic of Indonesia was signed, granting Pacific Nikkel all the necessary licenses and permits to explore and develop all nonradioactive minerals in two separate areas in Irian Jaya, eastern Indonesia. Nickel mineralization occurrences were confirmed by Dutch geologists in the two areas in 1952 and 1955, however, detailed exploration began in June 1969 after the Contract of Work was signed. Since that time, numerous studies and investigations have been conducted to determine the feasibility of producing metallic nickel in Irian Jaya. Four engineering studies, two bulk sample tests, an oceanographic survey, and a preliminary site investigation indicated that construction and operation of a nominal 100 million pounds per year metallic nickel plant on Gag Island were technically feasible. The fourfold increase in the price of oil in late 1973 without a corresponding adjustment in the price of nickel necessitated a reevaluation of the project, the results of which showed that the project required other conditions to be viable. Subsequently, analysis of: the future projected nickel supply-demand and cost-price relationships, the economics of treating a higher grade feed, and participation by the Government of Indonesia, indicate that the project will be viable. Therefore, planning of the Gag Island Nickel Laterite Project is continuing with the objective of commencing production to supply the market in the 1983-1984 time period.

The interaction of talc with carboxymethyl cellulose, a polymeric depressant currently used in the mining industry, was investigated. adsorption isotherms, infrared spectoscopy and microflotation studies were performed to determine the surface properties of the depressant at the talc-water interface. Solution conditions were varied in ionic strength, pH and the presence of magnesium ions. The adsorption of the anionic polyelectrolyte, carboxymethyl cellulose onto the talc surface was greatly influenced by the solution ionic strength and pH. Limited adsorption, and therefore depression, occurred at high and low ionic strength. Adsorption, and thus talc depression, improved greatly with either increased ionic strength or reduced pH. With the addition of magnesium ions, talc depression was shown to improve considerably. The improved depression is likely to be the result of the formation of a magnesium ion-carboxyl complex.
